Box 2658 Edwards, Colorado 81632 RE: Town of Vail Review Comments on the Core Site Hotel Dear Tom: 1] As promised, the Town of Vail staff has completed our review of the August 16, 2004 final set of plans for the proposed Core Site Hotel. Upon completion of our review a number of outstanding issues or questions remain with regard to the project. The purpose of my letter is to outline the issues which remain outstanding and to provide you with a list of questions which need to be answered. • Please review the attached "First Review of Preliminary Documents" Report prepared by Linhart, Petersen, Powers Associates which summarizes the proposed project's compliance with the various adopted Building Codes and address each of the comments as requested. • Please review the attached letter from the Town of Vail Public Works Department, dated August 25, 2004, and address each of the comments and questions outlined in the letter. • Please review the attached letter from the Town of Vail Fire Department, dated August 25, 2004, and respond to each of the comments. • Please review the attached letter from the Town of Vail Police Department, dated June 13, 2004, and provide responses to each of the recommendations provided. • Please submit a stamped survey verifying compliance with adopted View Corridor #2 and illustrations demonstrating how the proposal complies with the intent of View Corridors #4 & #5. • Please submit a complete application for a Major Subdivision which illustrates how the development site is to be resubdivide. The proposed subdivision shall include all proposed easements. • Please address red-lined notes on the Application Plan Set dated August 16, 2004. • Please submit documentation demonstrating how you propose to comply with the mitigation of development impacts required by Section 12-7H-18 of the Vail Town Code. • Please submit a Final Zoning Analysis Plan Set. This plan set shall include a red-lined set indicating how square footages of were calculated (ie, site coverage, landscape area, GRFA, etc.) • Please submit a Condominium Rental Program Proposal. The purpose of this document is to outline how dwelling units and any attached accommodation units might be marketed to ensure high levels of occupancy throughout the year. • Please submit a Revised Traffic Study as requested by the Town of Vail Public Works Department. • Please submit a roof top mechanical plan fro review and approval of the Town of Vail Design Review Board. • Please show emergency vehicle turning movements through Lionshead Mall. (ie, Antler's, Lions Square Lodge, Lionshead Arcade, etc) • If Lionshead Place is to become a private road, please submit a revised off site improvement plan illustrating intersection improvements to Lionshead Place and West Lionshead Circle which discourage public vehicular traffic use of the Lionshead Place. At this time, the final review of the Core Site Hotel major exterior alteration application and supporting condition use permit applications is scheduled for Monday, September 13th with the Town of Vail Planning & Environmental Commission. In order to remain on the agenda for final review on the 13th you will need to submit a revised set of plans to the Community Development Department illustrating how you 9ropose to respond to the issues outlined in this letter above by no later than 8:00 am, Monday, August 30 . However, if you determine that you are unable to meet this deadline, I will schedule a special meeting of the Planning & Environmental Commission for Monday, September 27`f'. Prior to scheduling a special meeting you will need to submit the revised set of plans by no later than 9:00 am, Friday, September 10`h. Amend plans to specify each specific item of construction which is intended to have a deferred submittal (e.g., stairs, curtain wall assemblies; etc.). Further, add a note which indicates : " Submittal documents for deferred submittal items shall be submitted to the registered design professional in responsible charge who shall review them and forward them to the building official with a notation indicting that the deferred submittal documents have been reviewed and that they have been found to be in general conformance with the design of the building. Please identify all buildings and provide an area analysis for each verifying that the yard used for this new building will not affect allowable building area of any existing structure. 3. Please provide a complete symbol clarification of the cover sheet that will clearly show the configuration of ramps and stairways (up and down) directions. 4. Please provide information as to the type of elevator that are provided in regards to the rating and smoke conditions of the hoist way door. In addition for all elevator lobbies please identify the extent of all pressurized areas that will form parts of corridor and elevator lobby walls. 5. Please clarify and identify all walls that will be part of any pressurized shaft system. See walls of elevator lobbies at corridors. 6. Please fill out all information within the info blocks located on sheet A004. 7. Sheet A004: Please clarify "Rank" as to what it stands for within the information block of the condominium summery block. 8. Please revise the code reference to include the ANSI 117.1 and Fair Housing Act guidelines as code references. 9. Please specify which hotels and condominium units will be a type A & B dwelling and sleeping units. 10. Sheet A004: At Code Notes IIG, allowable building area not including allowable frontage area increase is shown as 432,000 square feet. Please provide the following: A. Gross Building Area is shown on Overall Building Area Summary as 542,441 sq. ft. which exceeds the 43,000 sq. ft. allowable. Please review. IBC 503.1 and Equation 5-1 B. The 542,441 sq. ft Gross Building Area is shown "exclusive of the Lionshead Center'. Please confirm location of the Lionshead Center so that it is not required to be included in area calculations. C. The 432,000 sq. feet calculated allowable area is based on multiplying allowable area at one floor 144,000 s.f. by 3 for buildings of three of more stories in height per IBC 506.4.3. The 432,000 sq. ft. allowable area may be further increased as IBC 506.4 states that the maximum area of a building equipped throughout with an automatic sprinkler system is determined by multiplying the allowable area per floor by the number of stories. 