The suggestions will be developed during a public workshop #ram 6:30 to 9 p.m. Monday, Jan. 19, at the Colorado Ski Museum. Anyone ~ interested in the plaza's renovation is encnuraged to a#tend. There, parkicipants will brainstorrn ideas for improvements to the 25-year-old plaza, located at the entrance to the Covered Bridge in Vail Village. The Vail Town Council has set aside $540,004 for improvements to the plaza in preparation for the 3999 World Alpine Ski Championships. The work will address basic infrastructure needs, such as new pavers, and improved landscaping and lighting, said Todd Qppenheimer, the tawn's parks superintertdent and project manager. (n addition, Oppenheimer says ideas will be sought fio improve the plaza's effectiveness as a special event venue for activities such as the holiday tree lighting ceremony. "Right now, our special events are harnpered there because crowds block the pedestrian through-traffic. Alsm, it becomes difficult to see the whole area from any one point," OPPenheimer said. The project's scape also will address improvements ~ought by adjacent properties on the east and west sides of the plaza, Oppenheimer said. BAGKGRCJUND AND DESCRI~PTION tJF THE REQtJf==S7. 4n Octaber 27, 1997, the applicant appeared before the Planning and Environmental Commission (F'EC) with a similar request. Upon review of the criteria and cansideration of the , factors outiined in the Municipal Code; the PEG unanimously appraved the applicant's request with several conditions. In deciding upon the request, the PEC found that #he proposec6 ~ improvements ta the Golden Bear Store complied with the minor exterior alteration criteria and that the site coverage variance did not result in a grant of special privilege, wauld nat be detrimental to the public hea!#h, safety, or welfare, and that the strict and lifieral interpretation of the site coverage regulation would result in a practical difficulty upon the appiicant inconsistent with the Municipal Gode. A capy of the staff inemarandum ta the Planning and Environmental Commission dated Oc#ober 27, 1997 and a capy of the approved October 27 mee#ing minutes have been attached for reference. On November 5, 1997, the applicant appeared before the Design Review Board (DRB) for cansideration af their request. Upon review of the praposai, the applicant and the Design Review Board agreed fhat variaus changes sh4uld be made #a #he proposal to improve the overall design and function of #he addition. The app-licant has made the foiCowing changes: * A more "permanent" appearing raaftawning has been added. * The roaf/awning design has been amended to ensure proper drainage and irnproved dispiay windaw oppottunities, * The window fenestration has been amended ta reiate better to the existing second stary windows. * Neavy log timbers have been added to suppart the raaflawning. * Landscaped areas have bsen reloca#ed to improve window disp(ay opportunities. * The use of copper shing(es as a roofing material. The changes recommended by the DRB, and agreed #o by the app(icant, do nat affect the ~ previously approved site coverage variance nr aite:r the interior filoor plans of the addition. The site coverage variance was republished for this meeting by the staff in the event #he requested changes impacted the previous site coverage variance approval. 1 t t The applicant has since made the requested changes. Staff believes that the changes made tn the original propnsal are pasitive and cantinue to be consistent with the minor exterior alteration ~ criteria prescfibed by the Municipal Code and outlined in Sections ill thru Vl of #he C7ctober 27, 1997, staff inemorandum. Staff does believe, however, tha# the changes are significant enough to warrant a reaffirmation of the minor exterior alteration request approval for the Golden Bear Stare. A reduced copy of the amended plans have been attached for reference. For Zoning Analysis information please refer to the dctaber 27, 1997 staff inemorandum. Please note hawever, that the landscaped area square footage figures have been reduced slightly from the previous approval. The reduction of two square feet of totai landcaping is a result of impraving access to the jewelry display windows for "window shoppers". The landscaped areas associated with this proposal are 153 square fee# of on-site landscaping (no net loss from the existing conditian) and 122 square feet of off-site landscaping (31 square foot increa$e from October 27 approval). (I. STAFF RECOMMENDATION Minor Exterior Atteration The Cammunity Development Department continues to recommends approval of the reques# for a minor exteriar alterafinn in Cammercial Core 1 to The Golden Bear Store. The recommerrdatian for approval is based upon the staff's review of the minor ex#erior alteratian criteria outlined in Sections I11 thru Vl of the staff memorandum to the