International Building Code, 2003 International Residential Code, 2003 International Mechanical
Code, 2003 International Fuel Gas Code, 2003 International Plumbing Code, 2003 International
Energy Conservation Code and 2002 National Electrical Code as modified and adopted by the Town of
Vail.

• Please respond in writina to each comment by marking the attached list or creatinq a response
letter. Indicate which plan sheet, detail, specification, or calculation shows the requested
information. Please send revisions to the attention of the plans examiner with the buildinq
permit application number noted.
• Please be sure to include on the resubmittal the engineer's or architect's "wet"stamp, signature,
registration number and date on the cover page of any structural calculations, all structural
details and structural sheets of the plans. For commercial or multi-familypro�ects all sheets of
the qlans must be stam�ed.

An application is in progress between VRDC and ToV as requested.
2 An asbestos test and report is required per TOV ordinance.
The asbestos test and report was submitted to the ToV under the original Vail's Front Door Permit application.

maintained and is not negatively impacted by the change from two 3'-0"doors to one 3'-0"door(exit capacity
of 3'-0"door = 200 Occupants).

� PUBLIC WORKS AND THE PUBLIC WAY PERMIT PROCESS
����� � How it relates to Building Permits:
➢ Fill out the attached check list with the Building Permit Application.
If yes was answered to any of the questions then a"Public Way"permit is required. You can pick up an
application at either Community Development, located at 75 South Frontage Road or Public Works, located at
1309 Elkhorn Drive.
➢ Notice sign-offs for utility companies. ALL utilities must field verify (locate) respective utilities prior to signing
application. Some utility companies require up to 48 hours notice to schedule a locate.
➢ A construction trafFic control/staging plan must be prepared on a separate sheet of paper. An approved site plan
may also be used. This plan will show locations of all trafFic control devices (signs, cones, etc.) and the work
zone, (area of construction, staging, etc.). This plan will expire on November 1� and will need to be resubmitted
for consideration for approval through the winter. Be aware that your resubmission for winter may be denied
depending on the location of construction.
➢ Sketch of work being perFormed must be submitted indicating dimensions (length, width and depth of work).
This may be drawn on the traffic control plan or a site plan for the job.
➢ Submit completed application to the Public Works office for review. If required, locates will be scheduled for the
Town of Vail electricians and irrigation crew. The locates take place in the morning, but may require up to 48
hours to perform.
➢ The Public Works Construction Inspector will review the application and approve or deny the permit. You will be
contacted as to the status and any requirements that may be needed. Most permits are released 48 hours of
being received, but please allow up td one (1) week to process.
➢ As soon as the permit is approved, the Building Department will be notified, allowing the"Building Permit"to be
released. Please do not confuse the"Public Way Permit"with the"Building Permit".
➢ NOTE: The above process is for work in a public way ONLY. Public Way Permits are valid only until
November 15th. A new Public Way Permit i� required each year if work is not complete. Re-
application each Nover�ber 15"' does not mean an automatic renewal.

CODE 5-2-10: DEPOSITS ON PUBLIC WAYS PROHIBITED
❑ UnlawFul deposits: Subject to subsection C thereof, it is unlawful for any person to litter, track or deposit, or cause to
be littered, tracked or deposited, sand, gra'vel, rocks, mud, dirt, snow, ice, or any other debris or meterial upon any
street, sidewalk, alley or public place, or any portion thereof.
❑ Notice; Abatement: The Director of Public Works may notify and require any person who violates or causes another
to violate the provision of subsection A hereof, or who has in the Director's employment a person who violates or
causes another to violate the same, top remove such sand, gravel, rocks, mud, dirt, snow, ice or any other debris or
material within twenty four (24) hours after receipt of said notice by the Director of Public Works. In the event the
person so notified does not comply with the notice within the period of time herein specified, the Director of Public
Works, or other authorized agent, may cause any such sand, gravel, rocks, mud, dirt, snow, ice, debris or any other
material to be removed from any street or alley at the expense of the notified.
v Summons and Penalty: As an alternative to the notice for removal provided in subsection B above, any person
who violates or causes another to violate the same, may be issued a summons to appear before the Municipal Court of
the Town for said violations, and upon being found guilty of a violation hereunder be punished as provided in Section
1-4-1 of this code.
❑ Notice and Penalty: It is unlawful for any person to fail or refuse to comply with the notice of the Director of Public
Works as provided in subsection B hereof, and any such person shall, in addition to payment of the expense of removal
incurred by the Director of Public Works, as provided in subsection B hereof, upon being found guilty of a violation
hereunder, be punishable as provided in Section 1-4-1 of this Code. (1997 Code: Ordinance 6 (1979).

removed or cause it to be removed and placed in storage in the nearest garage or other place of safety designated or

