Civic Area Plan Work Session — Presentation from the Project Team
INTRODUCTION
Since mid-December 2018, staff and the town's planning consultant team have been
gathering community feedback on ideas for future improvements to town -owned
properties in the Civic Area, and presenting this input to the Council in a series of public
meetings. The properties included in the study area are the Lionshead Parking and
Transportation Center, charter bus lot, Dobson Ice Arena, Vail Public Library and Vail
municipal building complex.
The outreach has generated responses from hundreds of participants who have provided
input through a series of online surveys hosted by the Town over the past eight months at
EngageVail.com. In addition, many different stakeholder groups have shared their ideas
including adjacent property owners, identified stakeholder groups, members of town
boards and commissions, representatives from the Eagle River Youth Coalition, as well
as facility managers and users.
The presentation includes key themes expressed during the three community
engagement phases which have been incorporated into the plan. These primary themes
have included a desire for better mobility, a multi-purpose community center, a new and
improved Dobson Ice Arena, additional community meeting and recreation spaces, a
second sheet of ice, enhanced public and natural spaces, and the recognition of the
library as a highly valued community asset that warrants expansion.
The information received through this robust public engagement process and the ensuing
dialogue has been presented to the Council in seven updates and was used to refine the
concepts and corresponding images throughout each step of the process. All of the
information gathered to date has been taken into consideration by the project team to
form the ideas and scenarios that merited further exploration. The results of these efforts
have been distilled down to three options for the Civic Area Plan study area (see page 2).
SUMMARY
The Civic Area Plan defines the vision for a revitalized community focal point in the Town
of Vail; a place where facilities, activity, and programing will bring people together for
cultural, social, and recreational experiences. The plan is about defining a vision for what
the civic area can become and providing a path forward to reach the implementation of
this vision. It also lays out a framework for connecting the community, fostering
collaboration, and creating spaces for residents and guests to share ideas. Our
presentation will take the PEC through the public engagement process and highlight the
"big ideas" that resonated with the public and Council as the project team continued to
refine these concepts.
The efforts to date have also included in-depth financial feasibility and market studies to
accurately consider the economics of each of the three concepts presented in the plan.
The presentation will provide a high level summary of the financial and market
considerations that were developed through the process and incorporated into the plan.

and provide feedback to the project team.

Project Goals:
• Engage the community to identify opinions for the Civic Area;
• Evaluate issues, opportunities, and constraints and identify potential
highest and best uses;
• Prepare a plan that is viable, economically feasible, reflective of
community goals, and responsive to the site and surrounding
neighborhood, and

improvements to the Civic Area.

• The Vail Town Council, acting as the VRA and land owner has final decision-
making authority;
• The Study Area includes properties delineated within the attached map;
• The Town of Vail, which largely relies upon visitor -based revenues, seeks to
be economically diverse and competitive;
• The Dobson Ice Arena, with the possible inclusion of adjoining undeveloped
property, could serve a significant role;
• Workforce housing remains a high need for the Town of Vail and throughout
the ity_

Project Givens:
• Emerging technologies should be employed within the context of the Plan;
• Proposed development should be environmentally sustainable;
• Community engagement tools shall be utilized to foster strong public
outreach and citizen participation;
• The Lionshead Tax Increment Financing (TIF) District expires June 6, 2030
and revenues from TIF need to be expended by that time; and
• TIF revenues could be used to secure a bonds to finance improvements.
