Gregg Duplex - Color Change Tabled from September 28th - no additional information has been submitted. 2.) Sandstone Park Condominiums Proposal. Builder wishes to change the vertical siding on the plans approved by DRB to horizontal siding. Recommendation: Staff recommends approval 3.) Grouse Lane Associates . Preliminary approval given for building design, site plan and landscaping . Exterior materials, etc.: Ceder shake roofing; cedar siding stained with Olympic #716; window and trim stained with Olympic #713; all exposed metal., painted to match Olympic #713. Recommendation: Staff recommends final approval 4.) Timberfalls - window addition No information at time Memo was written 5.) Monson's Wet and Dry Goods Proposal Construction of a deck on grade adjacent to the restaurant. A po~^tion of the deck is to be enclosed with a planter box-bench arrangement. • page 2 DRB Recommendations Comments: 1.0/5/7$ . No detailed information has been submitted on the constructa.on of the benches. Visually this is the most important element and should be carefully con- sidered, some points to look for: Connection of planters to existing deck. Size and construction of planters -- are they adequate to grow proposed plant's? W1,11 the planter be stable enough or strong enough to carry the loads an the benches? Connection of the benches to planters. Spans shown for the benches are extremely long ~- how wi11 they be supported between the planters? . Deck details not submitted: Treatment of deck at doorways since top of deck is 8z" above grade. Doors swing aut and appear to be 3' wide. Treatment of deck at edges and under the planters? Recommendations: The project is a good one and will be a great improvement over the existing situation. Staff recommends that additional information on construction of the planter-bench be submitted before final approval is given. 6.) Riverhouse - Cherner Hot Tub Proposal: Construction of a hat tub partially set into an existing deck on the Riverhouse building. Comments: How will the tub be heated? Tf propane, etc., how will the tanks be housed? Recommendation: Staff recommends approval. Page 3 DRB Recommendations 7.) Mullin Residence 10/5/78 Tabled from September 28, 1978, preliminary approval ga~ven on design of building. DRB requested resolution of the "fill problem" over the utility easement. Background: Fi11 has been placed over a utility easement containing water, and electrical lines. Water and Sanitation District has said that on this particular slope there cannot be more than 10' of fill over the utilities. Tn this case- there cannot be more than 3' of fill above the pre-existing grade. The remaining fill must be removed. (See Mr. Mullins letter}. Proposal: Single family home Comments: Siting and design of house well done. Grading and Landscaping: 1/3 of regraded fill a~ea is shown at a l:l or (~5 ) slope this will be difficult to stabili2e and revegitate. Other possibilities include retaining walls or terracing. Recommendations: Removal of most of the fill should help the situation. Care must be given to drainage and to the revegitation of slopes over 1:2. PRESENTATION On the Planters on Aspen Growth ~~~~-_ ~__- r" > I J ~ Q e 1 /f~~ J J • October 12, 1978 T0: Design Review Board A9embers/Town of Vail Staff SUBJECT: Joint A4eeting o£ DRB and Vail Town Council On Tuesday, October 10, 1978, the Design Review Board met with the Town Council to discuss matters of concern to both, The following topics were discussed. 1. Private residences. Council was advised that there Isere varying opinions amoung DRB members as to whether the standards applied to private residences should be the same as for commercial buildings. Council members generally responded that they felt that the standards should be the same and that an individual had as much responsibility to the community for his own home that a commercial developer had when building condominiums or speculation homes. Council members felt that the level of acceptability need not be the highest level attainable, but it should be very high and certainly much. higher than the average suburban neighborhood. What level, however, should be the same for everyone regardless of Lshether the building under consideration is a private residence or a multi--unit condominium building. The council commented that exterior colors should be earthtones and bright colors should be avoided. In response to existing and newly constructed homes, the council stated that a lot of homes, particularly recently built homes were too big and bulky. There is still concern over the mirror-image duplex. The general alpine character fox homes is preferred and fl at roofs should be discouraged. 2, Solar devices, In new construction the council felt that solar devices must be integrated into the overall design so that such devices were aesthetically pleasing. Concerning the addition of such devices on existing buildings, the council stated that the same rigid standards established for any other types of additions should apply and that concessions should not be granted just for the sake of "saving energy." The council advised that in a multi-unit building the first appl~.cant must bear the repsonsibility for setting the standard for other additions in the same building and that the DRB should ask for an overall plan far the entire building rather than considering each unit separately. 3. Landscaping. The council was advised that DRB had discussed the concept of landscaping bonds or deposits. Council agreed that this was a serious matter and asked the staff to consider proposals fox the enforcement of approved landscaping plans. The staff was asked to discuss possible financing arrangements with local banks and discuss new legislation with the town attorney in this area. 4. Enforcement. DRB advised the Council that a major concern is still in the area of enforcement of DRB actions in that in many cases applicants are granted approvals with conditions and the resulting structures and/or landscaping do not conform. The council asked the staff to report back on possible legislation and/or increases in staff to rectify this problem. S. Administrative procedures. The council agreed that strict administrative pro- cedures should be established and followed. Time limits for submission of materials for prior staff review should be established and if necessary the council will pass legislation to that effect. Council agreed that DRB should not consider any appli- cation until there had been adequate staff review. The council was also amenable to establishing a two-step approval process for all new construction where by plans October I2, 1978 SUSJhCT: Joint A4eeting of DRB and Vail Town Council for a new building (including even private residences) would be submitted, the building site would be staked to show building location, driveway/parking location and tree removal; then DRB would make an on-site inspection. Preliminary approval could be gxanted by DRB prior to the site inspection and the following week the applicant could