The Winter Family Program (January), Winter Mountain Adventure Program (March), and Summer Family Program (July) have
been hosted in the Town of Vail and on Vail Mountain in previous years. All three programs occur in the Town of Vail, with
wounded veterans and their families staying at a multiple lodging properties, dining at a variety of local restaurant
establishments, and partaking in activities with various Vail-based outfitters throughout their stay. In 2020, participants at the
Winter Family Program, Winter Mountain Adventure, and Summer Family Program stayed at the Vail Marriott Mountain Resort,
Tivoli Lodge, The Arrabelle, Manor Vail Lodge, Vail's Mountain Haus, The Antlers at Vail, Hotel Talisa, and Lion Square Lodge.
Program meals were hosted at The Sonnenalp, Larkspur Vail, Bol Vail, Blue Moose Pizza, Lion Square Lodge, Vail Chophouse, First
Chair Cafe, and Avalanche Pub.
2. Please provide a detailed description of the event/program and its activities.
In navigating these uncertain times, Vail Veterans Program is committed now more than ever to enhance the health and well-
being of wounded veterans and their families. VVP understands that our mission has become even more vital, as veterans are
experiencing isolation and anxiety as they battle their invisible wounds of combat, the symptoms of which are elevated during
times of stress. Veterans who struggle with PTSD, suicidal thoughts, or depression are especially vulnerable during the pandemic.
We must not forget about our nation’s heroes during this time, as for them, loneliness can be catastrophic.
At the 2021 Winter Family Program and 2021 Winter Mountain Adventure Program, VVP will host up to 60 wounded veterans, up
to 140 family members/caregivers, and up to 10 partner military hospital staff in Vail for five nights. Participants will benefit from
four days of full-day ski and snowboard lessons with Professional Ski & Snowboard Instructors of America certified instructors as
well as group meals and evening activities. Certified instructors from Vail Mountain Adaptive Ski & Snowboard school will meet the
extensive needs of injured veterans, providing specialized equipment and one-on-one tailored instruction. Family members will
also receive equipment rentals and participate in private group ski and snowboard lessons with the Vail Mountain Ski &
Snowboard School. The Golden Peak Daycare & Nursery will provide childcare for infants and toddlers throughout the Winter
Family Program, allowing for time and attention to be spent on each individual, giving the family unit a respite from their day-to-
day responsibilities. An opening dinner at the Sonnenalp Hotel will offer an authentic welcome to Vail and encourage participants
to immerse themselves in the group setting by connecting with others facing similar challenges. Participants will enjoy daily group
meals and activities including breakfast at Larkspur Events and Dining, an evening of bowling at Bol Vail, tubing at EpicDiscovery,
and an educational evening at the Colorado Ski & Snowboard Museum to learn about the unique military history of Vail.
At the 2021 Summer Family program, VVP will host up to 25 wounded veterans and up to 65 family members, as well as up to 5
partner military hospital support staff for four days and five nights of rehabilitative and therapeutic outdoor recreational
activities, as well as group meals and evening events. At this transformational program, participants will learn new athletic skills,
while gaining confidence and independence through adaptive sports including whitewater rafting, horseback riding, zip-lining,
rock climbing, mountain biking, and Jeep tours provided by local vendors. A family wellness day will bring awareness to prevalent
mental health issues by offering optional yoga, meditation, and acupuncture, as well as the opportunity for family-based
mountaintop exploration, at an elevation of 10,200 feet, with sweeping views of the Rocky Mountains. Children and teenagers of
wounded veterans will engage in the Support Squad Workshop, focused on increasing confidence and resilience, fostering
meaningful connections, promoting the development of coping skills, and minimizing isolation, providing tools to build their own
“Support Squad” at home. Military families will reconnect by creating lasting memories and enjoy a respite from the daily
challenges they face. As a group-based program, participants will be encouraged to connect with others confronting similar
hurdles, fostering a tight-knit, lifelong community of mutual support. Participants at the 2021 Summer Family Program will return
home with healthy coping mechanisms that may be used well into the future.

