HomeMy WebLinkAbout1980-41 Annual Appropriation Ordinance: Adopting a Budget and Financial Plan and Making Appropriations to Pay the Costs, Expenses, and Liabilities of the Town of Vail for 1981f 4~ r• F ~ ~ ~ ~ ~ 4 C ORDINANCE N0. 41 ~ Iq~'4 ANNUAL APPROPRIATION ORDINANCE: ADOPTING A BUDGET AND FINANCIAL PLAN AND PriAKING APPROPRIATIONS TO PAY THE COSTS, EXPENSES, AND LIABILITI'~S OF TI-IE TOWN OF VAIL, COLORADO, rOR ITS FISCAL YEAR JANUARY 1, 1981, THROUGH DECEMBER 3X, 1951; AND PROVIDING FOR THE LEVY ASSESSMENT, AND COLLECTION OF TOWN AD VALOREM PROPERTY 'TAXES DUE FOR THE 1980 TAX YEAR AND PAYABLE IN THE 1981 FISCAL ,YEAR: AND FEDERAL REVENUE SHARING PROGRAMS. CVHEREAS, in accordance with Article IX of the Charter of the Town of Vail, Colorado, the Town 14lanager prepared and submitted to the Town Council. a proposed long-range capital program for the Town and a proposed budget and financial plan for all Town funds and activities for the 1951 fiscal year; ~NHEREAS, notice of the public hearing on the proposed Town budget and capital program was published on tlae 21st and 28th day of November, 1980, mare than seven days prior to the hearing held on the 2nd day of December, 1980, pursuant to Section 9.5 of the Charter; and WHEREAS, it is necessary for the Town Council to adopt a budget and financial plan for the 1981 fiscal year, to make appropriations fo~c the amounts specf.fied in the budget, and to provide for the levy, assessment, and collection of Town ad valorem property taxes due for the 1980 tax year and payable in the 1.981 fiscal year; NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF VAIL, COLORADO, THAT: (~.) The procedures prescribed in Article IX of the Charter of the Town of Vail, Colorado, for the enactment hereof have been fulfilled. {2) Pursuant to Article IX of the Charter, the Tawn Council hereby makes the following annual appropriations for the Town of Vail, Colorado, for its fiscal. year beginning on the lst day of January, 1981., and ending on the 31st day of llecember, 1981: FUND .MOUNT General Fund ~4,D95,700 Open Space/Capital Tmprnvements Fund 2,706,D00 Recreation Amentities Fund 149,600 Transportation Center Operating Fund 634,100 Dobson Arena Operating Fund 258,800 Recreation Program Operating Fund 257,500 Federal Revenue Sharing Fund 50,000 Real Estate Transfer Tax 874,600 Heavy Equipment Service Fund 598,400 Youth Center Grant 60,100 Overpass Construction Fund 15,000 Debt Service Fund 2,295,8x0 Total $11,995,600 Less: Intergovernmental Transfers 3,166,800 Total Budget 8,828,800 (3) The Town Council hereby adopts the full and complete Budget and Financial Plan for the 1981 fiscal year for the Town of Vail, Colorado, which are incorporated by reference herein and made parts hereof, and copies of said public records shall be made avail- able to the public in the 144unicipal Building of the Town. {4) For the purpose of defraying part of the operating expenses of the Tawn of Vail, Colorado, during its 1981 fiscal year, the Town Council hereby levies a property tax of 3.6D mills upon each dollar of the total assessed valuation of X77,359,350 For the x.980 tax year of all taxable property within the TOGVn, which will result in a gross tax levy of X278,494, said assessment shall be duly made by the County of Eagle, State of Colorado, and directs -2_ s. Revised Statutes (1973, as amended), and as otherwise required by law. (5) This ordinance shall take effect five days after publication following the final passage hereof. In order to accommodate this increase it is recommended that $17,400, be reduced from proposed appropriations anal revenues be increased by $37,600. These adjustments are recommended as follows: 1. Decrease the contributions account by $1.0,800. to $150,000. 2. Reduce the Vail Symposium by $6,600. to $25,000. In addition, the Town will seek other funding resources for the Symposium for the coming years in order to potentially reduce this subsidy further. 3, T11e adjustment of the mill levy from 3.40 to 3.60 will generate approximately $15,000. in additional revenues. 4, We will bring back recommendations which will institute a liquor license/occupation tax to the level which will. generate the additional revenue necessary for the officers as well as assist the fund balance. Taken all together the new General Fund 1981 expenditure Level will be $4,095,700., offset by a corresponding increase in revenues leaving us with a comparable ending balance for December 31, 1981.
