COI,E $2-10: DEPOSITS ON PUBLIC WAYS PROEIBITED
A. Unlawful deposits: Subject to subsestion C thereof, it is unlawtrrl for any person to litter,
track or deposit, or cause to be littered, tracked or deposited, sand, gravel, rocks, mu4 dirt,
snoq ice, or any other debris or material upon any street, sidewalk, alley or public place, or
any portion thereof.
B. Notice; Abatement: The DirectorofPublicWorksmaynotifrandrequireanypersonwho
violates or causes another to violate the provision of subsection A hereof, or who has in the
Director's employment a person who violates or causes another to violate the same, top
remove such san{ gravel, rocks, mud, dirt, snow, ice or any otler debris or material within
twenty four (24) hours after receipt of said notice by the Director of Public Works. In the
event t}re person so notified does not comply with the notice within tle period of time herein
specified, the Director of Public Works, or other authorized agen! mily cause any such s:ur4
gravel, rocks, mud, dirt, snow, ice, debris or any other material to be removed from any street
or alley at the expense ofthe notified.
C. Exceptions: The provisions of subsection A hereof shall not be applicable:
I . Within the immediate area of any construction, maintenance or repair project of any
strest or alley or of any water main, sewer main, electricity line, gas line, telephone line
or any appurtenance thcreto;
2. To deposits of sand, dirt or materials neccssary for the protection of the public safety; and
3 . To public areas designated for the dumping or depositing of said materials.
D. Summons; Penalty: As an alternative to the notice for removal provided in subsection B
above, any
person who violates or causes another to violate the same, mali be issued a summons to
appear before the Municipal Court of the Town for said viotations, and upon being found
guilty ofa violation hereunder be punished as provided in Section l4-1 of this code.
E. Notice; Penalty: It is unlawfirl for any person to fail or refirse to comply with thc notice of
the
Director of Public Works as provided in subsection B hereof, and any such person shall, in
addition to payment of the expens€ of removal incurred by the Director of Public Works, as
provided in zubsection B hereof. upon being found guilty of a violation hereunder, be
punishable as provided in Section l4-1 ofthis Code. (1997 Codc: Ordinance 6 (1979)

BUILDING PERMIT ISSUANCE TIME FRAME
If t}ris permit requires a Town of Vail Fire D€partment Approval. Engineer's (Public Works)
review and approval, a Planning Deparfinent review of Health Deparunent review, and a review
by the Building Department. the estimated time for a total review may take as long as three (3)
rveeks.
All commercial (large or small) and all multi-family permits will have to follow the above
mentioned maximum requirements. Rcsidential and small projects should take a lesser arnount of
time. However, if residential or smaller projccts irnpact the various above mentioned
departrnents with regard to necessalv rwiew, these projects may also take the three (3) week
period.
Every attempt will be made by this department to expedite this permit as soon as possible.
I, the undersigned, understand the Plan Check procedure and time framc, I also understand that if
the permit is not picked up by the expiration date, that I mus still pay the Plan Check Fee and
that if I fail to do so it may affect future permits that I apply for.

If this permit requires a Town of Vail Fire Department Approval, Engineer's (Public Works)
review and approval, a Planning Depaftment review or Health Department review, and a
review by the Building Department, the estimated time for a total review may take up to
six (6) weeks.
All commercial (large or small) and all multi-family permits will have to follow the above
mentioned maximum requirements. Residential and small projects should take a lesser
amount of time. However, if residential or smaller projects impact the various above
mentioned departments with regard to necessary review, these projects may take up to
six (6) weeks to review and approve.
Every attempt will be made by this department to expedite this permit as soon as
possible.

construction sites have adequately established proper drainage from building sites along and
adjacent to Town of Vail roads or streets,
The Town of Vail Public Works Department will be required to inspect and approve drainage
adjacent to Town of Vail roads or streets and the installation of temporary or permanent culverts at
access poinb from the road or street onto the construction site. Such approval must be obtained
prior to any requests for inspection by the Town of Vail Building Department for footings,
temporary electrical or any other inspection. Please call Leonard Sandoval at 479-2198 to request
an inspection from the Public Works Department. Allow a minimum of 24 hour notice.
Also, the Town of Vail Public Works Department will be approving all final drainage and culveft

