Lionshead Circle A3/ B II The documents submitted for this project have been reviewed for compliance with the 2003 International Building Code, 2003 International Residential Code, 2003 International Mechanical Code, 2003 International Fuel Gas Code, 2003 International Plumbing Code and 2002 National Electrical Code as modified and adopted by the Town of Vail. The following comments will need to be addressed prior to issuance of a building permit: For processing: • Please submit two complete sets of revised construction documents containing the requested information with all plan revision items clouded or otherwise identified. • Please respond in writing to each comment by marking the attached list or creating a response letter. Indicate which plan sheet detail specification or calculation shows the requested information Please send revisions to the attention of the plans examiner with the building permit application number noted. • Please be sure to include on the resubmittal the engineer's or architect's "wet" stamp, signature, registration number and date on the cover page of any structural calculations all structural details and structural sheets of the plans. For commercial or multi - family projects all sheets of the plans must be stamped. Architectural Comments: Visual access has been obstructed due to a curtain being proposed at the required opening required in previous discussions with the Building and Fire Department. These curtains shall be removed and not be present at time of occupancy approval What is the flame spread of the Retractable Cubicle Curtain? Per Table 803.5 of the 2003 IBC, the flame spread index shall be of Class A as defined in the 2003 IBC. As proposed the egress identification and illumination plan has been rejected. A field inspection shall occur prior to occupancy approval being granted. Any items found during the course of inspection, shall be addressed prior to occupancy approval. (*Concern: Due to so many obstructions and the lack of a reflected ceiling plan many exits signs may be required to identify the exits. This may cause confusion to the occupant) Provide a copy of the annual maintenance report of the existing sprinkler and alarm system. This report shall contain how all items identified by the Vail Fire Department as corrections have been completed. This report is required prior to a request for occupancy inspection. Visually remove the door intending to be blocked. (West Door) This can be achieved by simply installing drywall in front of the door on the interior portion of the unit. The intent is to make sure none of the returning occupants confuse this door as an exit. Provide a one - electrical drawing stamped by an engineer for the proposed electrical work. Please refer to the cover sheet for information on resubmitting plans. In order to avoid delays in issuance of a permit, please check all requested information is included with the resubmitted plans. FIRE PROTECTION ENGINEERING CONSULTANTS RE: REQUEST FOR EGRESS MODIFICATION LION SQUARE CENTER — SKI SCHOOL EXIT CLOSURE Dates: October 31, 2005 through November 1, 2007 Dear Mr. Davis and Mr. McGee: The construction of the access walkway from the mall area on the north west corner of Lion Square Center down to the Eagle Bahn Gondola lift area requires that the west exit of the Ski School be closed. This closure is requested to permit the initial stages of demolition of a concrete wall in the area of the exit and to prevent personnel injury in this vicinity during the demolition and construction efforts. With the construction of the access walkway, this exit from the ski school will also remain closed until the walkway is removed in the Fall of 2007. Background The intent of this request is to obtain approvals of the egress modifications for the indicated exit and exit discharge from the ski school. RJA has conducted a detailed egress analysis of the egress provisions for the ski school in the following section. In addition, this request addresses several other egress modifications at the ski school which are conditional requirements for this request set forth in a meeting with the Town of Vail Fire Marshal /Deputy Chief and the Chief Building Official on October 18, 2005. Egress Analysis and Findings The construction of this walkway will require the closure of the exit door on the west side of the Ski School (see attached Drawing, A103) due to the location of the support structure and walkway location at the door location. This exit will remain closed until the walkway is removed in the Fall of 2007. CHARLIE DAVIS AND MIKE MCGEE Page 2 EGRESS MODIFICATION REQUEST October 31, 2005 LION SQUARE CENTER — SKI SCHOOL EXIT CLOSURE School is being modified as shown on Existing Partial Level Plan of drawing A103, which includes relocation of the exit sign from above the west side doorway, a new interior doorway between the Instructors Check -in and the Gondola Ticketing, and elimination of a portion of the counters in both of these areas. There is also a doorway that exits into the garage that is signed as an exit. Egress through the garage is not permitted by Code since the garage is provided for a different tenant in the building. As such, the exit sign at this doorway will be relocated to the interior doorway as shown in Existing Partial Level Plan of the attached drawing. There is another doorway with exit signage in the ski tuning /storage area that also exits into this same garage which also must be modified to meet the Code requirements. This modification includes the removal of the exit sign from this doorway (as shown in the Existing Partial Level Plan on the attached drawing). With this rearrangement, personnel that would normally exit from west door (one 36- inch door), will now exit through the south west doors (2 — 36 -inch doors). RJA has conducted a detailed egress analysis to assess the acceptability of this change in the egress from the Ski School. This assessment compared the egress capacity before and after the proposed change against the occupant loads of the school using floor area allowances from Table 1004.1.2 of the 2003 IBC. The ski school is considered an A Occupancy with some B Occupancy areas. The occupant loading for the various areas of the ski school have been calculated based upon the use in that area, the square footage, and floor area allowance and are shown on the Exiting and Occupancy diagram on the attached drawing. It was found that the total occupant load for the ski school is 321 people. Based upon Table 1018.1 of the 2003 IBC, at least two exits are required for this occupant load. The egress analysis for the Ski School is given in Table 1. This analysis indicates that even with the reduction of three doors (on the west side and the two into the garage area), there is egress capacity