F'lanning and Environmen#al Commission dated October 27, 1997. Staff believes the applicant's amended proposal meets each of the ~ criteria. Should the Planning and Enviranmental Commission choose to grant ar? approvai of the amended minor exterior alteration request, staff wouid again recommend the following conditions: 1. That a pubiic way permit and a revocable right-of-way permit be executed prior to issuance of a building permit. The public way permit application shall be accompanied by a construction fencing, traffic control, and staging plan. These plans must be reviewed and approved by Pubiic Works and Corrimunity Development staff. The applicant shall coardina#e and receive approval far ali final grading plans for the paver/drain pan repair work fram Public Works prior to issuance of a buiiding permit. The applicant shalC also coordinate plans to direct roaftop run-aff into the storm sewer sys#em with PubFic Works. 2. That the applicant prepare and submit a detailed exterior lighting plan for review and approval by the DRB prior to issuance of a building permit. 3. That the applicant provide a minimum of twn streetscape benches along Gore Greek Drive/Bridge Street priar to issuance of a building permi#. 4. That the applicant coardinate irrigation plans and plant materiai selection decisions with Todd Oppenheimer at Public Works prior to issuance of a building permit. On-going maintenance of all landscaped areas shall be required of the applicant. Finai Town review and approval of landscaping around the Fire ~ Department connecfion shall occur prior to issuance of a buiiding permif. 2 ~ 5. That payment of the parking pay-in-iieu fee shall occur priar fo issuance of a building permit. Site Goverage As stated previously in this memorandum, the October 27 site coverage variance appraval has not been impacted by the applican#'s changes. DESCRIPTIC)N flF THE REQUESTS Minor Exterior Alteration The applicant is requesting approvalof a minorexterior atteration in the Commercial Core f Zone District to add 68 square feet af commeraial fbor area to the Goiden Bear Store, lacated on the first floor of the A& D Building. The request invalves relocatirig the entry to the store from the wes# side af the building to the northwest corner of the building, adding ~ commercial floar area adjacent to the entry, reconfiguring landscape planters, and replacing the awning and sign. The applicant also proposes to repair the cnncrete brick paving and the drainage pan along the entire starefront and ta install streetscape landscaping and benches in accordance with the Town's Streetscape Mas#er Pian. According ta Sectian 18.24.065, Subsection 3b, of the Municipal Code of the Town of Vail, in part, "Applications far the alteration of an existing building which adds or removes any enclosed floor area af not more than one hundred square shall be deemed a minor exterior alteration." Since the applicant is propasing to add 68 sgiaare of enclosed flaor area (<100 square feef), the staff has concluded the applicafion to be a minor exterior al#eration. Site Caverage The applicant's praposal to add 68 square feet of commercial floor area increases site coverage by 68 square feet. According to Secfion 18.24.150 of the Municipal Cade of the Town af Vail, in part, "Site coverage shall not exceed eighty percent (80%p) of the tatal si#e area unless atherwise specified in the Vail Village Urban Design GuidePlan and Design Considerations." Currentfy, there is 5,854 square feet or 79.77% site coverage on the applicant's properfy. The proposed addition would resuft in 5,922 square feet or 80.70°1o sife coverage. Therefore, the ~ applicant is requesting appraval of a site coverage variance of 52 square feet or 0.70%. 1 il. Increased density in core areas is acceptabie so long a$ the existing character of each area is preserved through implementation of the Urban Design Guide Pian and the Vail Village Mas#er Plan. Goal 4.3 The ambience ofi the Village is impartant to the identify of Vail and shauld be preserved (scale, alpine character, smail town feeling, mountains, natural setting, intimate size, cosmopolitan feeling, environmental quality)." The appiicant's plans for the expansinn of the Golden Bear and the remodel of its storefront reflects a high quality redevelopment propasal that shau4d enhance the commercial viability of the Golden Bear withaut adversely impac#ing other commercial and residen#ial uses in the vicinity of the project. The proposed redevelopment is in harmony with Gaals 1 .1 and 1.3. Goals 4.1 and 4.3 express the desirability of accommadating additional comrnercial growth in the core areas of Town, such as Vail Village and Lionshead. The proposed redevelopment is in harmony with these goais as the Golden Bear is laca#ed at the intersection of Gore Creek Drive and Bridge Street within the Village. Ali of these goals no#e the