Dear Elisabeth:
The Eagle River Water & Sanitation District has been working with Chris Heckmann,
owner of 1783 Shasta Place, to remove West Vail Well No. 6 from his property in order
to assist with development and to provide capital improvement benefit to the District's
well system. The District and Mr. Heckmann have executed an agreement to accomplish
this. The District has resolved all issues related to the well located on the property and
approves the submission of the application for building permit with no conditions.
Thank you for your help in expediting this mutually beneficial agreement with the

We have reviewed the W 10x54 upper floor beam at the top of the stairs and determined that it is capable of
supporting the roof dormer loading supported by a 2x6 bearing wall instead of the (2)-1 '/ x 11 7/8 LVL sloping
beam originally shown on plan.

At the request of Chris Heckmann, I visited the site referenced above to observe the structural framing of the
residence. At the time of my visit, the structural framing appeared camplete. I did not obsenre issues which do
not comply with the intent of the strudural drawings.
This site visit was conducted to observe the progress and quality of the structural aspect aF construction and
shall not be construed as inspection. This r��t is based on observations only and does not exdude the
possibility that strudural defiaenaes existed at the time of the site visit but were not recorded.

i visited the site refenenoed above to obsenre the plaoement of the reir�forang steei in tlie foundatian walls. At
the time of my visit, the reir�forang steel was tied in place and appeared to be oomplete. The spacirx,�, size and
quantities appeared to be ad�uate. At the time af my visit, the steps in the top of concxete foundation wall and
top of concrete footing had the appropriate bars as shown on sheet S1 of the structural drawings.

This record is rega�ding the observations of the building inspector reviewing the installation of the foundation
wall steel for the project referenced above. There were thr�e items noted that the inspector believed did not
comply wit.� the intent of the structural drawings:
1. The (2)�5's shown at the bottom of all foundation walls were held up approximately one foot instead of
being tied close to the footing as shown on the foundation details. In this case the shortest wall is over 6'-0
in height. The raised elevation of the bottom two bars is accep�able because the wall is still capable of
spanning an unsupported distance of at least 10 feet, as required by the geotechnical enginee�.
2. The verticel reinforcing steel does not directly lap the dowel steel extending from the footing. This is
acceptable, and occasionally occurs, such as when the dowels and vertical steel have a different spacing.
3. The inspector observed some areas where the ho�izontal steel was spaced greater than 16" on center.
For this foundation the reinforcing steel should match the spacing indicated on the structural drawings with
an error tolerance of 2" on center. For example, reinforcing steel that is described as 16" on center either
way, shall be spaced at no more than 18" on center and no less than 14" on center, and must have the
same number of bars as the wall would require if the reinforcing steel were spaced exaotly as described.
The only exception to this is that the walls along the no�tl't-west side of the foundation which are less than
8'-0 and are �etaining less than 3'-0 may have the ho�izontal steel spaced at 16" meximum on cenfer.
