Reference the attached Project Schedule representing a start date of May 30, 2006. A. The construction schedule is based on Monday through Friday 7:OOAM to 5:30 PM and Saturdays 7:00 AM to 4:30 PM B. The 2006 Vail Village / Lionshead Village Construction Hours Information Handout for holiday hours is incorporated into the Project Schedule. C. Hyder Construction will provide weekly schedule updates to the Town of Vail. D. Hyder Construction will continue to attend the weekly TOV coordination meetings to update the progress of the project and its impacts upon adjacent properties. II. Attached are three (3) separate site access and staging plans A. Site Access and Staging Plan #1 represents the work period of May 22, 2006 through October 31, 2006. 1. Plan #1 is intended to work concurrently with the previously approved Site Access and Staging plan for the spring utility work in the Public Right of Way. This work is operating under a separate Right of Way Permit. The previously agreed upon Vail Merchant Delivery Zone will be maintained until road closures are no longer required. Currently the last road closure is scheduled to be completed on June 10, 2006. 2. During this period the site will be accessed from Vail Road on the west and from the east via Vail Valley Drive through the Gold Peak area. i. Reference MHT #2 for the traffic control plan for Vail Road. ii. Pending the Town of Vail's approval the bus stop at the Gold Peak Children's Center will be relocated to the Gold Peak turn out. iv. A fence will be installed at Gold Peak to separate construction activities from the public. Vail Resorts intends on using the Vista Bahn ski lift and surrounding ski yard for limited summer activities. i. Hikers will be allowed in the area adjacent to the construction activity per the signage and fencing requirements shown on Plan #1. ii. Bikers will not be allowed in the area and will be blocked at Rock Ledge Road. A map will be installed in the Vista Bahn plaza directing bikers through the town to get access to the mountain. iii. The ski yard will be separated from the construction site by an 8' tall painted plywood fence. B. Site Access and Staging Plan #2 represents the work period of November 1, 2006 through April 22, 2007. 1. During this period the site will be accessed from Vail Road only. i. Reference MHT #2 for the traffic control plan for Vail Road. ii. The bus stop will be re-established at the Gold Peak Children's Center. iii. The access road to the east will be restored to its current condition and all storm water management BMP's will be removed. 2. Vail Resorts intends on using the Vista Bahn ski lift, surrounding ski yard and ski runs for their standard winter program. i. The ski yard will be separated from the construction site by an 8' tall painted plywood fence. ii. Skier signage will be managed by Vail Resorts. C. Site Access and Staging Plan 43 represents the work period of April 23, 2007 through October 31, 2007 1. During this period the site will be accessed from both Vail Road and from the east via Vail Valley Drive through the Gold Peak area. i. Reference MHT #I for the traffic control plan for Vail Road. ii. Reference MHT #2 for the traffic control plan for the Gold Peak Children's Center. iii. Reference MHT #3 for the traffic control plan for access to One Vail Place. iv. Pending the Town of Vail's approval the bus stop at the Gold Peak Children's Center will be relocated to the Gold Peak turn out. 2. Vail Resorts will close the Vista Bahn ski lift and surrounding area for the relocation of the lift and the associated utility and grading work. 3. The pedestrian streetscape work around One Vail Place, the Hill Building and Bridge Street Lodge will be performed in three separate phases as depicted on Plan #3. D. Work occurring after October 31, 2007 will be performed under a separate site access and staging plan similar to Plan #2. This plan will be submitted to The Town of Vail by September 15, 2007. III. Access to and from the site will be managed from a check point at the delivery zone on Vail Road. A. The construction access trailers will be located at the south side of the site. Visitors to the construction trailers will be directed to access from Bridge Street. B. A temporary Knox box will be located at the delivery check point to provide keyed access to any area of the site in case of emergency. IV. The site will be surrounded by either a 6'-0" chain link fence with two layers of green fabric depicted in red on the attached access and staging plans. The areas of the site that are subject to high pedestrian traffic will be surrounded by an 8'-0" high painted wood fence depicted in green on the attached access and staging plans. All fencing will be installed to withstand winds of 80 miles per hour. Snow adjacent to the plywood fencing will be managed to maintain a clear height of 6'-0" for the safety of the public. V. An emergency egress plan by 42/40 Architecture showing egress patterns from affected areas of the South Lodge Tower, the Lodge at Vail and the lower level of One Vail Place is attached. VI. Signage will be placed along Vail Road to direct pedestrian access to the Vista Bahn ski lift via Gore Creek Drive to Bridge Street in both the summer and winter seasons. VII. Vail Resorts will install a pedestrian barrier in both the summer and winter modes to increase the separation between pedestrian traffic and construction activities on the mountain. The Vail Resorts barrier is shown in blue on the attached access and staging plans. VIII. Homeowners and merchants in the surrounding areas will be provided with notice of the construction site access and staging plan once the plan has been approved by the Town of Vail. IX. Temporary task lighting within the construction site will be provided to meet OSHA standards and will comply with The Town of Vail lighting discharge requirements. X. Two tower cranes will be erected on the site. The tower cranes will be erected so as to allow 20' of clearance under the crane hook above the highest projection around the site. No crane pick will be allowed over occupied areas or buildings. A. Aviation beacon lights will be mounted at the tops of each tower crane. B. Two emergency drop zones are shown on Access and Staging Plan #1 and #2. These may be utilized in the event of an emergency to evacuate an injured person from within limits of construction. C. Mobilization and removal dates for the tower cranes are shown on the attached schedule. XI. Concrete truck and concrete pump wash out will be allowed only in designated areas within the limits of construction. Prior to completion of the project these wash out areas will be remediated. XII. Mill Creek Circle will not be used for construction access at any time. XIII. A detailed SWMP is attached for reference. A. Copies of the SWMP and construction dewatering discharge permits have been provided under separate cover. B. Street sweeping will be provided at both the Vail Road and Vail Valley Drive access points as required to minimize dust and vehicle tracking. C. Dust within the site and on the Gold Peak access road will be mitigated with the use of water trucks. Magnesium Chloride may be used on the Gold Peak access road if required. . XIV. Snow removal from the material delivery zone and from within the site will be hauled to an off site stockpile area. Vehicle tracking at the material delivery zone will be managed with gravel and/or de-icing compound to maintain safe access points. XV. All construction personnel parking will be managed offsite. A. During the summer building season the Village parking garage will be utilized. B. During the winter building season a remote parking area and buses will be utilized. Currently the remote parking area is planned to be near Gypsum. Details for the parking area will be provided once they are available. XVI. The interior and exterior renovation of the South Lodge Tower is scheduled to run concurrent with the summer 2006 building season. A. Modifications to the east stair tower are required to avoid construction. An emergency egress plan by 42/40 Architecture dated May 4, 2005 is attached. B.