Participants at the Winter Mountain Adventure Program will have the opportunity to spend one day at Beaver Creek Ski Resort for
one-on-one adaptive ski and snowboard lessons. An Epic Mountain Express shuttle will bring participants to Beaver Creek
Mountain in the morning and return them to the Town of Vail immediately following the close of the ski day. Once back in Vail,
participants will enjoy dinner and evening activities locally, as well as stay at lodging properties within the Town of Vail.
Families at the Summer Family Program will have the opportunity to participate in recreational activities provided by local
outfitters throughout the Vail Valley. Participants will be shuttled back to the Town of Vail after activities for evening meals,
events, and lodging.
ENVIRONMENTAL PRACTICES

VVP is committed to environmental sustainability and implements practices at all programs that reflect this commitment to
reducing negative environmental impact. Upon arrival in Vail, participants will receive reusable water bottles and reusable
shopping bags to reduce waste and encourage awareness. VVP will provide shared transportation services for all program
activities including transportation to and from Denver International Airport. VVP also encourages participants to utilize the Town of
Vail bus system throughout each program, further promoting sustainability.

1. EE - Brand Fit: How will your event support the mission and vision of the Vail Town Council?
VVP programs directly support the mission and vision of the Vail Town Council by increasing diversity within our community
through bringing wounded US military service members and their families from across the nation to the Town of Vail on multiple
occasions throughout the year. Additionally, in alignment with the mission of the Vail Town Council, VVP strives to provide
exceptional services to wounded veterans and their families, including world-class recreational and educational opportunities.
VVP programs enhance the quality of life and wellbeing of wounded veterans and their families by increasing confidence and
independence in a safe and comfortable environment, teaching new skills, and encouraging the development of lifelong
communities of mutual support.
2. EE - Brand Fit: How will your event or program support Vail brand identity?
VVP programs support the Vail brand identity by allowing wounded veterans and their families to disconnect from the stress they
face in their everyday lives and to reconnect with both their families and a part of themselves that may have been long forgotten.
When participants arrive in Vail, barriers are all they have encountered since their injury. Many families have spent months or
years in the hospital, disrupting their lives and drastically decreasing socialization. The therapeutic Rocky Mountains invite
families to forget about the difficulties they face at home and embrace the healing moments brought forth by the mountains.
Participants confront their deepest challenges and re-engage with their personal goals and desires, reminding military families
what is important and what they live for. When participants reach the top of Vail mountain, it is symbolic of their ability to
accomplish anything, despite a service related injury. The treasured memories made at our transformational programs in Vail last
a lifetime. VVP prides itself on its reputation of providing world-class programming that is developed in response to the dynamic
needs of wounded veterans and their families.
3. EE - Potential: How will the event or program enhance Leadership Skills: locally, nationally and internationally?
The Winter Family Program, Winter Mountain Adventure Program, and Summer Family Program will enhance leadership skills
locally, nationally, and internationally by providing wounded veterans and their families from across the nation with the
opportunity to learn healthy coping mechanisms that may be used in their process of healing and transitioning to civilian life after
a severe military injury. By learning these healthy coping skills, VVP participants can become mentors and assist their peers that
are confronting similar challenges.
VVP ensures long-term, sustained program impacts through offering our “Circle of Healing” to all program alumni, allowing them
to take part in each of our diverse programs over time. To date, VVP has re-engaged over 30% of program participants by inviting
them to return to Vail for additional programming and to act as a mentor for other wounded Veterans attending VVP for the first
time. Thus, wounded veterans attending VVP are given responsibility and leadership roles,contributing to increased confidence in
themselves and others, and encouraging future success. Most recently, VVP has invested in an ambassador program,
empowering VVP alumni to organize and lead their own programming and fundraising events within their community, to raise
awareness and bring veterans together for learning opportunities.
4. EE - Potential: What opportunities does the event or program have to foster a health and wellness reputation for
Vail?
VVP provides wounded veterans and their families from across the nation with transformational programming that encourages
the development of healthy coping mechanisms and a reinvigoration for rehabilitative and therapeutic outdoor activities after a
severe military service injury. All VVP programs incorporate health and wellness elements, including professional yoga and
meditation instruction, as well as massage and acupuncture. VVP strives to encourage wounded veterans and their families to
build new health and wellness skills sets that they can continue to utilize long after program culmination.
