The Eagle County Annual Public Safety Awards has occurred every year from 2014-2020 by the Rotary Club with the venue at the
Donovan Pavilion. 2020's event is cohosted Starting Hearts and Rotary Club.
2. Please provide a detailed description of the event/program and its activities.
"A Night of Heroes" - aka The Eagle County Public Safety Awards Celebration is an event for award winners and their families. In
addition to the in-person event and because of the 2020 COVID climate, it is also a virtual celebration for all citizens. Started by
the Rotary Clubs of Eagle County after 9/11 to recognize our Public Safety Heroes, this event will recognize local outstanding
emergency responders, medical professionals and community leaders who risk their lives on a regular basis, protecting and
supporting the community of Vail and surrounding towns.
This event shines a light on our first responders and recognize them for the outstanding job they do. The event is also a
fundraiser with proceeds going to Starting Hearts and the Eagle County Emergency Responders Fund.
The event includes not only recognition and awards, but also entertainment, a silent auction, raffle, telethon and endorsements of
First Responders by community, local and state government leadership.

contacted them to confirm availability. The Event Producer is responsible for booking and securing any necessary
venues.
Donovan Pavilion is used each year and normally holds approximately 250 in person attendees. For the 2021 event, we are
planning to double the event size and move to a larger venue which is yet to be determined. This event normally takes place on a
Thursday evening in September, however we are flexible on the actual date of the event.

The event will be held at the Donovan Pavilion (or other Vail Hotel) and environmental impact will be little to none as the event