11. Sheet A004: Please review accessibility IB. Note B1 states that clear 48" width between handrails not require in sprinkler buildings. IBC 1007.3, states that 45" required between handrails and 45" width between handrails and areas of refugee are not required in sprinklered buildings. Sheet A004: Code Note IIE, states that highest occupied floor is approximately 72 feet. Per IBC 403.1, high rise buildings are buildings having occupied floors located more than 75 feet above lowest level of fire department vehicle access. As this dimension is critical, please indicate on the drawings the locations of lowest level of fire department vehicle access. Indicate the elevation of this point and compare with elevation of highest occupied floor to determine the high-rise height. Please indicate this calculation on the drawings. IBC 403.1 13. Sheet A004: Amend Code Note IIIA.4.b to indicate that nonbearing exterior walls 5' to 10' are to be 1- hour, non-combustible. 14. Sheet A011 Overall Site Plan and A012 Site Plan Enlarged Area: Please clarify on this drawing the location of the property lines shown on the drawings. Clearly show the property lines as they refer to the proposed buildings. Many of the property lines run through the buildings in the project. Are these property lines abandoned? Are they merged? Are there lot agreements to allow the full yard for yard increases filed as a " No Build Easement" so yards can be reciprocally used for all existing and new buildings. Indicate if these property lines are adjusted for the new structures and verify that City of Vail has reviewed and approved property line adjustments. 15. Exit Diagrams, Sheets A020.1 through A023: Amend exit diagrams. On all floor levels provide a complete exiting plan that will clearly show the designed exiting path from each area room and occupancy, the travel distance taken to gain access to any means of egress component and the total occupant load for IL each exit path of travel. A. The exit diagrams are not complete. Please complete the exit diagrams as follows: a. For all of the areas, indicate the occupant loads. b. Provide exiting diagrams for Levels 4, 5, 6, and 7. B. To determine adequacy of means of egress, please indicate on the drawings the path of egress travel from each space. C. For stairways, doors and other egress components along path of egress travel, indicate (1) the occupants served and the required minimum egress width based on IBC Table 1005.1 (0.2 inches per occupant for stairways and 0.15 inches per occupant for other egress components). Indicate that the provided widths meet required widths. D. On exit diagrams, please indicate maximum length of exit access travel. Confirm on the drawings that the distance measured from the most remote point within a story to the entrance to an exit along the natural and unobstructed path of egress travel, does not exceed the following distances: a. Per IBC 1013.3, indicate on drawings that the path of egress travel shall not exceed 75 feet (For B and S occupancies not more than 100 feet with fire sprinklered building). Per IBC 1002, common path of egress travel is that portion of exit access which the occupants are required to traverse before two separate and distinct paths of egress travel to two exits are available. E. Show occupant load for all areas and confirm number of exits required. Two exits are required if over 50 occupants pr IBC Table 1014.1. If two exits are required, show that exit doors or exit access doorways are to be not less than one-third of the length of the maximum overall diagonal dimension of the area per IBC 1014.2.1. F. The drawings show required fire rated systems. Please also include fire resistive ratings for the following: a. Please also indicate location of mechanical shafts and fire rating requirements for shafts. IBC 707 b. Indicate fire resistive rating for exterior walls. IBC Tables 601 and 602. G. On these exit diagrams, clearly show complete exit discharge. a. Show that exit discharge is at grade or provide direct access to grade. Show conformance with IBC 1023.2 exit discharge capacity, 1023.3 exit discharge location, IBC 1023.4 exit discharge components, IBC 1023.5 egress courts, IBC 1023.5.1 widths, 1023.5.2 construction and openings and 1023.6 access to public way. b. Please show the exit discharge from termination of an exit to the.publi_c wav per IBC 1002. The site drawings shows a road around the project. Please describe this road as a component of the exit discharge and show the exit discharge extending to the pubic way. Identify the public ways on the site plan. 16. Sheets A20.1 & A20.2: A. On the parking levels G1 & G2 please provide information as to the egress loads for all exit stairways. Grayed areas are not completely filled out. B. Please identify the direction (up or down) for all stairways. C. Please identify the use of all rooms and areas. All accessory uses shall be defined with an occupancy classification and be given an occupant load factor. See Employee lockers. 17. Sheet A020.1, Exit Diagram - Level G2: At Elevator Machine Room G219, amend drawings to show fire rating of elevator machine room not less than hoistway enclosure served per IBC 3006.4. Per IBC 707.7 and Table 715.3 fire rating of hoistway enclosure is 1 '/2 hours. 18. Sheet A020.2, Exit Diagram - Level G1: Ski School: Lionshead First -,view of Preliminary Documents Vail Colorado 0 LP2A Job No.: 2040114.001 August 6, 2004 Page 6 A At the Ski School, Unassigned, Men, Women, Ski Company, Ski School Locker area, please show path of egress. B. The children's ski school has a combined occupant load that exceeds 500 and requires access to 3 means of egress. Two are located along corridor G106 and the third appears to be using the stairway to the first level above. The stairway and door G105A are close enough to each other to not comply with Section 1014.2.2 in regards to having one exit blocked for any purpose the other two shall remain clear. Please provide a third exit that will be close enough to be considered as one egress. C. Please identify the egress route of travel from the ski school. Please verify that any door across corridors shall swing in the direction of egress path of travel. See doors G104.A & G101A for door