International Building Code, 2003 International Residential Code, 2003 International Mechanical
Code, 2003 International Fuel Gas Code, 2003 International Plumbing Code and 2002 National
Electrical Code as modified and adopted by the Town of Vail.
The following comments will need to be addressed prior to issuance_ of a building permit;
For processing:
• Please submit two complete sets of revised construction documents containing the requested
information with all plan revision items clouded or otherwise identified.
• Please respond in writing to each comment by marking the attached list or creating a response
letter. Indicate which plan sheet, detail, specification, or calculation shows the requested
information. Please send revisions to the attention of the plans examiner with the building
permit application number noted.
• Please be sure to include on the resubmittal the engineer's or architect's "wet" stamp, signature,
registration number and date on the cover page of any structural calculations all structural
details and structural sheets of the plans For commercial or multi - family projects all sheets of
the plans must be stamped.
1 An asbestos test and report is required for remodel or addition projects that will disturb more than
160 s.f. of material per TOV ordinance.
Architectural Comments:
2 Amend plans to specify type of construction (V -A) and occupancy type (R -2) for the building per IBC
2003.
3 Include plan details and elevations for the area of remodel at the unit 40 greenhouse.
4 Amend plans to include a complete wall assembly with UL or other 1 hour fire resistive listing and
STC of 50 for the new dwelling unit separation wall between unit 39 and unit 40. Sheet A2.0. IBC
708.1 and 1207.
5 Amend all interior and exterior bearing walls to provide 1 hour wall types with UL or other fire
resistive listing per IBC table 601 (V -A construction). Clearly reference details on the plans.
6 Amend all new floor /ceiling and roof /ceiling to provide 1 hour assemblies with UL or other fire
resistive listing per IBC table 601 (V -A construction). Clearly reference details on the plans.
7 Show crawl space venting for the new unit 39 crawl space area.
8 Provide guard details at new deck. Guards are required at unenclosed floor openings, landings,
balconies or porches which are more than 30" above grade or floor below. Specify minimum 42"
height and openings that a 4" sphere cannot pass through.
9 Revise ceiling height in master bedroom unit 39 to a minimum of 7' -6 ". IBC 1208.2

Item # 17 : The foundation and framing are aligned to satisfy three separate conditions. 1 is to
provide 1 -1/2" furring to cover the foundation wall in unit 39. 2 is to align the inside of the furring
in unit 39 with a 5 -1/2" exterior wall beyond in unit 39. 3 is to align the wall with the existing wall
in the master bath of unit 40. The gap between the two separation walls is the variable for existing
construction conditions. Further, any discrepancy within Unit 40 will be covered up with interior
framing at the tub and shower. I feel confident that this is what needs to happen.

ASBESTOS INSPECTION REPORT
Cold Stream Condominiums, Exterior Siding, 1478 Westhaven Dr., Vail CO
1.01 EXECUTIVE SUMMARY:
The construction specific survey on exterior siding for asbestos containing materials (ACM)
was conducted in general accordance with the guidelines of the Asbestos Hazard Emergency
Response Act AHERA 40 CFR Part 763 and the Occupational Safety and Health
Administration (OSHA) 29 CFR 1926.1101. A visual and tactile inspection of suspect ACM
was performed. A minimum of three bulk samples were collected randomly of each suspect
ACM. The Environmental Protection Agency (EPA) and the Colorado department of Public
Health and Environment (CDPHE) recognize material that contains greater than one- percent
asbestos to be ACM.
Laboratory analysis in this survey detected no ACM in the materials sampled:

1.06 EXCLUSION STATEMENTS:
EEM Consulting, Inc., warrants that the findings contained herein have been with the
level of care and skill exercised by experienced and knowledgeable environmental
consultant who is licensed or otherwise trained to perform asbestos inspections pursuant
to the scope of work required on this project.
The asbestos inspection included inspection of accessible materials. EEM Consulting,
Inc. did not dismantle any part of the structure to survey inaccessible areas. For the
purpose of this warrant, inaccessible is defined as areas of the building that could not be
tested (sampled) without destruction of the structure or a portion of the structure. In the
event that access to a portion of the building was not obtained (which otherwise would
have been tested), such limitations are specifically identified in Section 1.08.
1.07 SAMPLING RATIONAL/INVESTIGATION METHODOLOGY:
Sample locations were selected in a random manner. A minimum of, three samples were
collected of each homogeneous material identified as suspect ACM in accordance with
AHERA 40 CFR 763 sampling protocol.
The following suspect building materials were sampled for asbestos content.
• Vapor barrier paper between siding and wall structure
• Exterior gypsum board

Samples collected by EEM Consulting, Inc. were analyzed at the following AIHA and
NVLAP accredited laboratory:
• Reservoirs Environmental, Inc., 2059 Bryant Street, Denver, Colorado and
analyzed by Polarized Light Microscopy (PLM) in compliance with USEPA
guidelines (EPA /600 /R- 93/116).
1.08 INACCESSIBLE AREAS:
Reasonable efforts were made to locate and inspect concealed areas in accordance with
40 CFR 763. Only the areas and the materials listed were inspected as part of this
inspection.

Reservoirs Environmental, Inc. has analyzed the following samples for asbestos content as per your
request. The analysis has been completed in general accordance with the appropriate methodology as
stated in the attached analysis table. The results have been submitted to your office.
RES 114848 -1 is the job number assigned to this study. This report is considered highly confidential
and the sole property of the customer. Reservoirs Environmental, Inc. will not discuss any part of this study
with personnel other than those of the client. The results described in this report only apply to the samples
analyzed. This report must not be used to claim endorsement of products or analytical results by NVLAP or
any agency of the U.S. Government. This report shall not be reproduced except in full, without written