importance ofi evaluating commercial expansions so that the ~ ambience of the Vitlage and the identity of Vail are preserved. The quality features of the redevelopment wiii be discussed, especially in regard tti their compiiance with the Urban Design Guide Plan and the Vail Village Master Plan, in the following sectians af this memorandum. Goal 4.1 states in part, that "future commerciai development in the core needs to be carefully confiroHed to fiacilitate access and delivery." One of the few issues related to the propased redevelopment is a nesd to maintain emergency vehicular access along Gore Craek Drive adjacent ta the storefrant. The proposal invoives adding planters along this elevation and installing streetscape trees. All would be cantained wi#hin the cnnfines of the existing concrete drainage pan along Gore Creek Drive. The pavers and the drainage pan define the street edge in this area. Adequate street width is maintained for Fire Department access. B. Vail Village Master Plan The goals far Vail Villageare summar`rzed in six major goal statements. Each major goal focuses on a particular aspect of the Village community. "Goal 'I Encourage high quality redevelapment while preserving the unique architectural scale of the Village in arder to sustain a sense of cammunity and identity." The propased remodei involves quality design details sueh as the addition of ornamental display cases, increased transparency to attract pedestrian atten#ion, and reorientation of ~ the entryway to the corner of the building focusing on the intersection of Bridge Street and Gore Creek Drive. The addition of s#reetscape trees, benches, and pianters for annuais and perennials enhance the buiiding's north elevation. A new awning reflects the gabled 3 ~ roof forms alang the north elevation and draws the first floor cammercial out from under the dominafiion of the upper floor. "Goal 2 To foster a tnurist industry and promote year-round economic health and viability for the Village and for the communi#y as a whole." The propased expansion will enharrce the existing commercial use and promotes year- round econnmic health and activity by implementing many of the streetscape objectives along Gore Creek Driue. The addition of streetscape shade trees, and benches improve the aesthetic appeal of the Gore Creek Drive storefron#, and provide a place for pedestrians to res# and take in the street life during the warmer sumrner season. "Goal 3 To recagnize as a top priority the enhancement of the walking experience throughout the Viliage." As discussed in Goai 2above, the proposed remodel inciudes the implementation of many of the Streetscape Master Plan elements. The addition of benches, trees, repairing of pavers, and the addition of landscape planters certainly enhance the pedesfrian experience along the Gore Creek Drive frontage. The greater transparency of the windows and the addition of display cases should draw the pedestrian up to the storefron# to gaze inside. "Goa14 To preserve existing open space areas and expand green spaee opportuni#ies " ~ The proposed building expansion displaces the existing landscape planter at the corner of #he building. Additionai planters are proposed along Bridge Street and Gore Creek Drive. To eompensate far the displaced planter, six trees in four-foo# square tree grates have been added along both streets and three trees in grates have been added on thepatio area adjacent to Mill Creek. The applicant proposes to add thirty-three square feet of green space an-site and eighty- four square feet of green space off site. °Goal 5 Increase and imprave the capacity, efficiency and aes#hetics of the transportation and circulation system throughout the Village." The proposed remodel should have no effect an transportation and circulation in the Village. The implementation of the streetscape trees and benches provides an improved pedestrian atmosphere alang Gore Creek Drive. "Goa16 Ta ensure the continued impravement of the vital operational elemen#s of the Village." The proposed improvements da not impact access, maintenance and delivery activities in the vicinity of the project. The proposal wili improve existirag eonditians as the applicant proposes to eliminate existing drainage prablems. Raaf drains along the north eievation wili be hidden in the building wall a# fhe awning, and wi11 be routedunder the pavers diseharging directly in#a #he existing storm sewer system. The applicant also proposes to regrade Itiw areas where wa#er currently stands and imprnve the overall drainage of the concrefe paver area and drainage pans along #he store front, so that drainage enters starm sewer inlets as originally planned. The applicant has agreed to repair broken ~ 4 heating elements under the pavers so that the entire paver area wi(1 be equipped with a functioning snow meit system, providing a safer enviranment