swing. D. The stairway from Ski school GB105 when using the stairway S123 egresses through another intervening room before egress from the building is provided. Please show how this complies with exiting provision of code Section 1013.2 ICC when the ticketing is not an accessory use of the ski school below. E. Drawing show Corridor G102 existing to path to Gondola. Amend drawings to indicate that the corridor is required to be continuous from point of entry to an exit. IBC 1002. F. Please provided a gondola floor and exiting plan to show how the corridor is being used as an exit from the building as well as from the gondola structure. What type of construction is the gondola structure? Is there a fire barrier between the two to separate the different types of construction? G. Please clarify the door swing for doors G102A & G102B. What is the total occupant load and occupancy factor that will determine the door swing for theses doors. Are these required exit doors for the gondola? H. Please establish and occupant load and exiting from the Ski lockers 19. Sheet A020.2- Exit Diagram - Level G1: On Sheet A022 stairway 5 at level 2 provides the exit discharge from the floors below and above. This converging stair must be capable of an exit width of the combined occupant load from highest occupant load from below and above. Please provide this occupant loading for this level and verify that the egress door is sufficient to accommodate the combined load of both levels. Section 1004.5 IBC 20. Sheet A020.2, Exit Diagram - Level G1: Please review means of egress from Conference Ballroom C131, Conference Prefunction C128, Meeting Room 1, Meeting Room 2, Meeting Room 3, and Lobby G137: A. From the assembly spaces, clearly show path of egress travel, occupant loads along path of egress, and required number and width of exits and exit access doorways. Conference Ballroom C131, Conference Prefunction C128, Meeting Room 1, Meeting Room 2, and Meeting Room 3 are Assembly occupancies. Occupancies in Group A which contains seats, tables, displays, equipment or other materials are required to comply with IBC 1024. Please review use of these assembly rooms to verify if they are required to conform with this section of IBC: a. Assembly main exit required if occupant load is greater than 300. Main exit is to of sufficient width to accommodate not less than'/2 of occupant load, but such width shall not be less than the total required width of all means of egress leading to the exit. IBC 1024.2 b. In addition to having access to main exit, each level of an occupancy in group A having occupant load of greater than 300 is to be provided an additional exit that shall provide an egress capacity of at least one-half of the total occupant load served by that level. IBC 1024.3 C. The conference ballroom shall be classified as a A-2 occupancy because dining is provided. Section 303.1 IBC. D. To use the accessory use areas for the exiting requirements for the A-occupancies at this level the entire occupant load must be established to determine the total number of exits and exit accesses. Based a combined occupant load from the entire A-occupancy areas would require access to at least four exits from the combined area. Please identify the location and access travel distance to each of the 4 required exits paths. E. Please establish an occupant load for the lobby adjacent to the assembly areas which will be used as an accessory use to the assembly areas for exiting purposes. F. With a combined occupant load of more than 1245 people all exit access doors shall egress in the direction of egress travel at all required exits and exit access doors. G. The minimum width of all exits for the assembly areas alone would require the corridor width and door width to be at least 3.8' in width. The stairway width would be a minimum of 5.18' in width for each of the 4-required stairways. Please revise the plans to show the minimum width for all corridors, stairways and egress doors that form the complete exiting system for the assembly areas at this level. Please not that additional width will be required when the total occupancy of the entire floor is calculated. H. Please clarify the use of the horizontal exit symbols. The walls separating the parking garage and the assembly and B-office areas are identified with this. It is unclear the intent to use this provisions. Is the garage being used as a horizontal exit from the assembly areas? Area the garage stairwells properly sized to be used as part of the required exit from the assembly? Please clarify. If there is a horizontal exit wall provided, then remove all reference to use the wall as an occupancy separation when the 2-hour is more restrictive. Creates confusion in the wall legend as to what exactly is needed at these areas. Maximum allowable dead end to be 20' maximum. Section 1016.3 IBC. K. Please justify dead end corridor of 32 ` at corridor 1048. Maximum allowable shall be 20' Section 1016.3 IBC. 21. Sheet A021, Exit Diagram - Level 1: A. Amend plans to include occupant load for outdoor area per IBC 1004.8. Include outdoor area occupant load in providing means of egress. Please specify the intended use of the common area and provide the designed exiting locations and sizes. Please provide the accessible route of travel to show how all occupants within this common area gain access to the public way. B. At the east and west exits from the central court are tunnels leading from the court to the public way. These tunnels are enclosed by the next level above. As the court appears to be a components of exit discharge per IBC 1023.5, the exit discharge cannot re-enter the building (IBC 1023.1) and must provide a direct and unobstructed access to a public way (IBC 1023.6). Please review design of these tunnels and indicate how they conform with components of means of egress. Please review whether the tunnels should be classified as exit passageways which are used to provide protected path of egress travel to the exit discharge or the public way (IBC 1002). For exit passageways, conform with IBC 1020.2 width, 1020.3 construction, 1020.4 openings and penetrations, 1020.5 penetrations. C. The two 6' (gates?) both exceed the maximum door width of 48" and are swing opposite the egress path of travel from the enclosed court. Section 1008.1.1 