Subject: Summary of Special Event Funding Allocations and Proposal for creating New
Funding Allocation Model
I. PURPOSE
The purpose of this memo is twofold:
1. To present THE Commission on Special Events (CSE) approvals for funding allocations
for special events scheduled the first quarter of 2022 (events occurring between January
1 and March 31, 2022).
2. To suggest proposing a new event funding model for 2022 by providing background and
timeline with a request for Town Council feedback. An alternative funding model would
be developed with a presentation slated for February 8, 2022.
II. SUMMARY OF EVENT FUNDING ALLOCATIONS
The table below highlights special events and approved funding from the Commission on
Special Events for events which occur between January 1 and March 31, 2022. The Economic
Development team presents the summary list to the town council as informational only. Other
2022 event funding decisions will be determined following the establishment of an alternative
funding model. This pause in funding determinations will allow more time to plan for and
optimize the type and size of spring 2022 activations most appropriate for the community.

III. SPECIAL EVENTS BACKGROUND
Legislation in 2004 established the funding of “qualified cultural events” through Council and the
creation of the Commission on Special Events (CSE). The board is a town council appointed
seven-member commission. Events are defined as follows:
• Cultural Events (“...primary purpose is cultural in nature rather than economic...”) and
• Special Events (“...primary purpose is to promote an exciting...prosperous business
climate...”).
The philosophy around funding special events was to support existing cultural programs and
events and to attract new special events to generate demand and increase visitation during the
summer. In the current funding model, Town Council is primarily responsible for direct funding of
‘cultural events’, while the CSE funds up to an additional 60 events annually. In the past 17
years, the town has been largely successful in creating a robust year-round calendar of special
events that achieve stated goals. This success has also led to some negative outcomes, where
some weekends (Labor Day for example) have been cited as being ‘too busy’, perceived as
bringing too many people into town. Additionally, the high number of events and fact that event
dates are often driven by event planners rather the Town, often has negative impacts on town
staffing within safety and operational departments.
Staff and CSE believe it is appropriate to step back and reassess Vail’s special events funding
model. Most major mountain resort peer communities have evolved their special event funding
models to address destination management goals by strategically supporting high quality
special events that best meet community and guest needs. Vail is poised to create productive
synergy between the soon to be developed Destination Stewardship Plan and its special events
funding model. A new model may also contemplate funding sources other than the General
Fund to ensure sustainable long-term funding. The opportunity lies in ensuring that we are
supporting events that can prove economic vitality, sustainable operations, and responsible
growth that supports the needs of the Town of Vail and our surrounding environment.
IV. PROPOSAL FOR NEW EVENT FUNDING MODEL
With this evolution, the town manager’s office, the economic development department and the
CSE believe now is a good time to identify an alternative funding model that would include
current economic conditions, the upcoming Destination Stewardship Plan, and the town’s goals
and objectives in funding special events. Town staff seeks to incorporate best practices from
other peer mountain resort communities and better reflect recent community input related to
events in Vail. Council feedback is requested regarding a reimagined special events funding
model for Vail. We would propose presenting an alternative draft funding model to the town
council on February 8 which may also include potential modifications to the Town Code.
Pending support from town council for a modified approach, staff and CSE would use the new
model to finalize the funding of special events during the period from April 1 to December 31,
2022.
If council supports the review of the proposal above, it will also seem appropriate and efficient to
extend the three CSE member appointments until March 31, 2022. By extending these
positions, it will allow for robust discussion regarding the event funding model while still
providing continuity for special events in Q1. This would entail postponing interviews and any
new appointments as well as a reappointment of the current members during the evening
meeting Dec. 7th.

2022 HIGHLIGHTS

For 2022, the town is budgeted to spend 71.1% or $57.7M of its overall
budget on municipal services which includes personnel, department

Vail employee housing project and the Public Works shop project.

The town has been able to maintain a healthy financial position through the COVID-19 pandemic. During
2020 the town was able to increase reserves as a result of better than expected revenues combined with
conservative spending. During 2022, the town is projected to use $5.3M of reserves towards events and large
capital projects and will end the year with $90.6M in reserves. Looking forward the town has a number of
significant unfunded projects including the redevelopment of Timber Ridge as well as outcomes from the
Civic Area and West Vail Master Plans.

SUMMARY
The November 2, 2021 Vail’s Regular Municipal Election was conducted as a coordinated mail
ballot election with Eagle County. Vail voters elected four Town Council members and
determined the outcome of a 0.5% sales tax increase to fund housing initiatives, housing
developments and housing programs. This was the third time in the town’s history the town
clerk’s office participated in the coordinated election format.
ELECTION RESULTS
The Vail Town Clerk worked closely with the Eagle County Clerk and Recorders Office to
ensure the integrity of the election. Regina O’Brien, Eagle County Clerk, and the Secretary of
State certified the coordinated election results as official on November 19, 2021. The results for
the Vail election are shown in the table below:

The County mailed 4041 ballots to registered Vail voters and 1841 ballots were returned to the
County to be counted showing a 45.56% turnout. This is the largest voter turnout in Vail history.

