Frontage Road -Vail, Colorado, 81657 1.Call to Order 1.1.Call to Order Lindstrom called the meeting to order at3:09p.m.All members are present along with Ruther and Campbell from staff. 1.2.Swearing in VLHA Reappointment -James Wilkins James Wilkins was sworn in by Town Clerk, Tammy Nagel. His term will expire May 31, 2024. 2.Citizen Participation 2.1.Citizen Participation There was none. 3.Approval of Minutes VLHA May 14, 2019 Meeting Results McDougallmotioned to approve the meeting results as presented. MOTION: McDougallSECOND: MoralesVOTE: 5-0 4.Main Agenda 4.1.Economic Value of Resident-Occupied, Deed-Restricted in the Town of Vail Report – Progress Update Presenter: Andrew Knudtsen, EPS Principal and David Schwartz, EPS Presenters are Andrew Knudtsen and Julia Jones from EPS. Julia, David Schwartz and Andrew are the team working on the Economic Value report update. Themes EPS is focusing onare job creation, community, quality of life and parking. To measure the economic impact on housing EPS is reviewing the following as show on slide 3 of the presentation. local business cost structuresfiscal revenuesto the Town local business revenuesenvironment commutingcommunity engagement worker spendinginvestments in local parking solutions Metric Slides: 1.Business Cost Structures5.Sales Tax Revenues 2.Business Revenues6.Environment 3.Commuting7.Community Engagement 4.Worker Spending8.Parking Solutions EPS went through the slides for each item above explaining the data used and results. The Board and EPS discussed modifications for the final report. Employers interviewed were some smaller businesses, large business interviewed were ERWSD, Vail Health andFire District. They were unsuccessful reaching anyone at Vail Resorts. The Board feels itis a lot of data. They suggested adding a summary of numbers and then explain the how and where numbers come from. Wilkinsdeparted meeting at 4:20pm. Next steps: EPSwill add more specificityto the report and include appendices. Final draft edits are welcomed. EPS will attend the June 11 VLHA meeting via video conference. 4.2Deed Restriction Occupant, Leasing Term s Presenter: George Ruther, Housing Director Ruther discussed a current Vail InDEED offer and is asking for the VLHA’s recommendation to allow the Vail InDEED purchase for a deed restriction on 2111 N. Frontage Rd W.Unit A10 which has an existing leaseon the property. The purchase of the property comes with a current lease. American Civil Contractors from Denver is the current tenant.While the contractor is not an Eagle Countybusiness their employees are being housed to do work in Eagle County.The lease is for 6 months. Question is can the purchaser continue with the purchase? Another option would be American Civil Contractors could registeras abusiness in Town of Vail / Eagle County.The tenant, the business,doesn’t does not meet the term of a qualified tenant. VLHA recommends supporting moving forward with the deed restriction offer allowing American Civil contractors until lease term is expired then the buyer will come into full compliance. Housing Survey Status Update Presenter: George Ruther, Housing Director Ruther gave update on the survey. Currently there are over 600 online results. It remains open until Friday May 31. Monday the phone survey begins for 3 days. 5.Matters from the Chairman and Authority Members 5.1.Matters from the Chairman and Authority Members Presenter: Steve Lindstrom, Chairman There was no information update. 6.Executive Session 6.1.Executive Session per C.R.S. §24-6-402(4)(a)(e) -to discuss the purchase, acquisition, lease, transfer, or sale of property interests and to determine positions, develop a strategy and instruct negotiators, regarding: one submitted Vail InDEED application and program details. Presenter: Lynne Campbell, Housing Coordinator Morales motioned to enter executive session per C.R.S. §24-6-402(4)(a)(e). MOTION: MoralesSECOND:MezaVOTE: 4-0Approved Morales motioned to exit executive session and reenter the regular meeting. Housing Department RESOLUTION NO. 17 Series of 2019 RESOLUTION APPROVING THE PURCHASE OF A DEED RESTRICTION INTEREST IN PROPERTY (TYPE III DEED RESTRICTION) IN THE TOWN OF VAIL LEGALLY DESCRIBED ASCAPSTONE TOWNHOUSES UNIT 6, EAGLE COUNTY, COLORADO WITH A PHYSICAL ADDRESS OF 1817 MEADOW RIDGE ROAD UNIT 6, VAIL COLORADO; AND SETTING FORTH DETAILS IN REGARD THERETO. WHEREAS, the Vail Local Housing Authority (the “Authority”), in the Town of Vail, County of Eagleand State of Colorado is dulyorganized and existing under thelaws of the State of Colorado; and WHEREAS, the members of the Authority have been duly appointed and qualified; and WHEREAS, the Authority considers it in the interest of the public health, safety and welfare to purchase a Type III Deed Restriction (the “Deed Restriction”) on the property legally described asCapstone Townhouses Unit 6,Town of Vail, Eagle County, Coloradowith a physical address of 1817 Meadow Ridge Road Unit 6, Vail Colorado(the “Property”); and NOW THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF VAIL, COLORADO THAT: 1.The purchase ofthe Deed Restrictionon the Property is hereby approved by the Authorityat themaximum purchase price of $127,500. 2.The Chairman of the Vail Local Housing Authorityis hereby authorized to execute, on behalf of the Town, an agreement to purchase the Deed Restriction and to take whatever steps are necessary to complete the purchase of the Deed Restrictionon the Property. 3.This resolution shall take effect immediately upon its passage.
