The property is on a steep embankment and the home has little for outdoor space. We are proposing that a new terrace be constructed into the hillside at the southwest corner of the home. There exists a small terrace at this current location. We are proposing that this terrace be expanded to give the owners some protected outdoor space. Creating a space that also shelters them from the noise of the interstate. This new space would be cut into the existing slope and be retained by stone clad concrete walls. The limit of disturbance has been reviewed and approved to be relocated by the Planning and Environmental Commission. We are in the process of recording the new limits of disturbance. Overview: • The existing terrace will be enlarged and improved to provide more space for the homeowner. • We will incorporate a new roof to provide some shelter for the occupants. This roof will tie into the existing roof line. All new supporting structure will be placed out of the setbacks. • The new retailing wall will meet the TOV standards for construction. The walls will be cast in place concrete with stone veneer. Stone veneer will match the existing stone material. Between the new walls, planters will be installed with flowering plants and small shrubs. • A new outdoor fireplace is proposed for the east side of the terrace. • A large evergreen tree is planned above the highest wall. This will screen the neighbors to the east that somewhat, currently, look down upon the terrace. • From the east face of the fireplace and to the east corner of the building there exists a valley gap between the existing keystone wall and the home. This gap is a void spanned by metal deck between the retailing wall and the home. This area is leaking and we are proposing that we remove the grade over the metal deck and replace with a waterproof membrane covered with a sloping slab to eliminate current drainage issues. Information provided during the PEC review • The proposed use is similar to the existing use, only in a larger terrace. Because the terrace is being cut into the existing hillside, the effects on the neighbors is minimal. The vegetation between this property and to the west and to the south will remain unchanged. • The relationship and impact of the use on the development objectives is unchanged. • There is no effect on light and air off the property, and no effect on distribution of population, transportation facilities, utilities, schools, parks and rec, of public facility or facility needs. • There is not effect on traffic or snow removal by this application • The character of the proposed terrace roof and terrace itself is an extension of the existing building and architectural language and will fit into the character of the surrounding area. Massing, bulk and scale are fitting with the existing home. The proposed terrace and retaining walls will meet the development standards of the Town of Vail. Project Background: Zehren and Associates have been tasked with designing restaurant and deck improvements as well as a new improved pool and spa area at the Manor Vail Lodge property. These improvements are intended to improve the function, safety, accessibility and appearance of this portion of the property. The current conditions of the pool area create an accessibility challenge and this portion of the property is the last to receive upgrades to improve the function and aesthetics to match the rest of the property. The team has worked through numerous designs and has made revisions responding to owner's concerns. The design presented to the DRB in this application has received Manor Vail Lodge HOA approval with the goal of beginning construction immediately upon the end of Vail Mountain's ski season. You will find in the application packet, drawings that illustrate the proposed design. In summary, Manor Vail Lodge proposes to raise the pool deck to meet the grade of the parking lot, address the fagade of the existing restaurant to allow a large door opening, reconfigure the terrace in front of the restaurant for better seating functionality, install and overhead shade structure for the restaurant terrace and replace some of the existing stone at the "A" building to match the other areas of the Lodge that have been previously updated. These updates have been designed tastefully to match the quality aesthetic of the property. The supporting drawings illustrate that the proposed design adheres to all requirements and restrictions present in this SDD No. 38.
