I appreciate your taking the time to walk the Ross property with me yesterday to evaluate the tree resource on the site. The property is located at 54 Beaver Dam Road in Vail, Colorado. The site is a proposed use of the site is approximately Vzacrein size with.35 of an acre dedicated to a "conservation area" leaving . l5 acre available for building disturbance. The purposed use of the site is the construction of a single family home including drive and associated utilities. Included in the utilities is the redirection of a 4" storm sewer line that passes through the eastem edge of the disturbance envelope. As you requested I inspected and evaluated four trees on the site the trees are identified as 8, 8a, 8b and 8c. They are all located on the east side of the property. My inspection included a visual assessment of each tree, I did not excavate around the root system but you showed me where you had encountered roots during excavation. The following is a summary of my findings: Tree 8 is a large diameter Colorado Spruce (Picea pungens). Excavation for the patio (as shown on the plans) required removing soil to within I foot of the root collar on the western side of the tree. Several roots on the excavate side are exposed and tom. Roots provide several functions for the tree one being anchorage by intertwining and bonding with the soil the root system and soil work in harmony to provide ballast and support to keep the tree upright. The roots on the windward side develop "hold down" characteristics, which resist pulling forces. The roots on the leeside ofprevailing winds develop hinge resistance and develop characteristics that resist pushed and snapped. Typically, the roots on the windward side provide the lion's share of anchorage for a tree. Unfortunately, the roots on the west side are now missing on this tree. Although the tree will undoubtedly show signs of stress due to loss of starch storing woody roots I am more concemed about the structural stability of this tree. I cannot say what force will be required to topple this tree but I can confidently state that the amount of for needed for root and soil failure is greatly reduced from the pre-construction condition. Tree 8a is a lodgepole pine (Pinus contorta) tree. An l8 inch deep trench for electric service has been excavated on the east side ofthe tree. You told me that you reopened the trench on the east side of the tree and found no roots damaged by excavation. This tree is a concern because of the height of the crown and the change in local wind patterns after lot clearing. Now that the trees are removed the winds will not only blow through the site without resistance they will likely channel and slightly increase in velocity. I am also concerned because the crown is skewed to the top of the tree. When the branches of the tree are located in the upper l/3 or higher, the tree is inclined to whip when the wind gusts. As the tree whips, especially when the soil is saturated in the spring, the roots can move creating air pockets around the woody roots. The process is like pushing a car out of a snow bank. Each time the tree moves, the air pocket gets bigger and the tree moves with more unrestricted force. On the plus side the crown is thin and will allow wind to pass through with less resistance. If this tree fails it is within striking distance of the house and the house on the lot to the southeast. I suggest removing this tree or at a bare minimum continue to monitor the tree looking for soil cracking, heaving or any other sign ofroot or soil failure. Tfee 8b is a large diameter spruce tree. Several large diameter roots were removed for excavation on the north side ofthe tree. Like tree 8I am concerned about the structural integrity of the tree. If this tree fails it could cause damage to persons or property. I recommend removing this tree at the earliest convenience. Tree 8c is a large diameter spruce tree that forks into two stems at about 5 feet. I could not find any evidence of root damage or soil disturbance around the tree. Plastic fencing has been installed around the tree to help protect the root zone. I recommend enlarging the root protection zone (the fenced area) to 20 feet in radius or as large as possible as long as it extends beyond the dripline. Place a six inch deep layer ofchips in the fenced area and keep construction traffic outside of the RPZ throughout the project. Recommendations: l. Remove trees 8 and 8a as the earliest convenience. 2. Either remove 8b or at a minimum continue to monitor 8b for soil heaving, soil cracking or other signs ofroot or soil failure ifany signs offailure are evident remove the tree immediately. 3. Enlarge theTPZ for tree 8c to 20 feet where possible. Place a 6 inch layer of chips over the soil inside ofthe fenced area and restrict construction traffic from the fenced area. If foot traffic must pass through theTPZ to accommodate construction, cover the pedestrian path (the area is already covered with a six inch layer of chips) with % inch plywood to distribute the weight and minimize soil compaction.