Problem Statement
The Vail Village and Lionshead Village are invaluable assets to the community. Thousands of people come to Vail each
year to sightsee, recreate, shop and to enjoy everything the Vail Valley has to offer. The community and merchants rely
upon our guest to generate revenue. Our summer/winter guests expecl a pleasant experience while in Vail.
To insure that all of the proposed construction has as little negative impact on the community and on our guest as
possible, the Town of Vail finds it imperative to create and implement the Vail Village and Lionshead Village Construction
Hours Handout.
It would be irresponsible for the Town of Vail, the Construction Contraclors and the Merchants, to not actively participate
to minimize the impact of construction in the Vail and Lionshead Village areas.
New for 2004-2006 will be the Vail Village Streetscape lmprovement Project. Work to include alt utility related
improvements, streetscape, drainage, snowmelt systems and landscaping.
All Gonstructlon projects and/or remodels nrithin the Vail Village Core Area should contact Scott Bluhm
Town of Vail Streetscape Goordinator at970477-3418 for further information.
Givens
The following givens are intended to provide the basic foundation by which construction will be completed in the Mllages:
r The public's health, safety and welfare shall be honored at all times.
. Adequate pedestrian, loading/delivery, vehicle, and emergency vehicle access and circulation shall be maintained.
r Roadways and pedestrian walkways shall be kept clean and free of dirt and debris.
o All construction deliveries, equipment, tools and materials entering the Vail Village and Pedestrian areas must go
through Check Point Charlie. All Lionshead construction activity must go to the Vail Police Department for a
parking permit. Do not use delivery zones for construction parking, refer to approved staging plan or make other
anangements for parking.
. The hours of Outside Construction Activity shall be as follows:
- April 15-June 18& SeptemberT- November19,7a.m. until 7 p.m., seven daysaweek.
June 18 thru September 10, work must end by 4:00 p.m. on Fridays.
November 13 - April 15, 2005 work allowed within daylight hours only.
- Deliveries shall be restricted to the hours of 7 a.m. to 1 1:30 a.m. on Gore Creek Drive and 7 a.m. to 8:30 a.m. on
Bridge Street.
- Special Construction delivery permits must be requested in advance, from Public Works in conjunction with Code
Enforcement at Checkpoint Charlie.
- No construction activity shatl occur on Saturday or Sunday between June 19 and September 5.
- No outside construction activity shall occur on the following dates:

We have employed state-of-the-art practices to perform this evaluation, but this evaluation is
severely limited in scope to suspect asbestos-containing material easily accessible to a visual
inspection. No Demolition or product review was performed in attempts to reveal material
compositions. Our services consist of professional opinions and recommendations made in
accordance with Regulation 8 of the Colorado Air Quality Control Commission and generally
accepted engineering principles and practices, and is designed to provide an analytical tool to assist
the client. SEI or those representing SEI bears no responsibility for the actual condition of the
structure or safety of the site pertaining to asbestos and/or asbestos contamination regardless of the
actions taken by the client.
Note: This asbestos survey report is limited only to those areas listed.
PURPOSE AND SCOPE
The purpose of this limited investigation is to identify visually accessible asbestos-containing wall
materials throughout the bathroom areas(2) of Unit 354 located at the Lodge at Vail, in Vail, CO,
which may present an asbestos exposure risk during renovation/demolition.
The project site consists of a multi-story condo/apartment structure situated in a commercial area.
The components of the suryey were:
-A site inspection to determine the presence and extent of specified ACM, including
assessment of the potential hazard posed by the ACM through visual inspection to
determine the Ievel of material friability and to evaluate the accessibility of the materials.
-A bulk sampling program for potential ACM.
-Analysis of the samples utilizing polarized light microscopy(PLM) and Dispersion staining
Techniques. This procedure is accordance with USEPA Bulk Analysis Methodology,
USEPA 600tM4-82-020.
-Development of recommendations for control options for confirmed ACM.
Observations and sampling results contained in this report are timited solely to the potential for
ACM in accessible areas of the site structures. The evaluation of concealed structural members
were not performed by SEL
The asbestos containing materials(ACM) most likely to release asbestos fibers are those which are
in a friable state. Friability describes the condition of asbestos. The definition of friable is any
material which is capable of being crumbled, pulverized, or reduced to powder by hand pressure.
The evaluation is limited to those areas accessible for an inspection.
Non-friable sources of asbestos are the materials that have a cement or asphalt binder and may
become friable and release fibers if the sources are exposed to actions such as abrasion, drilling,
cutting, fracturing or hammering. Non-friable sources of asbestos do not typically pose a significant
health concem if they remain in good condition and are not disturbed. During demolition or
renovation activities, non-friable sources may become friable and thus may pose an exposure risk.
All areas that were accessible were tested for the presence of asbestos. At the time of the survey,
the construction drawings were not available.
State laws require that buildings owner(s) and/or their representative(s), prior to any demolition
and/or renovation operations that may disturb any asbestos-containing materials in their building(s),
must meet the following requirements:
* notifications
* removal techniques for asbestos-containing material(s)
* clean-up procedures, and
* waste storage and disposal requirements,
SURVEY METHODOLOGY
Prior to the collection of any samples, distinct homogeneous sampling areas and specific sampling
locations were based in accordance with Asbestos Hazard Emergency Response AcI(AHERA)
protocol (40CFR part 763). A homogeneous sampling area is described as any material that is
identical in appearance, identical in color, and has the same installation date. Although the AHERA
regulations only apply to elementary and secondary schools and thus does not pertain specifically to
the property, the AHERA methodology generally is considered state-of the art for asbestos building
inspections.
Suspected ACM was identified by SEI through a physical survey, The physical survey involved the
inspection of the site structure and recording of locations, and conditions of suspect ACM.
Each type of suspect ACM was sampled randomly. Usually three samples per homogeneous
material were collected. Occasionally, the actual number of samples varied, dependent on the

