The Public works Department has received the Lionshead Core Area Redevelopment DRB Site Submittal Package and made a preliminary review. The following comments are made with the knowledge that a complete site/civil package will be submitted by the developer, at which time a more thorough review will be completed. We offer the following comments: 1. A complete civil package must be submitted and approved prior to submittal for Building permit This shall include but will not be limited to: a. Street centerline profiles. b. Curb profiles where deemed necessary c. Storm Drainage plan and profiles d. Utility plan and profiles e. Necessary cross-sections f. Retaining wall profiles and details g. All necessary construction details h. Site plan i. Grading Plan j. Demo Plan k. Traffic circulation plan 1. Erosion Control Plan/Storm Water Management Plan in. Landscape/irrigation Plan n. Signage and lighting plan o. Construction Details 2. Pedestrian access easements should be provided throughout the "square" to connect the east-west portals and along Lionshead Place if the right of way is still to be vacated. 3. The submitted Fire access Autoturn exhibit must be revised to show a path clear of all obstructions (i.e. planters) within the approved emergency corridor. The exhibit should also show linework for centerline, wheelpaths, and overhang paths. 4. The lighting and signage will have to be coordinated with the Towns existing Wayfinding, signage, and lighting standards. We suggest setting up a meeting with Public Works and the planning department to discuss options. 5. Specific comments relating to the DRB submittal are as follows: a. Widen the gateway arch on the east side to avoid pedestrian choke point. 18 b. Retaining wall heights, types and details shall be provided for all retaining walls. c. The garage entrance walls at Lionshead place range from 0 to 11.5' and will require guardrail/ handrail. d. The 8' pan proposed at the Antlers entrance will be required to be symmetric about its centerline/flowline. e. The grading/cross-slope at intersection of the entrance to Vail Square, the Vail Square garage and the Antlers garage will need to revised. f. The bikepath to the south of Lionshead Place shall be revised not to exceed 8%. All sidewalks to have a 2% cross-slope. g. The redesigned Lions Square Lodge South surface parking lot will have to be revised to meet town standards. Currently the drive aisle does not meet minimum standards. We would suggest widening the drive aisle or angle the parking per town standards. h. Please provide separate plan views for the upper and lower levels. i. Storm Drainage is not shown on this DRB submittal and will need to be shown in the Civil package as per comment #1. j. Please show grading and details for the construction of the Ice Rink. k. Consider one of the fraxinus (ash) varities of deciduous trees vs the narrowleaf cottonwood, fewer root problems with pavement 1. Add planting containers around the may pole. m. Add a shrub/perennial bed between the landmark and the lower set of stairs to the east. n. Consider using a stabilized soil structure and sod in the ski yard if this area is to used for frequent special events - contact Todd Oppenheimer for further details o. Provide annuals or perennials beneath cottonwoods on the terraced area between Lionshead Arcade and the NE building. Response: (It appears that many of the above comments are either included in previous sections [in which case they have already been addressed], or are related to landscaping, streetscape, or DRB issues, [in which case they will either be addressed per DRB or Streetscape Submittal Process], and or should be submitted to George Ruther to forward to the Design Team) 19 a To: Dan Feeney From: Tom Kassmel, Town Engineer Re: Arrabelle at Vail Square (Lionshead Core Redevelopment) Date: 1/19/05 The Public Works department received preliminary civil construction drawings for the Arrabelle at Vail Square Project on January 10`h and offer the following preliminary comments. If you have any questions please do not hesitate to contact me. We will continue to review these plans and offer additional comments as needed. We hope we will be able to meet frequently to make this process more dynamic. General: 1. Please provide a separate Demo plan that shows all areas to be demo'd all structures to be demo'd (i.e signs, lights, planters, walls, buildings, etc....) 2. Please provide separate Demo plan that shows utilities that are to be demo'd and or abandoned. 3. To clean up the proposed plans remove those structures and utilities that are to be Demo'd/abandoned. Right now the plans are very cluttered and confusing with both existing and proposed. 4. Provide a separate plan showing the proposed lower garage entrances. Showing both upper and lower grading on the one plan is not clear. 5. Provide storm sewer profiles as you have noted. 6. Provide additional cross sections show all utilities and structures at key locations. Coordinate with Town Engineer. 7. Approvals from all impacted private properties must be obtained. 8. Approval from all utilities impacted must be obtained. 9. All necessary construction easements and permanent easements must be approved and in place. 10. Provide Final Plat for review and comment. 13u11~cv') 11. ~ H rlrl A revocable ROW permit must be in place for all private construction within ~ the public ROW. 12. All construction staging, access, schedules, phasing plans must be approved by the Town prior to start of construction. 13. A traffic control, pedestrian circulation, retail access plan must be in place prior to construction. 14. A delivery and emergency access plan must be in place prior to construction. 15. A public Right of way permit must be in place prior to construction. 