1. A completed sign/awning application (attached) .
2. A site plan showing the exact localion where the signis to be located.
3. A photograph if possible and buitding elevation showingthe LocaLion of the proposed sign.
4. A scaled drawing which details the design of the sign,as follows:
(a) Colored exactly as sign will be.(b) A lisl of materials Lo be used i.n sign (metal,
wood, canvas, painL, eLc.)(c) Photograph of sign if availabLe.(d) Specific lettering style and size.
5. If an awning is proposed, submit. drawings showing
exact.ly how and where the awning is at-tached Lo thebuilding and how the awning is to be constructed.
6. Description of light.ing that will be used inconjunction with the sign or awning. If proposing anawning, Iighting is not alfowed to shine through theentire awning which calls undue attention to thebusiness. Light.ing may spotlight enlrT the acLual signIettering on the awning.

Examples of suchrevi-ew, may include, but are not limj.Led Lo: Colorado Departmentof Highway Access Permits, Army Corps of Engineers 404, etc.

space belovl is a dark unused cave which collects trash and dust.Pedestrians actually veer away from this area, at the present time,

The Christy Sports Remodel 'i s a marked improvement over the presentconditjon. A new stucco wall to the north of the popcorn ulagont^,ill conta'i n the piaza space and will form a consistent backdropfor the wagon. Bni ght djsplay wjndows and colorful awnings will

Dick Ryan explained that if the amendment is approved by the Planning and Environ-
mental Connission, and then by the Town Council, the applicant will have to
come back with a request for a conditional use permit for a specific use- Hp
added that the staff felt that a certajn amount of vending added to the street'l ife in VaiI, and was in favor of it when it wasn't in conflict wjth other uses.
Van Ewing said that he had the support of the surrounding shops. Trout sajd he
had thought this was illegal in the Tovrn of Vail. Dick explained that this would
be reviewed on a case by case basis. Diana wanted to know what controls the Town
had over the other popcorn vJagons, and Ryan repiied that the agreement with the
Town included control of trash, type of menus, etc. Donovan felt that a popcorn
wagon would be good, but how could the town contro'l vending of baked goods, ice
cream, etc., and she felt that criterja should be listed. Ryan described howthis r,ras handled in the Boulder mal'l : Certain areas vJere set aside for certain
types of vending with oniy one year leases. Donovan felt vending was a gold mine
because the owner would not have to pay rent, and she would support the popcorn
wagon! but not much else. Viele shared Donovan.'s concern, and he anticipated anexpansion of th'is type of cond'itional use into other districts besides 5DD6.
Ryan admitted that he had received 4 or 5 other requests for various types of
vending including a low frequency radio station for skiers.

that the blank wali was-not acceptable. Trout agreed with Pjerce's remarks and
wanted to see specific drawings, He asked the appljcant if he wanted to table
his request. Fisher replied that since the site had been visited by the board
members, that the request be passed. More discussion followed concerning_the
o'l anters and Corcoran stated that the DRB could address the question of p1 anters'
Fisher asked the board to approve the request for alteration whether or not the
wa1 I became totally transparent, with suggestions sent to DRB.

Peter Patten stated that this was a remodel of two facades, that Gorsuch, Ltd.
was taking over the entjre McBride Building with the exception of the Clock Tower I
Inn, and ihe former City Limits was now to be a ski rental shop. He showed site
and fl oor p'l an changes and elevations, adding that new pavers were also proposed
on the south s'ide of the building with new 'landscaping.
Gordon Pierce, architect for the building, stated that there were no major changes
in the building, merely revisions to allow people to flow more easiiy wt'thin
spaces, Corcoian wondered if Gorsuch had any problems with the 2nd condjtion,
that of participatinq in the cost of a common compactor facil ity, and Gorsuch
replied that he'had rio problems wjth either of the conditlons. Patten said that
thbre wduld be a meetin! of all persons involved wjth a common compactor that week.
Jack Curtin in the audience commended the architect for his design in upgrad'ing
the build'ing. Viele agreed wjth Jack. Piper wondered why one balcony was remaining
solid vlhen the Design Guide Considerations mention the suggested transparency
of ba] conies, Pierie answered that because there would be transparency belowit with the sky light, he felt it would be a good contrast.
Piper suggested that where there was a .|2" drop it would be a good place for a.
more permanent planter, and noted that the bujlding had most'ly plants in containers.
Pierce answered that this part of the street edge was on TOV property' but that
they would prefer something more permanent and would invest'i gate.the subi.ect.
Davb Gorsuch, applicant, stated that. many trees and p'l ants were destroyed by
drunks as they left the building at n'ight. Peter Patten expiained that Bill
Andrews, town- engineer, wanted iemporary pianterS so that they could .be removed
for snow removal . Donovan had reservations. about unifying the whole street,
and gave as a negative example the Slifer-Ore House building. Piper pointed out
that this building had some factors whjch broke up the appearance and djd not
appear to be massive,
Trout pointed out that the TOV land was owned by the people and encouraged
the use of permanent planteirs. He also was concerned that the stone jn the stone
wal'l be a qbod chojce and not be too high. He said that he would miss sgelng
the hats in ttre wjndow jf the window weie removed, and felt that the building
did not'look like one big bui'lding, Corcoran stated that he had seen nany applicants

