HomeMy WebLinkAbout1970- 9 Creating the Position of Town Manager for the TOV~' ~ . • •. • • ORDINANCE N0. tSeries of 1970 AN ORDINANCE CREATING THE POSITION OF TOWN rIAPSAGER FOR THE TOWN OF VAIL AND SETTING FORTH THE FUNCTIONS, DUTIES ARID RESPONSIBILITIES FOR SAID POSITION1. WHEREAS, the Board of Trustees for the Town of Vail wishes to create the position of Town Manager as the chief administrative officer for the governmental functions for the Town of Vail; and WHEREAS, it is necessary, convenient and proper to define the principal responsibilities for the position of Town Manager; NOW, THEREFORE, BE IT ORDAINED BY THF. BOARD OF TRUSTEES FOR THE TOWN OF VAIL: SECTION 1. CREATION OF OFFICE indefinite period, and shall be removable by the council at their pleasure. If removed at any time after six months of service, he may demand written charges and a public hearing on the same before the Board, and the same, shall be given him prior to the date on which his final removal shall take effect. Pending such hearing, the Board may suspend him from office; and during such suspension, or i.n case of his absence or disability for any other cause, the Board shall designate some properly qualified person, other than a member of the Aoard, to perform the duties of the office. to the management of the city's affairs, and shall not perform any executive duty for any other person, firm, corporation, or institution other than the Town of Vail. The Town Manager shall devote his entire time and business SECTION 2. RESPONSIBILITIES AI`1D DUTIES The responsibilities and duties of the Town Manager shall include: a. To see that all laws and ordinances guvei~i~ing tl~~ Town are enforced. b. To appoint and remove at pleasure, except otherwise provided by statute, all directors of departments and all subordinate officers and employees, such appointments and removals to be made upon the basis of merit and fitness, including proper subordination. Appointments to all other municipal positions shall be made only upon his recommendations. c. To exercise control and supervision over all Town departments and agencies. d. To examine, review and report to the Board on the efficient administration of all administrative and .. -- • ! • _ • ~- ~ page two governmental offices and agencies of the Town government, and to attend all meetings of the Board of Trustees with the right to take full part in the discussion, but having no vote. e. To recommend to the Board for adoption such measures as he may deem necessary or expedient. f. To keep the Board fully advised as to the financial condition of the Town and to prepare and submit an annual budget to the Board on or before the time specified in Sec. 88-1-7, 1963 Colorado Revised Statutes as amended. g. To see that all franchise rights and provisions are justly enforced. h. To study, investigate and report to the Board on the engineering, architectural, maintenance, construction, and equipment services and needs required by the Town. i. To perform such other duties as may be prescribed by law, or required of him by ordinance or resolution of the Board.