16. All appropriate bonds and agreements must be in place prior to construction 17. A CDHPE Stormwater discharge permit must be applied for and received 18. prior to construction. An engineered detailed shoring plan/profile/sections must be submitted prior to approval. This will include all necessary easements due to shoring 0 techniques. The shoring plan and cross sections shall provide information pertaining to impacts on existing and proposed utilities and other structures. 19. Have we received the Final Traffic and Geotechnical reports? 20. Add Town of Vail contact to cover 21. Add note that all public storm sewer shall be TV'd prior to laying any pavement over the storm. 22. Details should be cross referenced in plans. 23. Additional General Note, Erosion Control, Construction Detail comment to follow. Drainage Plan & Report: 1. The size of the sand/oil separators will have to be sized prior to approval 2. The Town agrees with the method of the Hydrology analysis using the Rational Method and the Urban Storm Drainage Criteria Manual, however please use the most recent version of the USDCM which suggests 25 year values of C for lawns to be 0.37 and streets to be 0.94. The values used for the report submitted reflect the I Oyr storm. 3. Please indicate general type of soil in the landscape areas (A,B,C,D) 4. Please provide calculations for Tc 5. Based on the Vail IDF curve a 25yr storm at a Tc of I Omin is closer to 3.75 in than 3.35in 6. The Storm Sewer system shall be modeled showing capacity for each individual storm pipe, inlet and other conveyance system. 7. We assume that the Haestad open channel flow method to analyze the existing and proposed storm sewer systems in the submitted report was used for preliminary purposes. Please model the storm sewer system using an acceptable standard practice design software package (i.e. StormCad), taking into account entrance/exit losses, tailwater, headwater effects etc.. for the final Drainage report. 8. Provide inlet capacity for all inlets. 9. Show capacity for all swales. 10. Per Town standards all storm sewer and inlets shall be able to contain the 25 year storm as per your design. Also per Town standard, the 100 year storm shall be analyzed and shall be conveyed in a manor that does not impact or damage any structures. Please provide this analysis. 11. On the developed drainage plan please do not show the existing storm sewer that is to be removed. It makes the plan confusing. 12. Please use a minimum of 15"RCP for all public storm sewers mains. 13. Please provide a detail showing all inlets having a minimum of an 18" sump. 14. Easements must be granted for all public storm sewer crossing private property. 15. Any public drainage facility crossing beneath, through or in between any portion of private structure shall be granted an easement however be maintained by the developer. (i.e. the storm sewer above the garage tunnel but below the main hotel vehicular drop off entrance road. 16. Please note all private storm sewer lines. , 17. Please show where the plaza trench drains (fountains, ice rink...) and drop inlets tie in and daylight. No storm sewer system is shown. All D.I's, trench drains, and inlets shall connect to some sort of storm sewer whether it be private or public. Show connections for roof drains, planters, and underdrains. 18. It is noted that some existing storm sewer lines are questionable in depth and location and possibly condition. Have these lines been video camerad? 19. Show flared end section at all daylight point with the appropriately designed np rap. 20. Show drainage facilities for garage structure, including sand oil separator, inlets within structure to accommodate snowmelt, garage washouts, and any flow from Lions head place. 21. Place clean out for storm sewer in front of landmark. Can we make the 12" diameter that is close to the `T' into a typical inlet and use it as the `T' and clean out. Utilities 1. Approval of all utility companies shall be required prior to civil approval. 2. Please provide an existing conditions plan that shows existing utilities, a demo plan that shows those utilities to be removed and those to be abandoned, and a proposed plan that shows only those proposed utilities and those existing utilities that are to remain in service. 3. Please provide additional utility cross sections at key points. Discuss with Town Engineer. 4. Please show on plan view how far the bikepath behind Antlers is to be disturbed for utility placement. This disturbance will require reconstruction of the bikepath. Please provide additional details. Please coordinate with town to discuss bikepath alignment modifications. 5. One plan shows a proposed gas service crossing the tract between Antlers and Lions Square Lodge. Is this occurring, it will need an easement. 6. No easement is shown for proposed utilities along the bikepath to the south of Lions Square Lodge. This path will also be required to be overlayed. 7. A note references a required gas service crossing the Frontage Rd. This will require a CDOT permit. Please provide plan for construction and approval from CDOT at appropriate time. 8. Lionshead place will be required to be a private road. Please provide Utility, Drainage and access easements within it. 9. The Sanitary sewer and water are beneath the elevated walk and retaining wall along Lionshead Place. Is ERWSD approving this? 10. The in-line 12" diameter inlets are acceptable, however those that are offset from the mainline do not facilitate cleaning. How can those in the east side of North street be placed in line with the storm sewer line? Can we move the storm sewer north, the SS north and the Tv line to the south where the storm sewer is now? 11. Why can't the proposed sanitary sewer services from the core buildings be placed within the building? 