1. Call to Order

2. Report to the Planning and Environmental Commission of an administrative
action regarding a request for a minor amendment to Special Development
District (SDD) No. 4, Cascade Village, pursuant to Section 12-9A-10, Amendment
Procedures, Vail Town Code, to allow for modifications to the approved
development plans for an addition to the salon and spa within the Hotel Talisa
(formerly known as the Vail Cascade Resort and Spa) located at 1300
Westhaven Drive / Unplatted, and setting forth details in regard thereto (PEC 17-
0001).
Applicant: Vail Hotel Partners LLC, represented by Mauriello Planning Group
Planner: Chris Neubecker
Chairperson Rediker asked if Mr. Neubecker had any additional comments to
provide beyond what was presented in the Staff Memo.
Mr. Neubecker indicated that staff had reviewed the application and found it
conforming to relevant codes. The application has been approved at the staff
level, and unless the PEC has questions about the application or chooses to call
it up, no further action by the PEC is required.

4. Informational Update
An introduction and update on the Town's Art in Public Places (AIPP) program.
Referencing a PowerPoint presentation, Molly Eppard, AIPP Coordinator,
provided information regarding the Town's Art in Public Places (AIPP) program to
the PEC. Topics included: history of the program, Mission and Board
configuration, a summary of the existing Town of Vail Public Art collection, future
additions to the collection, artwork criteria, and AIPP events such as Wednesday
Art Walks.
Ms. Eppard emphasized the Public Art regulations within the Vail Town Code and
discussed its applicability and requirements.
Commissioner Lockman asked about the role of the AIPP in the recently
reviewed Marriott Residence Inn Special Development District. Ms. Eppard and
Mr. Neubecker commented that the project is currently proposing a bus shelter as
their public art; the item will be reviewed at the next AIPP meeting on March 6th.
Commissioner Hansen asked if the AIPP Board approved the proposed public art
at The Lion development, to which Ms. Eppard responded in the affirmative.
Commissioner Hansen asked how many of the public art work are privately
owned versus Town -owned. Ms. Eppard responded there are 47 pieces of
artwork owned by the Town; the number of privately owned pieces is unknown.
Ms. Eppard stated that there is a new interactive collection map available at
www.artinvail.com. In the future, the website will have additional audio
information that will allow for enhanced self -guided tours.
Commissioner Lockman stated that he felt there was a lack of artwork along the
Gore Creek and other walking corridors; this would be an opportunity to integrate
public art with education about the creek. Ms. Eppard stated that among other
plans for the summer, there is an upcoming program that will place artwork near
storm drains.
Commissioner Hansen asked about the status of the Pete Seibert memorial
sculpture, to which Ms. Eppard replied that there is currently ongoing private
fundraising for the sculpture.
Mr. Neubecker asked about the potential for an "arts campus" in Ford Park. Ms.
Eppard stated there is a building in Ford Park which is being examined for the
potential to be an artist studio space.
Commissioner Stockmar asked if there have been issues with vandalism and
damage, to which Ms. Eppard responded that there have been a few incidents,
including a couple with the 10th Mountain Division statue.

Report to the Planning and Environmental Commission of an administrative action
approving a request for a minor amendment to Special Development District (SDD)
No. 4, Cascade Village, pursuant to Section 12-9A-10, Amendment Procedures, Vail
Town Code, to allow for modifications to the approved development plans for an
addition to the salon & spa within the Hotel Talisa (formerly known as the Vail
Cascade Resort and Spa) located at 1300 Westhaven Drive/Unplatted, and setting

Dear Planning and Environmental Commission members and adjacent property owners
The purpose of this letter is to inform you that the Town of Vail Community Development Department
has approved an amendment to Special Development District No. 4, Cascade Village, to allow the
expansion of a salon and spa within the Hotel Talisa (formerly known as the Vail Cascade Resort &
Spa) located at 1300 Westhaven Drive. The amendment includes the addition of 639 square feet
on the lower level of the hotel facing the existing swimming pool and terrace. The addition is
proposed under an existing colonnade, and will result in no additional site coverage and no
change to setbacks. No other changes are proposed with this application.
The Town of Vail Community Development Department has determined that this amendment to
the existing Special Development District meets the design review criteria prescribed by Section 12-
9A-8, Design Criteria and Necessary Findings, Vail Town Code. This approval of a minor amendment
to the Special Development District No. 4 will be reported to the Town of Vail Planning and
Environmental Commission at a public hearing on Monday, February 13, 2017, at 1:00 p.m. in the
Vail Town Council Chambers, located at 75 South Frontage Road West. The Planning
and Environmental Commission reserves the right to "call up" this administrative action for
additional review at this hearing. This administrative action may also be appealed by an adjacent
property owner, any aggrieved or adversely affected person, or the Vail Town Council as outlined
in Section 12-3-3, Appeals, Vail Town Code.

