Citizen Participation No comments. 3. Approval of Minutes 3.1. VLHA January 10, 2023 Minutes Kristen Kenny Williams made a motion to Approve; Craig Denton seconded the motion Passed (3 - 0). 4. Main Agenda 4.1. Potential VBR/Vail Housing Authority Partnership Presenter(s): Mike Seguin, Chair, Vail Board of REALTORS, REALTOR with Engel & Volkers and Amy Reid, Association Executive Vail Board of REALTORS Amy Reid and Mike Seguin joined from the Vail Board of Realtors. They provided a presentation describing VBR and who they are, their beliefs, ideas through community advocacy, and the desire to advance the needs in the community. Vail Local Housing Authority Meeting Minutes of January 24, 2023 1 VBR is prioritizing community partnerships. Of the 800 members, 200 affiliate members (mortgage lenders, inspectors, service providers). They are also part of a federation of associations with nearly 1.5 million members. More than 600 members that live and work here in Eagle County. This group not only impacts these members as locals but it also impacts their business, clientele and the services that are being sold. Key insight that came from VBR related to their wheelhouse and desire is not only advocacy through funding knowledge, desire to help with rezoning and changes in the entitlement process. They believe in safe, secure housing in areas where they work via home ownership and rental options. Their public relations, member education and event support area, advocacy research locally, state-wide and national level. Action ideas include coordinated messaging campaign, make REALTORS housing advocates, educate our members on housing needs through deed restriction guidance, classes and events. Exploring research, polling, grants, calls for action and financial options related to community impact. and Mike is happy to come back to the Authority to provide a recap of the meeting. Steve Lindstrom spoke to the background of the Vail Local Housing Authority, its formation and the boundaries. VLHA sees the VBR as a large resource in many ways, including the opportunity to disseminate information that would be helpful to the community. He touched on the green housing measures, economic, environmental and community focus from local residential housing. Resident housing has become a key focus and the door is open to work with VBR. Conversation ensued around the strength in partnership. Denton zoned in on the opportunity for VBR to assist with seeking grant and funding and is all for partnering with VBR to assist and have a voice with speeding up the zoning process. Seguin will attending a Western Resort Alliance meeting in March and is happy to share outcomes at a future VLHA meeting. VBR has a monthly board member meeting which is approximately 13 members. The additional meetings include a general membership meeting twice a year and managing broker meeting twice a year. The Town of Vail Housing Department does have interest in presenting at any future meetings. VBR resources to tap into related to homebuyer programs are also of interest for short term next steps. VLHA would like to partner on a few homebuyer classes in 2023. Kristen Kenny Williams made a motion exit regular session and move to Executive Session; Craig Denton seconded the motion (3 - 0). 4.2. Executive Session per C.R.S. §24-6-402(4)(a)(e) - to discuss the purchase, acquisition, lease, transfer or sale of real, personal or other property interests and to determine positions relative to matters that may be subject to negotiations regarding: Vail InDEED applications and deed restrictions.