This was the first election that there was a 24-hour ballot drop boxes outside of the Vail
Municipal Building. Although there was road construction occurring in front of the municipal the
voter box took in 899 ballots. The Grand View room was utilized as a Voter Service and Polling
Center (VSPC) from October 28th through election day. There were 495 ballots dropped off at
the VSPC. The cost for this coordinated election v. at-the-poll election is estimated at $5,000
compared to an $9K cost for at the poll election.

J effery Babb, representing the applicant, goes over their proposal. The
name of the proposal has been changed to “Trail’s End Treats”. The goal of
this proposal is to draw more people to the golden peak area as an access
to the mountain. He goes over the presentation and the items included in the
application.
Perez asks if the vehicle and airstream will be driven over the grass.
Babb answers that they will not be putting it in place until there is snow
covering the area.
Phillips asks about the operating hours.

Babb says it is for the ambience in the area.

notification beyond what was required to those in the area.
Gillette asks about the lights and how they were allowed in Town Code.
Staff answers that it will be addressed at D RB and holiday lights are allowed.
Kjesbo asks if this will be a tester for a more permanent placement.
Babb says that it is not proposed to be permanent. Maybe during the
summer if it goes well, but they have no intention to build anything
permanent at this time.
Perez asks about the airstream as it doesn’t seem to match the Vail Brand.
No public comment.
Kurz says it could be a benefit to move people around and make some other
portals less crowded. I s there surety that this can be staffed all season long?
Babb notes that consistency is key. They believe they can operate with one
person as they are not making items, only dispensing. The production will be
taking place inside the adjacent buildings with those facilities.
Perez asks if there will be supervision for kids.
Babb says that there will be no staff to supervise, and they would anticipate
this being done with the parents. Not only is this for kids, but more for
families to enjoy at the end of the day.
Perez has concerns about one employee being there.
Phillips asks if anyone has responded with comments.
Babb, and staff, noted that there were no public comments received prior to
the meeting.
Kjesbo asks about the conditional use and how this is classified. Staff
responds about how the application fits into the conditional uses.

history of the facilities currently in place on the site. The TOV did hold an
open house at the Vail Mountain School that had some public attendance
from the neighborhood.
Phillips asks if this will be attached to the utilities or a pump out facility.
Spence answers that this will have full hookups to water and sewer.
Todd Oppenheimer notes that this is a funded project for 2022. This trail
averages over 200 hikers a day and peaks at 400 per day. The current port-
o-lets need to be serviced multiple times per week to keep up with the use.
Gillette asks if this gets plowed and if we are creating snow storage issues.
Todd answers that it does not get plowed so there are no snow storage
issues.
Gillette asks about the public comments we’ve received.
Spence says that none have been received. Todd says that the comments at
the open house were about the traffic and parking, not the proposed facility
addition.
Gillette asks staff to confirm that the required notification was done.
Spence confirms.
Public comment opens.
Tom Talbot speaks for the homeowners at Booth Falls Mountain Homes.
They are in support of this application. They’ve seen how the lack of
facilities has affected the area and their enjoyment of their property. They
want to make it clear that they support this and encourage the P E C to
approve the application. They’ve asked for additional plantings for screening
and staff has responded.
Public comment is closed.
Kurz notes that he expects the standards of quality for the rest of Town
facilities to be continued here.

3. 15th Annual Vail Winterfest 2021/22 – Illuminated Ice Installation & Lantern Project.
Olive Moya and Paul Wertin
• Initial concepts by the artists are shared with the Board. After conversations between Olive and Paul
these sketches have evolved to be feasible in ice.
• They have discussed the use of scale, color, space, and interactive elements for the installation, as well
as addressing safety.
• The Board enquires about coloring ice with Paul which he does not advise.
• Courtney comments that she thinks it would be nice to maintain the aesthetic flow of Olive’s shapes
versus geometric shapes in the bases.
• Molly comments on some of the shapes being solid for longevity and perhaps incorporating relief. She
asks if they might envision some of the cloud shapes being parallel to the ground versus vertical?
• Kathy comments that she enjoys these initial stages and to ensure structural integrity for any possible
seating areas.
• The Board feels the artists are going in the right direction.
• Paul and Olive will present their next round of sketches at the November 1st Board Meeting.
• Doe Browning is interested in helping to support Winterfest again this season.
• Lantern making workshops can take place at the library on the 19th. It will likely be a timed entry to
maintain structure.
• The Board would like to simplify the lantern making workshops and have the one at the library along
with a virtual option.
• There will be take home lantern kits and virtual video instruction.
• The Board likes the direction of reimaging the lantern walk to align it as an artistic festive holiday event
versus the walk led by Santa.
• The Board discusses having a call to artists to create more interactive/puppeteer types of lanterns for
display with a stipend.
• The Board likes the idea of centralizing the lanterns on the International Bridge for display.
• Susanne discusses anchoring the bridge with four artistic lanterns. Perhaps there can be a connection
with Olive’s noodle/cloud shapes and colors on the pre-made lantern workshop? It might be an option
versus just stickers.
• Is this the time to have the artists present for the evening doing demonstrations? Meet and greet?
• Lindsea also offers to host creatives to make lanterns at Two Arrows.
• Tracy suggests the theme Light Coming to Life.

