਍ഀ WarrenCampbellstatedthatalltheimpactsidentifiedbyCommissionerClevelandwouldbe ਍ഀ reviewedundertheCommission’sreviewofanydevelopmentplan. ਍ഀ CommissionerVielehadmajorconcernswithincorporatinganadditionallevelofdevelopment ਍ഀ review.HestatedhehasconcernwiththeTownCouncilhavinganotherlevelofreviewbecause ਍ഀ anyotherinterestedpartycanprovideinputtotheCommissionaboutthemitigationmethodsfor ਍ഀ employeehousing.HecontendedthattheCommissionhasfinalapprovaloverthemitigation ਍ഀ method.HeisalsoconcernedthattheHousingDepartmenthasnotyetcreatedamasterplanof ਍ഀ whereemployeehousingunitsshouldbelocatedandthathousingpolicieshavenotbeen ਍ഀ finalized. ਍ഀ EustaquioCortinanotedthattheirprojecthasalreadybeendelayedbyamoratoriumtoaddress ਍ഀ accommodationunits,andaskedthattheCommissionmakeadecisiononthisprojectandnot ਍ഀ delayitformorehousingpolicies.Hebelievestheprojectcomplieswithtoday’srequirements ਍ഀ andthecharacteroftheneighborhood. ਍ഀ CommissionerProperthankedstaffforthethoroughoutlineandbelievestheprojectcomplies ਍ഀ withthecode. ਍ഀ CommissionerKurzthankedtheapplicantforthenumerousrevisionsthatweremadeandstated ਍ഀ hebelievestheprojectisreadytomoveforward. ਍ഀ CommissionerPierceaskedtheapplicantstoclarifythecirculationpatternsandparkingforthe ਍ഀ project.Theapplicantsclarifiedtheissue.CommissionerPiercealsoaskedStafftoclarifythe ਍ഀ employeehousingrequirements,andWarrenCampbellexplained.Henotedhisconcernthat ਍ഀ freestandingshedsandbutterflyroofsarespecificallynotpermittedbytheLionsheadMaster ਍ഀ Planarchitecturalguidelines,buthebelievestheremainderoftheprojecthasbeenwelldone. ਍ഀ CommissionerKjesboagreedthatgoodchangeshavebeenmadeintermsofarchitecture.He ਍ഀ notedhisconcernthatthereisn’tenoughlandtoaccommodateemployeehousinginVailandhe ਍ഀ willnotsupportthisprojectwithoutmoreon-siteemployeehousing. ਍ഀ DominicMaurielloaskedifdeedrestrictedotherunitsinTownwouldaffecthisopinion. ਍ഀ CommissionerKjesbonotedthathewillrequiremoreon-sitehousingofthisprojectandothers, ਍ഀ asdeedrestrictingunitswithinTowndoesnotincreasethenumberofunitsavailablewithinthe ਍ഀ boundaries. ਍ഀ CommissionerVielestatedhisconcernthatanemployeehousingpolicyhasnotyetbeen ਍ഀ draftedbyStaffandtheHousingAuthority.Henotedtheweight$2millionofup-frontmitigation ਍ഀ feesputsonadevelopment..Hebelievestheprojectcomplieswithallotherstandards.He ਍ഀ doesn’tbelievetheapplicantshouldbedelayedanylongerbytheTown’sinabilitytoprovide ਍ഀ directiononwhatmethodsshouldbepursuedwithaffordablehousingmitigation. ਍ഀ DickClevelandnotedhisconcernaboutthe“livebed”definitionsandpolicies.Heaskedabout ਍ഀ thecorrelationbetweenthenumberofactualbedsintheoldprojectandthelikelihoodofthenew ਍ഀ Page4 ਍ഀ ਍ഀ project’sdwellingunitsparticipatinginarentalpool.Hebelievestheapplicanthasmademany ਍ഀ effortstomakeitmorelikelythattheunitswillberented. ਍ഀ RockyCortinaclarifiedhowtheprojectwasdesignedtocomplywiththeintentofthemasterplan ਍ഀ for“live-beds”. ਍ഀ CommissionerPiercereiteratedthatbothheandCommissionerKjesbohavevotedinopposition ਍ഀ oftheprojectbecausethereisnoclear,adoptedemployeemitigationplanprovidedtoaidthe ਍ഀ
