Carlie Smithnoted the budget included funds for professional
developmentand $1,300 for legal fees.

4.4.Semi-Annual Vail Local Housing Authority Update
Ruther provided overview of the VLHA updated. Housing will providea30-minute
update to Council at the December 17th afternoon session. VLHA comments are
due by end of day December 11th.Ruther tied the Housing and VLHA actions
back to the Council’s 2018-2020action plan and 2027 Housing Plan. Goal of the
memo is to show progression and deed-restriction updates.
The Authority reviewed and suggested additional memo clarification under
sections III, IV, V and VI.
Moralesquestioned the 2019accomplishmentsin section III,should we addthe
completed study and funding sourceresearch?Ruther will add.
Lindstrom asked if undersection III, Land Use Tools, should mentionupcoming
West Vail Master Plan?This could be a tool for housing. Ruther reiterated 2027
plan actions are listed and status of those actions.
Ruther wanted to make clear this is what was listed in strategic plan and what
has been accomplished.
Section IVparagraph 2 the Authority would like “VLHA partnership with Vail
Town Council and Housing Staff”added.
Section V –Vail InDEEDbythe Numbers.Numbers are from inception of Vail
InDEED, early 2018, and includesall Vail InDEED purchases. Chamonix Vail not
included in statsbut they doinclude 6 West Apartments and Solar Vail.
The authority reviewed and verified the values and expenditures with staff.
Morales thought it would be helpful to track how long aVailInDEED application
takes from start to finish versus redevelopment entitlement and construction.

Section VI ProgressToward the Goal. As of December 16the Townwill have
893 restrictions. There are 111 entitled restrictions pending development.
Looking Ahead:“engage in public information”is to include partnership with
Council, Ruther will reiterate.
Morales asked if the “asset on balance sheet” should be included in the memo.
Ruther will get with finance for a statement.
Ruther mentioned there may be an opportunity for the Town to deed-restrict
Town owned properties.
4.5.Employee Housing Guidelines -Capital Improvements/LaborCost
Reimbursements
Campbell and Ruther reviewed the request for a change in how capital
improvements are calculated.
Ruther explainedthe intent of the 10% capital improvement cap was to both
incentivizeowners to maintain their propertyanddisincentivizethem not torun
up price with excessive improvements. The intent was to keep the resale
purchase price affordable.
Ruther stated VLHA can make a recommendation to Council.In lieu of a
recommendation to Council,VLHA could noteconsiderations Council should
review prior to making a determination.
VLHA said the request appears to be a repair not an improvement which the
deed restriction already addresses.Ruther said we should seek clarification of
how the HOA handles these types of repairs.Ifaperson is reimbursed dueto
damage, is that something you add to cost of home?
Discussion ensued regarding allowing sweat equityto be allowed as a capital
improvement. Sweat equity is self-provided labor. TheAuthority understandsthe
request but do not agree with allowing sweat equity included in capital
improvements.
Housing will share with Council for they’re determination.

Highline hotel / Doubletree, still Hilton brand. Adding wing of 72-29 hotel
rooms and converting some units to staff housing and proposing to
construct 16 EHUs net new for rent along Chamonix Lane, East of

hotel. The developer is presenting to VLHA on December 17.

HOUSING DEPARTMENT COMMUNICATIONS STRATEGY –2019-2020

GOAL:Improve overall community awareness of Town Council’s goal to
ensure that Vailcitizens are afforded the opportunity to live and
thrive in the Vailcommunityby acquiring 1,000 new deed restrictions
by the year 2027. More specifically, secure a predictable,
consistent and long-term source of funding for housing initiatives.
OBJECTIVE:
Build upon positive support for housing and associated themes identified from
spring 2019 public opinion survey.
Strategy No. 1–Improve overall awareness of the work of the Vail Local Housing
Authority on behalf of the Vail Town Council andits implementation of the Vail Housing
2027 Strategic Planand thegoal to acquire 1,000 new deed restrictions by the year
2027.
Tactics:
Buildacommunications infrastructure toolkit

live in deed restricted housing –find a story telling case study where proximity
saved lives, created efficiencies, etc.
Review names of people whovoted in November 2019 election and match with
housing advocates for ongoing communications
Partner with the Valley Home Store on communications initiatives
Increase organizational alignment towards the housing goal(funding, staffing,
regulatory/processenhancement, prioritization)
Promote the key findings of the 2019 Update to the Economic Values and
Community Benefits of Resident-Occupied Housing Report
Install a progress towards the goal visual in a public space to illustrate the town’s
progress in acquiring 1,000 new deed restrictions
