VII. FINAIJ SITE PIJAN
Once a building permrt has been issued, and construction is
underway, and before the Building Department will schedule aframing inspection, two copies of an Improvement l-,ocationCertificate survey (IIJC) stamped by a regisLeredprofessional engineer must be submitted. The followi.nginformation must be provided on the ILC:

VIII .CONCEPTUAI, DESIGN REVIEW
A. Submittal requirements: The owner or authorized agentof any project requiring design approval as prescribedby this chapter may submit plans for conceptual reviewby t,he Design Review Board to the Department of
Community Development. The conceptuat review isintended to give the applicant a basic understanding ofthe compatibility of their proposal with the Tbwn, sDesign Guidelines. This procedure is recommendedprimarily for applications more complex than single-family and two-family residences. However, developersof single-family and lwo-family project.s sha11 noL beexcluded from the opportunity t.o request a conceptualdesign review. Complete applicacions must be submit.cedL0 working days prior t.o a scheduled DRB meeting.
The following information shall be submit,ted for aconceptual review:
1. A conceptual siLe and landscape plan at a minimumscale of one inch equals twenty feet;
2, ConcepLual elevations showing exterior materi.als'and a description of Lhe character of the proposedstructure or s L ruc Lures ;
3. Sufficj-ent information Lo show Lhe proposalcomplies wiLh the development standards of thezone district. in which the project is Lo belocat.ed (i.e. GRFA, site coverage calculations,number of parking spaces, etc.);
4. Completed DRB applicat.ion form.
B. Procedure: Upon receipt of an application forconceptual design review, the Department of CommunityDevelopment shall review Ehe submitted materials forgeneral compliance wit.h the appropriate requirements ofthe zoning code. If t.he proposal is in basiccompliance wiLh Lhe zoning code requirements, theprojeet shall be forwarded t.o the DRB for conceptualreview. If the applicacion is not generally incompliance wiLh zoning code requiremenLs, Eheapplication and subniLtal mat.erials shalt be returnedto the applicanc wiLh a wriLten explanaLion as to whythe Community Development DepartmenE sLaff has foundthe project not to be in compliance wiE.h zoning coderequirements. Once a compleEe applicat,ion has beenreceived, the DRB sha1l review the submit.Eed conceptualreview application and supportinq material in order todetermine whether or not the project generally complieswith Lhe design guidelines. On lilay 6, 1981, the Planning and Envlronmentral Commission approved a floodplain
modification lor Lot 6, Block 3, Vail Village 11th Filing. The appllcant providsd an analysis
p+evided by HydroTdad, doormenting the floodplaln slevation and the required tirst tloor
elevation.
On September 12, 1991, I spoke wih Virginia Yazamoto with he Region Vlll FEMA offices in
Denver. She told me that, becauss the floodplain modification was approved by the Town
before the Federal Insurance Rato lrllap (FIRM) was provided for Vail, the changes predate
the FIRM. Therefore, a L€tter of Map Revision (LOMR) is not needed for he recod. ln oher
words, any actions taken by the Town prior to 1983 stand alone without Federal revieur.

Carl W. Summers, Jr. has .requested an anendment to the 100 year floodplain for Gore
Creek with the intent of constructine l duplex on the above described Iot.
A floodplain analysis as required by Section 18.69.033 was done by Hydro Triad
and has been favorably reviewed by the Departnent of Cornmunity Developnent,
Public Works Department, and Doug Snith of Block & Veatch, Consulting Engineers,
Denver.
T?re criteria for reviewing floodplain changes are found in Section 18.69.040 E which
states that, trthe work (modification of the flood plain) will not adversely affect
adjacent properties or increase the quantity or velocity of flood waters."
The attached Hydro Triad report concludes that the proposed floodplain revision will
have no adverse impacts on adjacent properties and will not increase the quantity
or velocity of flood waters.
Plans for the Summers duplex have been reviewed by the Departnent of Corununity
Developrnent. The plans as presented conply with the specific requirenents of the
floodplain report.
RECOMMENDATION
The Departrnent of Conrnrunity Developnent reconmends approval of the requested anendrnent
to the 100 year floodplain for Gore Creek as presented.