1. EE - Brand Fit: How will your event support the mission and vision of the Vail Town Council?
Starting Hearts’ events have always been in complete alignment with the vision of the Vail Town Council as the world’s “Premier
International Mountain Resort Community” and mission “to grow a vibrant, diverse economy and community and preserve our
surrounding natural environment, providing our citizens and guests with exceptional services and an abundance of recreational,
cultural and educational opportunities.” We strive to present truly signature events with a commitment to excellence, the highest
level of professionalism, quality activities with valuable educational components, in a truly enjoyable environment of our
mountain community. Our previous Vail based events have received rave reviews from participants, sponsors, and hosts, which
builds upon a firm foundation for the 2021 event.
2. EE - Brand Fit: How will your event or program support Vail brand identity?
This event is a perfect fit for the Vail Brand identity and fits with Vail's priorities and town image. This annual event will be
associated with the professionalism and high-end reputation of the town. This Vail based event will be promoted not only locally,
but state-wide and beyond, shining a light on our community.
3. EE - Potential: How will the event or program enhance Leadership Skills: locally, nationally and internationally?
Our Night of Heroes event will spotlight the incredible leaders and heroes who risk their lives to serve, protect and secure our Vail
and surrounding communities. First responders represent our finest service leaders and inspire others to serve and lead as well.
The virtual portion of the event will be publicized in Eagle County, as well as at a state and national level, encouraging thousands
to view the event live, as well as "on-demand" after the event has passed.
Starting Hearts strives to inform, educate and teach leadership and lifesaving skills which allow the possibility of community and
citizens to save lives.
4. EE - Potential: What opportunities does the event or program have to foster a health and wellness reputation for
Vail?
Starting Hearts non-profit is synonymous with health and saving lives. Eagle County public safety will be celebrated and are
individuals and agencies that put community health and safety first. With nearly 40,000 SCA events per year, Starting Hearts is
dedicated to increasing the national SCA survival rate above its current 10%. In an effort to reduce the number of annual deaths
by 100,000 within the next twenty years, Starting Hearts has created a community model to help other communities throughout
the country replicate the concepts of free education, widespread distribution of defibrillators in the public domain, and the
activation of a generation
of citizen volunteers to provide early care when needed.
Currently, survival rates in Eagle County are two and a half times the national average and rising yearly, a testament to our
community’s cooperation and participation. With nearly 30,000 citizens trained in Eagle County, more than 400 public access
defibrillators in place (possibly the highest per capita in the nation), and annual events in the Town of Vail, Starting Hearts now
receives national inquiries on a regular basis. Our unique mountain initiative with defibrillators on both Beaver Creek and Vail
mountains and installation of leading edge technologies has received international attention and resulted in an international
press release from Philips Healthcare.
Furthermore, Starting Hearts has accepted Colorado's leadership position for a state-wide data collection initiative to evaluate the
overall Out-of-Hospital SCA response system, involving community first responders, Emergency Medical Services and hospitals.
As these adaptive and innovative initiatives expand throughout the state and beyond, Starting Hearts and the communities it
supports will continue to receive widespread recognition, while fostering and amplifying health and wellness.
5. EE - Potential: How will the event or program provide opportunities for intellectual dialogues and problem
solving
The Starting Hearts Model Community Program and associated events and initiatives regularly receive national and international
attention and inquiries. The partnership between Rotary Clubs of Eagle County and Starting Hearts will allow for intellectual
dialogues and problem solving on a local, national and international scale. This first time partnership to co-host this important
event will be the first of many, and we plan on expanding our reach to out of county Public Safety entities as well, bringing more
awareness to Vail and Eagle County. Our intention is to create future Emergency Public Safety partnerships in order to bring
attention to the challenge of saving more lives of Sudden Cardiac Arrest (SCA) victims. Indirectly, our programs and results will
highlight Vail and Eagle County's remarkable SCA survivor rates.
4. EE - Potential: How will the event or program deliver an educational component?
Each of our events focus on an important educational aspect in both leadership and lifesaving skills. This year, we will bring
attention
to the the County's front line emergency responders and their actions of life-saving procedures, problem-solving skills and
leadership development. It is our hope that this awareness will help reinforce the importance of learning skills that can save the
lives in our community, as well as encourage citizens of all ages to learn CPR skills and how to respond to sudden cardia arrest
and other emergency situations. The event will also be a fundraiser with proceeds going to Starting Hearts and the Eagle County
Emergency Responders Fund (ECERF).
5. EE - Event Timing: How is it the right event or program at the right time?
The timing of this event couldn't be better and is especially meaningful due to the extra demands and risk of COVID-19 and the
life-threatening forest fires. This event will recognize outstanding emergency responders, medical professionals and community
leaders and will shine a light on our first responders and recognize them for the outstanding job they do. Our County’s EMS and
First Responders do such amazing and important work each and every year to keep our communities safe, risking their own