4. Proposed sculpture donation & locations discussion for Vail Village.
• Molly will include an update of this donation at a Council presentation on October 19th.
• Molly asks the Board for feedback on the proposed sculptures and which works would be the best
selection as far as curating and elevating a public art collection for Vail.
• She would like the Board to consider both the guest and resident experience in this possible donation.
• The Board would like to move forward with the Logan’s possible donation of three specific works.
o Jason Middlebrook – We are all building nests
o Nathan Mabry – Two Vessels (Unpacked)
o Brad Kahlahmer – Waqui Totem USA
• The Board believes these specific sculptures will create a dialogue elevating conversation around Vail’s
visual arts.
• Molly will arrange with Board members to see the works which are in Vail.
• Several areas surrounding the Vail Village parking structure and within Vail Village have been identified
as locations for potential sculpture placement. The goal is to create more thoughtfully curated spaces at
these highly visible locations.
5. Strategic Vision Plan for AIPP.
• Molly will outline the Strategic Plan RFP for Board approval and identify Board goals.
• The Board would like to focus on a 10-year plan
o Elevate the AIPP mission & vision,
o approval process of donations to collection and locations,
o commissioned works,
o temporary installations,
o Cultural Heritage Committee initiatives,
o public art in capital projects and private developments to align with that of the Town of Vail’s
vision “to be a premier international destination resort community.”
o This plan would also encompass the overall cultural goals and structure for the use of the
Ford Park Art Studio Space.
• The collaborative vision development, research, and roadmap to these goals will be implemented by
consulting experts for municipal art plans and would take approximately six months for completion and
approval.
• Kathy recommends reviewing established guidelines and including that responsibility of the AIPP Board
within the Strategic Plan update.
• Molly recommends that the Board review the Code online for inclusion of public art in private
developments
6. Coordinator Updates.
• Relocation of Lion sculpture by Frederick Prescott. The Public Works crews had to clean the work
extensively, as the chalk from CGL was difficult to remove.
• Installation of Pinecone by Floyd Elzinga at the Vail Golf and Nordic Clubhouse.
• Meow Wolf & “Immersion Van Gogh” is now on view Denver.
• The Denver Art Museum expansion is scheduled to open October 24.

Sales Tax
Upon receipt of all sales tax returns, October collections are estimated to be
$1,608,983 up 17.3% from last year and up 26.7% from amended budget. October
collections were the highest total October collections on record and exceeded
2019 collections by 38.1% and 2018 collections by 45.4%. Year to date collections
of $26,712,629 are up 34.1% from 2020 and up 12.5% from 2019. Compared to
amended budget, year to date collections are up 2.3%. Inflation as measured by

totals $31.4 million.
Real Estate Transfer Tax (RETT)
RETT collections through November 30 total $11,847,230 up 32.5% from this time
last year and up 85.8% from this time in 2019. The 2021 amended RETT budget
totals $11,500,000.
Construction Use Tax
Use Tax collections through November 30 total $3,529,725 compared to
$1,957,475 from this time last year. The 2021 amended budget totals $3,450,000.
Construction use tax is higher due to several large residential projects and
construction of the new Marriott Residence Inn.
Parking Passes
Early season parking pass sale revenue through November 30 totals $997,507 up
26.7% or $210,184 from this time last year. A total of 986 passes have been sold
this year compared to 894 this time last year. 2021 sales are down (29.3)% or
($413,088) from this time in 2019. The majority of the decline in pass sales
from 2019 is due to fewer purchases of blue passes by Vail Health in 2020 and
2021.
Summary
Across all funds, year-to-date total revenue of $73.5 million is up 5.6%
from amended budget and 34.3% from prior year. In comparing to the
town’s last “normal” fiscal year, 2021 revenue is also up 20.8% from 2019.
Reasons for the increase include grant funding as well as growth in real estate
transfer tax, property tax collections, sales tax, daily parking sales during
January through April, and construction activities.

The Vail Business Review breaks down the four percent sales tax collected for the month of
September 2021 and year to date collections through the third quarter of 2021.
Overall September sales tax increased 31.9% with retail increasing 18.4%, lodging increased
56.0%, food and beverage increased 33.3%, and utilities/other increased by 19.6%. Excluding
the out of town category; sales tax for the month of September was up 11.7%.
Year to date sales tax through the third quarter of 2021 increased 35.2% with retail increasing
32.9%, lodging increased 41.8%, food and beverage increased 38.8%, and utilities/other
increased by 6.8%. Excluding the out of town category; sales tax year to date is up 19.3%.