12. Can we move the storm sewer out from beneath the N-S corridor walls placing it just east of the walls and adding a manhole. Also moving the storm to the center of the east corridor to the promenade to the center to make the 12" diameter drain in-line for clean out purposes. 13. Can we move the Utility Trench to the far east of the N-S corridor? 14. Can we modify the configuration of the Utility Trench in the east entrance to Lionshead to better accommodate future connections to existing buildings? 15. Utility trench will contain heat mains, provide stub outs at the project limits for future expansion. 16. Provide electric plan showing service to light poles. Additional conduits shall be run for security cameras. 17. Suggest a meeting to confirm the detail of the Utility Trench and what will be required and where the conduits will need to be stubbed out to. 18. Provide mechanical heat main plan. 19. The sanitary service the runs up the stairs at sun dial plaza should connect further north, so not to have a Manhole right at the top of the stairs. The lower manhole seems to conflict with existing storm sewer. 20. Please review the utility profiles to confirm all utility crossings are shown on the profile and the plan view. (See redlines) 21. Provide sewer service profiles for the Lifthouse and the services from Arrabelle. 22. The utility trench is shown crossing the storm sewer in Lionshead Place is this an elevation conflict? It is also shown conflicting with an inlet along the west corridor. 23. Section A-A does not show Utility Trench or the proposed sanitary service. It also shows the water and sanitary sewer in reverse order. 24. The Holy Cross vaults need to be shown to scale and in accurate locations. 25. Please provide plan for Town of Vail irrigation and lights, showing connection and services. Grading Plan 1. Show limits of disturbance around entire project including utility cuts along bikepath and excavation required behind retaining walls, final contours shall be shown in all disturbed areas even if they will be put back to existing conditions. 2. Streetscape plan shows Lionshead place being completely demo'd and heated if this is the case show on grading plan, indicating limits. 3. Call out curb&gutter, pan, walk and their type and dimensions. This may be shown on separate site plan. 4. There are missing contours on the walk along Lionshead Place and in the island between the tunnel and the overpass. 5. Please note type of walls. 6. Provide wall details 7. Provide additional TOW/BOW elevations or retaining wall profiles. 8. Modify proposed cross slope at the Lionshead Place/hotel entrance/tunnel entrance intersection. Exit lane from hotel entrance cross slope is at 8%. 9. Antlers new 8' pan shall have the flowline at center of pan and shall have front and back of pan lips at the same elevations, to maintain adequate invert. 10. Move inlet in pan from drive aisle to curb. 11. Please provide confirmation from Antlers trash service that the modified grades at the trash access will be acceptable. The concern is the steepness of the short drive (7-9%), the grade break and the 11 % cross slope that the trash truck will be sitting on. Please show slopes on access drive. 12. The inlets within Lionshead place within the 1.5' C&G sit in the asphalt, will they have concrete collars, please provide detail. 13. What is the curb section in front of Antlers? Is it a curb cut as existing? Call out and show detail. 14. Define/call out curb/pan transitions. 15. Handrail will be required for the elevated walk near garage tunnel access. As will as on the opposite side and directly above the access point. 16. The recreation path access from Lionshead place shall be no greater than 8%. 17. New Lions Square Lodge parking lot must have 24' drive aisles to accommodate 90 parking and if it is two way traffic 24' is also required. 18. Please show circulation of new LSL parking area. 19. The fire access at the hotel entrance has was looks like curb cutting across it, is it mountable for emergency cross traffic? Has Fire approved this. 20. Please show exhibit with turning movements for Port cochere, is this intended for passenger vehiculars and delivery (i.e. FED EX, UPS)? Please show turning movements. 21. Verify all turning movements within parking structure for passenger vehicles in the parking areas and all delivery trucks in delivery area to current design. This maybe separate exhibit. 22. The west entrance to the mall has 0.5% and 0.25% grades, this is inadequate for drainage along pavers. A 1 % minimum should be maintained. 23. Show the grading of the ice rink. The ice rink may not be completely flat, especially since it is an open useable space in the summer time. 24. Show wall heights and spot elevations at the north end of the ice rink. 25. Along the east corridor that goes to the promenade, how does the SE area interact with the stairs? Show additional spot elevations, TOW/BOW if appropriate. 26. Give planter wall heights in this area. 27. Is the corridor between the NE building and the Lionshead Arcade building ADA compliant? 28. The cross slope at the top of this corridor at its intersection with North street is at 5%, how can this be made better? 29. Some cross slopes along north street are >3%, how can these be less than 3%? 30. Where does the path just east of Lions Square Lodge and west of the new lot go? 31. How does the grading at the east entrance to Arrabelle work. Some slopes say 8%, one says 2%? 32. Can we place a normal crown on the west corridor alley, so the flow is directed into the inlets. Right now with the inverted crown transitioning to sheet flow the drainage most likely does not ever get into the two available inlets. 33. Provide Streetscape plans with elevations and grades for all Public Improvements. 