health and safety, and with COVID-19, at the risk of their families as well. We see this event as a great way to involve a large part
of the community in this special recognition.
6. EE - Demographic Fit: How will your event/program attract target markets of both visitors and community
members?
The public is invited to this event and we encourage all Eagle County residents and beyond to join us in cheering on our Eagle
County’s finest first responders and frontline heroes. The event is also a fundraiser and will feature awards, entertainment from
some of the county’s most popular musicians, raffle prizes, a silent auction and more. Part of the proceeds of this event will go to
the Eagle County Emergency Responders Fund (ECERF).
Eagle County Emergency Responders Fund is a local nonprofit organization that helps responders during times of crisis by
assisting with basic needs and ensures community support to those who sacrifice so much for their communities. Their mission is
to raise and manage funds for the benefit of Eagle County First Responders and their immediate families during times of hardship
or crisis. They also provide scholarships to students wishing to enter into a career in emergency response. ECERF benefits
emergency responders and their family members including all Eagle County agencies - law enforcement agencies, fire agencies,
ambulance service agencies, Vail Mountain Rescue, Vail Public Safety Communications, and Vail Ski Patrol.
7. EE - Community Enrichment: What is the lasting community involvement opportunity and/or lasting community
benefit of the event or program?
Public Safety agencies are a crucial part of our community and this annual event is an opportunity to not only recognize them for
their heroic efforts, but to encourage the public to recognize them as well. It is an opportunity to shine the light on their lifesaving
work and encourage the community to get involved. Starting Hearts' Neighbor Saver Program invites citizens to get involved and
learn the lifesaving skills needed for sudden cardiac arrest with our free program, CALL.PUSH.SHOCK.™. These classes, along with
the placement of over 400 public location defibrillators have allowed Eagle County to attain a sudden cardiac arrest survivor rate
of 25% - that's two and a half times the national average, and four times the rate of the Denver area and Colorado survivor rate.
8. EE - Growth Potential: How will the event or program deliver fresh content and enhanced experiences?
This co-hosted event is a first for Starting Hearts and we feel so fortunate to be partnering with the Vail Rotary Club, as well as
two other Eagle County Rotary Clubs. Previously, this annual event has been limited by way of number of participants due to
venue size. Because of our recent partnership in this event, we are now able to include a larger population of the general public,
thus allowing a greater opportunity for public recognition. The virtual portion of the event will allow hundreds and thousands of
community individuals to participate and be part of this annual recognition and celebration event.
9. EE - Growth Potential: How will the event or program achieve recognition and drive participation?
Thanks to Vails's business community involvement, we are able to expand our public outreach by a marketing and advertisement
campaign via local media in both pay and non-paid advertisement. Our direct marketing campaign will invite over 600 local
businesses, while our direct electronic marketing campaign will allow us to invite our combined networks and members of the
public. There will be both pre and post event press releases, and social media posts, recognizing and applauding all parties
involved, including the Town of Vail.
10. EE - Marketing Strength: What is the marketing reach for the event or program? (Reach refers to the total
number of different people or households exposed, at least once, to a medium during a given period.)
The marketing reach for this event will include those listed above (question 9), with an anticipated in-person audience of
approximately 550 individuals. The virtual portion of the event has an anticipated number of 2,000 plus people, without a cap on
how many can view and participate.
11. EE - Marketing Strength: How will the event or program leverage media and attract donor and sponsorship
support?
We will use local media outlets in both paid and non-paid advertising to attract donor and sponsorship support.
Thanks to Vails's business community involvement, we are able to expand our public outreach by a marketing and advertisement
campaign. Our direct marketing campaign will invite over 600 local businesses, while our direct electronic marketing campaign
will allow us to invite our combined networks and members of the public. We are also inviting sponsors to participate in the event
at various financial levels whereby they will receive much recognition and thanks on all advertising, website and marketing
promotions.
12. EE - Producer Qualifications: Explain the event or program producer’s quality, knowledge and resources to
sustain and grow the event.
Starting Hearts has been producing successful community events for the past 9 years. This annual event, and new partnership
with Rotary will continue to grow each year in terms of event offerings, participation and reach. Starting Hearts is also active in
many community outreach events during the year, including All You Need is Heart, Camp 911, Canine Crawl, Kickball
Tournament, GoPro Games, and many more. Through active engagement with many our community stakeholders, such as Vail
Fire, Vail Police, Eagle County Paramedics, and Eagle County Schools, as well as town councils and county commissioners;
Starting Hearts maintains a stellar reputation and a high degree of recognition throughout the community. Starting Hearts
maintains a formalized Style Guide and corporate branding program to ensure quality and consistent communications, and is well
versed in the Town of Vail Brand Guidelines,
including position, marketing, and messaging. Starting Hearts is dedicated to making the Vail Valley a model for the nation
through executing the highest professional standards, continued revenue growth and increased organizational stability and
sustainability.

