Call to Order A quorum being present Lindstrom called the meeting to order at 3.05PM. Wilkins is absent. Lindstrom requested to amend the agenda and add Four Seasons resort EHU recommendation. Resolution No. 15, Series of 2021, a Resolution Approving the Purchase of a Deed Restriction Interest in Property (Type III Deed Restriction) in the Town of Vail Legally Described as Condominium Unit 5-D, Savoy Villas Condominiums, Eagle County, Colorado with a Physical Address of 1200 Lions Ridge Loop, Unit 5-D, Vail Colorado; and Setting Forth Details in Regard Thereto. Presenter: Lynne Campbell, Housing Coordinator MOTION: MOFFET SECOND: MORALES VOTE: 3-0 APPROVED 4.2 Four Seasons EHU Recommendation Kristen Kenny provided an introduction for Andrew Sellnau, Asset Manager for Extell aka Ex Vail LLC and Four Seasons. Extell is looking for VLHA input regarding their existing EHUs. Extell is a New York based real estate developer who purchased and recently remodeled and upgraded the Four Seasons resort. The existing 28 EHU dorm rooms (56 beds) were identified as an area for improvement. Since 2016 they have only utilized about 45% of capacity and never have hit full capacity. Housed employees tend to move to other rental properties or quit. The dorm rooms are beds only with ability to have a hot plate or instant pot, otherwise meals are in the hotel or elsewhere. Extell is proposing to move 13 units (26 beds) off site and convert that space to hotel keys. The remaining 15 units will remain onsite. Two options were presented: 1. Master lease properties to sublet to their employees 2. Offer existing employees funding or down payment assistance to place a deed restriction on an owned/purchased property. Extell's goal is not to just check boxes but provide housing which meets the employee's needs. Extell wants to encourage long term employees since the seasonal market has become more a year round resort. Discussion ensued with the Authority. Policy question, per Ruther, is there an approach to house employees which hasn't been reviewed. The Authority is not in favor of master leasing units, too many variables. Transportation may need to be included in off-site units. VLHA stated to Sillman the Town currently has an EHU exchange program which could be used. The Authority agrees it is worth pursuing other housing options since existing dorm units are not meeting the resort's need and goals. 6. Matters from the Chairman and Authority Members 6.1.
