He said that the effect of these changes involved concentrating the development around the existing Mt. Bell Tower and that other changes regarding the plans from Mike Coughlin included: • Maintaining access and circulation as shown in previous plans. • Creating a parking structure underneath the building • Concentration of development around Mt. Bell Tower. • Building mass steps down much more than previously shown. + Building mass has been taken out of the center of the development and placed around the perimeter of the structures and allowing the east side to step down. Mark Risfo, President of the Vail Local Housing Authority, stated that he felt that the product being proposed will be a successful livable product that meets the price point needed to make it affordable. Kirn Ratolla, also spoke and mentioned that the floor plans were the same as originally proposed and that the Housing Authority feels very good about the proposed floor plans and the specific plans in front of the PEC. Jim Lamont asked about how residents accessed the open space around the building. Mike Coughlin described how this would be done via staircases and how the development works with the Tower. He also asked about what the elevations looked like adjacent to the Tower. Mike Coughlin answered and said they were working on step books, Jim Lamont asked whether the entry building was a community center or rental units. Mike Coughlin responded to his question. Mike Coughlin and Jiro Lamont then discussed the unit mix and whether dorms could be located on the site. Mike Coughlin then mentioned that available financing was not available and therefore was not proposed. He also mentioned that the VLHA also just received an $85{1,000 grant for the project. Jim Lamont also asked about the grand plan far Housing. Mark Risto reviewed the market analysis that was prepared. Jim Lamont mentioned that the middle creek corridor is now preserved and that is a positive, He also asked about public access to the open space. Mike Coughlin described haw the open space areas could be accessed. Jim Lamont also asked whether we could enhance park amenities on the site. He also asked abou# how the land lease works. Mike Coughlin said they have been working to balance the affordability of the project with the density needs of the developer. Bill Pierce asked where the parking was. He asked that Building A's mass be shifted and added to the main mass on the east side, or go to six floors on the main mass. Hans Woldrich stated that the east and west side needs an intermediary roofline to break up the east and west elevations. He also asked about the architecture of the building. 2 Approved 6110102 ' Mike Coughlin responded that he would like European architecture. Margaret Rogers complimented the project where it stands. Rollie Kjesbo stated the applicant did a great job of responding to the issues. George Lamb also complimented the design team. He asked about snow melting in the plaza and how they will look at cueing for the day care facility. Mike Coughlin mentioned that they are increasing parking in the day care facility. Gary Hartman reviewed.the comments from John Schofield and read Vt into the record. He then gave his comments. He mentioned that this deveVopment was very innovative and appropriate for the site and agreed with his fellow Commissioners that the building mass from Building A should be rnore integrated with the main mass. He also wondered whether there could be more of a pedestrian access with from the plaza to the bus stop.