Absent: Chairman John Rediker, John Ryan Lockman
2. A request for final review of a Development Plan, pursuant to Section 12-61-11, Vail
Town Code, to allow for the future development of Employee Housing Units on the
Chamonix parcel located at 2310 Chamonix Road, Parcel B, Resubdivision of Tract
D, Vail Das Schone Filing 1, and setting forth details in regard thereto. (PEC150019)
Applicant: Town of Vail
Planner: Jonathan Spence
Action: Approve, with a Condition
Motion: Hansen Second: Kurz Vote: 4-1 (Gillette opposed)
Conditions:
1. Approval of this development plan is contingent upon the applicant
obtaining Town of Vail approval of an associated design review
application.
Staff Planner Spence provided an overview of the project.
Gillette — asked to clarify the density of the project as related to the master plan.
Stockmar — asked to clarify an unidentified area within the project and inquired about
final platting. Asked about the status of the proposed low road near the fire station
and whether the road will be gated. Asked about utility corridor at south end of site.
Kurz — asked to clarify if plans have changed since last review including parking, and
snow storage.
Representing the applicant, Will Hentschel with 359 Design provided a presentation.
Pratt — asked to keep presentation to only the revisions since last review.
Hansen — asked to clarify the controlled access at low road. Asked if the Town of
Vail will install the common amenities or how that will otherwise be handled.
Spence — asked to clarify how development of site amenities will be handled in
relation to the HOA.
Pratt — asked how the project will be managed and if there will be on-site
management.
Gillette — asked how other town projects have been managed.
Ruther — clarified Lion's Ridge Apartments is approximately 20 DU/acre
Public comment — There was no public comment.
Commissioner comments:
Hansen — Offered comments in support of the project.
Kurz — Offered comments in support of the project.
Gillette — Does not believe the site will be developed to its full potential. Project
proposes 32 units where 62 units are specified so the density is half of what is
specified in master plans including Housing 2027 and Vail 2020. Commissioner
Gillette does not support the project.
Stockmar— Offered comments supporting project, but thinks it will be
underdeveloped for town housing needs.
Pratt — Offered comments in support of the project while concurring with comments
by Commissioners Gillette and Stockmar regarding density. Feels the project
management and HOA creation needs additional planning but is overall supportive
of the project.
Commissioner Stockmar left the meeting after voting on this item.
3. A review of the results of the PIan4Health project. The Eagle County Healthy
Communities Coalition was awarded the PIan4Health Grant in 2015. As part of this
process, The Town of Vail received a comprehensive policy scan of planning
documents as they related to healthy eating and active living. Additionally,
information will be presented on Live Well Colorado's Healthy Eating and Active
Living (HEAL)

Planner: Mark Hoblitzell
Action: Recommend support of resolution
Motion: Gillette Second: Kurz Vote: 4-0
Representing Eagle County Government, Katie Haas and Kris Valdez provided a
presentation and overview of the project.
Commissioner questions
Gillette — what might be some actionable items if resolution to support passed?
Planning Manager Chris Neubecker asked Katie whether anything substantial was
found in the policy scans from the recent effort.
Hansen — asked if the Town of Vail is a current HEAL campaign member
Gillette — asked about stats about obesity rates and how Vail compares with other
places around Colorado. Asked which county is ranked as healthiest.
Pratt — asked to clarify if the PEC is being asked to provide a recommendation to the
Town Council to join the coalition.
Hansen — asked to clarify the cost of town membership.
Gillette — asked to clarify how to refer to the proposed resolution.

Designated Open Space
An Informational Update to provide the Planning and Environmental Commission
with a general understanding on the background and implementation of the Town's
Designated Open Space program, a product of the 1994 Comprehensive Open
Lands Plan.