34. Show ADA route and how it complies with requirements. 35. The N-S corridor has cross slopes of 5%, 8%, how can they be made better and ADA compliant. Streets: 1. The Lionshead Place drive and access points have vertical curve k values of 5 or less. Is this appropriate for the design speeds? What is the design speed. 2. Since Lionshead place is proposed to be completely Demo'd and reconstructed, please show stationing and profile beginning at the start of construction. 3. Please show a typical street cross section for Lionshead place, as well as spot cross sections at every 50' station along Lionshead Place, the hotel. entrance drive and the garage entrance tunnel drive. 4. Sh6w specific cross sections within the mall area at specific locations as noted. 5. Show utilities on street profiles. 6. All ADA ramps shall meet the new ADA standards with truncated domes. 7. Civil design construction documents need to include Lionshead Place up to West Lionshead Circle. 8. The entrance to Lionshead place shall be designed to deter the general public from entering the street. This should include a crosswalk and nonheated pan. 9. Provide pavement sections. 10. Provide nonheated concrete pan or band to buffer nonheated areas. 11. Walk from Rec path between Antlers and Lions Square Lodge to crosswalk shall be 8' wide.(TBOC maybe used). 12. Show crosswalk along hotel entrance drive above tunnel. 13. Is the 1'pan adequate running down into the tunnel? 14. Rec Path between Antlers and Lions Square Lodge shall be a min. of 10' wide. 15. Alley wall can be moved in 0.5' 16. The access from Landmark alley has been narrowed with wall show how this works for emergency vehicles. 17. Show how fill against buildings/planters/walls will work. Provide elevation view. 18. The planters should be refaced with new rock once filled against. 19. New stair section along Landmark Tower, is this ok with owner? Architectural Drawings 1. Show truck turning movements and vehicular movements within parking structure on separate exhibit. 2. I will forward additional comments from the plan sheets as soon as possible. Construction staging plan. Green temporary fence line located 5 feet from adjacent buildings causes excessive disruption to those businesses and does not provide adequate space for pedestrian circulation. Construction staging plan presented has not been coordinated with the production companies plan for "Kidstruction Zone" events and activities. 2. Amenities Plan, 0.01. Proposed kiosk at east entry should function as the newspaper distribution site allowing the existing free standing cabinets to be removed. The removal of the cabinets will clear the area for installation of the proposed ski/bike racks. This plan should indicate the location of at least one additional newspaper distribution point in the western area of the site. This will replace the existing distribution site, on Town property, being displaced. Pedestrian Street pole, 1.6.0. Visually, the pole is very heavy for the size of the head. Poles of similar height in the village Streetscape project are 2/3 the diameter with a larger fixture. 4. Pedestrian Light Bracket, 2.4.1. Bracket detail is inconsistent with Pedestrians Light shown in 1.6.0. Applicant should clarify intentions regarding light fixture selection prior to DRB submittal. 5. Lighting Plan, 3.0.0. Plan should be expanded to cover the remainder of Lionshead Mall area. a. Currently all light fixtures in the area are of consistent design with appropriate spacing. The proposed plan changes the current situation possibly leaving areas with inadequate lighting or power sources. b. The following areas are of particular concern for inadequate lighting or power source. i. East Lionshead bus stop to corner of LH Arcade. ii. Area around Eagle Bahn Gondola. iii. Arcade arches. What is the plan for summer lighting? There is limited lighting in the ice rink area beyond the cantenary lights. 6. Utility Building, 4.7.0. The "bunker" needs to go away. It is not used and its location conflicts with the entry arch. The electrical panels which are located in the building should relocated to an enclosure in the landscape area to the south with possibly an underground vault remaining in the pavers. We do not believe that there are any adjacent subdrains, per last years' investigative process which included videotaping of storm sewers (that we could get into or find), and per requests for information sent to adjacent property owners. Landmark has existing roof drains that are taken underground to the storm sewer system, and will be connected to the proposed storm sewer. The Plaza and ice rink Trench drains, area drains, or other drains that are located OVER the structure, are picked up by the plumbing plans (building), and discharged out the building at two to three locations. The plumbing plans are part of the building plans and are typically reviewed for building permit, but we are going to try to get a preliminary set for your review sooner.) We have included the building discharge points to the Storm Sewer/drainage plan. In the mall area, we are planning on connecting to existing roof drains that currently connect underground to the existing storm sewer, but not connecting roof drains that currently daylight. 18. It is noted that some existing storm sewer lines are questionable in depth and location and possibly condition. Have these lines been video camerad? AEI/TOV (We tried to televise all existing storm sewers. Rf they weren't, we couldn't get the camera down the line due to silt/bends/debris, and we asked the TOV to flush/jet the line. This item can be deferred independently of the LCP Civil Review. 