The roadway on three sides of the project is a pedestrian mall and public way (as noted on sheet A011, Site Plan) and fire lane (as noted on Sheet L400, Fire Department Site access Plan). March 15, 2005 Comment Sheet A031, Plaza and Building Egress at Plaza level and Sheet 1.400; At the south and south portion of east side of the site, please show e)at discharge to the public way and that exit discharge conformance with the above requirements, Sheet A031 does not provide adequate information on exit discharge from these areas. Applicant's Response (3- 24 -05): The public way on the south side of the property is an open ski yard with gondola and chairfih' access to the mountain. On the south side of the yard is a new bridge (replacing an existing bridge) that connects to public streets and US. forestland. An existing bike & pedestrian path crossing the skl yard leads to Lionshead Place to the west and continues east to public streets. No one site plan shows the entire context of the current bridge and current bike & pedestrian path alignment Please see sheet C13 for overall site context with the new bridge, but with the bike & pedestrian path (in dashed lines) prior to construction of the bridge. Please see sheet 3C for a clearer view of the path (dashed lines) prior to construction of the new bridge, and sheets C9A, C9B and COC for existing alignment of the path since construction of the bridge. Current Comment: I. Sheet A050 east yard shows several flights of steps which are not accessible. Review for accessible exit discharge to public way. 2. On revised Sheet A050, for clarity, please show the bike & pedestrian paths and bridge to clarify their location and how they prove exit discharge to public way. Indicate whether bikepaths, pedestrian paths and bridge are new. Indicate how they meet accessibility requirements. 3. Show how am south of Zone 7 provides accessible discharge to public way. 21. Sheet A021, Exit Diagram — Level 1: A. Amend plans to include occupant load for outdoor area per IBC 1004.8. Include outdoor area occupant load in providing means of egress. Please specify the Intended use of the common area and provide the designed exiting locations and sizes. Please provide the accessible route of travel to show how all occupants within this common area gain access to the public way. Applicant's Response; Per a meeting with the building department on August 26, 2004, occupant load exiting from the building into the (accessible) outdoor area in question will be identified on the permit drawings. March 15, 2005 Comment For the north stairs leading to Ice Rink, please indicate how disabled access is provide from north of site to ice rink. Please provide an exiting plan that will clearly show the designed exiting for this level. Indicate occupancy loads and number of exits required from Level 7. The seventh floor appears to require two exits. Applicant's Response: Please see sheet A037C for exiting diagrams and sheet A027 for occupant loads. March 15, 2005 Comment Sheet A027 shows occupant load at this level as 23 requiring two means of egress per IBC Table 1014.1. Please review number of exits. Applicant's Response (3- 24 -05): Since the occupant load on this level is the upper level of three separate condos only, it has been our intent to provide the 2 means of egress within each unit. Please see administrative modification PRJ04 -02335 for further discussion of egress considerations from these condos. Current Comment: Administrative Modification PRJ04 -02335 does not address corridors requiring 2 means of ®grass. Please revise PRJ04 -2835 to address this situation, 73. Although smokeproof exit enclosure are not required by the IBC, the applicant has intended to provide smokeproof exit enclosures for the project, Please amend plans as required for smokeproof enclosures as follows: A. The project documents do not show smokeproof enclosures. Amend design to show conformance with the following code sections: a. IBC 403.13, Smokeproof exit enclosures. b. IBC 909.20, Smokeproof enclosures. C. IBC 1019.1.8, Smokeproof enclosures. B. Please amend plans to show compliance with the following: a. Show that enclosed interior stairway conforms with IBC 1019.1 and an outside balcony or ventilated vestibule meeting the requirement of IBC 909.20. b, Access to stair shall be by way of a vestibule or an open exterior balcony. The minimum dimension of the vestibule shall not be less than the required width of the corridor leading to the vestibule but shall not have a width of less than 44" and shall not have a length of less than 72" in the direction of egress travel. IBC 909.20.1 c. Smokeproof enclosure shall be separated from remainder of the building by not less than 2 -hour fire - resistive -rated fire barrier without openings other than the required means of egress doors. The vestibule shall be separated from the stairway by not less than a 2 -hoyr fine - resistive -rated fire barrier. The open exterior balcony shall be constructed in accordance with the fire- resistance - rating requirements for floor construction.