for delivery personnel and ~ pedestrians. IV. CUMPLIANCE WITH THE RURPASE STATEMENT OF COMMERCIAL CORE I ZONE DISTRICT According to Section 18.24.010 of the Municipal Code, the Commercial Care I District is intended to, "prdvide sites and to maintain the unique character of the Vail ViNage Commercial Area, with its mixture qf iodges and commercial establishments in a predominantly pedestrian environment. The Cammercial Core I Distric# is in#ended to ensure adequate light, air, open space, and other amenities appropriate to the permitted types of buildings and uses. The district regulatians in accordance with the Vail Viilage Urban Design Guide Plan and Design Considerations prescribe site development standards that are intended to ensure the rnaintenance and preservatian of the tightly clustered arrangements of buildings fronting on pedestrian ways and public greenways, and ta ensure continuation of the building scale and architectural qualities that dis#inguish the Village." The reorientation of the entry to the Golden Bear, along with the implementation of streetscape improvements, will enhance the pedestrian environment. The remadeled starefrant impraves the ' quality and aesthetic appearance af this entire corner without interfering with the light, air and apen space enjoyed 6y surrounding buildings and uses. The praposal meets the site development guidelines expressed in the Urban Design Guide Plan and Design Considerations. ~ The proposal improves building scale by emphasizing the ground levei retail area and reducing the building to a pedestrian scale, V. This recommendation may pertain to pedestrian access along Gnre Creek Drive and Bridge Street or ta access into and out of the A & D Building. Either way, the current proposal improves upon the existing situation. One additicrnal tree in a gra#e is proposed along E3ridge Street and five along Gare Creek Drive wiil he1p define the street edge adjacerrt to the new entryway. 2, Pedestrian Stiteets-fimited vehicular traffic Gore Creek Drive is a 25 to 35-faot wide section of asphalt, with an additional 6 to 8 feet of concre#e pavers on each side. This width is more than adequate to accommodate the current mix of pedestrian and vehicular traffic. B. Vehicular Penetratian: ~ "in conjunction with pedestrianization objectives, major emphasis is facused on reducing auto penetration into the center ofi the Village...Road constric#ions, traffic circles, signs and other measures are indicated in the guide plans to visually and physicalfy discourage aH but essentiai vehicle panetration." Adding streetscape trees along Gore Creek Drive will visually constrict the roadway. Planters are strategically located along the building wall with streetscape benches located between tres grates. Infili commercial store fronts" Relacating the entryway to the corner of the A& D Building, papping the storefcont out and adding display cases oriented toward the in#ersecfion of Gore Greek Drive and Bridge Street will focus visual interest on the Golden Bear Store and the A& D Buiiding. The addition of landscape planters and streetscape trees aCnng Gore Creek Drive significantiy improves this frontage by saftening the twa-story building ~ 6 } facade. The additian of an awrring further accents the first floor retail element, pulling i# out from under the second Ievei offices, creating interest and focusing ~ the attention of the pedestrians. D. Street Enclosure: The proposai wiN not directly affect facade height. 7he addi#ion of an awning and trees will help enclase Gore Creek Drive and will give it a more pedesfrian scale. The proposed improvements will provide a softer, more defined feefing and will add fhree dimensionaf variety along the A & D Buiiding's north elevation, E. Street Edge: "Buildings in the ViHage Core shnuid form a strong but irregular edge to the street,," The proposed streetscape impravements and additinn of the awning will add irregularity to the Gore Creek Drive frontage. Existing jags in the building will be maintained, although altered slightly at the northwest corner of the building. The propasal includes planters that are strategically lacated along the north elevation with benches interspersed between landscaped areas. This, along with the gabled effect of the awning, significantly improve the irregularity of the streetscape along Gare Creek Drive, which wifl help the pedestrian quality of the space. F. Building Height: The application daes not impact this consideration. ~ G. Views and Focal Pcrints: The appiication daes not impact this consideratian. H~ 5ervice and Delivery: A laading zone exists along Gore Creek Drive adjacent to the Miil Creek Caurt Building. The proposal will have no impact an existing loading and delivery services, 1. Sun/Shade: Due to the existing height and orien#ation of the building, the addition afi the proposed awnings and