VVP is known as a "gold standard" for recreational therapy by its partner military hospitals, including Walter Reed National
Military Medical Center, Brooke Army Medical Center/Center for the Intrepid, and the Naval Medical Center. Therefore, through
VVP programming, the Town of Vail has received national recognition as a community that fosters health and wellness. The
Secretary of Defense and the US Army recognized VVP for showing an outstanding contribution to soldiers and their families.
Cheryl Jensen, VVP Founder and Executive Director, received the Secretary of Defense Medal of Outstanding Service, as well as
the Outstanding Civilian Service Award by Gen. Raymond T. Odierno, 38th Chief of Staff of the U.S. Army, for her exceptional
service in support of the United States Army through VVP.
As VVP programs rely on the healing powers of the Rocky Mountains found within the Town of Vail, Vail is recognized at every
program for its access to health and wellness resources and opportunities.
5. EE - Potential: How will the event or program provide opportunities for intellectual dialogues and problem
solving
Hosting our nation's heroes in the Town of Vail provides a unique opportunity for citizens to become involved in intellectual
dialogue and problem solving. By inviting wounded veterans and their families to Vail, we are further diversifying our vibrant
community, and encouraging citizens to both talk and think nationally and globally. As many of these veterans require special
adaptations to participate in recreational activities during their stay in the Town of Vail, local guide services and instructors are
required to utilize problem solving skills in order to offer a safe and seamless experience.
Each day, 22 Veterans commit suicide. Hosting VVP programs in the Town of Vail raises awareness of this unacceptable and
shocking number and encourages dialogue on this critical issue. In 2020, VVP provided an educational training, Veterans Suicide
Prevention: KNOW the Signs, for ski and snowboard instructors, to offer them the tools needed to raise awareness of mental
health issues. By making our community aware of the challenges wounded veterans and their families face, we provide many
opportunities for problem solving and for intellectual conversation on those affected by physical and invisible war wounds.
4. EE - Potential: How will the event or program deliver an educational component?
VVP programming delivers a number of educational components including:
-Program participants receive professional instruction in adaptive recreational activities with certified instructors, promoting the
development of new skill sets and improving current skills to continue using upon returning home.
-Program participants have the opportunity to take part in wellness trainings, including yoga and meditation, equipping them with
healthy coping mechanisms that they may use long into the future.
-Programs educate participants about their strengths and passions, allowing them to achieve goals and set new goals to
encourage future success.
-For many participants, VVP is their first experience away from the clinical environment after their injury, and thus, their trip to
Vail is an educational experience in confidence and independence while traveling and trying new activities.
-VVP programs deliver an educational component for the Town of Vail community, exposing local residents to diversity of
experiences and providing local recreational instructors with experience working with those confronting various military service
injuries.
5. EE - Event Timing: How is it the right event or program at the right time?
In light of the global pandemic, our mission has become even more vital, as veterans are experiencing isolation and anxiety as
they battle their invisible wounds of combat, the symptoms of which are elevated during times of stress. Veterans who struggle
with PTSD, suicidal thoughts, or depression are especially vulnerable during the pandemic. We must not forget about our nation’s
heroes during this time, as for them, loneliness can be catastrophic.

3) A decrease in the isolating effects of service-related injuries, including PTSD and TBI, through building of lifelong friendships
and communities of mutual support
4) A more positive outlook for the future in both wounded Veterans and their families/caregivers through enhancing hope,
confidence, and independence
5) Strengthening of bonds between families, VVP alumni, new VVP participants, military hospital staff, VVP staff, and the VVP
board of directors to create a “family” environment and lifelong network of support
6. EE - Demographic Fit: How will your event/program attract target markets of both visitors and community
members?
VVP programs attract target markets of both visitors and community members, by offering transformational experiences that
meet the changing needs of wounded veterans and their families, while simultaneously, engaging the local community through
providing local businesses, partners, and volunteers the chance to give back to our nation's heroes.
7. EE - Community Enrichment: What is the lasting community involvement opportunity and/or lasting community
benefit of the event or program?
