PUBLIC WORKS PERMIT PROCESS
How it relates to Building permits:
1) Fill out our check tist provided with a buildino oermit aoolication.lf yes was answered to any of the above questions. then a "public way" isrequired. You can pick up an application at either community Developmeni
located at 75 S. Frontage Road or Public Works, located at 1309 VailValley Drive.'
2) Notice sign offs for utility companies. All utilities must field verify (tocate)
respective utilities prior to signing application. Some utility companies require ui
to a 48 hour notice to schedule a locate.
3) A construction traffic control/staging plan must be prepared on a separate sheet
of paper.An approved site plan may also be used. This plan will show tocationsof all traffic control devices(signs, cones, etc..) and the work zone, (area ofconstruction, staging, etc..). This plan will expire on oct. 1sth. and will need tobe resubmitted for approval through the winter.
4) Sketch of work being performed must be submifted indicating dimensions (length,
width & depth of work). This may be drawn on the traffic controt ptan oi a liteplan for the job.
5) Submit completed application to the Public Works's office for review. lf required,
locates will be scheduled for the Town of Vail Electricians and trrigation crew. Thelocates take place in the morning but, may require up to 4g houls to perform.
The Public work's construction Inspector will review the application and approve
or disapprove the permit. you will be contacted as to the satus and any thait mayneeded. Most permits are released within 4g hours of being received, but ptease
allow up to one week to process.
As soon as the permit is processed, a copy will be faxed to communityDevelopment allowing the "Building Permif'to be released. Please do not confusethe "Public way Permit" with a "Building permit" to do work on a project itself.

How it relates to Building Permits:
1)Fill out our check list provided with a buildino oermit aoolication.lf yes was answered to any of the above questions then i "public way" is
lequired. ]o9 can pick up an apptication at either community Developmeni
located at 75 S. Frontage Road or PublicWorks, located at 13Og VailValley Drive.
Notice sign offs for utility companies. Alt utitities must field verify (locate)respective utilities prior to signing application. Some utility companies iequire upto a 48 hour notice to schedule a locate.
A construction traffic controystaging plan must be prepared on a separate sheetof paper.An approved site plan may also be used. This ptan wiil show locationsof all traffic control devices(signs, cones, etc..) and the work zone, (area ofconstruction, staging, etc..). This plan will expire on oct. 1Sth. and will need tobe resubmitted for approval through the winter.

width & depth of work). This may be drawn on the traffic controt ptan or a iiteplan for the job.
Submit completed application to the Public Works's office for review. lf required,locates will be scheduled for the Town of Vail Electricians and lrrigation crew. Thelocates take place in the morning but, may require up to 49 houis to perform.
The Public work's construction lnspector will review the application and approveor disapprove the permit. you will be contacted as to the status and any tnai mayneeded. Most permits are released within 4g hours of being received, but pteaseallow up to one week to process.
As soon as the permit is processed, a copy will be faxed to communityDevelopment allowing the "Building permit'to be released. please do not confusethe "Public way Permif'with a "Building permit'to do work on a project itself.

Dear Dan,
This letter is a written confirmation of our meeting this moming regarding Cascade Club Expansion
fireproofing. The Cascade Club is a Type II FR construction: flrldg = 2 hrs., roofldg = I hr., &
struct. frame = 2 hrs.. Our meeting this moming was primarily regarding the roof / ceiling assembly.
As part of our value engineering efforts we have eliminated tlre acoustic tile ceiling and gone to a
g)psum board ceiling @ the Aerobics as well as the Clinic level. We intend to created a fire assembly
at the roof/ ceiling using 2 layers of 5/8" Type x'Gyp. Bd. suspended from the 3" steel deck. The
steel deck is covered with 5/8" type x'gyp. bd .with l" rigid insulation and Class A roof which is
supported by steel beams. The lighting will be surface mounted on the ceiling ( ceiling penetrations for
J boxes only ). This envelope assembly will achieve a 2 hr. fireprooffng system at the roof / ceiling
which will protect the structurd frame. (UL P5l4).
There was some concem regarding individual wrapping of transfer beams below. According to Chapter
43, 4303-6 Ceiling Membrane Protection of the UBC the transfer beams do not require individual
wrapping. They are sufficiently protected to 2 hrs. in the envelope assembly previously submitted: 2
layers of 5/8" Type'x'S)". bd. on I U2" metal channels hung from structural steel supporting 4 I/2"
concrete topping on metal decking.