Based on the field inspection with the design team and Mike McGee,Fire Marshal for the Town of Vail
Fire Department on March 6,2006, deficiencies and improvements related to the fire protection and life
safety of the existing buildings surrounding Vail Front Door were identified.Those issues are again
identified in the Apri13,2006 Life Safety Report.
Attached are shop drawin�s than include the reconfiguration of the North and South Valve Assembly.
This is bein�submitted to the Town of Vail Fire Department for your review and approval.As vou are
aware the urgency of this approval is based on the street improvements and makin�the North Valve
Assemblv modifications on May 8-9, 2006.
The purpose of this letter is specifically related to the modifications and improvements to the fire
protection systems at the Lodge at Vail.It is my understanding that based on our meeting on Apri126,
2006 in your office that the current fire protection permits at the Lodge at Vail have expired and that the
TOV Fire Department will be issuing a new fire protection permit for these submitted modifications.
After the completion of these improvements it is my understanding that the TOV Fire Deparhnent will
require the of The Lodge at Vail to provide an inspection,testing and recertification of the existing fire
alarm and fire protection systems.
It is not the intent of this submittal to ag in approval or modifv any of the final fire protection drawin�s or
the currently approved submitta�rocess.A complete submittal of the building fire alarm and fire
protection will be provided for review and approval bv the fire department.The proposed modifications
below are either equal to or improving the current fire alarm and fire protection systems and should be
considered as such.
Fire Protection System Modifications
The existing fire sprinkler system is currently designed to operate with a marginal safety factor of just
over 10%.TOV Fire Depaitment requested that BCER evaluate the existing condition and consider the
addition of a new 8-inch water line to the Gore Creek Road. Currently water system improvements are
being made to the Lodge at Vail in Gore Creek Road. The TOV Fire Deparhnent requested BCER and
Vail Resorts to consider upsizing the existing fire line to a new 8-inch water line.Vail Resorts has
directed the design team and contractor to proceed with this modification.The existing fire main piping
entering the North Wing is 35-year-old system made of cast iron. The line will be replaced and upsized to
8-inch to provide the improved fire flow. A new 8-inch fire line connection with new valves and reduced
pressure backflow prevention device is being added based on the submittal of the attached drawings.

interconnection can be maintained independently. The addition of this isolation valve will permit either
water line connection to be interpreted during future improvements while modifications are being made to
the system.
The contractor through the sub-contractor has prepared the attached shop drawings and construction
sequencing for the modifications to the fire protection svstem. BCER would like to add that the
interruption of services would be minimal.It is the anticipated that the North Valve Assembly
modifications will take no more than 8 hours(2 hours for drainin t� he system,4 hours for the
reconnection and 2 hours to refill the svstem). This work will be done during the normal workdav from
7:30am—4 pm.
These drawings and construction sequencin�have been reviewed and approved by BCER Engineerin�for

Fire Protection
Dear Sirs:
The existing fire protection for this facility consists in part of a 6"valve assembly located
in the parking garage on the north side of the building (North Valve Assembly) and a
i second 6" valve assembly located in a basement mechanical room on the south end of the
� building(South Valve Assembly).
�
The two valve assemblies are interconnected by a 4" bulk main running within a tunnel.
There are 4 fire department connections interconnected serving manual Class I and
Class II wet standpipes.
Prior to a remodel and expansion to the Lodge at Vail, Fire Protection, Inc. has been
� selected to replace the North and South Valve Assemblies as follows:
North Valve Assembly
A new 8" water supply will be brought into the existing parking structure adjacent to the
� existing 6"valve assembly. Once the new 8" fire line has been tested and flushed, Fire
Protection, Inc. will connect it to a new 8"reduced pressure backflow preventer. It will
take two men one day to complete this work. On another date to coincide with work on
the South Valve Assembly, the water supply to the existing 6"valve assembly will be
, shut off, all control valves to the standpipes will be shut down,the existing 6" valve
jl assembly will be dismantled and the new 8"valve assembly will be connected to the
standpipe and sprinkler zones on the north end of the building. It will take two men one
day to connect the new 8"water supply to the existing systems. The building will be
without automatic fire protection for up to 8 hours.
South Valve Assembly
The existing 6" South Valve Assembly will be removed completely to permit demolition
and new construction to occur at the south end of the Lodge at Vail. Prior to demolition
i of the existing valve assembly, Fire Protection, Inc. will install a new temporary 6"valve

, assembly with a 4" fire department connection in the Movement Studio. In addition,
� 6" bulk pipe will be run through an existing tunnel and then vertically to the ceiling of the
first floor at a point of connection to the bulk pipe from the existing South Valve
�'i Assembly at grid line R.7 and 6'-0" east of grid line 12.9. It will take 2 men 5 days to
! perform the work to this point. At a date to coincide with the shutdown of the North
' Valve Assembly,the south system will be shut down, drained, disconnected from the
; bulk pipe at the location identified above and the new temporary valve assembly will be
� connected.
; The shut down of the South Valve Assembly and reconnect to the new temporary valve
I assembly will require 2 men for 8 hours each and will occur the same day the North
�I assembly is revised so that the building is not without fire protection for more than eight
( hours.
At a later date as construction permits, a new 8" valve assembly will replace the
I
temporary 6" valve assembly.
