Vail Village Streetscape Improvements: Checkpoint Charlie Considerations
Overview:
Identified in both the 1991 Streetscape Master Plan and the 2003 Village Core Amendment, Checkpoint
Charlie, situated at the intersection of Gore Creek Drive and Willow Bridge Road, presents numerous
traffic circulation and pedestrian challenges. The Streetscape Master Plan and subsequent Amendment
recommends the relocation of the Checkpoint Charlie traffic management functions south to reduce the
pedestrian / vehicular conflicts within the pedestrian dominated Village Core. In addition, the 2003
Amendment identified the current Checkpoint Charlie location as an opportunity for an architectural
landmark that could become a focal point for the Village Core providing an opportunity to create strong
visual connections to Bridge Street and Meadow Drive.
With the development of the Vail Resort's Front Door project (specifically the loading and delivery
bays provided at the base of the mountain), the Town expects a significant reduction of loading and
delivery traffic in the Village Core. In addition, intersection modifications and improved signage at the
juncture of Willow Place and Willow Bridge Road (adjacent to the Lodge at Vail entrance) are intended
to redirect incidental traffic toward Vail Road and away from the pedestrian core. These aspects are
expected to reduce the volume of vehicular traffic at Checkpoint Charlie and consequently minimize
vehicular/pedestrian conflicts.
In Fall 2006, the Town completed streetscape improvements along West Gore Creek Drive and Willow
Bridge Road. While currently maintaining the existing Checkpoint building and spruce tree, the
streetscape improvements, have been implemented in such a manner to accommodate a redesign of
Checkpoint Charlie. At this time, no specific proposal for the future of Checkpoint Charlie has been
formally designed or recommended to the Town Council for consideration.
Key Design Considerations:
During the Village streetscape planning process, a number of pros and cons related to the relocation of
Checkpoint Charlie have been formulated focusing primarily on traffic management, information
services, special events, and visual connections. Based on the pros/cons analysis, several key
considerations for the future of Checkpoint Charlie have arisen including:
• Importance of a strong visual connection to/from Meadow Drive and Bridge Street
An iconic/architectural element creating a visual hinge point between the Vail Village and
Meadow Drive will catch create a visual draw for on Gore Creek Drive and Willow Bridge
Road reinforcing the link between the Village area and East Meadow Drive. The existing
spruce tree is located in the ideal line of sight from either direction, but lacks the visual draw to
create the connection.
• Opportunities for special events
Does Checkpoint Charlie serve as a significant venue for larger scale concerts and special
events (such as Street Beat)? The current planning of Solaris on Meadow Drive seeks to
address the need for large-scale events in the Village; in addition, the Front Door plaza
improvements present additional opportunities.

• Opportunities for gathering
With an incredible view of the Gore Range, Checkpoint Charlie offers an unrealized
opportunity for an informal gathering area. Elements such as sun, shade, water, and warmth to
make the area enjoyable for people and provide a seasonal interest can be incorporated easily.
Future role of police/human presence for traffic management, public safety concerns, and
general information.
Through the police/code enforcement officers, Checkpoint Charlie provides an important
Town human presence in the Village. While traffic management approaches further south may
address vehicular circulation issues, pedestrian information and police presence helps to serve
the public interest. The future of Checkpoint Charlie needs to consider the impacts of this
presence within the Village. In addition, the traffic management policies associated with the
loading and delivery operations of the Front Door need to be assessed in regards to the impacts
on Checkpoint Charlie.
Next Steps:
A few key next steps to proceed with the future of Checkpoint Charlie are outlined below:
• Determine what policies need to be implemented in regards to public safety, traffic
management, and information services for the Village and Front Door loading and delivery
areas and incidental vehicular traffic.
• Clarify the developer agreement/financial responsibilities between Vail Resort's and the Town
regarding Checkpoint Charlie.
• Determine the specific programmatic objectives responding to the above considerations.
