Background: Review of Destimetrics lodging data including the economic
and consumer forces at-play in the market. Report will share how Vail and
the I ndustry are faring from a lodging perspective with a focus on the recent
holidays and looking forward to the remainder of the winter season.
1.2.Spring Event Activation (2022) 15 min.

Action Requested of Council: Approve the reallocation of $125,000 from the
council budget currently allocated to Spring Back to Vail for a realigned
spring event activation plan that will be vetted by the C S E and presented to
town council prior to finalizing.
Background: I n recent planning meetings with V R marketing staff, it was
determined that both partners are aligned in not recommending another
large-scale concert this spring. Given the strong occupancy and visitation
trends, the joint focus has shifted to improving and enhancing the guest
experience during the entire spring period. The shared goal of the Town and
V R for spring events is to try to spread guests out physically throughout the
day, throughout the villages and the mountain and provide them with
memorable, sharable experiences. V R and the Town are committed that it is
best for the Vail brand to create a longer period of special experiences
during spring instead of an April weekend of large-scale concerts.
Staff Recommendation: A reallocation of $125,000 from Town Council
budget originally allocated to Spring Back to Vail, which will be matched with
a $125,000 contribution from V R for spring activation. The budget of
$250,000 budget will enable the V R and Town team to effectively active the
7-week period to provide an enhanced guest experience for everyone
(guests, employees, and residents), along with a solid return on investment
through improved engagement with Vail restaurants, businesses and lodging
establishments.

select a consultant team to complete the work. Staff has prepared an
outline of the topics that should be covered in the master plan for Council's
review.

PURPOSE
The purpose of this memo is to summarize a shift in the recommended strategic
direction for spring event activation in Vail. Given current occupancy and visitation
trends for the winter season, the town and Vail Mountain have realigned the event
strategy and financial partnership against goals to address high visitation in the resort
and town and deliver an enhanced guest experience through the winter season.
BACKGROUND
Town Council has approved $300,000 in funding for Spring Back to Vail in April, 2022.
The Commission on Special Events has allocated $100,000 for Powabunga in April
2022.
Spring Back to Vail was originally created by Vail Resorts to drive late season visitation.
The event has always been based on a financial partnership between the Town and VR,
with the Town contributing between $30,000 and $300,000 annually. In 2021,
Highline/Imprint Events Group applied for $350,000 of council funding for the return of
Spring Back to Vail in 2022 and Town Council approved $300,000 in funding.
As part of the “pause” on event funding initiated by the town manager’s office and the
CSE to evaluate our current funding model, funding for Spring Back and Powabunga
was retained with the plan to issue an RFP for a single concert event. Meanwhile Vail
Resorts had committed $125,000 for spring activations, which was not tied to any
specific event while goals and needs were assessed within the current visitation
environment.

The proposed plan is to partner with Vail Resorts on enhanced village activations and
animations similar to Revely, which was positively received this early season. Animation
would include live music including mid-scale concerts, expo villages, street parties, on-
mountain DJ sets, silent discos and more over the 7-week period from March 1 –
closing day. The strategy enables guests to spend more time in Vail, explore more of
the villages, and engage more with our local businesses and restaurants. At the same
time the strategy prioritizes safety and leaves behind large gatherings of 3,000+ to keep
everyone safer during the ongoing public health crisis.
STAFF RECOMMENDATION
The Economic Development team proposes a reallocation of $125,000 from Town
Council budget originally allocated to Spring Back to Vail, which will be matched with a
$125,000 contribution from VR for spring activation. The budget of $250,000 budget will

I. SUMMARY
The Town of Vail has budgeted $300,000 to complete an update to the 2009 Vail
Transportation Master Plan. The new plan will ultimately provide an updated Master
Plan for Mobility and Transportation within Vail for the foreseeable future. The plan will
update traffic, transit, and parking projections and provide implementation
recommendations for each; as well as provide updates on other past transportation
related topics such as traffic speeds and traffic calming, noise, loading & delivery,
special event logistics, AGS/rail, and tunneling/capping I-70. The new master plan will
specifically focus on all modes of mobility and explore emerging technologies that will
enhance mobility and transportation experiences throughout Vail.
Over the next several weeks town staff will prepare an RFP based on the attached
outline of transportation topics. The outline, which was assembled by an internal multi
departmental team, provides a bit more detail of the above-mentioned topics. It also
includes, for reference, a brief history of the town’s Transportation Master Plans, their
corresponding topics, as well as a list of various other transportation documents that
have shaped Vail’s current transportation network and facilities.
This project is a significant undertaking, setting significant goals and guidelines for the
town; and if past Transportation Master Plan efforts are any indication of a timeline for
completion, staff would expect that this effort may take up to 3 years. The process will
include multiple overlapping phases including data collection and review, technical
analysis and evaluation, public input and review, initial and final recommendations, PEC
process, and Council adoption.

