DETAILS IN RELATION TO THE FOREGOING
WHEREAS, the Charter of the Tor•rn of Vail and the Statutes of the
State of Colorado provide that standard codes may be adapted with amendments;
WHEREAS, the Town of Vail has adopted the ].979 edition of the
Uniform Building Code with amendments;
WHEREAS, the Vail Fire Protection District has conducted an inten-
sine investigation as to the potential of a conflagration in the Tovrn of Vail;
WHEREAS, the results of the conflagration study have been published
and show that combustible roof constructian would be sus~eptibie to and contrib-
ute to a conflagration;
WHEREAS, most of the roof constructian iti the Town of bail and the
surrounding area is of combustible canstr°uction;
WHEREAS, other factors contributing to a conflagratial~ have been
shown to be narrow streets and consistent 4•rinds, ~rhirh are common to the Vail
area, and to which no possible solution exist;
WHEREAS, the insurance rates are established according to the grading
schedule as determined by the Insurance Services Office;
WHEREAS, the Insurance Services Office has determined that combustible
roof construction, narro~~~ streets, and consistent winds affect higher insurance
rates and has endorsed the adoption of and enforcement of this ordinance;
WHEREAS, the economics of roof construction and maintainence thereof
are favorable to the taxpayer by passage and enforcement of this ordinance;
WHEREAS, the United States Forest Service has measured the wind direction
and velocity, the fool moisture, the relative humidity, the cli:mate factors and
the fire danger for the Holy Cross District and determined that the adjacent forest
poses a threat to the fire safety of the Town of ~-ail durring certain times of
the year and durring certain conditions, and that the dander of a conflagration
doses a threat to the forest lands;-
WITEREAS, ?he United States Forest Service endorses the adoption of
this ordinance;

WHEREAS, due to the difficulty in fighting and containing the
spread of roof fires;
WHEREAS, certain types of combustible roof construction has been
banned in other cities and states due to the proven hazards of combustible
roof construction;
WHEREAS, these factors and others, when taken,as a whole, pose a
very real threat to the safety of persons and property in the Town of 'rail;
WHEREAS, the Town Council of the To~~rn of Uai1 is of the opinion
that the public health, safety and welfare would be better served by t2~e
adoption of this ordinance;
IOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE. TO',~2N OF
VAIL THAT:
Section 1. The following amendments are made to the 1879 edition
of the flniform Building Code, as adopted by the Town of Vail:
A. Section 1704 sha11 be changed to read;
Roofs
Sec.1704. Roof assemblies for all buildings and structures
shall conform to Tables 17 B, 17 C, and 17 D.
Skylights shall be constructed as required in
Chapter 34.
Penthouses shall be constructed as required in
Chapter 36.
For the use of plastics in roofs, see Chapter 52.
For Attics: Access and Area, see Section 3205.
For Roof Drainage, see Section 3207. ,
B. Section 1717 (b) 4. shall be amended to read;
Foam plastics may be used as a roof covering if
' the foam plastic is part of a Class A, B o~° C
roofing assembly 4vhen installed in accordance with
Tables 17 B, 17 C and 17 D, That plastic foam tivhich
is nearest the interior of the building shall be
protected by an ap~l~raved barrier.
C. Chapter 17 shall be amended to include Tables 17 B, 17 C and
17 D, whic}~ are attached hereto.

D. Section 3202(b) shall be amended to read;
Quality of Nkaterials. The quality and design of
roofing materials shall conform to the applicable
standards listEd in Chapter 60, allowing far new
methods of construction, new designs and new mat-
erials which have been tested and approved by a
recognized authority. The Building Official, may
at his discretion, require proof of such test and
results.
E. Section 3203. (b} shall be amended to include;
Class A Roof coverings are effective against severe
fire exposures. Under such exposures, roof cover-
ings of this class are not readily flammable, afford
a fairly high degree of fire protection to the roof
deck, do not slip frarri position and pose no flying
brand hazard. Class A roof coverings and assemblies
shall comply with. U.B.C. Standard~_!32-.7 of the 1979
edition of the Uniform Building Code Standards.
CLASS B ROOF coverings are effective against moderate
fire exposures. under such exposures, roof coverings
of this class are not readily flammable, afford a
moderate degree of fire protection to the roof deck
and pose no flying brand hazard. Class B roof coverings
and assemblies shall be in compliance with U.B.C.
Standard 32-7 of the 1979 edition of the U.B.C.Stds.
CLASS C ROOF coverings are effective against light
fire exposures. Under such exposures, roof coverings
of this class afford a measurable degree of fire
protection to the roof deck, are not readily flammable
do not slip from position and pose no flying brand
hazard. Class C roof coverings and assemblies shall
conform to U.B.C. Standard 32-7 of the 1979 edition
of the U.B.C.Stds.
L-XCEPTTON: All roof coverings and assemblies

of a Class B r~~ting as spcc.~ified in U.B.C.Std.3?.-7.

F. Section 3203.{d) 1. General. shall be amended to read;
Application of roof materials listed in Table
No. 32-B shall be in accordance with the pro-
visions thereof. All roof systems shall be
either Class A, B, or C and shall be installed
in accordance vrith Tables 17 6,17 C, and 17 d.
All roof systems shall be approved and fisted
by an approved agency and shall be installed in
accordance with the manufacturer's recommendations.
Where there is an apparent conflict in standards
in this Chapter, the more strict standard shall
apply.
G. Chapter 32 shall be amended to include;
Section 32D9. Re-Roofing. All reroofing shall comply with
the standards of this Code.
EXCEpTIDi~: Repairs and maintai~ence done
to a raof,totaling less than 10°0 of the
square~foatage, in one colander year, or
less than 25% in a 3 year period may, at
the discretion of the Building Official,
be exempt from compling with requirements
other than those in effect at the time of
the original installation.
Section 2.
Three copies .of the amendments proposed by this ordinance
shad be available for inspection at the office of the Town Clerk
of the Town of Vail, Colorado.
Section 3.
Tf any part, section, subsection, sentence, clause or p}irase
of this ordinance or of the l~niform Building Cade, 1979 edition, is
for any reason held to be invalid, such decision shall not affect
the validity of the re4r:aining portions of this ordinance or of the
Uniform Building Code, 197; edition; and the Council hereby declares
it would have passed this ordinance and each pt~rt, section, subsection,
sentence, clause nr phrase thereof, regardless of t~.he fact that any
one ar more parts, sections, slf~l~f'ct~ions, srnt:cr3res clauses ar phrases

be declared invalid.

There shall be a public hearing for the consideration of the
adoption of this ordinance on the 7th day of April, 1981, at
7:30 p.m, in the Town Council Chambers, Municipal Building,
Vail, Colorado,
The Town, Council hereby finds, determines, and declares that,
this ordinance is necessary and proper for the health, safety, and
welfare of the Town of Vail and the inhabitants thereof.
INTRODUCED, READ ON FIRST READING, APPROVED AND ORDERED
PUBLISHED ONCE TN FULL, this 7th day of April, 1981, and a
public hearing on this ordinance shall be held at the regular
meeting of the Town Council of the Town of Vail, Colorado, on
the 21st day of April, 1981, at 7:30 P.M, in the Municipal Building
of the Town of Vail.
