VLHA 101: 2027 Strategic Housing Plan Presenter: George Ruther and Steve Lindstrom In reference to www.vailgov.com the document was summarized. It was created in 2017, addresses solutions to Vail housing challenges and is a 15 page document to be clear, concise and very specific to goal to achieve. Three part approach to 1) Goal 2) Means 3) Method Goal –airing 1,000 incremental new deed restrictions by 2027 vs. create 1000 new units; referenced graphic of how the 1,000 number was set using 2016 numbers 7709 homes, 1,753 occupied, 4,768 unoccupied o Dated in 2017: Since 2010, nearly 90% of homes for sale in Vail were sold to Unoccupied Homeowners, approximately 10% were sold to Occupied Homeowner Means – Town of Vail initially used housing mitigation funds, development impact fees and capital project dollars; since then, the local sales tax was increased to ½ of 1% which generates an additional source of revenue. o Additionally, the Town Council and the Housing Authority adopted 10 housing policies noted in Resolution No. 20, Series 2018 Method – The decision making process was refined to get the housing results we wanted to see. The new structure include: o Singular in mission and focused o Empowering and results oriented o Nimble o Adaptive within the dynamic real estate market o Consistent and predictable o Timely within Town’s development review process One of the reasons for the results have come from granting agency to the VLHA to act on the town’s behalf when it comes to a variety of housing related issues, like Vail InDEED review and approvals. This VLHA is very collaborative with local government and helps to create the results we are seeing 2022 Budget includes some funding to update the 2027 Strategic Housing Plan Progress has been made through singular residential deed restrictions but it is acknowledged that opportunities exist around larger projects like Residences at Main Vail, Timber Ridge and perhaps West Middle Creek Consider the guideline to meet employee housing for 30% of the work force and it is somewhere written in code and determine if that is the number we want to reach Consider the increase of jobs in Vail, those that exist throughout Eagle County and down valley Weigh in parking needs and reasoning behind how deed restriction opportunities in the past were missed and what could we do differently to gain more future success Discussion ensued around ways to increase housing in the Town of Vail, piloting transportation solutions, micro transportation options and addressing challenges. Action steps and opportunities discussed: o Get creative about the transportation policy and solutions o Explore parking requirement code create more space for living space, transportation vans, use of TOV transfer tax, length of DRB/PEC processes which can be cost prohibitive to developers and o Town of Vail Transfer Tax Usage – wishing it could be used to purchase housing instead of overpriced land o Consideration of off-site parking at a down valley location o Discussion of benchmarks, the why and how we got there with the 2027 Strategic Housing Plan and take a closer look at action steps to proactively set new benchmarks by backing into them o Adapting deed restrictions to fit the needs of a remote worker that offices in the county and is an area rep for an out of town company o Plan a VLHA work session around having the difficult conversation around solving and addresses the discussed issues. Looking back: o Look to the past for some of the missed opportunities to see what we can do for the future o Looking back, the Lionshead Redevelopment Master Plan – an outcome was nd a changed development review process so that we could add that 2 homeowner density but we seem reluctant to do that for permanent residents and opportunities o We have applications that don’t make it to the planning commission hearing before they get tabled because of the opposition that is happening before the application is presented Looking forward: o We don’t have a housing problem, we have a development opportunity to work with the private sector o Identify the trends, set new benchmarks, acknowledge accountability, identify the end goal o Start with a work session with VLHA and provide additional background text and data to help with the tactics to get us there o If the goal is to keep the lights on, last time around, now, we are looking to bring the 2018 value propositions to life o Lean into the ways in which we could get to the goal and The World Class Community that is Vail, through a linear framework o Considering add benchmark of housing type and mapping out the progression goal of resident housing o Use housing as the secret sauce in the community to help solve the variety of problems as the talent, recruitment and retention will follow the housing 4.2. VLHA - Town Council August 2,2022 Joint Meeting Recap Memo Presenter: Kristin Kenney Williams Productive joint session leads us to finalize a recap memo and present to the Town Council. Currently seeking any edits from VLHA to identify the action items to present and gather Town Council feedback. 4.3. VLHA and TOV Housing Communications Snapshot Presenter: Kristin Kenney Williams Follow-up to the previous VLHA meeting, and hearing from the Town Council, how can we enhance communications not only what is Housing achieving but also to prioritize reaching our contingency and work force with how they can get involved with the programs. Ideation exists but if we generally agree on buckets to get it in as a shared document with opportunities from messaging, communications and toolkits, catered to who are our audiences. Mechanics of how to maneuver through SharePoint will be provided. 