4.2. Proposed 2022 Town of Vail Draft Budget Recommendations
Presenter: George Ruther, Housing Director
Ruther informed the Authority the Town has begun budget review for 2022. He asked if they
had input. Items discussed:
• CDOT parcel in East Vail. Separate funding source needed for the entitlement
process to build a for-sale development, possibly similar to Chamonix Vail.
• Cascade Tennis Courts. Funds for development review process with potential public-
private partnership, similar to Solar Vail. Amount to be determined.
• Increase their Vail InDEED approval amount from $200K. $2.5M is listed for 2022
budget year.
• Housing data, funding available in 2021 roll to 2022 and possibly increase funding for
outside consultants.
Other housing opportunities discussed:
• 2027 Housing plan update. There is agreement to provide an update to include where
we started, approvals, denials and missed opportunities.
• Increase involvement home purchases (buy downs) and resales. Opportunity to
create buyer assistance program thereby helping a buyer to buy a specific property.
• Provide rental subsidies, approved by the Authority for critical jobs, for instance
teachers, childcare, etc.
• Housing incentives to owners to rent full time versus short term.
• Rent assistance to stay in Town of Vail limits
• Partnerships with other entities: ERWSD, Eagle County School District and the Town
• Housing Asset Management System
Next high level budget meeting with Council will be on July 201n
Discussion ensued how the Town intended to use state allocated funds. Ruther
recommended to Council to use funds for prioritizing shovel ready developments. Funding
from the state may be used for rent deltas, development and purchasing housing.

Residences at Mail Vail (RMV) was denied 3-1 at the July 7th DRB meeting. Triumph will file
appeal to Council for the August 3,d meeting.
West Vail Master Plan has a webinar tonight at 5:30 p.m. recapping where draft is. Zoning in
neighborhoods is listed in the plan. Lindstrom suggested the Authority follow and comment.

RESOLUTION NO. 30, SERIES 2018
A RESOLUTION ADOPTING THE 2018 TOWN OF VAIL HOUSING
POLICY STATEMENTS, AND SETTING FORTH DETAILS IN REGARD
THERETO
WHEREAS, the Vail Town Council has adopted the vision "To Be The Premier
International Mountain Resort Community";
WHEREAS, through Resolution No. 29, Series 2016, the Town Council adopted
Vail Housing 2027, "A Strategic Plan for Maintaining and Sustaining Community through
the Creation and Support of Resident Housing in Vail" (the "Plan");
WHEREAS, the single goal of the Plan is for "The Town of Vail to acquire 1,000
additional resident housing deed-restrictions by the year 2027;
WHEREAS, according to the 2018 Town of Vail Community Survey results, the
availability and affordability of housing is the most critical issue facing the Vail
community; and,
WHEREAS, through the adoption of housing policy statements, it is the Vail
Town Council's intent to articulate the approaches the Town will take to realize its
vision, achieve its housing goal, and address the most critical issue...housing...facing
the Vail community.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE
TOWN OF VAIL:
Section 1. The Vail Town Council hereby adopts the following housing policy
statements, hereafter referred to as the "2018 Town of Vail Housing Policy
Statements":
#1 Housing IS Infrastructure - Deed-restricted homes are critical
infrastructure in Vail.
#2 Housinq Partners — We use public/private partnerships and actively
pursue local and regional solutions to increase the supply of deed-
restricted homes.
#3 Private Sector Imtaortance — We foster a proactive and solutions-
oriented environment that promotes private sector investment to create
deed-restricted homes.
#4 Leverage Financial Strength — We will use our financial strength and
acumen to acquire deed-restrictions.

#5 Breakdown Barriers — We align our land use regulations, building and
energy conservation codes to achieve our vision and housing goal, and
development applications are thoroughly, timely and efficiently
reviewed....getting to "yes" is our shared objective.
#6 Funding Creates Deed-Restrictions — We pursue a predictable,
consistent and reliable source of funding to obtain deed-restrictions and
maintain the Town's housing programs.
#7 People Promote Community — We ensure opportunity and access to the
Town's housing programs and initiatives through a clear, equitable, and
easy to administer process for housing selection.
#8 No Net Loss - No net loss of resident-occupied, deed-restrictions.
#9 Keep Up With Demand - New development, both residential and
commercial, is obligated to mitigate its incremental impact on the demand
for resident-occupied, deed-restricted homes. Payment in lieu, while
needed, is not the preferred method of mitigation.
#10 Funding is Policy — The Vail Town Council will fund housing
opportunities and solutions.

RESOLUTION APPROVING THE PURCHASE OF A DEED RESTRICTION INTEREST IN
PROPERTY (TYPE III DEED RESTRICTION) IN THE TOWN OF VAIL LEGALLY
DESCRIBED AS CONDOMINIUM UNIT 1, SUNLIGHT NORTH CONDOMINIUMS, EAGLE
COUNTY, COLORADO WITH A PHYSICAL ADDRESS OF 2475 GARMISCH DRIVE, UNIT
1, VAIL COLORADO; AND SETTING FORTH DETAILS IN REGARD THERETO.
WHEREAS, the Vail Local Housing Authority (the"Authority"), in the Town of Vail, County
of Eagle and State of Colorado is duly organized and existing under the laws of the State of
Colorado; and
WHEREAS, the members of the Authority have been duly appointed and qualified; and
WHEREAS, the Authority considers it in the interest of the public health, safety and
welfare to purchase a Type III Deed Restriction (the "Deed Restriction") on the property legally
described as Condominium Unit 1, Sunlight North Condominiums, with a physical address of
2475 Garmisch Drive, Unit 1, Vail Colorado (the "Property"); and
NOW THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF
VAIL, COLORADO THAT:
1. The purchase of the Deed Restriction on the Property is hereby approved by the
Authority at the maximum purchase price of$85,000.
2. The Chairman of the Vail Local Housing Authority is hereby authorized to execute,
on behalf of the Town, an agreement to purchase the Deed Restriction and to take
whatever steps are necessary to complete the purchase of the Deed Restriction
on the Property.
3. This resolution shall take effect immediately upon its passage.
INTRODUCED, PASSED AND ADOPTED at a regular meeting of the Vail Local
Housing Authority of the Town of Vail held this 27t" day of August, 2021.