5. One plan shows a proposed gas service crossing the tract between Antlers and Lions Square Lodge. Is this occurring, it will need an easement. AEI (These easements are currently in process. We have included our overall easement worksheet that shows all of the easements proposed. So far, most easements have not been recorded, so we have not shown them on a plan yet. Included per Jan31 package). 6. No easement is shown for proposed utilities along the bikepath to the south of Lions Square Lodge. This path will also be required to be overlayed. AEI: (The easement is noted on the easement worksheet included in the Jan 31 submittal, and notes to include overlaying the path are included.) 7. A note references a required gas service crossing the Frontage Rd. This will require a CDOT permit. Please provide plan for construction and approval from CDOT at appropriate time. AEI: (The gas line crossing is shown as part of the highway/frontage road workfor either the Lionshead Maintenance Site: The work is scheduled to be completed in May or June 2005. The in-line 12" diameter inlets are acceptable, however those that are offset from the mainline do not facilitate cleaning. How can those in the east side of North street be placed in line with the storm sewer line? Can we move the storm sewer north, the SS north and the Tv line to the south where the storm sewer is now? AEI/TOV: (Reasons for the current layout/design were discussed: shoring/clearance to ther utilities, etc. Options/alternates for the storm layout were discussed. AEI is to ask ERWSD if the storm can be placed above the water line) IL Why can't the proposed sanitary sewer services from the core buildings be placed within the building? Cator Ruma/AEI: (It was discussed that the building was too long to run sewer services within the roof structure, and that this issue has been studied by the design team as well It was not possible or efficient to run thru the building). 12. Can we move the storm sewer out from beneath the N-S corridor walls placing it just east AWN, of the walls and adding a manhole. Also moving the storm to the center of the east corridor to the promenade to the center to make the 12" diameter drain in-line for clean out purposes. VRDC/AEI; (It was discussed that this would require running the sewer in the small odd triangular Lazier parcel, and we have been avoiding new easement issues due to the length of the process. It was noted that other utilities run thru the Lazier triangle, so the easement was changed to include the storm sewer. Jay Peterson is to talk to the owner to verify that this is possible: the current plans have been revised to reflect your request.) 13. Can we move the Utility Trench to the far east of the N-S corridor? VRDC/AEI (same as above, #12). 14. Can we modify the configuration of the Utility Trench in the east entrance to Lionshead to better accommodate future connections to existing buildings? AEI: (This was discussed at the January 2e meeting. I believe that the proposed alignment was acceptable, but we can discuss further at the next meeting if needed.) 15. Utility trench will contain heat mains, provide stub outs at the project limits for future expansion. We feel that if the manifold vaults can be placed in line with the snowmelt mains, (and covered with pavers), that the coordination of the manifold vaults and utility crossings is resolved, and that the final design of the snowmelt system can wait until after the building permit submittal. The schematic snowmelt plan is to be included in the Jan 31 submittal) 19. The lower manhole seems to conflict with existing storm sewer. This plan should indicate the location of at least one additional newspaper distribution point in the western area of the site. This will replace the existing distribution site, on Town property, being displaced. Comm Arts/DHM: (To be addressed per Streetscape Plan) 27. Pedestrian Street pole, 1.6.0. Visually, the pole is very heavy for the size of the head. Poles of similar height in the village Streetscape project are 2/3 the diameter with a larger fixture. Comm Arts/DHM: (This is currently being discussed and reviewed per DRB submittal process) 28. Pedestrian Light Bracket, 2.4.1. Bracket detail is inconsistent with Pedestrians Light shown in 1.6.0. Applicant should clarify intentions regarding light fixture selection prior to DRB submittal. Comm Arts/DHM: (To be addressed per DRB submittal and Streetscape Plan) 29. Lighting Plan, 3.0.0. Plan should be expanded to cover the remainder of Lionshead Mall area. Currently all light fixtures in the area are of consistent design with appropriate spacing. The proposed plan changes the current situation possibly leaving areas with inadequate lighting or power sources. The following areas are of particular concern for inadequate lighting or power source. a. East Lionshead bus stop to corner of LH Arcade. b. Area around Eagle Balm Gondola. c. Arcade arches. (4 sconces probably not enough) d. Pocket Park area. e. Steps leading to ice rink level. f. Far west end of North Retail Street by General Store. g. Cantenary lights are listed as "seasonal". What is the plan for summer lighting? There is limited lighting in the ice rink area beyond the cantenary lights. Comm Arts/DHM: (To be addressed per DRB and Streetscape Plan process) 30. Utility Building, 4.7.0. The "bunker" needs to go away. It is not used and its location conflicts with the entry arch. The electrical panels which are located in the building should relocated to an enclosure in the landscape area to the south with possibly an underground vault remaining in the pavers. There needs to be a discussion regarding who picks up the cost. DHM/VRDC: (It is not currently part of our scope to relocate, but this can be discussed. It is currently within our scope to re face the bunker.) 31. The lighting and signage will have to be coordinated with the Towns existing Wayfinding, signage, and lighting standards. We suggest setting up a meeting with Public Works and the planning department to discuss options. 