employeehousing.HecontendedthattheCommissionhasfinalapprovaloverthemitigation ഀ method.HeisalsoconcernedthattheHousingDepartmenthasnotyetcreatedamasterplanof ഀ whereemployeehousingunitsshouldbelocatedandthathousingpolicieshavenotbeen ഀ finalized. ഀ EustaquioCortinanotedthattheirprojecthasalreadybeendelayedbyamoratoriumtoaddress ഀ accommodationunits,andaskedthattheCommissionmakeadecisiononthisprojectandnot ഀ delayitformorehousingpolicies.Hebelievestheprojectcomplieswithtoday’srequirements ഀ andthecharacteroftheneighborhood. ഀ CommissionerProperthankedstaffforthethoroughoutlineandbelievestheprojectcomplies ഀ withthecode. ഀ CommissionerKurzthankedtheapplicantforthenumerousrevisionsthatweremadeandstated ഀ hebelievestheprojectisreadytomoveforward. ഀ CommissionerPierceaskedtheapplicantstoclarifythecirculationpatternsandparkingforthe ഀ project.Theapplicantsclarifiedtheissue.CommissionerPiercealsoaskedStafftoclarifythe ഀ employeehousingrequirements,andWarrenCampbellexplained.Henotedhisconcernthat ഀ freestandingshedsandbutterflyroofsarespecificallynotpermittedbytheLionsheadMaster ഀ Planarchitecturalguidelines,buthebelievestheremainderoftheprojecthasbeenwelldone. ഀ CommissionerKjesboagreedthatgoodchangeshavebeenmadeintermsofarchitecture.He ഀ notedhisconcernthatthereisn’tenoughlandtoaccommodateemployeehousinginVailandhe ഀ willnotsupportthisprojectwithoutmoreon-siteemployeehousing. ഀ DominicMaurielloaskedifdeedrestrictedotherunitsinTownwouldaffecthisopinion. ഀ CommissionerKjesbonotedthathewillrequiremoreon-sitehousingofthisprojectandothers, ഀ asdeedrestrictingunitswithinTowndoesnotincreasethenumberofunitsavailablewithinthe ഀ boundaries. ഀ CommissionerVielestatedhisconcernthatanemployeehousingpolicyhasnotyetbeen ഀ draftedbyStaffandtheHousingAuthority.Henotedtheweight$2millionofup-frontmitigation ഀ feesputsonadevelopment..Hebelievestheprojectcomplieswithallotherstandards.He ഀ doesn’tbelievetheapplicantshouldbedelayedanylongerbytheTown’sinabilitytoprovide ഀ directiononwhatmethodsshouldbepursuedwithaffordablehousingmitigation. ഀ DickClevelandnotedhisconcernaboutthe“livebed”definitionsandpolicies.Heaskedabout ഀ CommissionerPiercereiteratedthatbothheandCommissionerKjesbohavevotedinopposition ഀ oftheprojectbecausethereisnoclear,adoptedemployeemitigationplanprovidedtoaidthe ഀ
