View this email in your browser Vail Town Council Meeting Highlights March 24, 2020 Town Council Twitter Feed Council members present: Bruno, Chapin, Coggin, Langmaid, Mason, Stockmar Council members absent: Foley TOWN OF VAIL REMOTE MEETING POLICY The purpose of this Policy is to specify the circumstances under which meetings of the Town Council and other Town boards, committees and commissions may be held without the physical presence of the members, Town staff or the public at the designated meeting location....read more Town Council Discussions/Presentations Town Operations Updates An update was presented about the town’s operational adjustments due to the COVID-19 pandemic. This information is updated regularly and is available on the town’s website at www.vailgov.com. There are a number of municipal services that are being provided online, by phone and by appointment. It was noted that police, fire and others have been integrated into the response activities of the Eagle County Emergency Operations Center and are providing assistance to the regional public health crisis, as needed. Emergency services updates Police Chief Henninger and Fire Chief Novak presented updates about their logistical operations in response to the COVID-19 pandemic. Contingency plans for staffing and emergency responses have been implemented. It was noted that calls for service have been on the decline in recent days, but they are staffed accordingly and ready to respond to incidents. Fire and Police are also working with adjacent and neighboring agencies in case there is a need for additional assistance during this time. Communications update A number of communications efforts have been active during these past few weeks as a result of work by the Joint Information Center, a resource to support the Eagle County Emergency Operations Center and made up of communications representatives from agencies across Eagle County. TOV Employee and vacancy updates There was a summary provided about how the town is approaching its operational services and impacts on staffing during this time, which includes retaining base pay for employees for 30 days, the implementation of social distancing and remote workforce environments as well as a thorough review of vacant positions. It was noted there would be continual review of service levels and staffing while the public health orders are in place. 2020 Budget, financial planning and community support requests/process There was an overview of some revised revenue projections for the 2020 budget in light of the current health crisis and related economic impacts. It was noted a full review of revenues would be made and likely revisions would occur prior to the next regular council meeting and consideration of the budget supplemental ordinance. The town will be preparing for the “significant or major” impact as outlined in the recession plan the town has adopted. A number of considerations were identified that would help the town make necessary adjustments to its expenditures as well. There was discussion and council support to initiate a “community relief fund” with an amount of $500K. A resolution will be forthcoming at the next meeting that will put in place an application process and funding to assist the community during this time. A representative of the Eagle Valley Partnership- Community Market Food Bank presented a request for funding to help the underserved community as the immediate need for resources has grown significantly. There was also a request from a representative of Middle Creek Apartments for the return of a security deposit held by the town ($300K) that could be applied to helping reduce rents of those living at the property. Town council asked for more information about the requests. Special Event Postponements, other business There was also some discussion about how the public health crisis has impacted the events environment with many event promoters suggesting a postponement to summer and fall months. The economic development team will be working to prepare the town to be “ready” when the time comes for getting back to normal with the right events and supporting marketing efforts. Future meetings There was agreement to hold another special meeting in an effort to provide updates about the COVID-19 public health crisis on March 31; check the town’s website for details, www.vailgov.com.