Our community is truly impacted by the opportunity to serve our nation’s heroes. Many Vail locals have noted that the VVP is
their “favorite group” to visit town, and they are “honored to serve” the military families that have sacrificed for our freedom to
enjoy this beautiful community. Over time, many community members have developed meaningful, lasting friendships with
veterans that have attended VVP. Often, local community members and veterans participating in VVP programs continue their
relationship long after program culmination, on their own, outside of VVP.
As VVP programming has had such a profound impact on wounded veterans and their families, a number of past participants
have opted to relocate to Vail as full-time residents or to return to Vail as a tourist on their own. With the addition of these
wounded veterans and their families in our community, the Town of Vail is increasingly diverse, creating a significant, lasting
impact.
8. EE - Growth Potential: How will the event or program deliver fresh content and enhanced experiences?
For 16 years, VVP has successfully grown and evolved to meet the needs of wounded warriors and their families. Most recently, in
response to COVID-19 and the cancellation of in-person programming, VVP has adjusted and continued to provide
transformational programming for our nation’s heroes. VVP launched virtual programming on April 13th for thousands of our
veterans and their families, at no cost. We have partnered with professionals in nutrition, mental health, and financial services, as
well as fitness instructors, chefs that provide step by step cooking demonstrations, and meditation gurus. To date, we have
created 44 outreach newsletters with over 120 resources for veterans and military families including kids’ specific activities. VVP
developed Vail Vets Epic Insights, shared through virtual programming, which gives our veterans the opportunity to ask
Psychologist, Dr. Carrie Elk, anonymous questions to provide mental health support during this challenging time. This new
program has been both meaningful and well-received by our program alumni and will continue beyond the COVID crisis.
Additionally, on June 8th, VVP launched an interim program called, OUR MISSION CONTINUES (OMC). OMC provides critical
support to veterans, caregivers, families and patients of our partner military hospitals in their communities. OMC offers direct
grant awards in the following categories: Emergency Financial Assistance, Mental Health Support, Health & Wellness, Military
Caregiver Support, Educational Opportunities, Pay it Forward, and Family Experiences. To date, OMC has allocated $122,477 to
support 68 veterans and military families. OMC will continue to enhance the well-being of wounded warriors at home and will let
them know that we are here for them as they continue on their journey of healing.
9. EE - Growth Potential: How will the event or program achieve recognition and drive participation?
VVP achieves recognition through hosting world-class programming for wounded veterans and their families from across the
nation. Since its founding in 2004, VVP has continued to grow to serve an increasing number of wounded veterans and their
families, as well as to provide program offerings that meet the unique and dynamic needs of this population. In doing so, VVP has
become a widely recognized national organization, offering "gold standard" programs that have received national and global
attention through spotlight features in the media, including on the NBC Today Show and NBC Nightly News with Brian Williams.
VVP works closely with its three partner military hospitals to drive participation. Most participants are vetted and recommended
to us by doctors and therapists. VVP also has an extensive waitlist of wounded veterans and their families who have expressed
interest in attending our transformational programming. Our waitlist is composed primarily of military families suggested to us by
VVP alumni.

support?
VVP is confident that a partnership with the Town of Vail is a mutually beneficial marketing opportunity through leveraging media,
as well as attracting donor and sponsorship support.
Media Exposure:
• A Town of Vail banner will be placed at the highly trafficked Golden Peak base area of Vail Mountain on the following dates:
January 24 - 29, 2021 and February 28 - March 5, 2021
• Town of Vail to be recognized in three half-page Vail Daily newspaper advertisements placed to thank sponsors after each event
• When available, public service announcements will recognize the Town of Vail on local radio leading up to program events
• Vail Daily newspaper articles will be written for each VVP program, with a focus on the Vail community's support for wounded
Veterans and their families
• A hyperlink and logo to the Town of Vail website will be placed on the VVP website
• Multiple social media posts on Facebook, Twitter, and Instagram will tag and hashtag the Town of Vail
• The Town of Vail will be mentioned as a sponsor in-person at each event
Donor/Sponsorship Support:
All VVP programs are fully supported through philanthropic giving, including private donations, corporate sponsorships, and
foundations. Since 2004, VVP has raised all necessary funds to host programming, including the Winter Family Program, Winter
Mountain Adventure Program, and Summer Family Program. VVP sustains diversified funding sources to ensure the continuation
of critical program support.