IBC. D. Please clarify construction for stairway 9 at this level. It appears that the upper levels indicate this to be a 2-hout fire barrier wall. This floor indicated a 1-hour fire barrier wall. Please clarify this. E. Please fill out all missing information as to the occupancy classifications and square footages within the blocks provided. Please specify on this sheet the proposed designed exiting system so that verification can be made. F. Please identify the extent of all occupancies so that verification of square footage can be made to establish occupancy and exiting requirements. G. Please clarify the extent of the exit enclosure construction from stairway 7 that discharges into what appears to be a 0-rated corridor. Since the exit enclosure is rated for 2-hours, the full extent of the horizontal extension of the vertical enclosure shall be rated the same until discharge from the building is provided. Please clarify this at Service corridor 149 (not identified this sheet) H. At the Ski Club, Fitness Room, SPA, SPA Retail area, please show the path of egress travel indicating required number of exits, occupant loads and egress width requirements. At Stair 33 S133 which ascends up to Level 1, please review how stairs penetrate the 2-hour fire barrier separating Hotel Lobby fro Hotel Restaurant. Sheet A021, Exit Diagram - Level 1: At Stair Enclosure 3 and Elevators 8 and 9; at Stair Enclosure 2 and Elevator Enclosure 5; and at all similar situations, please review the following requirements for extension of stair enclosures to exterior of the building: A. Once a given level of exit protection is achieved, such level of protection is not allowed to be reduced until arrival at exit discharge. IBC 1017. B. Exit enclosures are required to discharge directly to the exterior of a building (IBC 1023.1). An exit passageway may serve as an exit component from the stairway enclosures to the exterior of a building (IBC 1020.1). Amend drawings to show required exit passageways from stair enclosures to exterior of building. C. Elevators are not allowed to open into exit passageways per IBC 1020.4. Drawings show elevators opening into the exit passageways. D. Amend drawings to show that exit passageways conform with requirements in IBC Section 1020. E. Where interior exit enclosures are extended to the exterior of a building by an exit passageway, the door assembly from the exit enclosure to the exit passageway shall be protected by a fire door conforming to the requirements of IBC 715.3. Fire door assemblies in exit enclosures shall comply with Section 715.3.4. IBC 1019.1.1 23. Sheet A022, Exit Diagram - Level 2: A. From the Great Room Terrace and Great Room, clearly show path of egress travel, occupant loads along path of egress, and required number and width of exits and exit access doorways. It appears that more than one exit is required from Great Room. IBC 1013.2 B. Review Great Room for Group A requirements. Occupancies in Group A which contains seats, tables, displays, equipment or other materials are required to comply with IBC 1024. Please review use of this space to verify if it is required to conform with IBC 1024 which requires conformance with assembly main exit per IBC 1024.2 and additional exit per IBC 1024.3. C. At Retail P214 review separation of the two exit doors so that they are not less than one-third of the length of the maximum overall diagonal dimension of the area. IBC 1014.2.1 D. At Retail P215 amend drawings to indicate minimum of 2 exits as occupant load is over 50. IBC 1014.1 E. Please revise the fire partition between the retail and the apartments and egress corridor to be a full one-hour partition. 24. See plan sheets A161; 162 & 163. B C ~D. The corridor P225 extends more than 26" past the entrance to the exit enclosure and is considered a dead end corridor per Section 1016.3 IBC. Please revise the curved exterior stairway 29 to provide for a legal stairway width where the stairway turns to the side at the bottom of the stairway at grade. Section 1009.1 & 1005.1 IBC. A curved stairway may be a better alternative to what is shown on the plans. This floor requires access to two means of egress. The exit design as shown allows the second means of egress to go up one flight to the third story, access to the corridor system there and to an exit enclosure that provides access back down to grade. This type of exiting is usually not done this way. Verification from the building and fire districts will need to have concurrence regarding this proposed design. Please identify the condo unit type located between condo C305 and corridor E314. 53. Sheet Al 13E - Third Level Bridge Floor Plan. A. Please justify the openness of the bridge when used as part of a corridor system. Per the definition of a corridor the corridor shall be fully enclosed and can be provided with non-protected protected openings. Since this corridor serves an R- occupancy the walls forming the corridor shall be rated for not less than '/z-hour. In addition the doors which are shown will restrict the required corridor width to less than ''/z. The corridor even though not rated at this area must still provide smoke protection for the occupants that use the corridor. By having these openings, smoke can migrate into the corridor from the exterior and affect existing from the building. Section 1002 IBC corridor definition. B. Please provide turning movements for the loading/delivery area to verify adequate horizontal clearance for movements for SU-30, W13-40 & W13-50 vehicles (1 WB-50, 2 WB-40's, 5 SU- 30'sB-40's) 2. Please provide a loading dock use/management plan. 3. How will Lionsquare Lodge deliveries occur? Show delivery truck turning movements to their parking lot. 4. It is assumed that charter buses will enter the loading dock for this project? 5. Are there valet spots in the port cochere? If so, place all vehicles in the port cochere location and show the Fire Dept turnaround and van turning movements. 6. Provide a grading plan of the mall showing proposed grading from existing buildings/doorways to the proposed building edges (cross slopes, spot elevations and drainage patterns). 