professional judgment and experience of the inspector, as well as the type and amount of suspected
ACM.
ANALYTICAL METHODS
All bulk samples were analyzed by SEI, via polarized light microscopy utilizing dispersion staining
techniques according to USEPA Interim Method USEPA 6001M4-82-020. All reference resring was
completed by an analyst qualified under the NVLAP Asbestos Bulk Sample Quality Assurance
Program(NISTA,IVLAP Lab #200450-0).
The USEPA Interim Method requires the microscopist to take a portion of the bulk samples and
treat it with an oil of specific refractive index. This prepared slide is then subjected to a variety of
tests while being viewed under varying polarizations of light.
Each type of asbestos displays unique characteristics when subjected to these tests. Percentages of
the identified types of asbestos are determined by visual estimation. Any material that contains
material(ACM) and must be managed in accordance with CAQCC, OSHA, and USEPA regulations,
if disturbed.
SUMMARY OF RESULTS
After visual examination and analysis of samples taken from the the property on July 27, 2004, it
was determined asbestos was not found. Refer to the analysis and bulk sampling sheet included in
Appendix A for a list of materials sampled as well as the location of the materials tested.
Comments--This inspection is limited to visually accessible ACM suspect wall materials
sampled. If untested suspect materials are discovered during
renovation/demolition activities, further testing will be required before these
activities continue.

The coverplate assembly conceals the
sprinkler operating components above

Operation
When exDosed to heat from a fire, the
Cover Piate, which is normally sol'
dored to the Supporl CUP at three
points, falls away to expose lhe Sprin-
kl6r Assembly. Al this point the Defl€c-
tor supporled by the Arms drops down
to its operated position. The lusible link
of the Sprinkler Assombly is com-
prised of two link halves that are sol-
dered together with a thin layer of sol-
der. When tho rated lemPerature is
r€ach€d, the solder melts and the two
link halves separate allowing the sprin-
kl€r to activate and ilow water.

Stop 1. The sprinkler must. only be
installed in the pendent position and
with the centerline ot the sprinkler per'
pendicular to the mounting surface.
Step 2. Remove the Protective CaP.
Stop 3. With pipe thread sealant ap-
Dlie-d to the pipe threads, and using
ihe W-Type 18 Wrench shown in Figure
2, install bnd tighten the Sprinkler/Sup-
oort Cup Assembly into lhe fitting. The
W-Typ€ 18 Wrench will accepl a 1/2
inch ratchet drive.

Step 4. Replace the Proteclive Cap by

the finish coating of the ceiling. lt may
also be used to locate the center of the
clearance hole by gently pushing the
ceiling material against the center
ooint of the CaP.

in plaCe, the system is consideted to
be "Out Ot Service".
Step 5. After the ceiling has been com-
ofetbd with lne 2-112 inch (63 mm)
diameter clearance hole and in prepa'
ration for installing the Cover Plate As-
semblv, remove and discard the Pro-
tectiv-e CaP, and verifY that the
Deflector moves up and down freely.
lf the Sprinkler has been damaged and
the Deflector does not move uP and
down freely, replace the entire Sprin-
kler assemblv. Do not attompt to mod-
ily or repair d damaged sprinkler.
Step 6. Screw on the Cover Plate As-
sembly until its flange comes In con-
tacl with the ceiling.
Do not continue to screw on the Cover
Plate Assembly such thal it lifts a ceil-
ing panel out of its normal position.
It the Cover Plate Assembly cannot be
engaged with the Mounling Cup_ or the
Coiei Plate Assembly cannot b€ en'
oaoed sufficiently to contact lhe ceiF
ingl tne Sprinklei Fitting must be repo'
sitioned.
Care and
Maintenance
The Series LFll (TY2596) must bs
maintained and serviced in accord-
ance with the following instruclions:

Sorinklers which are found to be leak-
ing or exhibiting visible signs of corro-
sion must be replaced.
Automatic sprinklers must never be
oainted, olated, coated, or otherwise
hltered after leaving the factory. Modi-
fied or over heated sprinklers must be
r€plac€d.
Care must be exercised to avoid dam-
age - bebre, during, and after instal-
lation. Sprinklers damaged by orop-
ping, striking, wrench twisuslippage'
or the like, must bs replaced.
The owner is responsible for the in-
spection, testing, and maintenance of
their fire prot€ation system and de-
vices in iompliance with this docu-
ment, as well as wilh the applicable
standards of lhe National Fire Protec-
tion Associalion (e.9., NFPA 25)' in
addition to th€ slandards of any olher
authorities having jurisdiction' The in-
stallino contractor or sprinkler manu'
facturdr should be contdcted relative to
any questions.
NOTE
The owner must assure that the spin-
kters arc not used for hanging of anY
obiec|s and that the spinklers are only
cl6aned by means ol gentlv dusting