Spence says the Fire Department has been involved in the review.
Webb gives a presentation on the application. He thanks town staff. He says
they have been working on this over a year. He talks about the challenges of
the site. He goes through versions of the plan. He says it has been a
collaborative process to get the driveway number as low as possible.
Gillette asks about legally conforming access to the ROW .
Webb talks about conforming access, lot 826 will have it with easement
access.
Gillette asks if the turnaround was ROW or open space?
Webb says staff couldn’t classify it, but they needed a hammerhead
turnaround in that area.
Kurz asks for public input.
Perez says staff and the applicant have done a great job in trying to make
this work, and this is what a proper hardship looks like.
Gillette says that last meeting the board turned down a variance request. He
says this application has good reason for a variance but so did the
application last meeting. They shouldn’t dismiss them easily.

• 12 educational watershed stations between East Vail & Donovan Park along the bike path.
• Gabion boulder structures will serve as the bases for the display, as well as a few which are “folded”
over bridge railings/fences and free-standing sculptural elements in cutout Corten steel. Design
development from the firm Howard and Revis out of Washington, D.C. at 65%
• Next steps (budgeted for 2022): 85% design next week with final design by end of year, early 2022 bid
process for installation preparation work including compacted gravel “pull-off” areas along path,
fabrication firm Direct Embed for a June installation.
• This is the first public meeting where design has been presented outside of staff.
• Board feedback: Kathy recommends a future public forum for community input. She is also concerned
about the proximity to the recreation trail and the safety of the proposed cut steel sculptures. Susanne
recommends fully using the gabions for educational purposes and questions the aesthetics and
intentions of the sculptural elements for the installation. Visually the sculptures with the gabions in the
natural environment feels busy. She asks if they are created by an artist or fabricated? An artist versus
fabricator might be a more thoughtful approach for sculptural elements. Fabricated works do not fall
under AIPP’s purview. Continued maintenance costs and safety at the bridge locations and sculptures
should be a priority. The Board compliments the in-depth educational content of the installation.
• The presentation will go before DRB, PEC and Council before the bid process.
4. 15th Annual Vail Winterfest 2021/22 – Illuminated ice installation by Olive Moya / Alpine Ice
• Installation postponed until the 16th due to lack of snow & temperatures.
• Olive has painted 17 lanterns for display on the International Bridge along with over 100 luminarias
created by children of Children’s Garden of Learning and Vail Mind Center.
• Grand Opening December 19th – 4:30 – 6:00 p.m. International Bridge, Vail Village.

This is a three-night, four-day event, the dinners are key to showcasing the destination
It is a $75,000 Sponsorship fee plus $20,000 PR budget and hosting a dinner $5,000
Attendance? There is a waiting list, the only way they can attend is to be a sponsor

October collections are $146.3 thousand which is up 86% from 2019 and 63% up
from 2020
Year to date $3.2 million which is 16% from budget compared to 2019 total collections
are up $305,000 or 10.5%
Expense - VLMD spent $2.4million 61% of total budget

Destination Families are our primary, with destination front rangers and active
professionals
Shifting in states- Texas and California are always on top, we have seen some spikes
around Washington DC

1. 8:30 a.m.: Staff Update (15 minutes)
a. Town Manager Update on 2022 Funding
• Looking to affect long term special events for TOV and tie to sustainable
destination planning and un-silo TC funding and CSE funding.
• Will begin discussions with new town council on Special event funding
and how we want to move forward with this.
• CSE will provide a recommendation memo for TC retreat to assist with
this conversation
b. 12/7 TC Meeting- Mia will provide Town Council with the recommendation
• CSE want a timeline from TC in order to provide those event producers
more information and have the decision by March at the latest.
• Open to CSE doing a special session to ensure this gets done.
• Request a reorganization of the CSE funding worksheets based on date
to understand Q1 recommendations.
c. E&E Money is all allocated for 2022
d. Winter Allocation: Approval of funding of events through Q1 will be requested of
council based on previous allocations
2. 8:45 a.m.: Event Recap (90 Minutes)
a. Vail Symposium (Kris Sable) – In Person
• 13 of 20 upcoming plans to be in person, are currently monitoring
situation based on COVID.
• Mission is to continue to drive to the local/general public participation
• Motion to release final funding.

b. GRFA Summer Programming- Dave Dressman
• Pulled of Hot Summer Night in full along with Amp summer concerts and
a new community concert all in changing times and challenging
• 90,000 people in 2021 June - September
• 2022 – Season will be different due to roofing project/solar

and yes there is something booked for Memorial Day weekend

P otential real property acquisition by the Town; and ii) negotiations with the Vail Corporation
regarding potential development of the ‘EverVail’ site; and 2) C.R.S. §24-6-402(4)(b)(e) –have a
conference with the Town A ttorney to receive legal advice on specific legal questions; and to
determine positions, develop a negotiating strategy and instruct negotiators regarding Mountain