7. The streetscape plan shows the much of the planters, benches, and trash cans in front of retail windows. This doesn't seem appropriate. The streetscape, specifically across from Montawk will be stark. This is a resort village, ski racks and bike racks should also be shown. The light fixtures should be to scale showing the amount of physical space they encompass. 8. How does the streetscape gateway/arch at the E Lionshead mall interface with special event banner locations. 9. How does the streetscape function for special events, show a typical special event layout for the mall and ski yard. 10. Easements will be required for fire hydrants, staging areas, utilities, storm drainage system, street lights, public roadways and sidewalks and any other public amenity outside of public right of way. 11. The underground streetscape utility corridors will need to have space to adequately handle a utility trench similar to Vail Village. 12. Locate new utilities to minimize disturbance to existing landscape, trees and planters (Lionshead Place cul-de-sac, around the pocket park at the north end of the mall). 13. Provide a complete Auto-turn drive thru (in both directions) of an adjusted streetscape plan for the mall for both the Vail fire truck and a WB-40 (parade vehicle). Use the swept path for the Auto- turn vs. wheel path to provide a more accurate clearance. Once the path is established, provide a 2' buffer on either side for an acceptable clearance. Previous plans had shown a 20' wide continuous path thru. The set dated 8/16/04 has a varying width (17' wide in the NE corner of the mall) and the curve around the west side of the ice rink seating is now a tight reverse curve that appears too tight for a fire truck. 14. The proposed design for the pocket park at the north end of the mall does not work for fire access to the buildings to the north. The existing park was designed to accommodate fire staging with a reinforced grass surface. 15. The screen fence for the transformer in the NW corner of the mall appears to be encroaching in the fire lane path. 16. A 10' wide path needs to be maintained along the alley of the west side of the mall and continuous to the Gore Creek path and along Lionshead Place up to W Lionshead Circle. 17. The cul-de-sac at the end of Lionshead Place needs to be resolved; private street, maintain cul-de- sac or some other alternative. If it is to be a private street, provide design starting at W Lionshead Circle establishing how Lionshead Place will appear private. Also if private, there will need to be a plan for an interim location for skier drop off until North Day Lot is completed. If Lionshead Place is to remain public, site generated traffic from the valet operation needs to be included in calculations. k • 0 18. Remove the proposed gate at the entrance to the west portal, or it should be designed in a matter that it is fixed open and can not be closed so egress from the mall out of the west portal is not impeded. 19. The plan needs to show all architectural projects, lights, signs, etc. 20. The Lionshead masterplan contemplates a park, is the ice rink meeting this need. How is the need met in the summer? 21. The Lionshead masterplan shows the bike path relocated south of the Eagle Bahn. This should be investigated to make the ski yard not so bisected in the summer. If for some reason this can not be relocated, the path around the Eagle Bahn should be increased to 12' in width to allow for greater safety between the path users and ski yard users, also increase the radius of the path as the north- south section ties into the east-west section (NE of the Eagle Bahn). 22. The walk along the north side of Lionsquare Lodge should be rebuilt, and heated, connecting the ski yard with the Lionshead Place walk. Drainage Study 1. A final drainage study is required. 2. Easements will be required where the new storm drain system encroaches onto private property. 3. Are the existing lines from the pocket park and from the area near Bart & Yetis to be abandoned? If no, show inverts into the new inlets and the storm drain system that will be under future heated pavers should be replaced. 4. All roof and planter drains should be tied into the storm drain system. 5. Show the location of garage drainage outfalls/tie-ins with sand/oil separator locations. Traffic Study 1. A revised traffic study is required incorporating comments from the previous iteration dated May 2004 2. Traffic impact fee of $5,000 per net pm peak increase. Art in Public Places 1. Art in Public Places is to be incorporated 2. Item 12. Public Art. Item 12 says that VA will fund public art in conjunction with the development. Could they please define this further? AIPP encourages integrated artwork as outlined in our Strategic Plan. The AIPP Strategic Plan can be viewed online at www.vailaov.com and follow the arts and culture link. AIPP would like to view not only the initial proposed conceptual plan but have the opportunity to make recommendations and meet with artists. AIPP would encourage recognizable images that can be repeated on items throughout the core site and Lionshead. Street furnishings such as benches, street light and planters all have the potential for art or to be designed by an artist. Fire access on the northside east corner across from the Lifthouse Lodge, aka Montauk / Bart & Yettes appears to have conflicting designs between fire access plan, landscaping, and streetscaping. 0 • • • June 13, 2004 TO: Dwight Henninger Chief of Police FROM: Bruce Ramm Security Design Concepts SUBJECT: Lionshead Core Area Redevelopment The following are my observations and recommendations based upon a review of the architectural plans for this redevelopment project. Parking Garage The parking garage contains numerous elevators and stairways including several locations for owner's storage and retail/hotel storage. An overall concern is security of persons and vehicles in a garage which is typically not under constant surveillance by users of the property. 1. Parking Restrictions Who can park in the garage? Will there be controlled access such as a cardreader? If there is controlled access, is there enough "stacking distance" on the garage ramps to keep cars from backing out into the street or the dock area? How will the police gain access if it is controlled electronically (ie. Knox Box keyswitch)? 2. Elevators Elevator lobbies and doors to these lobbies should be glass in order to provide surveillance into this space and also allow users entering this area to see into it before actually opening a door. Building codes allow glass walls for parking garage elevator lobbies. 