Village Loading and Delivery
LOW SPEED ELECTRIC VEHICLE (LSEV)
●1973 Pedestrian Mall Act that provided a framework for a
pedestrian Village and last mile electric vehicles carts.
●Mid 2000s Town and Developers created loading docks
to affect this vision (Mountain Plaza, Arrabelle, Vail
Village, Solaris)
●The E-delivery program started full implementation on
October 1st, 2022.
●The program is operating by 106 West with seven electric
carts and 10 personnel.
○9 dock workers and 1 dock manager
○Additional personnel are hired for the holidays.
●We issued 55 dock permits for the 22/23 season
(October 1st to September 30th).
○The second year of dock permits were just issued.
47 companies renewed permits.

●Some large freight have interlined with 106
West in Eagle Vail.
●In October we began restricting access to
HVCC’s into the Village Core. This has always
been the plan since the inception of the
program. We waited until the program was
established and our contractor could handle
the volume. This has resulted in legal action
from the Colorado Motor Carriers
Association.

Plastic Pollution Reduction Act
January 1, 2023: Plastic and Paper Bag Fee
HB21-1162 - Plastic Pollution Reduction Act was signed into law by the state legislature July 2021
$0.25 fee on all plastic and paper bags
Retailer keeps $0.15 per bag to implement the program
Vail to receive $0.10 per bag implement program, enforce law, fund recycling, composting, waste
diversion programs, and education
Affects all grocers and retailers in Vail
Does not apply to customers with federal or state food assistance programs or customers
that bring their own bags

January 1, 2024: Plastic Bag Ban
Ban on plastic carryout bags goes into effect.
Affects all grocers and retailers with no exemptions in Vail
Stores can use up any remaining stock of bags until June 1, 2024 if
purchased before Jan. 1, 2024. Bag fee still applies.

Affects all food restaurants, grocery stores and schools
Retail food establishments can use polystyrene containers
purchased by Jan. 1, 2024 until gone

Pre-emption on Plastic Bans Lifted
Beginning July. 1, 2024 – municipalities and counties can enact, implement and enforce more
stringent laws
Local governments can enact and enforce laws that prohibit, restrict or mandate the use or sale of
plastic materials, containers, packaging or labeling
Exempts packaging for medical products
Business Compost Pilot Program

37% of waste entering the Eagle County Landfill is organic material (food and yard waste)
that could be composted
Businesses are eligible for up to $2,000 in rebates for developing a compost program
Rebates cover the following:
○infrastructure, including compost bins and/or compost hauling containers
○training
○educational materials
○compostable serviceware
○hauling fees
○signage
○zero waste services

1.Increase the existing fee to $0.30/bag and split between municipality and businesses
2.Remit fee monthly via Muni-Rev system
3.Closing the loophole to include all retailers and restaurants

EARLY SEASON ACTIVATION
EARLY SEASON CONCERTS
Apres comes alive over the Thanksgiving weekend with live
music on the International Bridge. Friday will focus on local live
music. Saturday will bring DJ’s to stage to dance into the
weekend. Sunday will be acoustic sets by regional artists.
On Monday, the party is for the people of the valley. Locals and
employees will be dancing to Dueling Pianos, with food, drink
and raffles for the people who make this town go ‘round.
