Plans: ■ Temporary Emergency Exit Plans Sheets CEP01 through CEP07 These documents were reviewed only for their conformance to the provisions of the 2003 International Building Code. Colorado Inspection Agency finds the documents submitted to be complete for construction and ready for issuance with the following conditions of approval. Conditions of Approval: 1) Exit signs, emergency lighting and exit discharge shall be inspected and approved by the Building Department and the Fire Department prior to the use of the exit system. A $600.00 plan review fee is due. This is for 10 hour of plan review including field visits. May 4, 2007 John Plano, ICC Plans Examiner Colorado Inspection Agency Re: BCER Engineering Response - Building Code Plan Review Comments - Vail Front Door and Lodge at Vail Emergency Egress Construction Submittal - May 2, 2007 CIA Review Comments This correspondence is attached to the resubmitted plans for Egress of the Lodge at Vail during the summer of 2007. The drawings are a new submittal and are now full size and scalable as requested. For clarity I've reproduced your comments below with BCER Engineering responses included with each comment in italics. This review is based on IBC Chapter 33. A temporary means of egress is being proposed while under construction per IBC 3310.2 exception. IBC 3302.1 states: 3302.1 Remodeling and additions. Required exits, existing structural elements, fire protection devices and sanitary safeguards shall be maintained at all times during remodeling, alterations, repairs or additions to any building or structure. Exceptions: 1. When such required elements or devices are being remodeled, altered or repaired, adequate substitute provisions shall be made. 2. When the existing building is not occupied. If exception #1 cannot be maintained exception #2 will be enforced. 9.90 It is our intent to provide a safe environment for the occupants of the Lodge at Vail during this F E C \ construction from the date of your approval of our submittal through August 31, 2007. The fire sprinkler and fire alarm systems in the existing occupied areas will be operational at all times during this ELLI construction. Should the systems be taken out of service due to modifications during construction the 547 contractor (Ryder Construction) will follow all out of service notification procedures established by the Town of Vail Fire Department. Additionally all existing emergency exit, exit signs and emergency lighting `<1 ~ will be maintained operational. The contractor with our guidance will locate temporary signage directing ARC) NP occupants in accordance with the approve Construction Egress Plan. We would then request afield inspection by CIA and the Town of Vail Building and Fire Department to confirm locations of egress signage. The plans submitted are indicating 2 phases; the second phase ends Aug. 31" 2007. What is the plan at that point? After August 31, 2007 the permanent stair will be in place. The stair enclosure after August 31, 2007 will have access at grade and access to the new stair that leads to the Plaza by One Vail Place. 2 Provide an egress plan to a standard scale. (IBC 106) Attached are scaled drawings for the Lodge at Vail. Label all rooms, previous use and new temporary use. Indicate how long those uses are proposed. (IBC 106) The attached drawings indicate previous and new temporary use for the assembly/meeting rooms on the lower level. All other areas are assumed to maintain their current use. These rooms on a temporary basis as previously approved are being used for assembly well below the current permitted occupant load. Two of the rooms are being used for either office with hotel support storage or hotel support storage. These rooms are identified on the re-submittal. 4 Clearly show the occupant load for all spaces. (IBC 106) Occupant loads in the rooms impacted by the egress during construction this summer have been put on the re-submittal. 5 Show the common path of travel from all effected spaces. (IBC 106 and 1013.3) The attached plans indicate the common path of travel from all areas being considered for occupancy during the summer construction. Of particular interest is the common path of travel from Meeting Room A. The common path of travel in this assembly occupancy is approximately 90 feet to the existing stair that leads to the discharge level above or occupants can continue down the corridor and exit out the main lobby. However, it is important to note that the egress from Meeting Room A enters a 2-hour stair enclosure approximately 50 feet from the furthest corner of Meeting Room A. There also is exit capability from Meeting Room into Meeting Room Bllocated approximately 113 the diagonal distance of the Meeting Room A. This exit discharges through Meeting Room BI and into the corridor. That corridor discharges into either the 2-hour enclosure or through the corridor and out the hotel lobby. Even though this common path of travel exceeds the 75 feet permitted by the IBC as noted at approximately 50 feet, the limited occupant load of 49 would either be in the adjoining meeting room or into a stair enclosure. 6 Show total travel distance from the most remote point, affected by the exiting change, to the entrance of an exit or exit discharge. (IBC Table 1015.1) The attached plans indicate the travel distances from all areas being considered in this submittal. The most remote location is on the 5`h Level (midpoint). This travel distance is measured from the condo/room down the corridor into the stair enclosure down to the 4`h Level where the occupants re-enter the 4`h Level corridor into the stair enclosure located midpoint in the International Wing. That travel distance to the stair enclosure is 228+1- feet and 254 feet to the exterior. 7 Show exit discharge on the plans for all exits and access to the public way. All exits from the Lodge discharge to the exterior. None of the exits are being modified from the current exit discharge to the exterior. We have made the assumption that all existing exits although they may not discharge to a public are approved as an existing condition. This analysis would require significant research to determine where defined public ways exist around the Lodge. Provide emergency lighting and exit signage plan. (IBC 106) Existing emergency lighting and exit signage will be maintained in all areas related to this submittal. The contractor will add temporary directional egress signage to direct the occupants from the areas of concern to the stair enclosures and exterior of the building. With approval of this submittal the temporary directional egress signage will be placed with BCER input throughout the building just prior to inspection by the building and fire department as needed. The door from the exit enclosure may have to be changed to swing in the direction of travel if it serves more than 50 occupants. Cannot verify swing without the occupant load indicated on the plans. (IBC 1008.1.2) BCER evaluated the occupant load for 1/i of the 5`h Level. The occupant load is 36 occupants. Since this is below 50 occupants we don't believe the door swing would need to be modified. 10 Show accessible route to Cucina Kitchen. (IBC 1104) The attached plans indicate the egress and accessible routes into and out of the Cucina Kitchen. 11 Will the fire sprinkler and fire alarm be operable during all phases? The fire sprinkler and fire alarm system in the Lodge will be operational during all phases of the summer construction. It will be the responsibility of Hyder Construction and the Lodge building operations to ensure these systems are operational during construction and occupancy. If the fire protection systems are out of service for construction the fire department will notified of when out of service when they are to be returned to service. 12 Indicate on the drawings any space that cannot be used because of the phasing effecting their exiting. For example, the units on the 0 level that are behind the new temporary door to eliminate the dead end corridor issue should not be occupied. During the Phase 2 the rooms on the mid level plans labeled C and D, these are over the common path of travel requirements. The attached plans indicate the rooms that would not be used during this construction. These rooms are typically those that are impacted by dead-end corridors and exceed the common path of travel of 75 feet.
