4. Main Agenda
4.1. Housing Data Discussion-Update
Presenter: Andrew Knudtsen & Rachel Shindman, Economic Planning Systems
EPS reviewed data gathering options, ease of access and use. Options for consideration are:
• Eagle County Assessor
• Short Term Rental Licenses
• Rental Management Companies
• Deed-Restricted Inventory
• US Census
• Town of Vail Community Survey
• MLS Records
The Authority suggested using the voter registrations to confirm full time residents. Moffett
suggested EPS work with the Economic Development department as they may have some
applicable data.
The assessor data will be used to form the basis of gathering and build upon the properties
using multiple data sources.
Next steps, EPS will test the options to confirm accessibility and ease of updates then come
back to provide an update at a future meeting.
4.2. Commercial Linkage / Inclusionary Zoning Update
Presenter: Andrew Knudtsen & Rachel Shindman, Economic Planning Systems
Current summary status of mitigation methods was reviewed by EPS. Graphics provided
presented five options with the goal to obtain units versus a fee-in-lieu. The chart recognized
a step up in mitigation for down valley housing.
Discussion ensued between EPS and the Authority.
The Authority wishes to retain a fee-in-lieu as well to acquire units. EPS will continue
reviewing options and return at a future meeting as well they will provide findings from
residential linkage.
4.3. West Middle Creek Rezoning Application Status
Presenter: George Ruther, Housing Director
According to Ruther the application is submitted for the February 22nd PEC meeting.
Comments from the Authority are due to planning no later than February 121h. Item 5 is
where Ruther believes the Authority concentrate. Focus on the larger environmental
impacts, increased traffic, parking ones that are constant and recurring. The Authority
discussed application revisions. Emphasis for PEC is to focus on criteria and Council review
policies.
4.4. West Vail Master Plan - Housing Element
Presenter: Steve Lindstrom, Chairman
Lindstrom spoke with Mauriello Planning Group requesting to provide update to Housing.
Lindstrom asked the Authority members to appropriate funds to hire Mauriello Planning
Group as consultant. McDougall and Lindstrom will work with MPG. Lindstrom requested
authorization to encumber $5K for consulting fees.

RESOLUTION APPROVING THE PURCHASE OF A DEED RESTRICTION INTEREST IN
PROPERTY (TYPE III DEED RESTRICTION) IN THE TOWN OF VAIL LEGALLY
DESCRIBED AS CONDOMINIUM UNIT B204, HOMESTAKE AT VAIL CONDOMINIUMS,
EAGLE COUNTY, COLORADO WITH A PHYSICAL ADDRESS OF 1081 VAIL VIEW DRIVE,
UNIT B204, VAIL COLORADO; AND SETTING FORTH DETAILS IN REGARD THERETO.
WHEREAS, the Vail Local Housing Authority (the"Authority"), in the Town of Vail, County
of Eagle and State of Colorado is duly organized and existing under the laws of the State of
Colorado; and
WHEREAS, the members of the Authority have been duly appointed and qualified; and
WHEREAS, the Authority considers it in the interest of the public health, safety and
welfare to PURCHASE A TYPE III DEED RESTRICTION (THE "DEED RESTRICTION") ON
THE PROPERTY LEGALLY DESCRIBED AS CONDOMINIUM UNIT B204, THE HOMESTAKE
AT VAIL "B" (A CONDOMINIUM). ACCORDING TO THE CONDOMINIUM MAP THEREOF
RECORDED IN BOOK 228 AT PAGE 918 AND ACCORDING TO THE CONDOMINIUM
DECLARATION FOR THE HOMESTAKE AT VAIL, B (A CONDOMINIUM). RECORDED APRIL
307 1973 IN BOOK 228 AT PAGE 917, COUNTY OF EAGLE, VAIL, COLORADO 81657 (THE
"PROPERTY"); AND
NOW THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF
VAIL, COLORADO THAT:
1. The purchase of the Deed Restriction on the Property is hereby approved by the
Authority at the maximum purchase price of$75,000.
2. The Chairman of the Vail Local Housing Authority is hereby authorized to execute,
on behalf of the Town, an agreement to purchase the Deed Restriction and to take
whatever steps are necessary to complete the purchase of the Deed Restriction
on the Property.
3. This resolution shall take effect immediately upon its passage.
INTRODUCED, PASSED AND ADOPTED at a regular meeting of the Vail Local
Housing Authority of the Town of Vail held this 23rd day of February, 2021.