building area will not extend shadows or interfere with adjacenf property`s light. ArchitecturelLandscape Considerations A. Roofs A minor roof extension is proposed. The new roof area wiH not be seen from the street level and does not alter the existing roof forms at the A& C7 Building. ~ 7 ~ B. Facades "Materials Stucco, brick (or stone), wood and glass are the primary buiiding materials found in the Village. Of the above materia(s, stucco is the most consistently used ma#erial." The propased design maintains the dominance of stucco with the contras# af river rock veneer on low landscape planter wails. The existing stucco coiar, off-white, will be maintained, but the trim eolors wi(I be changed from blue to forest green. The new awning is also praposed #o be a copper patina. The proposed rock veneer nn the planter walis will match the stone that currentiy exists on the Gorsuch storefront (a picture o# this s#one work is enclosed). The applicant prefers the rounded, irregular river rock over the existing rock at the A& D Building. According to the appiicant, the existing stonework has a ractangufar, manufactured lo6k. The proposed stonework will rep(ace the existing stonevrtork an all portions of the A& D Building. „Color Far woad surfaces, trim or siding, darker color tones are preferred. Browns, grays, blue grays, dark oiives, siate greens, etc. Stucco coiors are generally white beige, pale gald, or other light pastels. Bright colors should be avoided. Generaliy, to avoid busyness, ~ and weak visual interest, the variety of major wali colors and materials shauld be no more than four nor less #han two in each case. A color/material change between the ground floor and upper floar is a common and effec#ive reinforcement of the pedestrian scale of the street." The applicant's colnr palette of muted grays and beige (river rack), dark green (windaws, wood trim, storefront door and awnings), arrd off-white (stucca) are in harmony with the color guidelines. The applicant's praposal wiN add green to the exis#ing coiars of brown, gray and blue at the A& D Buiiding. The materials wili be stone, wood, copper and stucco. Thus, four basiccolors and four basic types of materials are proposed. "Transparency As a measure of transparency, the most characteris#ic and successful graund floor facades range from 55°l0 #0 75°lo af the total length of the ccammercial facade.° The proposed transparency is approximately 50% of the building facade. This is slightly below the range indicated above, but the applicant is proposing improvements that will draw attention to the storefron# area such as the river rock faced dispiay cases on each side af the entry doar. The additional arnarnentation, the awning, s#reetscape benches and landscape planters, aCong with the reorientation af the entryway to the corner of the building, will draw pedestrian ~ attentian tothe bcrilding. $ ~ "WindowS For c?ose-up casual pedestrian viewing, windows are typically designed ta ~ human-sized dimensians. Ground floor display windows are typically raised slightly, 18 inches plus or minus, and do no# extend much over 8 feet abave the walkway IeveL" The proposed windows are at a pedestrian scale. The planters are 1.5 to 2 feet high and windows are 6 feet high, for a tatal height #o the top af the windows at 8 fae# above walkway levef. "Glass areas are usually subdivided #o express individua) window elemen#s and are further subdivided by mullians into small panes.which is responsibie far much of the old world charm of the Village. Windows shauld give a pleasing rhythm with horizantal repetition o# single window elements especiaily ouer long dis#ances avoided. Bay and box windows are common windaw details which fur#her add variety and massing to facades and are encouraged.° The proposed windows have a pleasing rhythm and sXmmetry in b4th location and size. Muilions are used to divide the large glass panes into smal( panes. Bay windows and projecting display cases are designed to accent the entryway. "Doors Like windows, doors are important character and style giving architectural elements. They shauld also be somewhat transparent ~ on commerciai facades and cnnsisten# in detailing with windows. As an expression of entry, shel#er and welcame, protected entryways are encouraged. Doorways may be recessed, extended or covered," The entryway consists of double giass doors in the same style as the windaws with mullions dividing up the large glass plates. The doorway is recessed and covered with an awning, providing a protected entryway. C. Decks and Patios No decks or patios are proposed by the applicant. D. Balconies No balconies are proposed by #he applicant. E& F. Accen# Elements and Landscape Elements The accent elements are in harmony with the recommendations of the Design Guidelines. The colors and materials proposed are consistent with colors and materials