• Public Health Update, Heath Harmon and Chris Lindley (20 minutes)
• EC and Vail Health doing record vaccination weeks. When you’re eligible, please sign up immediately. All
vaccines are very effective. 25,000 given to date. 6,500 last week, alone. 13,800 fully protected by
vaccine (25% of total population) but also serving those who do not reside in EC.
• UK variant is here in this community.
• CDC Guidance but continue keeping masks on in public, small gatherings, etc.
• Dial 3.0 is expected to move to percentage capacity with no hard cap.
• How are we going to regulate visitors coming into town who have no mask regulations and are fully
open and not complying? Additional paid volunteers and communications going out around the effort.
• 5 Star Certification Program, Morgan Hill (20 minutes)
• Change from the state. Last call now 1 a.m.
• Applications open for 2 weeks
• 29 applications so far. 1 approved venue in vail with 5 more inspections this week.
• State approves move to blue through 5 star. Commissioners will revisit this Friday if they will request it
based on our elevated incidence rate.

• Arrabelle restaurant group met with VR. Next step is to meet with the whole Lionshead group.

• Jan sales tax down 21% down 5% from budget.
• RETT down 40% Y.O.Y. The budget is set to be down 32% for the year
• Construction use tax is up for the year
• Lift tax up 1.2% Y.O.Y.
• Parking pass sales 1.1m down 37% Y.O.Y
• Daily sales 3.4$m up 10%

• Vail and Beaver Creek will be extending ski season by one week. Vail – April 18th & Beaver Creek – April
11th
• Snow average still down
• Int'l Women's Day articles recognizing women in ski patrol and all Mountain Operations highlighted the
women in the industry very well - https://www.nytimes.com/2021/02/11/sports/skiing/ski-patrol-

Nature podcast celebrating women in leadership.
• West Vail Master Plan Update, Matt Gennett (20 Minutes)
• Broken out the plan into major topic areas and hosted workshops for each.
• Quick wins
• Scenario 1
• Ad retail restaurant. Better activate the space with rooftop patios, outdoor seating,
ground floor seating.
• Flexible spaces for events/farmers market
• Improved pedestrian access
• Scenario 2 – most traction with workshop and advisory groups.
• Adds more retail restaurant office space child care
• Would require zoning amendment
• Adds on and activates the west vail mall.
• Creates a more mixed use environment with residential above commercial
• Scenario 3 master developer scenario
• Single developer buying out all 4 parcels to create a brand new vision for west vail
• More retail presence on frontage road with new grocer
• Central development with mixed use and a grand plaza
• Adds significant office space opportunities
• Much more pedestrian friendly focus
• Infusing mixed use buildings throughout.
• Didn’t receive as much positive feedback as scenario 2 due to 4-story building concept
• Town Manager’s Report, Scott Robson (10 minutes)
• 20 acres for a controlled burn in Booth Heights planned in the spring, working with division of wildlife to
protect and study big horn sheep
• Town will not have a need to dip into reserves for 2020
• Grant Relief Fund: 200K granted to date
• Entertainment District: Continue working to get things in place before public consumption laws change
at end of July at the state level. Motorized vehicle routes continue to be the biggest issue to navigate
• GoPro Mountain Games announced in June
• Housing: Middle Creek units planned to open Nov. 2022, to help with 2027 housing plan being 75% of
housing stock for full time locals will be deed restricted.
• Looking into down valley consideration as well
• No significant opposition from Council, but of the drafting to the agreement for Middle Creek
• March 19, 20, 21 additional staffing to address crowds coming up spring break week with bus
transportation
• When will we move buses back down to in-town? At some point after the ski season.

• 21 different businesses awarded. 6 retail, 5 service, 9 F&B and 1 Lodging

• $1.47M supplemental proposal being presented to the VLMD at the Town Council meeting on 3/16.
Proposing this will bring paid media up to a normal year spend. Short term investment: with travel
demand continuing to grow we need to Fight for the non-winter guest and need to get ahead of
competition. Long term: The investment we make now sets ups up for success with the infrastructure
we put in place with increased data capture, brand re-positioning and website/content enhancements

• EGE Update
• Summer: 2 daily flights from Dallas but no additional service, similar to what it has been in
previous years.
• Winter: Load factor doing well at 66%, much above industry average
• Air Alliance is applying for a $1M grant to attract low cost carrier from new markets