12. EE - Producer Qualifications: Explain the event or program producer’s quality, knowledge and resources to
sustain and grow the event.
VVP has provided therapeutic outdoor programming to wounded Veterans and their families since 2004. In its 17 years of
providing programs, VVP has continued to evolve to meet the changing needs of wounded veterans and their families. VVP
surveys program participants before and within four weeks after attending each program event. Through surveys, VVP is able to
maintain its integrity, providing therapeutic services that are most critical and impactful to military families.
VVP partners with certified professional instructors for all recreational and educational programming to ensure the safest, highest-
quality instruction is offered to all program participants. Key personnel also have extensive backgrounds, certification, and
training in their respective fields.
VVP programs take place in a safe, peaceful, and serene mountain environment, allowing participants to commence or continue
their healing process throughout program events. Through VVP’s close partnerships with the Naval Medical Center, Walter Reed
National Military Medical Center, and Brooke Army Medical Center/Center for the Intrepid, medical support staff are included in
programs, ensuring a continuum of care for hospital patients.
The VVP Board of Directors includes wounded veterans and program alumni, ensuring that the organization has internal
knowledge to sustain and grow. Additionally, VVP has built longstanding and widespread partnerships with diverse donors,
sponsors, in-kind supporters, and volunteers, guaranteeing resources to sustain and grow programs.

VVP respectfully requests $25,000 from the Town of Vail CSE to offset costs associated with the 2021 Winter Family Program,
2021 Winter Mountain Adventure Program, and 2021 Summer Family Program. Funds provided by the TOV CSE will support
lodging, ground transportation, adaptive ski & snowboard instruction, group ski & snowboard instruction, food and beverage, and
childcare. VVP works closely with local vendors, therefore support from the CSE will go directly back into the Town of Vail
economy.

1. Objectives: What are you trying to accomplish through your marketing efforts?
As a 501c3 nonprofit organization, marketing efforts function as a fundraising and awareness-raising platform to support the
mission and objectives of the foundation. VVP strives to make the community aware of the extensive challenges faced by
wounded veterans returning home after a severe military service injury, as well as to raise the necessary funds to continue
providing life-changing programs for military families.
2. Strategy: How will you meet your objectives?
VVP utilizes discounted and donated local media coverage, including online, print, TV, radio, and social media marketing
campaigns to inform the Vail Valley community of its programming. Most significant to the marketing strategy of VVP is the
cultivation of strategic partnerships with local and national businesses and foundations. The close relationships between VVP and
many small businesses and community events allows the organization to grow as a beneficiary. VVP also releases two annual
mailers to its constituents, reaching over 2,000 individuals nationwide.

Activation: Create an expanded presence throughout the community and stimulate the participation of the
merchants, restaurants, bars and lodges.)
Through partnering with Town of Vail and Eagle County events, businesses, and media outlets, VVP has the opportunity to
promote its programming, year-round, throughout the community. VVP is a beneficiary of local events including Vail Oktoberfest,
Bravo! Vail Patriotic Concert, Gourmet on Gore, Spring Back to Vail, Craft Beer Festival, and the Vail Automotive Classic. VVP also
partners with local businesses including Vail Mountain Coffee & Tea, in which a percentage of sales from their "Patriotic Blend"
coffee, are donated back to the organization, and with 10th Mountain Whiskey & Spirit Co., in which a portion of proceeds from
whiskey sales are donated to VVP. Additionally, VVP works closely with local media outlets including Vail Daily, and multiple radio
stations that offer unfilled space to VVP at a discounted rate or no cost. Through these partnerships, VVP raises funds and
awareness of programming, impacts, and community events.

Additionally, since 2004, VVP has acted as an important vehicle for the community to share the healing powers of the Vail Valley
with our Nation's Heroes. Many local residents have developed meaningful, lasting friendships with our participants by embracing
them as part of our community. Local businesses and citizens often note that VVP is their “favorite group” to visit town, and they
are “honored to serve” the military families that have sacrificed for our freedom to enjoy our beautiful community.
Vail is a special place that represents growth and healing for our wounded Veterans and their families, and a number of alumni
have opted to relocate to Colorado full-time or return to the Vail Valley as a tourist on their own. With the addition of these
wounded Veterans and their families in our community, the Town of Vail has become increasingly diverse, creating a powerful,
lasting impact.