32. Consider one of the fraxinus (ash) varities of deciduous trees vs the narrowleaf cottonwood, fewer root problems with pavement 33. Add planting containers around the may pole. 34. Add a shrub/perennial bed between the landmark and the lower set of stairs to the east. n El 35. Provide annuals or perennials beneath cottonwoods on the terraced area between Lionshead Arcade and the NE building. 37. General note regarding ADA requirements: Reference Dept of Justice, ADA Standards 28 CFE, Part 36, 7-1-94. 4.8.1. Slopes greater than 1:20 constitute a ramp and shall comply with wit those requirements. 4.8.6 and 4.3.7. Cross slopes shall not exceed 1:50. Appendix A. Slopes between 1:16 and 1:20 are preferred. These standards apply to the final as-built condition, not the designed condition. The applicant as publicly started his intentions for accessibility. An awkward series of routes which barely meet the standards is inconsistent with the stated intentions. Appendix A should be considered when determining design grades with the maximums and minimums being used only where necessary. Currently everything is designed to the farthest limits. Applicant should be looking to met the spirit of the law not just the minimum standards. There are several locations throughout the project where the design grades are so tight there is a strong likelihood the final as-built condition will be in noncompliance with the standards. There are also several locations where the current design is in noncompliance. Please check the following areas: a. East portal to redevelopment. 32 contour is incorrect at bottom of terraces. 8% is at maximum allowed for a ramp, 5% is borderline. b. Lift House Condos at Bart and Yeti's. 5% cross slope perpendicular to direction of travel is excessive. c. Lift House Condos at LH Jewelers. 3% cross slope perpendicular to direction of travel is excessive. d. Landmark Tower south side. 5% grades are borderline on ramp criteria. e. Landmark Tower west side. Change to 36 and 37 contour increases grade to 10% which is excessive. 4% cross slope perpendicular to direction of travel is excessive. f. Building C west side. 2.2% cross slope reflected by contours is excessive. g. Building D driveway. This is also part of the pedestrian route. 10% slope reflected by contours is excessive. h. Walkway between Buildings C and D. 2.5% cross slope is excessive. 38. Regrading at facade of Lionshead Center should not put the door threshold heights in noncompliance. Grade changes will expose additional building foundation. Applicant should submit building facade elevation for review and approval. 39. We do not believe that there are any adjacent subdrains, per last years' investigative process which included videotaping of storm sewers (that we could get into or find), and per requests for information sent to adjacent property owners. Landmark has existing roof drains that are taken underground to the storm sewer system, and will be connected to the proposed storm sewer. The Plaza and ice rink Trench drains, area drains, or other drains that are located OVER the structure, are picked up by the plumbing plans (building), and discharged out the building at two to three locations. The plumbing plans are part of the building plans and are typically reviewed for building permit, but we are going to try to get a preliminary set for your review sooner.) We have included the building discharge points to the Storm Sewer/drainage plan. In the mall area, we are planning on connecting to existing roof drains that currently connect underground to the existing storm sewer, but not connecting roof drains that currently daylight. 18. It is noted that some existing storm sewer lines are questionable in depth and location and possibly condition. Have these lines been video camerad? AEI/TOV (We tried to televise all existing storm sewers. Iif they weren't, we couldn't get the camera down the line due to silt/bends/debris, and we asked the TOV to flush/jet the line. There are approx 3 storm sewer lines that we have tried without success to televise, and would still like to have tv info) 19. One plan shows a proposed gas service crossing the tract between Antlers and Lions Square Lodge. Is this occurring, it will need an easement. AEI (These easements are currently in process. We have included our overall easement worksheet that shows all of the easements proposed. So far, most easements have not been recorded, so we have not shown them on a plan yet. Included per Jan31 package). 6. No easement is shown for proposed utilities along the bikepath to the south of Lions Square Lodge. This path will also be required to be overlayed. AEI: (The easement is noted on the easement worksheet included in the Jan 31 submittal, and notes to include overlaying the path are included.) 7. A note references a required gas service crossing the Frontage Rd. This will require a CDOT permit. Please provide plan for construction and approval from CDOT at appropriate time. AEI: (The gas line crossing is shown as part of the highway/frontage road work for either the Lionshead Maintenance Site: The work is scheduled to be completed in May or June 2005. The CDOT permit is currently being applied for, and a copy provided to you when available. A plan note referencing these plans is to be provided.) 6 8. The Sanitary sewer and water are beneath the elevated walk and retaining wall along Lionshead Place. Is ERWSD approving this? AEI (Yes, ERWSD has reviewed and approved). 