seek final approval. The council asked DRB and staff to discuss the details and then propose a change in the zoning ordnance to effect such a process. The council felt that a two-week minimum procedure for obtaining approval for new construction was reasonable so long as the applicant was made aware of such requirements, The council also felt that it was very important for DRB or at least the staff the visit all sites under consideration prior to DRB's taking final action on any application. The concept of administrative approval by the staff of minor projects such as -small additions, window changes, trash enclosures, etc., was discussed and viewed favorably by the council in order to reduce DRB agendas, The council asked DRB and the staff to discuss this proposal and present necessary changes in the zoning ordinance. Proposal: ..Construction of a new deck along Bridge Street . Construction of planters, pavement, deck and new landscaping along Gore Creek Drive. . Addition of canopies over all entrances . Construction of planting area in alley way along creek. . A good portion of this project would be constructed on Town property and is being reviewed by Council and the Planning & Environmental. Commission. Comments: . Project is well planned and should help achieve the general goal of inviting shoppers to continue down Gore Creek Drive to the creek. . Alley planting area must be double-checked to insure access by services trucks. . Staff feels that canopies on Gore Creek Drive could be pulled back so that they are flush with the paver or deck line. Canopies probably should not extend more than 2-3 feet beyond this line. Crosby Residence Background: Mr. Crosby submitted plans for a hot tub, deck, and storage area/retaining wall August 10, 1978. During the presentation Mr. Crosby mentioned that he was going to put some play equipment to the south of the deck area. The play area was represented as being slightly graded with a berm above the retaining wall. The hot tub, deck, and retaining wa11 were approved at that session. Tt came to the staff's attention that Mr. Crosby had excavated a large flat area on his south yard-- generally at street Level on one end and approximate 8' below grade on the other. Two Stop Work orders have been issued on the entire project and Mr. Crosby has been requested to submit a site and landscaping plan to the Design Review Board. Recommendations: Staff recommends approval. 15.} Felker Addition Proposal: Addition of approximately 6'40 square feet of living space on two floors to the northeast side of the, building. Comments: Addition does not match the character of existing building notably in window details and roof line. Zoning ordinance #D states that "Flat roofs shall be permitted only in special situations and then should be covered with harmonious materials." No landscaping plan submittedyhowever~landscaping in itself wi11 not be enough to break--up the two story massiveness and bleakness of the proposal. Recommendations: Staff finds this proposal unacceptable and suggests the following changes before approval is given: (1) Extension of mansard detail around all elevations, mansard could be cut back at openings on north elevation to match treatment of south elevations. (2) Use of window type and details on north, east and west elevations to match existing i.e., smaller panes and possibly change north window to window similar to lower window on south elevation. Since there wasn't a quorum a vote of final approval is required; l.) COLEGROVE: Greenhouse addition with following additions: a.) Detail roof to allow for wood facia; b.) Roof color to be softer than black: grays, weathering copper, dark brown; matt finish; and c.) All metal painted to match. 2.) FELKER: Addition and landscaping 3.) SCORPIO: Fill in openings with garage doors and windows. 4.} BOOTH RES: Retrospective approval requested, replaced proposed garage doors with a single door. AGENDA ITEMS l.) SCORPIO Proposal: Addition of a hot tub with a 6' high fence around it, the tub area will be located adjacent to the parking lot on the south side. Comments: Although the proposed location is not optimal, staff does not think that it will detract from the building facade. However, the DRB might request that the following are planted to soften up the fence line. DRB STAFF RECOMMENDATIONS 15 NOVEMBER 1978 PAGE 2 1.) Low shrubs or climbing vines along the south side of the fence; or . 2.) Larger trees and other plantings inside the lance line. Recommendation: Approval 2.} PISTACHIO'S Tabled for submittal changes and site plan Proposal: Extension of awning Comments: Staff recommended that the fallowing conditions be made: 1.} Repair concrete slab in front of entry; 2.} Patch stucco at entry; and 3.} Repaint siding around door. DRB recommended that the awning be pulled back to approximately 9'-0" instead of the proposed 12'4", . DRB reg,uested a letter of approval from the building owner. Recommendation: Approval if the above conditions are met. 3.) HOLMES UNDERGROUND Tabled pending a site visit to inspect the parapet wall by DRB. 4.) Comments: The master plan has been submitted and approved; the second . phase does not show any substantial changes from the master plan. Comments: Care should be taken that the .awning does not extend too far out into the walkway area. Recommendations: Approval 7. ) SOLAR VAI.L Proposal: Removal of cover on portion of the parking area and use of aluminum and glass panels to enclose the stairwell on the south. Comments: i Colors and materials- to be submitted at DRB meeting. Staff feels that removal oft a portion of the covered parking will not detract from the project as a whale and that if some of the money saved was put into landscaping along the earth berms and top of the retaining wall that final impact of the project would be improved. Abrams is considering the purchase of Lot ll, Tract EW 11, (across the highway from Booth Creek and end of Golf Course}. Before purchasing the lot she wants DRB to guarantee ~ha~ she can construct a certain type of round structure at that. lo.cataon. The strizctu~e is a:.duplex consisting of two larger round buildings (one-single story and one two story} and two smaller attached round garage buildings. Buildings have sloped roofs which would be shingled. Furthermore, since the site is relatively flat, highly visable and not heavily vegitated; Ms. Abrams says that she will landscape the property ~ heavily with evergreens. Comments: Staff doesnTt feel that this type of structure will meet with the following criteria. Topography/building footprint that is compatible this type of structure looks great cantilevered on sloping sites or tucked into dunes or hill lades but tends to be a litt~.e heavy looking or flat land. Building blends in with the surrounding development and does not dominate the landscape, because of the radically different form and relative exposure of this project it will probably dominate the surrounding area; it as unlikely that extensive landscaping will alleviate this problem.