VAIL VETERANS PROGRAM
Event/program marketing plan and budget, include strategy, channel, method,
budget and execution dates.
As demonstrated in the event/program budget template, VVP does not have a marketing budget
attached to any of its programs, including the Winter Family Program, Winter Mountain
Adventure Program, or Summer Family Program. VVP does, however, have a small public
relations budget of $17,500 in its overall organizational budget (Amount based on 2020 budget.
Board of Directors to approve 2021 budget at next board meeting). This public relations budget
allows VVP to create mission awareness, through covering costs associated with public
relations opportunities for programs and fundraising events annually. For the Winter Family
Program, Winter Mountain Adventure Program, and Summer Family Program, the following
public relations strategies and tools will be utilized to recognize the Town of Vail’s support:
• A Town of Vail banner placed at the highly trafficked Golden Peak base area of Vail Mountain on
the following dates: January 24 - 29, 2021 and February 28 - March 5, 2021
• Town of Vail will be recognized in half-page Vail Daily newspaper advertisements
placed by VVP to thank sponsors after each program
• When available, public service announcements recognizing the Town of Vail will be

2020 VAIL VETERANS PROGRAM
BOARD OF DIRECTORS
Dr. Jeffrey Tomlin, Director
Dr. Jeffrey Tomlin is on Active Duty in practice at Naval Medical Center San Diego with a
focus on neurotrauma care. Dr. Tomlin was graduated from the US Naval Academy in
1989, and then completed training in nuclear propulsion to initially serve on the
submarine USS Annapolis (SSN-760). He then remained in the Navy at the Uniformed
Services University in Bethesda, MD, graduating in 1999. After completing neurosurgery
residency at the University of Rochester in 2006, he served in various stateside
assignments and has deployed to both the combat support hospital in Landstuhl,
Germany as well as the NATO combat care facility in Kandahar, Afghanistan. Dr. Tomlin
is an active staff member at various stateside trauma centers, including the University of
California at San Diego, Albert Einstein in Philadelphia, PA and at Iowa Methodist
Hospital, where he takes call for emergency neurosurgical care. He is a fellow in both
the American Academy of Neurological Surgeons, the Congress of Neurosurgeons, the
American College of Surgeons and is a member of the Neurosurgical Society of America.
Within his educational interests, he has led neurotrauma training courses across a
spectrum of outdoor athletes, professionals and first responders, including the Jackson
Hole Ski Patrol, Teton Gravity Research and Outdoor Emergency Care.
Prior to becoming a Board Member, his volunteer focus with the Vail Veterans Program
has been leading clinics for injured service members and veterans and also as leading
program development for Veterans Path to Success.
Dr. Tomlin currently lives in Coronado with his wife of 28 years, Eileen, and their two
youngest of four children. His interests include skiing, ocean swimming and climbing.
Retired Army Captain Dawn Halfaker, Vice Chairman
Dawn Halfaker is the founder and Chief Executive Officer of Halfaker and Associates, an
award winning professional services and technology solutions firm founded in 2006.
Headquartered in Arlington, Virginia, Halfaker and Associates operates worldwide
providing leading-edge, innovative solutions in information technology for government
organizations on issues of national and global significance. Under Dawn’s leadership, the
Company has achieved extraordinary success and growth which is fueled by the
Company’s vision of “Continuing to Serve.” Prior to starting Halfaker and Associates,
Dawn consulted on several projects with the Defense Advanced Research Projects
2
Agency (DARPA), Defense Sciences Office and was focused on medical research and
technology to enhance warfighter capabilities and save lives on the battlefield. Dawn
also interned as a military liaison to the House Armed Services Committee where she
advised the committee Chair on key Department of Defense legislation and issues. Dawn
also served as a Military Police Officer in the United States Army. Throughout her
military career, Dawn earned respect as a dynamic leader of men and women in
combat, peacekeeping, and in training in the United States, South Korea, Kuwait, and
Iraq. While in the military, Dawn held several leadership positions and deployed to Iraq
with the 3rd Infantry Division where she commanded a military police platoon in
support of Operation Iraqi Freedom. She was subsequently wounded during a combat
patrol near Baghdad in 2004, earning a Purple Heart and Bronze Star for her service.
