There is a difference between fear and danger • How can we speak to not just cases but hospitalizations and deaths to tell the whole story. Part of the problem is no one knows where the finish line is. If finish line is herd immunity or vaccine. Doesn’t’ seem tolerance to herd immunity because if there is a spike we pull back . • Scott: County doesn’t want to take a step backward, despite what some VEAC members have heard • Finance Report, Kathleen Halloran, (5 minutes) • Budget reduction of 20% • Revenue at 27M pacing with budget. Revenue down 16% YOY • Budget retreat on Sept. 1 • Suggestion from Nolan: Put a phone call out a few days before to businesses to get results from end of August to help with planning • Two economic outlooks for 2021 budget so town can have corresponding operating plans • Economic Recovery Update, Mia Vlaar (30 minutes) • Lower Bench Events update (Vail Jazz, VVF and other event producers) • Business Rental Relief • Letters of support requested from VEAC on concept before July 21 Council meeting • Council feedback – supportive of passing something. Proposal is larger dollar amount than any other council contribution for economic recovery Council meets on July 21 to provide comment at meeting to pass something. • July 1 – Nov. 30 • FTE at 35 – many restaurants may not fit. Council may want to consider slightly higher number. (50-57) • Goal is local businesses not national chains • Challenge: We don’t have formula store criteria • We should cut to chase and go to formula store formula. • Town to everyone is encouraged to apply – it’s business by business and town will evaluate all aspects • This isn’t a “your approved” based on criteria – Each individual application needs to be looked at specifically based upon several factors • Bob Boseli Feedback • Has talked to landlords and Aspen. If we get closed down/shut down this whole strategy isn’t effective. We need to get buy in from landlords for this to work at all. • City of Aspen: two pitfalls from their program • Formula stores, Starbucks and Purebare – were privately owned by residence in Aspen. Made acceptations for them. • Business had to be up to date on sales tax, biz license: Many hadn’t applied for biz license so they were kicked out. • Made exception: 2/3 was given to those who were not up to date • From Peter Noble: If a tenet hasn’t paid 3 months of rent, he’s not going to • If Landlord doesn’t participate, it’s undecided on what we do. There have been no conversations with that have been fruitful with big landlords • Alternate Housing Sites Memorandum of Understanding, George Ruther (20 minutes) • Booth Heights: • Continues to be entitled and opportunity for development • Mayor and Town Council sent letter announcing towns interest in alternate approach to development • Realizing Town of Vail housing and environmental goals • Triumph – means to find site to develop deed restricted homes in Vail • 7 step initiative in Memorandum of understanding • VR bargaining for 144 beds of employee housing for VR employees and EHU credit to be applied to future development • Mark Gordon: Another opportunity for VEAC to have a letter from group showing support to business community • During process of looking at alternative housing • Analyzing more that 12 housing potentials • Town Manager’s Report, Scott Robson (10 minutes) • Pivot to main focus on Economic Recovery • Civic area master plan. 6 month pause on multi-purpose event space due to pivot to support economic recovery • Booth heights: focus here to accurately • Mask situation: • Mask mandate outdoor within the villages vs. only if you’re 6 feet apart vs. only in public spaces, etc. etc. No other changes coming from county. Working with • If you notice a violation, report it. Current plan is to over educate and over reward vs. penalties at this time. • Feedback on increasing bike dismount zones in village • Avoid a hard dismount zone 7 days a week. Only problem at certain times of week/day • Someone is going to get hurt. There are more factors in play due to electric bikes • Nolan: No riding in Beaver Creek – important to speak to guests in a way that doesn’t deter guests in a manor that escalates negatively. • Ali: It would be helpful if we could create a small flyer that we could give to rental shops to give to shops on etiquette • Update on likelihood to move forward to outdoor expansion of premise for dining in future • SCOTT: No negative feedback on expansion of premise – This is the European mountain village we were going for 40 years ago. • Update on likelihood to extend Public Consumption Zones: • SCOTT: More driven by state statutes. State looking at 2 year test to this. • Bike Share feedback • There is frustration on this program in bike shops • SCOTT: This is a pilot program and a small number of bikes that makes a very small impact. Focus was locals to take advantage of this, not as much guests • Vail Summer Marketing, Liz Gladitsch (5 minutes) • Move to next meeting • Citizen Input (5 minutes) • Other Business (5 minutes) • Vail Resorts (Beth Howard) • July 17 Scenic Gondola, bike haul, coaster, grab and go F&B • VVP (Sarah Franke) • Summer planning – Hot Summer Nights, movie nights have started • Bravo! • Modified season. 7 public concerts at Amp. 3 concerts at 175, 4 at 275 • Bravo Vail music box – opened community application process ie: schools, Vail Health, police depts, etc. to bring a short concert to those groups. Not using “pop-ups” in high foot traffic area. Looking for public areas but you need to know it’s happening. • VRD: Golf rounds up more than double over last year and tennis center double over last year. Pickle ball full all day.