5. Matters from the Chairman and Authority Members 5.1. Housing Department RESOLUTION NO. 30, SERIES 2018 A RESOLUTION ADOPTING THE 2018 TOWN OF VAIL HOUSING POLICY STATEMENTS, AND SETTING FORTH DETAILS IN REGARD THERETO WHEREAS, the Vail Town Council has adopted the vision “To Be The Premier International Mountain Resort Community”; WHEREAS, through Resolution No. 29, Series 2016, the Town Council adopted Vail Housing 2027, "A Strategic Plan for Maintaining and Sustaining Community through the Creation and Support of Resident Housing in Vail" (the "Plan"); WHEREAS, the single goal of the Plan is for “The Town of Vail to acquire 1,000 additional resident housing deed-restrictions by the year 2027; WHEREAS,according to the 2018 Town of Vail Community Surveyresults, the availability and affordability of housing is the most critical issuefacing the Vail community;and, WHEREAS, through the adoption of housing policy statements, it is the Vail Town Council’s intent to articulate the approaches the Town will take to realize its vision, achieve its housing goal, and address the most critical issue…housing…facing the Vail community. Purpose The purpose of this memorandum is to present certain lottery eligibility improvements and receive direction from the Vail Local Housing Authority and Vail Town Council regarding the ticket eligibility for community housing lotteries. This memorandum outlines the current eligibility to receive lottery tickets, challenges and makes recommendations. This action streamlines and clarifies the lottery process for both applicants and Town staff and facilitates providing housing opportunities for local resident and excellent customer service. II. Background The Town of Vail Housing department recently held two public housing lotteries on Friday July 22, 2022, for a Chamonix Vail townhome and a Pitkin Creek Park condominium. Forty-eight qualified applications were received for the Chamonix Vail townhome and eight for the Pitkin Creek Park condo. The lottery process was challenging for both applicants and town staff mainly due to the fact that the verification of required documents is ambiguous and can be subject to different interpretations. Ambiguity and uncertainty regarding interpretations creates a lack of credibility of the lottery process. Based on feedback received from many applicants and key learnings from the last community lottery process, Town staff is proposing significant improvements to the community housing lottery process, this includes: 1. Simplifying the application and making it readily available online 2. Revising the lottery ticket eligibility criteria 3. Requiring less but more specific documentation for verification 4. Clearly defining acceptable verification documentation for employees, self-employed and business owners 5. Requiring the first-time homebuyer class to be completed before applying to the lottery 6. Moving from a bingo-style drawing system to a more efficient digital drawing system 7. Enhancing the frequently asked questions document to include key learnings from recent lotteries 8. Adding an instruction section with our online application and providing post-submittal notification The Town of Vail Employee Housing Guidelines dated July 4, 2018, require completion of a homebuyer education class within six months of the resale lottery drawing date. III. Lottery Ticket Eligibility The Town of Vail currently awards a total of five tickets for public housing lotteries as follows: o One ticket for a complete application o One ticket for current Vail residents o One ticket for residents living in Vail for 5 or more years o One ticket for current employment in Vail o One ticket for 5 years or greater employment in Vail IV. Challenges The verification of the five years or greater employment and residency in Vail is an ambiguous and discretionary process that affects the credibility of the lottery and the Housing Department. Some of the documentation provided with applications could be 2 | Page Town of Vail open to more than one interpretation. This has resulted in several applicants disagreeing with the number of lottery tickets awarded to them in the most recent public lottery. A significant amount of staff time is spent answeringhome loanfinance related questions rather than lottery process and application questions. V.Suggestions from the Community This section includes lottery ticket suggestions received from applicants of the most recent community housing lottery: Issue a lottery ticket for currently living in deed-restricted housing in Vail Issue a lottery ticket for currently owing real estate in Vail Issue a lottery ticket for not owning real estate in Vail Not allowing current homeowners, deed restricted or otherwise, to apply to the lottery VI. Recommendations Include only lottery ticket criteria that is clear, precise, and can be quickly and easily verifiable without a doubt. Have a total of three lottery tickets awarded for each community lottery, including the following: o One ticket for a complete application Verification: An online application will be created in Laserfiche Forms in a way that the application could not be submitted to staff if not 100% complete o One ticket for current Vail residents Verification: For renters, lease agreement (current and fully executed) or notarized landlord affidavit For homeowners, Eagle County property record card o One ticket for current employment in Vail Verification: For W-2 employees, most recent paystub showing name of Vail employer and proof of 30+ worked hours a week or 60+ hours in a 2-week period 3 | Page Town of Vail For business owners, we will require the business Certificate of Fact of Good Standing, a notarized affidavit stating average number of hours worked in a weekand physical presence in Vail Require the homebuyer class to be completed before applying to the community lottery. VII. Direction and Decision Making Do you agree with the recommendations? What is the intended demographic to be served?