used across the stree# (Gorsuch). Lighting along the storefront has not been finalized and will need to be appraved by the DRB before a building permit is issued for the project. ~ 9 ~ G. Serviae This consideration is no# applicable to this application. VI1. VARIANGE CRITERIA AND FINDINGS Upon review a# Sec#ion 18.62.060, Griteria and Findings, of the Town of Vail Municipal Code, the Communi#y Development Department recommends approual af the requested site coverage variance. The recommendation for approval is based upon on the following factors: A. Consideration of Factars; 1. The relationship af the requested variance to other existing ar potential uses and structures in the vicinity. Staff believes the variance request wilf have no negative impacts on the relationship to other existing ar potential uses and structures in the uicinity of The Golden Store or the A&D Buiiding. The request for the additional 52 square feet of site coverage will result in an improved streetscape and pedestrian experience along Bridge Stree# and Gore Creek Drive and will not interfere with the opera#ion of the existing businesses on adjacent properties. ~ 2. The degree to whmch relief from the strict and Iiteral interpretatinn and enforcement of a specified regulation is necessary ta achieve compatibility and uniformity of treatment amnng sites in the vicinity ar to atEain the objectives of the title without grant af specia( privilege» The staff has warked with the applicant to reduce the amount of deviatian (+0.70%) from the site ccrverage development standard. Staff believes the applicant is requesting the minimum amounf of relief from the site coverage limitation #a obtain campatibility and uniformity amongst the sites in the vicini4y of The GoCden Bear. Staff does not believe that the granting of the variance request will result in a grant of special privilege since the intent of the development standards is being met. The site caverage limitation of 80% was intended, in part, to ensure that an adequafie amaan# of the site was left undeveloped to permit areas for (andscaping and streetscape. The applicant's request to increase the site coverage percentage by 0,7°lo does nat have any negative impacts on the landscape area of the Galden Bear Store. In fact, the applicant proposes to increase the net landscape area on the propertY byaPproximately 33 sq.ftv and to implement the recommended actions in the 5treetscape Master Pfan. Staffi further believes that the request does not cans#itute a grant of speciai privilege smce the addition proposed by the applicant furthers the gnals and objectives of the mas#er plans of the Tawn of Vail wi#hout resulting in negative impacts on adjacent properties or uses. As discussed in Sections III, IV, V, & VI of this memorandum, the applicant's propasal ~ implements marty of the recommendations proposed in the Town's Master Plans. As stated in the Vail Village Master Plan, 10 "Vai1 Village has not escaped the aging process. There is a need to encourage the contiuned upgrading and enhancement of existing lodging ~ and commerciai facilities within the Village in order to maintain the unique character that is its main attraction." Lastiy, staff believes that while it is always possible ta design and canstruct a building that is in full camplianee wifh the Zoning Code, it is not aCways practical or reasonable to do so. Staff acknowle:dges that the applicant couid redesign #he addition and eliminate 52 square feet of site coverage. Hawever, the design and construction of the existing building corner is not condusive #a substantial changes. Staff believes that such a change would negatively impact the applicant's use of the Golden Bear Store. Staff feels that the benefits of the addition autweigh any possible negative impacts. 3. 7he effect af the requested variance on light and air, distribution of populatian, transportation and traffic facilities, public facilities and utilities, and publia safety. Staff believes the variance request will have no negative impacts on light and air, distribu#ion of population, transportation and traffic facilities, public facilities and utilities, and public safety, B. STAFF RECOMMEND,4TiC)N Minor Exterior Alteration The Community Deveiaprnent Department recnmmends approval of the request for a rninor exterior alteration in Commercial Gore 1 to The Gniden Bear S#ore. The recommendation far approval is based upan the staff's review of the minor exterior alteratian criteria outlined in ' Sections III thru VI of this memorandum. Staff believes the applicant has mst each of the criteria. Should the Planning and Enviranmental Comrnission chaose ta grant an approval of the minor exterior afteration request, staff would recommend the fol(owing conditions: 1. That a public way permit and a revocable right-of-way permit be executed prior to issuance of a building permit.