3. Stairways All stairway doors should have a glass window, 10" x 10", as allowed by the building code. This will provide users of the stairway to see into the stairs before entering them. Provide convex mirrors inside the stairways for persons to see around the corner. 4. Lighting The parking and walking surface should have a minimum maintained 1.25 footcandles of light using a vandal resistant fixture (polycarbonate lenses). Stairways should have a 0 0 minimum maintained two-footcandles of light using a vandal resistant fixture. Both parking garage walls/ceilings and stairway enclosures should be painted a light color to reflect the light. 5. North end/East side stairway There is a stairway that extends from the second level parking garage to the second level of the building (retail space). Doors are located along the stairway at all floors except the first floor parking garage. It is unclear the purpose of the stairway as there are no exit corridors or exterior doors directly associated with it. On the building's first floor, the stairway accesses directly into the nightclub space. The second floor it accesses a corridor behind retail uses. By appearances and function, it seems to be only an internal stairway and not meant for emergency exiting. This arrangement has some significant problems because it is basically a back stairway, taking people along a route that will probably be used infrequently and thus lacking in natural surveillance. It is also an excellent escape route for committing a crime in the garage. Why would the stairway directly access a nightclub space? Is this planned to be an entry location? Will there be any type of camera surveillance in the stairways? Are the stairways planned to be controlled by either locking them or having an access control system installed? What is the purpose of this stairway? 6. East side/South end stairway There is an emergency exit stairway which goes from the second level garage to the first level of the building and can be accessed off of the two garage levels. It terminates just outside the Childrens' Ski School on the first level of the building. This exterior door should be kept locked from the outside at all times, only allowing exiting out of the stairway. Additionally, do not install any handles on the exterior of the first floor door. Owner Storage Rooms On the second level of the parking garage are two rooms designated for Owner Storage. How will access to the rooms be controlled (key/access control system/security personnel)? What type of locking devices are on the individual storage units and also what is the type of material used to construct these units? Will the door to these storage rooms be under camera surveillance and record who enters this space? Residential Exit Stairway-First Floor On the South side, west end by the restaurant, is an exterior door to the stairway which goes from this level to the second and third floor residential spaces, then to the fourth floor pool area. It is an emergency exit and the first floor door should be kept locked at all times, only allowing exiting out of the stairway. Additionally, do not install any handles on the exterior of the first floor door. 0 • Residential/Mechanical Room Stairway-First Floor On the West side, south end at the hotel lobby driveway entrance, is an exterior door to two different stairways. One is from the first and second floor garage area, servicing the Mechanical Room on the first floor and employee areas on the second garage level. The other stairway, which meets this garage stairway, services the second and third floor residential units. There is an interior stairway door, at the first building floor level, which should be kept locked at all times from interior residential stairway. The exterior door to both of these stairways should be kept locked at all times, only allowing exiting out of the stairway. Additionally, do not install any handles on the exterior of the first floor door. Night Club Placing the night club, which is on the first floor of the building in the northeast corner, is going to create a fairly intense entertainment zone since directly across the walkway is an arcade. This location is going to be filled with pedestrians, both traveling from place to place and hanging around outside these establishments. Typically night clubs have their guests wait in a line outside the entrance. This is due to a crowding problem inside where the club has to wait until guests leave before admit more people. Crowd control could definitely be an issue outside the night club. Use of stanchions and ropes along with "trained" security personnel can usually kept the outside crowd from becoming a problem. Peak has done two things - they have attested to the accuracy of 42/40 site and floor plans that depict the eastern face of the building to be outside of the western line of the view plan and they have calculated the "base elevation" of the view corridor to be at 8,147.8' at the northern face of the one-story element opposite Garfinkles. 42/40 has indicated the roof/railing elevation at this location to be at 8,146.5', or 1.3' below the base of the view corridor. 6. Impacts may be determined based on reports prepared by qualified consultants. The extent of mitigation and public amenity improvements shall be balanced with the goals of redevelopment and will be determined by the planning and environmental commission in review of development projects and conditional use permits. Mitigation of impacts may include, but is not limited to, the following: roadway improvements, pedestrian walkway improvements, streetscape improvements, stream tract/bank improvements, public art improvements, and similar improvements. The intent of this section is to only require mitigation for large scale redevelopment/development projects which produce substantial off site impacts. These improvements go far beyond the realm of "mitigating direct impacts of their development on public infrastructure " to include improvements that will greatly enhance the physical character of Lionshead and also improve public infrastructure that is or will be in need of improvement even if the Core Site is not redeveloped. ■ New