10. The in-line 12" diameter inlets are acceptable, however those that are offset from the mainline do not facilitate cleaning. How can those in the east side of North street be placed in line with the storm sewer line? Can we move the storm sewer north, the SS north and the Tv line to the south where the storm sewer is now? AEI/TOV: (Reasons for the current layout/design were discussed: shoring/clearance to Cher utilities, etc. Options/alternates for the storm layout were discussed. AEI is to ask ERWSD if the storm can be placed above the water line.) 11. Why can't the proposed sanitary sewer services from the core buildings be placed within the building? Cator Ruma/AEI: (It was discussed that the building was too long to run sewer services within the roof structure, and that this issue has been studied by the design team as well It was not possible or efficient to run thru the building). 12. Can we move the storm sewer out from beneath the N-S corridor walls placing it just east of the walls and adding a manhole. Also moving the storm to the center of the east corridor to the promenade to the center to make the 12" diameter drain in-line for clean out purposes. VRDC/AEI; (It was discussed that this would require running the sewer in the small odd triangular Lazier parcel, and we have been avoiding new easement issues due to the length of the process. It was noted that other utilities run thru the Lazier triangle, so the easement was changed to include the storm sewer. Jay Peterson is to talk to the owner to verify that this is possible: the current plans have been revised to reflect your request.) 13. Can we move the Utility Trench to the far east of the N-S corridor? VRDC/AEI (same as above, #12). 14. Can we modify the configuration of the Utility Trench in the east entrance to Lionshead to better accommodate future connections to existing buildings? AEI: (This was discussed at the January 2e meeting. I believe that the proposed alignment was acceptable, but we can discuss further at the next meeting if needed.) 15. Utility trench will contain heat mains, provide stub outs at the project limits for future expansion. C-R/AEI (It is proposed to provide a plan note indicating that stub outs are to be provided for future expansion, to be approved by TO V. A schematic snowmelt plan is to be submitted for building permit, as discussed previously with the TOP). 7 AFIN 16 Provide electric plan showing service to light poles. Additional conduits shall be run for security cameras. Cator Ruma/TOV /DHM(light poles) (The lighting plan is currently in the streetscape/drb review process. The circuitry, lighting, signage, landscaping, and irrigation plans will be completed after the design of the streetscape plans are approved. Per George Ruther, these plans do not need to be completed until before the Building Permit is issued. 2007). 17. Suggest a meeting to confirm the detail of the Utility Trench and what will be required and where the conduits will need to be stubbed out to. Cator Ruma: (We understand that the snowmelt distribution system needs to be at least schematically designed in order to verify coordination with other Mall Area Utilities, landscape items, placement of snowmelt manifolds, etc. We had submitted a photo to the TOV of a snowmelt manifold from the Beaver Creek Pedestrian Mall, where the manifolds were covered over with pavers, but still allowed access to the vault for maintenance. We feel that if the manifold vaults can be placed in line with the snowmelt mains, (and covered with pavers), that the coordination of the manifold vaults and utility crossings is resolved, and that the final design of the snowmelt system can wait until after the building permit submittal. The schematic snowmelt plan is to be included in the Jan 31 submittal) 19. The sanitary service the runs up the stairs at sun dial plaza should connect further north, so not to have a Manhole right at the top of the stairs. The lower manhole seems to conflict with existing storm sewer. AEI/TOV; (As discussed at the January 20`h meeting, this Sewer manhole is existing (not proposed), and that a note should be added to the plans such as "Rotate the existing cone and provide new mh steps as required to place the MH rim as far away from the stairs as possible. TOV to provide written approval of rotation, prior to replacing steps or completing other work which would restrict further rotation. 20. Please review the utility profiles to confirm all utility crossings are shown on the profile and the plan view. (See redlines) AEI: (Utility crossings have been added to the profiles, and checked). 21. Pw1 vide sewer service profiles for the Lifthouse and the services from Arrabelle. AEI: (It was discussed at the January 20 meeting that the building services are deep, and will be below all other adjacent utilities. The utility trench is shown crossing the storm sewer in Lionshead Place is this an elevation conflict? It is also shown conflicting with an inlet along the west corridor. The following are my comments from the Vail Square Streetscape design package. I will forward additional comments from the plan sheets as soon as possible. 1. Construction staging plan. Green temporary fence line located 5 feet from adjacent buildings causes excessive disruption to those businesses and does not provide adequate space for pedestrian circulation. Construction staging plan presented has not been coordinated with the production companies plan for "Kidstruction Zone" events and activities. Shaw: 2. Amenities Plan, 0.01. Proposed kiosk at east entry should function as the newspaper distribution site allowing the existing free standing cabinets to be removed. The removal of the cabinets will clear the area for installation of the proposed ski/bike racks. This plan should indicate the location of at least one additional newspaper distribution point in the western area of the site. This will replace the existing distribution site, on Town property, being displaced. Comm Arts/DHM: (To be addressed per Streetscape Plan) 3. Pedestrian Street pole, 1.6.0. Visually, the pole is very heavy for the size of the head. Poles of similar height in the village Streetscape project are 2/3 the diameter with a larger fixture. Comm Arts/DHM: (This is currently being discussed and reviewed per DRB submittal process.) 