ANNUAL APPROPRIATION ORDINANCE: ADOPTING
A BUDGET AND FINANCIAL PLAN AND MAKING
APPROPRIATIONS TO PAY THE COSTS, EXPENSES,
AND LIABILITIES OF THE TO?9N OF VAIL,
COLORADO, FOR ITS FISCAL YEAR JANUARY 1,
1978 , THROUGH DECEI'~lBER 31 , 1978 , AND
PROVIDING FOR THE LEVY, ASSESS~?ENT, AND
COLLECT ION OF TO?'VN AD VAI~OREP,I I,ROnERTY
TAXES DUE FOR TIIE 1977 TAX YEAR AND
PAYABLE IN THE 1978 FISCAL YEAR; AND
FEDERAL REVE:dUE SHARTNG PROGRA~!IS
WHEREAS, in accordance with Article IX of the Charter
of the Town of Vail, Colorado, the Town Manager prepared and
submitted to the To~am Council a proposed long-range capital
program for the Town and a proposed budget and financial plan
for all Town funds and activities for the 1978 fiscal year;
WHEREAS, notice of the public hearing on the proposed
Town budget and capital program was published on the 11th day
of November, 1977, more than seven days prior to the hearing
held on the 29th day of ?~ovember, 1977, pursuant to Section 9.5
of the Charter; and
?YHEREAS, it is necessary for the Town Council to adopt
a long-range capital program and the budget and _financial plan
for the 1978 fiscal year, to make appropriations for the amounts

specified in the budget, and to provide for the levy, assessment,
and collection of Town ad valorem property taxes due for the 1977
tax year and payable in the 1978 fiscal year;

(1) The procedures prescribed in Article IX of the
Charter of the Town of Vail, Colorado, for tie enactment hereof
have been fulfilled.
(2 ). Pursuant to Article IX of the Charter, the Tawn

Council hereby makes the following annual appropriations for
the Town of Vail, Colorado, for its fiscal ,year beginning; on
the 1st day of January, 1978, and ending on the 31st day of
December, 1978:

(3} The Town Council hereby adopts the full and complete
Budget and Financial Plan for the 1978 fiscal year for the Town
of Vail, Colorado, and the Long-Range Capital -rogram (1978) far
the Town, which are incorporated by reference herein and made parts
hereof, and copies of said public records shall be made available
to the public in the b2unicipal Building of the Town.
(4} For the purpose of defraying part of the operating
expenses of the Town of Vail, Colorado, during its 1978 fiscal
year, the Town Council hereby levies a property tax of 3.43 mills
upon each dollar of the total assessed valuation of $56,745,960
for the 1977 tax year of all taxable property within the Town,
which will result in a gross tax levy of $194,639, said assessment
having been duly made by the County of Eagle, State of Colorado,
and directs the Finance Director to certify said tax levy to the
County of Eagle for collection pursuant to Title 39, Colorado
Revised Statutes (1973, as amended), and as otherwise required
by law.

(5) This ordinance shall take effect five days after
publication following the final passage hereof.
INTRODUCED, READ ON FIRST READTNG, APT?ROVED, AND ORDERED
PUBLISHED ONCE IN FULL, this 6th day of December, 1977, and a
public hearing on this ordinance sha11 be held at the xegular
meeting of the Town Council of the Town of Vail, Colorado, on the
20th day of December, 1977, at 7:30 D.~2. in the Municipal Building
of the Town.
