Dear Mr. Sunderland: As requested, a representative of Hepworth-Pawlak Geotechnical, Inc. observed the excavation at the subject site on September 17, October 10 and 12, 2007 to evaluate the materials exposed for foundation support. The findings of our observations and recommendations for the foundation design are presented in this report. The services were performed in accordance with our agreement for professional engineering services to Sunder, Inc., dated September 14, 2007 Hepworth-Pawlak Geotechnical, Inc. previously observed an excavation for a proposed garage addition at the subject site and present our findings in a report dated April 12, 2004, Job No. 104 254. The proposed construction consists of replacing the western half of the existing duplex. The proposed western half will consist oKa two story wood frame structure over a walkout basement/garage. Spread footings sized for an allowable bearing pressure of 3,500 psf were used in the design based on our previous report for the garage addition. At the time of our first two visits to the site, the excavation had not been completed. When observed on October 12, the foundation excavation had been cut in one level up to 11 feet below the adjacent ground surface. The excavation was daylighted on the northern side. No free water was encountered in the excavation and the granular soils and bedrock materials were slightly moist to moist. Considering the conditions exposed in the excavation and the nature of the proposed construction, spread footings placed on the undisturbed natural granular soil or bedrock materials designed for an allowable bearing pressure of 3,500 psf should be adequate for support of the proposed addition. There could be some differential settlement with respect to the existing structure and between footings bearing on the soils and footings bearing on the bedrock. Footings should be a minimum width of 16 inches for continuous walls and 2 feet for columns. Loose disturbed soils and rock in footing areas should be removed and the bearing level extended down to the undisturbed natural granular soils or bedrock. The bearing materials should be protected against frost and concrete should not be placed on frozen ground. Exterior footings should be provided with adequate soil cover above their bearing elevations for frost protection. Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 12 feet. Foundation walls acting as retaining structures should also be designed to resist a lateral earth pressure based on an equivalent fluid unit weight of at least 50 pcf for on-site soil, excluding vegetation, topsoil or oversized rock, as backfill. A perimeter foundation drain should be provided to prevent temporary buildup of hydrostatic pressure behind the basement walls and prevent wetting of the lower level. Structural fill placed withiq floor slab areas can consist of the on-site granular soils compacted to at least 95% of standard Proctor density at a moisture content near optimum. Backfill placed around the structure should be compacted and the surface graded to prevent ponding within at least 10 feet of the building. The recommendations submitted in this letter are based on our observation of the soils exposed within the foundation excavation and do not include subsurface exploration to evaluate the subsurface conditions within the loaded depth of foundation influence. This study is based on the assumption that soils beneath the footings have equal or better support than those exposed. The risk of foundation movement may be greater than Job No. 107.0704 G95bech . In order to reveal the nature and extent of variations in the subsurface conditions below the excavation, drilling would be required. The garage addition will be attached to the west side of the residence and consist of single story construction with a slab-on-grade floor. The addition will retain the uphill side cut. The addition has been designed to be supported on spread footings assuming an allowable soil bearing pressure of 3,500 psf. The site slopes moderately steeply down to the north towards Beaver Dam Road. At the time of our visit to the site, the foundation excavation had been cut in one level from about 5 to 11 feet below the adjacent ground surface. The materials exposed in the bottom of the excavation consisted of primarily of relatively dense, clayey silty sandy gravel with cobbles and boulders. In the deeper cut areas along the south side of the excavation, hard shale bedrock was exposed at subgrade, The results of a gradation analysis performed on a sample of the gravel soils (minus 5 inch fraction) obtained from the site are presented on Figure 1. No free water was encountered in the excavation and the soils and bedrock were generally moist. Considering the conditions exposed in the excavation and the nature of the proposed construction, spread footings placed on the undisturbed natural soil or bedrock designed for an allowable bearing pressure of 3,500 psf should be adequate for support of the proposed addition. There could be some differential settlement with respect to the existing structure which should be considered in the design. Footings should be a minimum width of 16 inches for continuous walls and 2 feet for columns. Foundation walls acting as retaining structures should also be designed to resist a lateral earth pressure based on an equivalent fluid unit weight of at least 50 pcf for on-site soil, excluding topsoil and oversized rocks, as backfill. A perimeter foundation drain should be provided to prevent temporary buildup of hydrostatic pressure behind the walls and prevent wetting of the lower level. Structural fill placed within floor slab areas can consist of the on-site soils, excluding topsoil and oversized rocks, compacted to at least 95% of standard Proctor density at a moisture content near optimum. Backfill placed around the structure should be compacted and the surface graded to prevent ponding within at least 10 feet of the building. The recommendations submitted in this letter are based on our observation of the soils exposed within the foundation excavation and do not include subsurface exploration to evaluate the subsurface conditions within the loaded depth of foundation influence. This study is based on the assumption that soils beneath the footings have equal or better support than those exposed. The risk of foundation movement may be greater than indicated in this report because of possible variations in the subsurface conditions. In order to reveal the nature and extent of variations in the subsurface conditions below the excavation, drilling would be required. The Town shall not, nor shall any officer or employee thereof, be liable or responsible for any accident, loss or damage happening or occurring to the work specified in this Agreement prior to the completion and acceptance of the same, nor shall the Town, nor any officer or employee thereof, be liable for any persons or property injured by reason of the nature of said work, but all of said liabilities shall and are hereby assumed by the Developer. The Developer hereby agrees to indemnify and hold harmless the Town, and any of its officers, agents and employees against any losses, claims, damages, or liabilities to which the Town or any of its officers, agents or employees may become subject to, insofar as any such losses, claims, damages or liabilities (or actions in respect thereof) that arise out of or are based upon any performance by the Developer hereunder; and the Developer shall reimburse the Town for any and all legal or other expenses reasonably incurred by the Town in connection with investigating or defending any such loss, claim, damage, liability or action. This indemnity provision shall be in addition to any other liability which the Developer my have. 5. It is mutually agreed that the Developer may apply for and the Town may authorize a partial release of the security provided to the Town for each category of improvement at such time as such improvements are constructed in compliance with all plans and specifications as referenced hereunder and accepted by the Town. Under no condition shall the dollar amount of the security provided to the Town be reduced below the dollar amount necessary to complete all uncompleted improvements referred to in this Agreement. If the Town determines, at its sole discretion, that any of the improvements referred to in this Agreement are not constructed in compliance with the approved plans and specifications filed in the office of the Community Development Department of the Town of Vail or not accepted by the Town as complete on or before the date set forth in Paragraph1 of this Agreement, the Town may, but shall not be required to, draw upon the security referred to in this Agreement and complete the uncompleted improvements referred to in this Agreement. Pursuant to Section 12-11-8, Vail Town Code, the Temporary Certificate of Occupancy referred to in this Agreement may be revoked until all improvements referred to herein are completed by the Developer or the Town in accordance with this Agreement. If the costs of completing the uncompleted improvements referred to in this Agreement exceed the dollar amount of the security provided to the Town, the excess, together with interest at twelve percent (12%) per annum, shall be a lien against the property and may be collected by civil suit or may be certified to the treasurer of Eagle County to be collected in the same manner as delinquent ad valorem taxes levied against such property. If the Developer fails or refuses to complete the improvements referred to in this Agreement, such failure or refusal shall be considered a violation of Title 12 (Zoning Regulations), of the Vail Town Code, and the Developer shall be subject to penalties pursuant to Section 12-3-10 (Violations: Penalties) and Chapter 1-4 (General Penalty), Vail Town Code. 7.