4. Pedestrian Light Bracket, 2.4.1. Bracket detail is inconsistent with Pedestrians Light shown in 1.6.0. Applicant should clarify intentions regarding light fixture selection prior to DRB submittal. Comm Arts/DHM: (To be addressed per DRB submittal and Streetscape Plan) 5. Lighting Plan, 3.0.0. Plan should be expanded to cover the remainder of Lionshead Mall area. a. Currently all light fixtures in the area are of consistent design with appropriate spacing. The proposed plan changes the current situation possibly leaving areas with inadequate lighting or power sources. 16 b. The following areas are of particular concern for inadequate lighting or power source. i. East Lionshead bus stop to corner of LH Arcade. ii. Area around Eagle Balm Gondola. iii. Arcade arches. (4 sconces probably not enough) iv. Pocket Park area. v. Steps leading to ice rink level. vi. Far west end of North Retail Street by General Store. c. Cantenary lights are listed as "seasonal". What is the plan for summer lighting? There is limited lighting in the ice rink area beyond the cantenary lights. Comm Arts/DHM: (To be addressed per DRB and Streetscape Plan process) 6 Utility Building, 4.7.0. The "bunker" needs to go away. It is not used and its location conflicts with the entry arch. The electrical panels which are located in the building should relocated to an enclosure in the landscape area to the south with possibly an underground vault remaining in the pavers. There needs to be a discussion regarding who picks up the cost. DHMNRDC: (It is not currently part of our scope to relocate, but this can be discussed. The Public works Department has received the Lionshead Core Area Redevelopment DRB Site Submittal Package and made a preliminary review. The following comments are made with the knowledge that a complete site/civil package will be submitted by the developer, at which time a more thorough review will be completed. We offer the following comments: 1. A complete civil package must be submitted and approved prior to submittal for Building permit This shall include but will not be limited to: a. Street centerline profiles. b. Curb profiles where deemed necessary c. Storm Drainage plan and profiles d. Utility plan and profiles e. Necessary cross-sections f. Retaining wall profiles and details g. All necessary construction details h. Site plan i. Grading Plan j. Demo Plan k. Traffic circulation plan 1. Erosion Control Plan/Storm Water Management Plan m. Landscape/irrigation Plan n. Signage and lighting plan o. Construction Details 2. Pedestrian access easements should be provided throughout the "square" to connect the east-west portals and along Lionshead Place if the right of way is still to be vacated. 3. The submitted Fire access Autoturn exhibit must be revised to show a path clear of all obstructions (i.e. planters) within the approved emergency corridor. The exhibit should also show linework for centerline, wheelpaths, and overhang paths. 4. The bikepath to the south of Lionshead Place shall be revised not to exceed 8%. All sidewalks to have a 2% cross-slope. g. The redesigned Lions Square Lodge South surface parking lot will have to be revised to meet town standards. Currently the drive aisle does not meet minimum standards. We would suggest widening the drive aisle or angle the parking per town standards. h. Please provide separate plan views for the upper and lower levels. i. Storm Drainage is not shown on this DRB submittal and will need to be shown in the Civil package as per comment #1. j. Please show grading and details for the construction of the Ice Rink. k. Noticed some revisions, most notability the Ice Rink is now the Town Square. I need more information and also there are some discrepancies on the various plans I'm reviewing. This is the landscaping plan, which is either not very detailed or I only have the conceptual plans. 1. The street lights on sheet L1.0 are in different locations than those on the "special amenities" and "lighting" sheet (no sheet reference number). 2. There are conflicts between pedestrian pole lights and landscaping which will result in reduced illumination on the walkways. Some pole lights are within a few feet of the trees, thus the branches will grow into the light when the tree matures. It is not clear from the plans exactly what type of trees are going to be planted in the locations shown by the symbols. 3. There should be a photometric study done on the lighting plan which, in addition to reviewing the light levels, should also be compared with the landscape plan for potential conflicts. Lighting in this high traffic area should be a maintained minimum of one-foot-candle of light on the walking surface. 4. Need to see cut-sheets for all lighting fixtures. ANN 5. The "path lighting" fixtures may be short (i.e., 12" high) fixtures that are anything but vandal resistant. Until I can review the lighting fixtures, it is tough to comment on all the lighting. They are showing path lighting as the only lighting where there will be 12 ski racks, which if 1 guessed right, these fixtures won't light anything up in this sensitive area. 6. Overall, it appears the lighting is not uniform and has some fairly dark/shaded areas. 7. Just as an aside, has the Fire Department taken into consideration the canopy spread of the trees near the street to ensure branches are not going to impede their trucks? 8. Is skateboarding a problem in the summer? Low curb planters could be a target of "grinding". I can't tell from these plans how the landscaping is being contained.