We will direct attendees to book in Town of Vail properties via the vail.com website. We will track registrations via Eventbrite and
follow up with out of county participants to determine lodging nights.

The CSE funds are instrumental to our ability to expand the event each year and attract more participants. We will be proactive

1. Objectives: What are you trying to accomplish through your marketing efforts?
The overarching goal is to bring awareness to the importance of emergency response in the case of sudden cardiac arrest. We
also wish to create an annual opportunity for the community to say thank you and recognize the effort of our local emergency
response agencies.We also wish to encourage the participation of citizens and municipalities in replicating the Starting Hearts
Model Community Program, prepare and equip communities with the tools and education to provide early care to SCA victims.
These objectives facilitate the overall mission to save many more precious lives from sudden cardiac arrest, our nation's largest
killer.

Our mission is to save lives by bringing awareness of sudden cardiac arrest to the public. With every event we sponsor, more
people learn about the ability to save lives, share and hear stories of lives saved, learn how to save a life, participate, donate, and
more. Each event advances our mission and introduces more people to the reality of sudden cardiac arrest, and prepares
individuals and communities to provide early care in an emergency sudden cardiac arrest situation.

2020 “Night of Heroes”
An Annual Event to Recognize Outstanding First Responders
(This Press Release describes the upcoming 2020 Event)
The 7th Annual Eagle County Public Safety Awards will be held on October 29, 2020 at
Donovan Pavilion for award winners and their families, followed by a virtual celebration
for all citizens on Sunday, November 1st at 5:00pm – 6:30pm. Started by the Rotary
Clubs of Eagle County after 9/11 to recognize our Public Safety Heroes, this event will
recognize outstanding emergency responders, medical professionals and community
leaders. This year is especially meaningful due to the extra demands and risk of
COVID-19 and the life-threatening forest fires.
The three Eagle County Rotary Clubs and Starting Hearts are co-hosting this first-ever
virtual event to shine a light on our first responders and recognize them for the
outstanding job they do. “The Rotary clubs are honored to recognize our well-deserved
first responders over the past years. We see this COVID virtual event as a great way to
involve a large part of the community in this special recognition! Thanks to Starting
Hearts for helping Rotary take this event to the next level.” stated Dwight Henninger,
Vail Police Chief and Vail Rotary Club member.
The event will also be a fundraiser with proceeds going to Starting Hearts and the Eagle
County Emergency Responders Fund (ECERF). “We work closely with our first
responders to let them know we support them 24/7, like they support and protect our
Community around the clock. We are excited to work with Starting Hearts to raise
awareness and funding for our first responders,” said Bethe Wright, Executive Director
for ECERF.
“It’s such an honor to partner with the three Eagle County Rotary Clubs this year to help
celebrate such an important event. Our County’s EMS and First Responders do such
amazing work each and every year to keep our communities safe, even at the risk of
their own health and safety, and with COVID-19, at the risk of their families as well,”
said Jackie Christiansen, Starting Hearts’ Director of Operations and Project Manager.
The public is invited to this free virtual event and we encourage all Eagle County
residents and beyond to join us in cheering on our Eagle County’s finest first responders
and frontline heroes. The event will feature awards, raffle prizes, a silent auction and
entertainment from some of the county’s most popular musicians. Please register at

Eagle County Public Safety Recognition Celebration
This annual recognition event which was started by the Rotary Clubs of Eagle County
after 9/11 to recognize our very own Public Safety Heroes, including emergency

Starting Hearts
Starting Hearts is a nonprofit organization dedicated to saving the lives of Sudden
Cardiac Victims (SCA) through free education of CPR and defibrillator training.
Mission
To provide a platform for citizens, supporters, and community stakeholders to
improve outcomes through empowering education, widespread distribution of
defibrillators in public locations, and activation of citizen first responders to

About

with our CALL.PUSH. SHOCK™ curriculum which allows confidence in leadership and
lifesaving skills to last a lifetime.
Community
Our work is supported throughout Eagle County and we have strategic alliances with
key stakeholders throughout our service areas, including police, fire, sheriff,
paramedic services, hospitals, town councils, county commissioners, school districts,
and community foundations. These organizations and institutions enthusiastically
support our programs as we complement their services and enhance positive outcomes
for precious family members, friends, and colleagues.
