Need point person from each transit entity to lay out what they do, how they operate, what their sub-systems are, etc. What are overlaps, operational redundancies and how they complement each other. RFTA (positive experiences in Boulder, Park City, Lech / Austria) How do we get there? Create umbrella entity 3 Components: 1: Connectivity within resorts/areas 2: Workforce housing and climate change goals 3: Destination guest transport Eagle Airport Challenges: Last or first mile is the biggest challenge. It’s getting from your home/the location to get to public transportation hubs Number of ECO routes Transit transfers Buses take too long when you must transfer Our guests don’t want to transfer Local and direct lines are needed Ie: Flatirons Flyer in Boulder was created for people to get from Boulder to DT Denver Eco is not a regional transit authority. RFTA is. The perception of car usage in Colorado I70 has become a challenge, not an asset People don’t use our transportation the way we pay for it. Opportunities: We need to determine our transportation future. We can’t look to state measure. What are all the systems in place and how can they connect? Bike share in Avon E-bikes BC/Avon winter skier/restaurant shuttle partnership BC Transportation App Vail App New ECO app - Coordinated info hub Need comprehensive list and their strengths/weaknesses We have done a good job at combining the valleys so it’s not down valley and up valley. Now we need to do that with transportation What does each Transportation entity do? What are overlaps, operational redundancies, and how can they complement each other. Need improved communication among all We are all prioritizing climate change and housing: Transit (bus, air) and Housing (employee) solutions = Sustainability (what’s good for our local environment) Could use findings and learnings from the 2015 WC Transit plan where resort connectivity was a priority - Imhoff sent Funding How can we make this work within existing budgets to get to the ballot issue? RFTA ballot issue and involvement in 2018: Tax: In Glenwood, city has own bus tax, contracted to RFTA Had a transportation consultant: Ralph Traphany in Glenwood Springs Started with bus replacement, then went environmental and beyond $2.6M mill levy Got $80M of bond authority WAS a government lead initiative Ballot Issue What could a new Tax initiative look like? Due August to get on ballet Need overarching solution and vision to “fix transportation in Eagle County Forever” to get voters excited Vison: You don’t need a car in the Vail Valley Takes a long time to do financial analysis – need to get together some options and costs and plans Has to be grassroots effort and community effort. Not government-driven. Coordination on ballot questions: between potential housing tax in Vail and Transit tax in county can support each other. Transit is a solution to housing. County considering housing/early childhood education question. Survey: We need to have a vision presented before a survey is put out because it involves much more than transportation: Every community wants something different. Need to determine common thread (ie: for RFTA it was the Rio grand bike trail - one thing that will be the benefit all communities) Research on amount that would pass Connected bike trail (in progress at $19M) Wecycle Workforce Air subsidies Climate Change goals Housing connectivity Appetite for what % could the tax be Notes on Avon Transit $3M in Avon on free transit and people can’t even depend on it Avon Regional Transit Facility – How can we utilize that? Conducted a transportation study – goal was to look at a RFTA type system but it didn’t end up doing that. What were the findings from that study? Didn’t result in a RFTA model People who ride the bus want it to be free – That would take a lot more funding Creating the ride app EGE and ECO connectivity Funding of Bike Share 3 electric buses in Avon coming this summer We have a rail line that runs through our county. Recent news that freight may be in play - how can we leverage to add commuter?