skier bridge, ■ Town Square to include a summer-time plaza and winter-time ice skating rink, ■ Public use of eight underground loading/delivery bays (and elevator), ■ Bike path improvements through the ski yard, ■ Sidewalk improvements and crosswalks (including snowmelt system) on Lionshead Place, ■ Walkway improvements (including snowmelt system) on the north side of Lionsquare Lodge, ■ Comprehensive streetscape improvements to the vast majority of the mall area to include snowmelt system, lighting, pop jet fountain, May Pole, gateway/entry features, seating, landscaping, signage, lighting, etc., ■ Employee housing to replace existing Sunbird Lodge units and new housing generated by the redevelopment, ■ Road improvements to Lionshead Place (including snowmelt system), ■ Participation in the Town's "informal" traffic impact fee program - funds to go toward improvements to Lionshead Circle intersections with Frontage Rd. ■ VR will fund $1,000,000 in public art in conjunction with the Core site development as set forth in the Developer Improvement Agreement. ■ Utility and drainage improvements throughout the Lionshead Mall area. • • Vail Resorts/Lionshead Core Site Hotel Condominium/Lock-off Rental Program Proposal September 10, 2004 The Core Site Hotel includes 36 hotel rooms, 70 condominium and 49 lock-off units for a total of 155 "keys". Vail Resorts shares the Town's interest in having as many of the condominium units and lock-off units as possible participate in the Hotel's rental program. As an indication of Vail Resort's motivation, it is noteworthy to consider how the hotel has been designed - the size of the meeting rooms, spa, lobby/greatroom, administrative offices, room service kitchen and hotel restaurant have all been designed to support 100+ "rental" units. It is not possible for Vail Resorts to require condominium owners to participate in a rental pool. In order to get as many units as possible into the rental program Vail Resorts has developed a number of ideas designed to encourage owners to do so. As currently envisioned the program is based on incentives and addresses both lock-off units and the main condominium unit. While the program is not finalized, the following outlines the range and type of incentives being considered: VR is currently reviewing specific aspects of this program, proposal to be provided next week. C•] 6 0 Vail Resorts/Lionshead Core Site Hotel Response to Public Works Comments September 10, 2004 Truck Turning Movements A revised auto-turn analysis has been completed for truck and fire truck movement through the mall area. Fire truck and delivery truck turning studies for the area around the port cochere and the Lionsquare Lodge parking lot and truck movements studies of the loading area have also been completed. 3 copies of these studies are provided. Load Dock Management Plan As stated on numerous occasions, VR will make the loading dock area available for public use to provide a dock (and elevator) for deliveries to surrounding properties. Eight bays are provided, one of which will accommodate a trash compactor/dumpster. The management of the loading dock will be handled by a "dock master" employed by VR. Public use of this loading facility will be subject to hourly use limitations as established by VR. It is understood that use restrictions will not be so onerous as to prevent the public's reasonable use of the facility. The Town's contribution toward the operating costs of this facility will be proportionate to the public's use and will be determined as an element of the Core Site Development Agreement. Grading Plan A preliminary grading and drainage plan for the Core Site and surrounding areas has been provided. Be advised that this plan is preliminary and may depict some minor discrepancies with how final grades will work. The preliminary plan does, however, demonstrate how grading will be accomplished. It is assumed that final grading will be done in conjunction with final design of the building and following input from Public Works. Streetscape/Gateway Arch The streetscape plans include a conceptual elevation of the proposed east portal to Lionshead. As suggested during our meeting on 9/3/04, this design could provide spaces for vertically hung banners thereby eliminating the conflict with horizontally hung banners. It is assumed that this is a DRB level issue. Special Events As discussed at our 9/3/04 meeting, in lieu of the applicant "guessing" as to the type, extent, etc. of possible special events, it was agreed that the town will solicit input from the Commission on Special Events regarding how special events could be accommodated in Lionshead. E • Easements VR is in agreement with providing easements in and around the Core Site. Easements will be provided for any public utility or public drainage improvement as may be necessary. In addition, public access easements will be established on the interior portions of the Core site. This public access easement will be non-exclusive and subject to reasonable limitations by VR. For example, the hotel may utilize the plaza in the interior courtyard for a special event which could (for a period of time), preclude public access on a portion of the easement area. It is assumed that easements will be an element of the DIA and that such easement will be defined and recorded after the buildings and improvements are constructed. Pocket Park/Fire Dept. Staging Area No changes are proposed to the fire department staging area within the pocket park. The proposed pop jet fountain will be on-grade with the mall and designed to allow a fire truck to drive over it. Sidewalks Revisions to sidewalk dimensions as discussed on the 3rd are depicted on the revised streetscape plans. Architectural Projections/Lights/etc. Building elevations and the streetscape plan will depict architectural projects. The streetscape plans will also depict the fire truck route through the mall. Given the level of design that we are at, it is not realistic that all projections can be defined at this time. However, it is understood that any possible future building projections not depicted at this time will need to conform to the fire truck route. Amend plans to include occupant load for outdoor area per IBC 1004.8. Include outdoor area occupant load in providing means of egress. Please