Dawn remains active supporting numerous civic, cultural and business organizations and
is a staunch advocate for Veterans and Wounded Warriors. Specifically, Dawn is the Vice
President for the Vail Veterans Program Board of Directors and is a member of the USO
Board of Governors, the Quality of Life Plus Foundation, and the Secretary of Veteran’s
Affairs Advisory Committee for Education. Dawn also participates as a member of the
Advisory Board for ThanksUSA and the Department of Defense Reserve Forces Policy
Board. Previously, Dawn served as the Chairwoman of the Board for the Wounded
Warrior Project where she focused on raising awareness and enlisting the public’s aid
for the needs of severely injured service men and women in addition to helping severely
injured service members recover and readjust and the Secretary of Veterans Affairs
Committee for OIF/OEF soldiers and families which focused on improving VA policies
and care for veterans who were severely injured in combat. Dawn holds a Bachelor of
Science degree from the United States Military Academy at West Point and a Master of
Arts in Security Studies from Georgetown University in Washington, DC. In 2017 Dawn
was recognized as the Greater Washington GovCon Executive of the Year. Some of her
other accomplishments include: 2018 Federal Health IT Top 100; 2018 Federal Health IT
Impact Award Winner; 2012 Ernst & Young Greater Washington Entrepreneur of
the Year® Award Winner; 2012 Fairfax County Chamber of Commerce Outstanding
Corporate Citizenship Award Winner; 2012 Aspen Institute Scholar Award; 2012 Civilian
Job’s Most Valuable Employer for Military; 2012 Women in Technology Leadership
Award Finalist; 2012 Heroine in Technology Finalist; 2011 Fortune Most Powerful
Women Entrepreneurs; 2011 Worth Magazine Top Entrepreneurs to Watch (#18); and
2011 Washington Business Journal Women Who Mean Business Award. Additionally,
Dawn has been featured on several media outlets including HBO, CNN, MSNBC, CBS,
Huffington Post and The New York Times.

Michael Brown, Treasurer
Michael Brown moved to Colorado in late 1990 from his native state of Oklahoma. In
early 1991, Michael began working for Alpine Bank, Aspen as a customer service
representative and later, as a lending officer. In 1996 Michael relocated to the Vail
Valley, helping Alpine Bank to open locations in Avon and Edwards. He has been part of
the Vail Valley ever since, and he currently serves as Regional President for Alpine’s Vail
Valley and Steamboat locations. Michael lives in Gypsum with his wife, Stacy, and his
two beautiful daughters, Emma and Ava. In addition to his involvement with the Vail
Veterans Program, Michael serves on several other community boards in the Vail Valley
including the Vail Valley Partnership, the Vail Jazz Foundation and the EGE Air Alliance.
Retired Army Captain Wayne Waldon, Secretary
A seasoned professional in project management and former servant of the country,
Wayne Waldon brings a unique blend of leadership experience to his current role as
chief executive officer of the Reveille Group, LLC. After earning his Bachelor of Arts
degree in history from Furman University, Wayne began his journey serving in the
United States Army for five years, leading soldiers in combat missions and rehabilitation
programs before departing in 2009. He continued his career in government as an
IT Program Manager for Fortune 100 Company, General Dynamics Information
Technology. During his tenure, Wayne managed design, construction and
implementation of multi-million dollar projects that brought information technology
services and training to customers in the health, security, intelligence and government
arenas. He earned his Master of Business Administration from Georgetown University
before pursuing his passion for service to veterans, thus founding the Reveille Group in
2014. As CEO, he leads his team in strategic planning and business development to
ensure government agencies have strong business tactics to become successful. Wayne
holds a certification as a Project Management Professional (PMP) and a Lean Six Sigma
Green Belt. When he’s not integrating business strategies for Reveille, Wayne spends
time riding motorcycles, participating in adaptive sports—a passion he found while
recovering from his injuries as a soldier—and serving as a peer mentor for other
Wounded Warriors.