for up to 960 people, which is 299% of the calculated Occupant Load of 321. RJA has also evaluated the required separation of the exits in relation to IBC 1014.2.2 that requires a separation of at least two exits from an area to be at least 50% of the largest diagonal distance of the area under consideration. This is considered an unsprinklered building since the entire building is not protected by automatic sprinklers, even though the ski school is. The largest diagonal distance from this area is approximately 120 -feet measured from the north west corner to the south east corner of the Ski School (see attached drawing). This would require a separation of at least 60- feet between at least two of the exits. There is actually 80 -feet between the south west doors and the south east side doors, which exceeds the separation requirements between two of the exits. The Exiting and Occupancy Diagram on the attached drawing shows the distribution of personnel among the three exits on the south side of the building. While the exit loading is based upon the area as used in the ski school and is not fully balanced, none of the three exits are at capacity and there is flexibility for distribution of personnel among these exits. This is believed to be acceptable since the classroom areas will be supervised by adults during use ad will direct the occupants to the exits in an emergency. Therefore, the modified egress capacity is found acceptable. Page 3 October 31, 2005 Occupants /Exit N.A. 66 135 120 321 Table 1014.1, 2003 IBC indicates that any space in an A or B Occupancy with a maximum occupant load of 50 people must have access to at least two exits or exit access doorways. Within the ski school, there are three spaces that exceed this occupant load as follows; Gondola Ticketing (56 occupants), Ski School Ticketing (79 occupants) and the center ski school orientation area (59 occupants). The Gondola Ticketing area is the only one of the three spaces that does not have access to two separate exits or exit access doorways with in 75 -feet. This space has an area of approximately 280 sq. ft. in which a 5 sq. ft. per person gross floor area allowance has been applied since this area will be a standing only area for people waiting to purchase tickets. This results in a calculated gross occupant load of 56, thereby requiring egress through two exits from this area since the calculated occupant load is over the 50 person requirement for two exits. There are two 36 -inch wide exit doors (egress capacity of 360) from this area and the area is free and clear of obstructions that might CHARLIE DAVIS AND MIKE MCGEE Page 4 EGRESS MODIFICATION REQUEST October 31, 2005 LION SQUARE CENTER — SKI SCHOOL EXIT CLOSURE impede egress from this area. In consideration of an allowance for a three foot wide aisle area in front of the ticket counters and along the wall to the doors the net area can be reduced by some 80+ sq. ft. giving a net area of 200 sq. ft., which results in a net occupant load in the que area of 40 people. With a person at each ticket aisle, this would add an additional 7 people that would result in an occupant load of 47. It is also worthy to note that this space has been existing for a number of years without a change in the calculated occupant load. The management of the ski school has also indicated that the ski school will undergo a complete renovation in the summer of 2006 and the conditions that currently exist and the proposed changes will be temporary until the 2005 -06 ski season is over in April, 2006. In consideration of the factors noted above, it is proposed to further control the occupant load in the Gondola Ticketing area by operational limits controlled by the management to not more than 50 occupants (a 6- person reduction in the gross occupant load or 3 more people than the net occupant load of 47). The occupant load will be posted inside the exit doors of this area at 50. This controlled occupant load of 50 for the Gondola Ticketing space has been shown on Attachment 1. Each of the other two spaces with occupant loads over 50 occupants have access to an exit or exit access doorway within 75 -feet. The longest common path of travel to an exit access doorway is from the locker room as shown on the Exiting and Occupancy Diagram on the attached drawing. This same diagram also shows the longest travel distance to an exit being 136 -feet, which is less than the maximum allowable travel distance for an unsprinklered building of 200 -feet per Table 1015.1 of the 2003 IBC. The two folding doors between the southern most center ski school orientation areas also requires modification to permit the free passage of personnel between these areas should an emergency occur. The construction of the existing folding door does not permit this door to be sectionalized and as such track stops will be installed at the front of these folding door tracks to limit the complete closure to an opening not less than 48- inches (see attached diagrams). A sliding curtain has been requested by ski operations for this opening to provide a "sense" of separation. The ski school is not operating at the present time and activities are limited to ski pass sales in the Gondola Ticketing area of the building. With this limited activity, there is also a limited Occupant Load in the building (estimated at not more than 20 employees and persons purchasing season tickets at any single time). With this limited activity until the ski season opens in Vail on November 18, a request to close the west exit door at this time is also submitted in this request so that construction of the access walkway can proceed. This request also is made conditional that the modifications indicated in this report are fully completed by November 18, 2005. CHARLIE DAVIS AND MIKE MCGEE Page 5 EGRESS MODIFICATION REQUEST October 31, 2005 LION SQUARE CENTER — SKI SCHOOL EXIT CLOSURE Summary Please note that while this area of the building is protected by automatic sprinklers, the entire building is not protected. As such, RJA has not taken credit for automatic sprinklers in the above analysis, except for the request for modification of the requirement for two separate exits in the Gondola Ticketing area. The fact that this entire area is protected by automatic sprinklers does further support the conclusions drawn above that this is an acceptable modification to the egress system at the Ski School. RJA believes that the modifications for the referenced areas of the building can be accomplished in accordance with the intent of the Code requirements and will provide adequate egress provisions given the measures taken above. In addition, the elimination of the exits into the garage area from the existing ski school also increases the overall life safety features of the ski school.