3. Request for approval for convqfsisn tq time-sharing f
Peter Patten reviewed the tjme sharing regulations adopted by the TOV in l9B0 and
explained that the regu'lations stated that only in HDMF zone district could there
be time sharing. He exp'lained that at Ipanema there would be interval ownership
which meant that an actual deed passed hands, and that each time share sales packeage
would contain five weeks. He listed the amenities available at Ipanema and explain6dthat there had been a realistic budget proposed. Patten also mentioned that occupancy
rates recently surveyed in Vail averaged 54% for hotels as opposed to 86% for intervai
ownership. Jay Peterson, representing the applicant, stated that lpanema was setup for intensive use and that it also had many recreational amenities intendedfor the luxury condominiums. He felt that the time share would spread out the use
and bring more people into the town in the off season. He explained that in intervalownership, each owner would be paying for the expenses of the whole bui'lding.
Corcoran read a letter from the Villa Cortina opposing the conversion, then answered
the opposing statements saying that the Ipanema land was the result of an exchange
with the Fire Protection District, and was never on lanci owned by the Town, that
there had never been a height variance granterjn and that this request was not a
variance request. Donovan expressed concern with the method of marketing that is
often'used r'n time sharing and wanted to control the marketing with a conditionof approval and also wanted a conditjon adcied that Ipanema couid not lease any
more parking spaces. Viele questioned allowing this up zoning when up zoning wasn't
allowed on the'l of next door (Byrne). Patten answereci that this was not consjdered
up zoning because neither greater GRFA nor additional units were being added, andthat further, this was the zone in which time-sharing was allowed, and jn thjs case
would make for more effective utilization of. the exjsiing un'its.
Vie'le-fe1t that there was inconsistency in wanting more intensive r.tse in this building
becauie he felt that the commission hai voted against projects in the past because
more intense use was involved. Peterson exp)ained ihat.in this case the facilitieswere already in place, but they would be more'ful1y utilizeci. Viele stated thatit iust seemed inconsistent. Piper fe1 t that Viele's pos'i tion was weil taken becauseincreased use would mean increased activity. Patten'reminded the members thareach request would be considered on a case by case basis, and that this requestseened well suited to time-sharing, and t-hat no neighbors would be affeited,

Discussion fol'l owed concerning whether or not use could be zoned, and Eskw'irh assuredthem that it'cou'ld. Donovan repeated that one of the conditioni should be thatnone of the 5 remaining surface parking spaces cou'ld be leased out.

The use of the room on the west side was discussed, and Ray Story explained thatit would hold a table for lunches for the employees. Brad Henry, manager of Christy Sports, stated that he was not creating an obstacle.
Corcoran replied that the addition further closed down the space on Hiil Streetuntil it would become unattractive to walk thru. He added that the owner of thePlaza Lodge buiiding had stressed in previous applications that this was a veryDusy street. Story replied that the Urban Design Guide Plan points out that the

The purpose of thie letter is to answer soure objectionswhich were raised by members of the board regarding therernodelling of the second floor offiee space at Christy SportstBridge Street location.
The blue Volvo that is frequently parked behind thestore does not belong to Christy Sports or to any of ouremployees. Store dellveries are made by store vehicles, anddeliveries are tined to coincide with non-neak traffiehourg.
The past winter seaaon Christy Sports purehased sevenseason parking passes from the Town of Vail for the use of
employees who night otherwise have had parking problens.
Those of us at Christy Sports respect the idea ofmaintaining the core area as a pedestrlan viflage, and wefeel our intended remodelling wltt not affect either thetown or village core adversely. I hope this letter conveysto the Board our genuine coneern to work with the town tomake our remodelling acceptable to all eoncerned.

The owners and managers of Christy Sports here-by requestapproval of mi,nor alterations to accomodate the expansion oftheir existing second floor office space by a total of138 square feet. This alteration is limited to the enclo-sure of a portion of two existing balcony deeks usingmaterials that match existing materials and maintainingan appearance very similar to the existing.
In making this application the owner does not knowinglyconflict with or violate the Vail Vil1age Urban Design P1an.The proposed expansion is at the second leve1 and does notaffect pedestrianization or vehicle penetration. Alsounaffected are building height, as existing roof linesare maintained and extended horizontally or unmoved; views,beqause the proposed expansion does not penetrate anyexisting view corridors, and the sun shade conditions which arenot altered.
The issues affected by the proposed expansion are thestreetscape framework, the street enclosure and possiblythe street edge.1. Streetscape Framework:The proposal has a minor effect on this issue atthe south elevation because,.of the.alignment ofthe new wall with the existing south facade. Tomaintain the pedestrj_an scale, the proposal leavesthe existing balcony railing as is and reuses thesliding doors as windows. Also, the south walkwaybetween buildings is narrow to the point that theeye focus is maintained between 10 foot and L2 footmaxim;u above grade and by existi.ng conditi.ons thiswalkway is a contrast to the open pLaza to the westand Bridge Street to the East.
The proposed expansion to the south malntains thepedestrian character and does not enchroash on thesouth walkway.
The expansi-on to the west is on and below existingdecks. This expansj-on maintains the existing pedestrianscale and does not enchroach on the street (plaza)framework. The expansion has a minor effect on buildingbulk.
Street Enclosure:

The west expanslon has no effect on the vastness orenclosure of the ,'pLaza', street. The South expansiontends to contribute to the existing canyon effect,however thj-s effect is desirable as a contrastingconneeting link between two plaza type areas. Thebuilding to the South of Cbristy Sports has alreadyexpanded its second level and thus determined the shade.shadow and sun conditions of the walkway.
The owner of Christy also proposes the addition of atemporary bench and planters at the tfest facade,southwest corner, to help resolve an unsuccessfutstreetedge condition. The value of these deviseswould be limited to summer use and thus be removablefor high traffic wj-nter conditions. We suggest theexact size, shape and location be worked out with theDesign Review Board.
Based on this listing of issues and the associateddrawings, we request approval of the expansion.The request is compatible with existing conditions,minor in total impact and within the scope of previousapprovals.
