• Eagle County Public Health Update, Heath Harmon (20 minutes)
• Created a new matrix that streamlines the process of opening/closing when
counties quality based on their metrics
• Finance Report and Gallagher Ballot, Kathleen Halloran (5 minutes)
• Sales Tax down 18% YOY
• 22% down, better than what amended budget set
• Many businesses reported 10 -15% down in August
• Real Estate Tax up 16% YOY
• Construction use tax
• All town fund – 38M to date. Up by 9% of amended budget but YTD is down 14%
• De-Gallagher Ballot Update
• Staff at this point can not campaign or promote but this is fact-based information
for this council
• 1.3M lost the last 3 years with Gallagher in place
• If we have property tax that goes down every year, we have to more heavily
depend on sales tax
• Would stabilize property tax collections. Freezes residential rate. Does not
impact commercial businesses
• Town survey results show this will be a close vote
• Economic Recovery Tactics Discussion, Mia Vlaar (30 minutes)
• Commercial Rent Relief Program
• Winter Operations Tenting Program
• Tenting proposal has been received. Revisions requested.
• There is a 10x10 set up in Beaver Creek Restaurant to look at alternative
source of heating
• Only 4-5 locations that are using expanded liquor licenses. The rest of
tents are presently listened liquor boundaries
• Looking into additional areas throughout the village for warming purposes
• Extended public consumption laws for the state is likely not going to
change until June 30, 2021
• Gift Card Program to boost shoulder season
• Providing gift cards to employers in Val
• Sentiment in off season to get people down valley into Vail.
• Third program option – give out a “celebration card” to employees in town
• Encourage the split between community and lodge. Lodging guests are
likely going to spend money anyway. Focus on community program.
• We need to jump on this ASAP. Next 10 weeks will be most important
• Bulk Mask Distribution effort
• Not strong interest in offering masks to businesses for purchase. Move
forward with Town only purchase of face coverings.
• Communications effort to encourage use of face coverings
• Other ideas welcome
• How are we going to handle parking this winter? People are not going to
shuttle the way they have in the past and we will have to deal with more
cars. How will we address this?
• Can we get any datapoints from Epic Mountain Express? There was a big
spike in reservations since they opened but not enough metrics to report
on as of yet.
• Eagle Airport Update, Chris Romer (10 minutes)
• Dallas ran load factor of 80% but fewer seats available with that percentage
• American will operate same service they did in September as they did in August,
137/day
• Year round Dallas flight stays in place
• Winter: All three: Delta, United and American plan to fly historic route schedule.
Only flight we won’t have is Salt Lake City flight through Delta. Continuing
Philadelphia which was new last year. Loading route schedules closer and closer
to travel date.

• Aside from Economic Recovery and other efforts, working on the below:
• Children’s learning center relocation as high priority
• Continuing to look into improved Transit, meeting with Beaver Creek and
Avon regularly
• West Vail Masterplan still high priority. Have a West Vail taskforce. Keep
an eye on engagevail.com
• Noise ordinances topic has come up a lot recently and will continue
• Special Events, Jeremy Gross (5 minutes)
• Still in gathering size of 175 but looking forward to potential of 500 at some point
• Events in Fall:
• Continuing pop up music through September and October
• Continuing lower bench
• Farmers market through October 3
• Vail Automotive classic moves to Lionshead
• Vail Wine Classic
• Van Show – Spin off of Vail Outlier.
• RFP is live for 2021 event funding
• Vail Summer Marketing, Liz Gladitsch (5 minutes)
• Fall efforts have been strong
• VLMD is bringing on a Lodging Liaison to increase lodging VLMDAC
communication and relationships