specify the intended use of the common area and provide the designed exiting locations and sizes. Please provide the accessible route of travel to show how all occupants within this common area gain access to the public way. Per a meeting with the building department on August 26, 2004, occupant load exiting from the building into the (accessible) outdoor area in question will be identified on the permit drawings. B. At the east and west exits from the central court are tunnels leading from the court to the public way. These tunnels are enclosed by the next level above. As the court appears to be a components of exit discharge per IBC 1023.5, the exit discharge cannot re-enter the building (IBC 1023.1) and must provide a direct and unobstructed access to a public way (IBC 1023.6). Please review design of these tunnels and indicate how they conform with components of means of 'fir egress. Please review whether the tunnels should be classified as exit passageways which are used to provide protected path of egress travel to the exit discharge or the public way (IBC 1002). Because there is only one exit enclosure provided the point where access to two means of egress which is provided from Condos 2G & F the point is within the corridor past the door to the exit enclosure. Please clarify the travel distance for all condos on this floor and show the location where the most remote point within the unit (patio area) will meet the required travel distances as specified in Section 1013.3 IBC. See plan sheets A161; 162 & 163. Condominium egress issues will be reviewed in further detail with the building department on September 9, 2004. Plans submitted for permit will be modified as required to conform to building department requirements. B. The corridor P225 extends more than 26" past the entrance to the exit enclosure and is considered a dead end corridor per Section 1016.3 IBC. C. Please revise the curved exterior stairway 29 to provide for a legal stairway width where the stairway turns to the side at the bottom of the stairway at grade. Section 1009.1 & 1005.1 IBC. A curved stairway may be a better alternative to what is shown on the plans. D. This floor requires access to two means of egress. The exit design as shown allows the second means of egress to go up one flight to the third story, access to the corridor system there and to an exit enclosure that provides access back down to grade. This type of exiting is usually not done this way. Verification from the building and fire districts will need to have concurrence regarding this proposed design. Condominium egress issues will be reviewed in further detail with the building department on September 9, 2004. The Board did however generally approve of the proposed variations with the exception of the following three areas of variation 1. Flat roof area - The Board recommended that additional study be taken on how the proposed amount of flat roof area can be lessened. The Board also requested that a view analysis be presented at the public hearing on September 15th to better understand the visual impacts of the flat roof as seen from Vail Mountain and as contemplated in the Lionshead Redevelopment Master Plan. In addressing this issue special attention should also be given to the placement and screening of roof-top mechanical equipment. 2. Horizontal wall spans - The architectural design guidelines regulate the amount of horizontal wall spans and requires variations in massing or height, material, fenestration, or color. Upon considering your request to vary from this guideline along the base level of the building adjacent to the Lions Square Lodge, the Board recommended that the proposed variation should not be approved. Therefore, please review the guideline as stated in Section 8.4.2.4 and make revisions as necessary to fully comply with the guidelines. 3. Stepbacks and initial eave heights - The Board recommended that further revisions to the west elevation and the portion of the east elevation adjacent to Garfinkel's be made to address vertical variety and articulation of mass on the building. With the exception of these two elevations, the Board approved of the stepbacks and initial eave height variations proposed for all other elevations. To comply with this recommendation, the Board suggested that additional square footage be added to the building. The following is a list of the Board's comments: • The Design Review Board the quality of the architecture and the design of the hotel to carry around the building to all "34" facades proposed. Differences in quality or design approach will not be approved. • Integrate more indigenous construction materials is necessary (stone, stucco, wood, etc.) A study of different locations and opportunities should be undertaken and then identified on a revised set of plans. • A less formal stone application is needed in various locations around the building. As proposed the stone application is too formal to comply with the design guidelines. • The proposed overhangs around the building should vary in depth. The proposed design is too uniform and consistent. Deeper overhangs in strategic locations are the goal. • The exterior building colors should vary on the three-dimensional elements (bays, cantilevers, etc.) of the hotel. • Wood siding should be added to strategic locations around the building as discussed at the meeting. • Variations to the dormer sizes and styles should be considered. Some dormers may be "hidden" into the roof with the creative use of siding materials. • The roof color shall be a blend of colors. Uniformity shall be avoided. • Variations to the stucco application and texture should be considered to add variety to the exterior wall surfaces. • Use the stucco colors presented on your color boards and not those colors shown on the computer renderings. • Consider making the stone application at the entry portals less formal and more consistent with stone applications already used around Town. The skier bridge is a good example. • The design of the exteriors above the pedestrian/street level should be slightly less formal. • Differing window styles and treatments should be considered to add differentiation and variety. • Consider a less industrial and more traditional style to the cat walk bridge. The new skier bridge is a good example.
