Monday, September 9, 2019 - 8:30 a.m.

3. Winter Programs - Paul Wertin – Alpine Ice – (presentation attached)
Paul Wertin shows images of previous Winterfest ice installations. He explains moving concepts away from the
theater as directed by the Board, but maintaining an interactive ice installation. The installation will include
seating and selfie-social media photo opportunities. He wants to create a sense of space with this year’s
installation. It would be a large 24 foot diameter circle encompassing the space in much the same way the ice
theater did. He asks if it is possible to import snow to level the surface. Molly responds it would be dependent
on the snow at the time of installation. He remarks that the jellyfish and star images are just place holders
within the computer rendering to show scale and space, as he is working with a new computer program. Today
he is presenting three different concepts. The installation would be comprised of six pillars, centerpiece
sculpture, and sculptures placed upon the pillars. There could be walls of ice coming out of the circle to have a
more defined entry. Molly explains that today we are opening up a dialogue with Paul regarding his
presentations. Each sculpture upon the 80 inch pillars will be about 4 feet tall. The first theme is stars with a
fire sculpture within – representing sitting around a fire looking at the stars. Margaret comments to be mindful
of any religious representation within the stars. The central sculpture would also have significant scale. He is
looking at the view corridors as you also walk around the installation. The next theme would be representative
of different types of coral. He is interested in having slow fades of color within the ice. He thinks sea creatures
would be fun for kids. He mentions another theme could be phases of the moon. Molly asks for thoughts and
direction from the Board, especially since they wanted to look at some of his previous presentations moving
away from the ice theater. Kathy comments that she likes the presentations, but was curious about the maze
concept he shared in the past. She thinks there is opportunity to have interesting lighting with the star concept
and that it would not seem religious. Trish asks if the sculptures on the pillars would be vulnerable to sun/heat.
Paul explains with the depth and thickness it should not. Margaret compliments the coral theme, as well as the
fire concept in the middle. Julie likes the presentations and trusts his artistic interpretation. Molly comments
that AIPP needs to make sure the installation is appealing so guests will not miss the theater. Margaret
compliments the theater when it started, but she likes the more artistic approach to the ice. She thinks it is time
to look at new concepts with an interesting art form. Molly comments that it was cutting edge at the time for the
projection on the ice, but since we have had it for several years it may not be as intriguing. She remarks people
truly enjoy sitting in and taking photos in the thrones. He is working with about 30% more ice, but looking at the
same budget as within previous years. Kathy comments that the maze would be a different installation versus
what he has presented today. Molly comments that the maze may not be as conducive suiting larger crowds.
Paul mentions tying in the stars with the texture and color with the possible correlation to “Starry Night.”

Lantern Workshop and Walk Sunday, December 22
Workshop with Alpine Arts on Friday 20th @ VRD and Sunday 22nd @ library – noon – 3:30
Music – 4:00 – 5:00; Santa 4:30 – 5:30; Launch walk at 5:00 p.m. ending at ice installation
Presentation lantern to announce the walk – perhaps large stars
Kara comments about reaching out to the schools and perhaps the arts community to be
creative and participate. She thinks it would be good to compliment the theme of the ice
installation with the lantern parade.
Molly met a company at CRUSH Walls who might be a good collaboration of light with the ice
installation. The Board asks Molly to explore possibilities of working with this company.
4. Summer Mural Program Review
Molly has had good feedback from Pat/SoGnar’s mural in the P1 level of the structure. It was interesting to
have the artists working with spray paint for this particular mural. She believes the artists fulfilled their
objectives with this installation. Overall, she has received positive feedback regarding the three murals
installed throughout the summer. She thinks it is a program to possibly explore with other TOV spaces which
can be enhanced, continuing as an invitational program.
5. Summer 2020 installation discussion
Molly was in Denver/Rino arts district for the activation of CRUSH Walls. She experienced great work
throughout the event. There are many artists who would be a good fit for the mural program we have
created in Vail. Kathy went through the Colorado artists in CRUSH and identified several artists who
would be interesting to bring to Vail. She also comments she would like to see geometric murals, as
well as some of the fiber artists. Molly comments we have talked with some of the artists in the past, but
we should look at some of these artists for a 2020 program. Molly will compile a list of artists to discuss
at our next meeting. Kathy comments we should look at locations sooner than later as well. Kathy
would like to look at better lighting for the murals. Molly will inquire with facilities.
Molly has reached out to Meow Wolf Denver, so hopefully we may be able to create some synergy with
their opening in 2020.
Molly is communicating with Dougherty about stabilizing the sculpture this winter.
Ben Roth playground park construction will be next summer
August 14th Harry Teague and Bob Pattillo, the structural engineer, evaluated the art shack to assess
the structure. They both commented they have never seen some of the construction methods present
in this building. We will go through the process to see what preserving and repurposing the space may
entail. There have been multiple changes to the building over time. There was an addition to the site,
new roof, windows, paint, and a removed chimney. It has been altered quite a bit since it was originally
constructed.
6. Coordinator Updates.
Art Walks – We had great participation this summer. We averaged about 40 people a walk with as
many as 69. Molly does not think we should dilute the tour with docents. The Board agrees.
Clubhouse. Many of the interior enhancements have been installed including the new tree, consul table,
benches and a wall covering photo of the Gore Range by Brendan Caffrey in the pro-shop. Molly has
received the complete set of Jerry Ford Golf Invitational Tournament Posters from Bill Hanlon. We are
reproducing the set at Reed Image in Denver which will be installed in the grill. Molly met with the
photographer John Fielder last week in Summit. She recommends including his work within the Town of
Vail’s public art collection – perhaps in the Clubhouse or other locations in town. Kathy thinks we
should look at more interior spaces within the Town. The Board would like Molly to further explore
including a work by Fielder in the collection.
Molly has not received any updates on the Seibert memorial. The Board discusses the location’s merits
and flaws sited on the Gore Creek Promenade. Molly thinks we need to be mindful of sculpture
placement and orientation, similar to the 10th Mt. Soldier oriented as if he is marching up Riva Ridge,
and the Edge racing down Pepi’s.
Molly asks the Board for any additional follow-up from the last meeting’s discussion to reduce the Board
size to 5 members versus 7 members in light of Bill Peirce stepping down. Molly remarks that the DRB
only had one person apply for the recent open position. She reminds the Board how Bill remarked the