Army Lieutenant Colonel David Rozelle, Director
David Rozelle is an inspiration and icon among Military Amputees. David is an Austin,
Texas, native, but has come to call Colorado home. An Armor/Cavalry Officer in the U.S.
Army, David served in leadership positions from tank platoon leader to combined arms
battalion command, where he served as the battalion commander of 1-72 Armor
Battalion in the Republic of Korea. David has had numerous assignments around the
globe and completed four combat deployments. He served three tours in Iraq, twice as a

Military Amputee where he lost his right leg below the knee to a land-mine in Iraq in
June of 2003. Stationed at Fort Carson at the time of his initial injury, David found skiing
to be the best therapy during his recovery and worked with Cheryl Jensen to bring
warriors to the first Vail Veterans Program event in March of 2004. In addition to
command and staff positions, David has served in a number of broadening experiences,
to include delivering the Military Amputee Training Center at Walter Reed in
Washington, D.C., as a Professor of Military Science at the University Colorado Boulder,
whose program was selected as the General Douglas MacArthur Foundation Award for
Excellence for the 2012 Academic year, and served twice on the personal staff of
Lieutenant Generals. He most recently deployed for a year to Afghanistan and served as
a Colonel on the Resolute Support staff in Kabul. Currently, David is back stateside
helping train America’s finest at Fort Jackson, South Carolina, where he is working for
U.S. Army Training and Doctrine Command. Since 2004, David has been an active board
member, spokesperson, and adviser to Cheryl as Vail Veterans Program has grown and
evolved.
Michael Galvin, Director
Mike Galvin is the Co-Founder, Vice Chairman and President of Harrison Street Capital,
LLC (“HSC”). HSC co-founded, owns and operates a diversified portfolio of business
platforms in real estate, private equity buyouts/build-ups, and technology. HSC’s
investment focus is in the essential, need-based sectors of: Education, healthcare,
infrastructure (software and storage), and management consulting to defense,
intelligence and key safety agencies of government. Prior to these current activities,
Mike was assistant secretary of the Department of Commerce for Export Administration
(Bush “41” administration)— managing national security export control and defense
trade policy and programs, and before that a corporate finance transactions partner at
the law firm of Winston & Strawn. Mike is a trustee of the Center for Strategic &
International Studies and Business Executives for National Security, both leading non-
partisan policy think- tanks in Washington, DC, at which he serves as their respective
Finance Committee Chairs and a as member of their respective Executive Committees.
Mike is also a trustee of the Illinois Institute of Technology at which he serves as a
member of its Executive Committee. Mr. Galvin also supports and serves a number of
other civic and non-profit activities in his community.
William (Bill) A. Jensen, Director
Bill is an accomplished ski industry leader with a demonstrated track record of
successfully growing mountain resort businesses throughout North America. Bill was a
catalyst in the founding of the Vail Veterans Program in 2004 while he was responsible
for Vail’s business activities. Bill is a past Chairman of the National Ski Areas Association

and was inducted into both the US and Colorado Ski and Snowboard Hall of Fame(s). Bill
currently serves as the Chief Executive Officer of Telluride Ski & Golf.
Mike Carey, Director
Mike Carey is co-owner of privately held, Seirus Innovation INC, manufacture of cold-
weather accessories. He was a football game official for forty years, the final nineteen as
a Referee in the National Football League.2014-‘16, he joined CBS a Broadcaster-Rules
Analyst. Mike was the first African American to Referee a Super Bowl. Mike’s Jersey is
enshrined in the NFL Hall of Fame. Mike served on the Board of the Boys & Girls Clubs of
San Diego from 1993-2013, was past Chairman of the Board of Snow Sports Industries of
America’s, and past member of the Board of Directors of the NFL Officials Association.
Mike was appointed to the Santa Clara University Board of Trustees in 1995 and served
as Chairman of the Student Life Committee. He previously served on the University’s
Board of Regents. In 2008, Mike was inducted into the Boys & Girls Clubs National Hall
of Fame and the San Diego Officiating Hall of fame. He received his Bachelor of Science
degree in Biology from Santa Clara University in 1971 where he was a running back. In
2008 he received an Honorary Doctorate Degree from Santa Clara University. Mike was
inducted into Santa Clara’s Hall of Fame in 2019.