A.Submittal requirements: The owner or authorized agentof any project requiring design approval as prescribedby this chapter may submit plans for conceptual reviewby the Design Review Board to the Department of
Conmunity Development. The conceptual review isintended to give the applicant a basic understanding ofthe compatibility of their proposal with the Town'sDesign Guidelines. This procedure is recornmendedprimarily for applications more complex than single-family and two-family residences. Honever, developersof single-family and two-family projects shall not beexcluded from the opportunity to reguest a conceptualdesign review. Conpl.ete applications must be submitted10 days prior to a scheduled DRB meeting.
The following inforrnation shal1 be submitted for aconceptual review:
1. A conceptual site and landscape plan at a minimumscale of one inch equals twenty feet;
2. Conceptual elevations showing exterior materials
and a description of the cbaracter of the proposedstructure or structuresi
3. Sufficient information to show the proposaf
complies with the development standards of thezone district in which the project is to belocated (i.e. GRFA, site coverage calculations,
number of parking spaces, etc.);
4. Conpleted DRA application form.
Procedure: Upon receipt of an application for
conceptual design review, the Department of ComrnunityDevelopment shall review the submitted materials forgeneral compliance with the appropriate requirements ofthe zoning code. If the proposal is in basiccompliance with the zoning code reguirements, theproject shall be forwarded to the DRB for conceptualreview. If the application is not generally inconpliance with zoning code requirenents, theapplication and submittal materials shall be returnedto the applicant with a yrritten explanation as to wtrythe Community Development Department staff has foundthe project not to be in compliance with zoning codereguirements. Once a complete application has beenrecelved, the DRB sha1l review the submitted conceptualreview application and supporting material in order todetermine whether or not the project generally complieswith the design guidelines. The DRB does not vote onconceptual reviews. The property oerner or hisrepresentative shall be present at the DRB hearing.

The current SDD4 for C;ascade Village shows that the Bar & Restaurant in the Cascade
Club is 672q. ft. and requires 5.6parking spaces. Cascade Club Ltd. proposes to modify
approximately 420 square feet of the Bar & Restaurant seating area to administrative use
by employeei of the Cascade Club per the plans attached here-o. The remaining 252
square-feit will be operated as a Juice Bar and Restaurant with very limited seating.
For the purposes of calculating parking requirements, if the administrative use by
Cascade Club employees is considered as office space, the 420 square feet would require
less than two parldng spaces while the current parking requirement for the same space in
the Bar & Restaurant would be 3.5.

I. DESCRJPTION OF TI{E REOTJEST
The Westin Resort and the Cascade Club have r€quested two amendments to Special
Development District No. 4. These minor amendments are requested pursuant to Chapter
18.40.100 - Amendment Procedures, which provides for minor modiFrcations which are
consistent with the design criteria outlined in the SDD section of the zoning code. The Town
zoning code defines "Minor Amendment" as meaning:
"[M]odifications to building plans, site or landscape plans that do not alter the
basic intent or character of the approved Special Dcvelopment District, and are
consistent with the design criteria of the SDD chapter. Minor amendments
may include, but are not limited to, variations of not more than frve feet to
approved setbacks and/or building footprints; changes to landscape or site plans
that do not adversely impact pedestrian or vehicular circulation throughout the
special development district; or changes to gross floor area (excluding
residential uses) of not more than SVo of the approved square footage of retail,
office, common areas and other non-residential floor area."
The fust minor amendment for the Westin is requested for changes to the approved
developmcnt plan specifically relating to the expansion of the retail space in the Westin
Building. The applicant requests to enlarge the retail space for Pepi Sports by 63 square feet.
The staff has determined that this is less than 51o of the total commercial space and can be
considercd as a minor amendmenl Therc is no parking requirement for thesc retail spaces
per the SDD and the staff does not propose to require any additional parking for this request.
There will be no exterior changes to the building.
The second amendment being requested is for the Cascade Club, and would allow for a
change to the restaurant and bar area of the Club. The applicant wishes to change 420 square
feet of the restaurant and bar to an office for the club. Currently, the club office is located in
the CMC building. The existing office in the CMC building will be occupied by another
entity, therefore, there will be a net increase of office square footage (by 420 square feet) and
a reduction of restaurant and bar area by the same. A total of 252 square feet of restaurant
and bar will remain. Because the parking requirernent for restaurant and bar use is higher
than that of office, the change will not incrcase the parking requirement.

0n August 20, 1.986 the Design Review Board gave final approval to the
Cascade Village Club & Parking Structure. The conditjons of the approval
i ncl uded:
1). A sidewalk connectjon along the south sjde of Westhaven Drivewi'l'l be submitted by the applicant for staff approval.
2), The evergreens and aspens will be doub'l ed along the northelevation of the structure.
3). Berms alone the north s'ide of the structure will be increasedby two feet.
At this time, I have received a revised drawing from Berridge Associates.
The draw'ing is approved wjth the stipulation that two of the six foot
Colorado blue spruces be changed to eight foot spruces. I have d.i scussedthis change with Dennis Anderson. Please note that this approval djd notinclude the mural on the east end of the parking structure or anysignage. This shou1 d not create any problems for obtaining a TemporaryCertificate of Occupancy.
Please remember that when you want to receive a temporary cerfiticate of
occupancy for this structure that a letter of credit will be required tocover any of the landscape improvements and drainage that has not actual 1y
been constructed.
You will be asked to submit a bld from a contractor so that the town will
be able to estimate the actual cost of the work. Please be sure to allow
enough time to address the letter of credit if that is necessary. If you
have any further questions please feel free to ca'l I me.