discussions amongst a 5 person Board similar to DRB is a good number. Margaret and Kara both
comment that they agree 5 is a better number. Kathy’s concern is participation and attendance. She
remarks that in the past if a person missed 3 or more meetings they were asked to leave the Board.
Margaret remarks that participation is a very important qualifier. She wants to ensure that we have an
active and participatory Board. Margaret remarks it is a unanimous decision that the Council should be
made aware. She discussed the Board’s points with the interim Town Manager and the Town Clerk.
They would like for Molly to present the Board’s recommendation to Council as an upcoming afternoon
agenda item. Molly hopes that a smaller Board may garner stronger enthusiasm and participation. She
comments a 5 member Board would be better for in depth discussions in reviewing RFPs and RFQs.
7. Other Matters from the Board.
Margaret recommends visiting the Milwaukee Museum of Art.
Kathy would like to revisit inviting Michael Grab / Gravity Glue to Vail.

Enclosed is the investment report with balances as of June 30, 2019.
The estimated average yield for the pooled cash fund is 1.9%. As of 06/30/2019,
the Treasury yield curves for 3 months, 6 months, and 1 year are 2.40%, 2.44%,
and 2.40% respectively.
In this interest enviroment, the town has intentionally kept funds in shorter term holdings.
Recent investments include additional CD's with interest rates of 3.3% and utilizing Colo Trust
where rates have reached 2.3%.
The town's yield has been dragged down by older CD and agency investments, which begin maturing
in the next two years. By the end of 2021, the town will have $18.3M in agency investments plus
another $5.2M of CDs maturing.
Our investment mix follows the policy objectives of safety, liquidity, and yield in that order.
There were no changes to investment products or banking institutions.

Subject: Vail Trailblazer Award Update
I. SUMMARY
The Town Clerk’s Office will begin collecting nominations for the Vail Trailblazer Award
beginning November 1 through Dec 15. The community is encouraged to complete the
nomination form found on the Town of Vail website: http://www.vailgov.com/trailblazeraward.
A town council selection committee will be confirmed in January once the nominations have
been collected. Last year’s committee included Jen Mason and Travis Coggin and there were
eleven names submitted as nominations for the award. Nominations were submitted by
several council members, a local non profit organization, and staff members. It has been
suggested the names of last year’s nominations remain on the list for the upcoming selection
process. New names will be included with the five names; the prior nominations will not be
disclosed at this time.
The 2020 recognitions occur in March and include the following:
The recipient(s) will be recognized during a luncheon in March
The Town of Vail Annual Community Meeting in March, in which a recognition plaque will be
presented
The recognition will be formalized by a Mayoral Proclamation adopted by the Vail Town
Council
A cumulative Honor Roll plaque will be dedicated to hang in the Vail Town Council
Chambers
II. BACKGROUND
The Trailblazer Award was created as a legacy project when the Town of Vail was preparing to
celebrate its 50th birthday on August 23, 2016. A Town Council committee was formed to
develop the idea and select the first recipient of the award. During the Town of Vail 50th
Birthday Party Celebration Dr. Tom I. Steinberg was presented with the Trailblazer award in
recognition of his more than 50 years of service to the Vail community. The 2017 recipients
were Vi and Byron Brown in recognition of their “pioneering contributions” to the Vail
community. Sheika and Pepi Gramshammer were awarded the trailblazer recognition for their
early pioneering efforts to skiing and the Vail community.
The Vail Trailblazer Award is presented to recognize an individual, couple or team that
exemplifies the spirit and fortitude in making Vail a great community through one or more
actions that make a lasting impact. Recipients will be recognized for their pioneering
contributions of time and talent, courage, leadership, vision and commitment in their endeavor

to enhance Vail’s social, recreational, cultural, educational and environmental values that
define the community.
Nomination Criteria
Individual, couple or team should live, work, own a business or own property in Vail with the
recognized activities centered in Vail. Selection criteria will be evaluated on:
One or more actions that have made a significant contribution to the overall betterment of
the community.
Actions should demonstrate pioneering contributions of time and talent, courage, leadership,
vision and commitment to enhance Vail’s social, recreational, cultural, educational and
environmental values that define the community.
Contributions need not be limited to achievements immediately preceding the year of the
award but may be cumulative over a period of years.
Nomination Process
The Vail Trailblazer Award will be presented on an annual basis. The nomination schedule is
outlined below:
Nominations will be collected from the community on an annual basis from November 1
through December 15. Please submit nominations to the Town Clerk’s Office. The
application can be found on the town of vail website:

Submissions will be reviewed by council member committee appointed by the Vail Town
Council. There were two council members serving on the committee last year.
