The information contained in this file pertains to the
discussion which occurred regarding the collocation of a
transit center and employee housing on the North Day Lot.
After several design iterations and multiple public reviews it
was determined that the Town did not want to pursue
anything more than skier drop-off and employee housing on
the site, both of which were obligation of Vail resorts from
the Arabelle project. These items are included with the
approved plans for the North Day Lot simply to serve as a
history for future inquiries regarding the North Day Lot.

North Day Lot Transit Center-environmental impact report
To Whom It May Concern:
My husband and myself are very concerned over your recent decision to turn the North Day Lot into a Transit
Center. It is hard to believe that Colorado, and Vail in particular, who we think prides itself in its environmental
consciousness, would ignore the health concerns of any of its residents. Vail, after all, was the first place where
we saw effective recycling, large fines for highway littering, and laws against burning wood. So, needless to say,
we were shocked by the town board's decision to allow a transit center near residents subjecting them to
pollution, traffic, noise and offensive odors.
We see, however, according to town code,l2-12-2 that an environmental impact report should be required ---if,
and I quote the following sections:
f. there is emissions of smoke, gas, steam, dust or other particulate matter
g. involves any process which results in odor that maybe objectionable or damaging
k. involves any process which generates noise that maybe offensive
I. results in a significant increase in population
n.causes a significant increase in traffic volume
We believe that this is the case. We would greatly appreciate your addressing our concerns and hearing from you

I have been an owner in the Landmark Condominiums for about eight years and
visit Vail numerous times throughout the year. I have no objection to using
the North Day Lot to drop off skiers or for hotel shuttles to use it, but I
strenuously object to having large buses use it. The noise and security
problems to me and the guests I bring as a first floor owner facing the lot would
decrease its value and cause us harm. There must be a better, less intrusive
place for a transit center to go.

My Name is Evelyn Ackerman. My husband and I have owned a Condo in the
Landmark for almost twenty years, and I have been on the Board of Directors for
the Landmark for ten years. I am writing you today because I want all of
you to vote NO to putting Buses on the North Day Lot at your Vail Town Council
Meeting on Tuesday evening.
Putting buses on the North Day Lot just makes no sense. A Transit Center on
this location will create unreasonable noise issues, odor issues, security
issues and is not conducive to residential neighbors. The NDL is the wrong
location for a Transit Center. There are better locations in the area to place
a large bus transit center for Lionshead and they should be pursued. As I
have stated in a previous letter to you, the Landmark can live with Employee
Housing, a skier drop off and Hotel shuttle drop off on the NDL. But we will
not be able to live with large buses right outside our doors and windows,
and we will take every possible action to prevent them from being there. My
fellow BOD members and I feel a very strong fiduciary responsibility to our
owners, and we will take every action possible to prevent large buses on the NDL.
Vail is a First Class World Resort, and putting large buses in the middle
of a first class residential community strongly takes away from the First
Class Experience of Vail.
To quote Mark Kobelan, our Assoc. President, "Putting buses on the North Day
Lot is a dumb idea; put them on the Lionshead Transportation Center where
they can bother cars and not bother people." (This quote appeared in the Vail
Daily)
I implore you to vote against having large buses on the NDL.

My name is Joseph Mann, I am the owner of landmark town home number twenty four. My town
home has been a place of vacation and relaxation for me and my family for eight years, and I strongly feel that
putting a transit center in the North Day Lot will create a very unpleasant environment. I believe that having a
transit center only feet from my town home will create unnecessary noise issues, privacy issues, odor issues,
and most importantly security issues. I believe that there are numerous other locations to put a transportation
center in the town of Lionshead, and they should be researched and pursued. To put a huge transportation
center directly outside a residential establishment will create a great and I stress great inconvenience for not
only the owners but for all the clients of the landmark, who have enjoyed the landmarks peaceful environment
for years and years. The Landmark could deal with something more reasonable like a skier drop off or a hotel
shuttle drop off, and the Landmark would take every possible action to make this conducive to what the town
needs. However we ask the same in return, that you are considerate of our needs, and realize how installing a
transit center feet away from our bedroom window would be rather upsetting. Thank you for your time and

I purchased Landmark 103 in Lionshead in 1986. Since then I have enjoyed many years in the Vail Valley and
recommended Vail to literally hundreds of friends who came out to Vail in both the Winter and Summer
seasons. I am extremely concerned about the prospect of placing a transit center on the North Day parking
lot. If this goes through I will be forced to sell my home in Vail that I have enjoyed over the last 20 years. A
transit center on this
location will create unreasonable noise issues, odor issues, security issues
and is not conducive to any of our residential neighbors. You have worked so hard to create a better
Lionshead with your site plans for the Arabelle amongst other buildings, please do not ruin what you have
created so far. The NDL is the wrong
location for a transit center. There has to be a better location than the NDL. As an alternative consider using
the Lionshead Transportation Center, where the Buses would be complementary. or perhaps the new Ever
Vail. I trust you will not allow this to happen, as you have had great foresight so far. If I can give you any

Dear Council Members,
I am the owner of Landmark Tower Condominium 103, and have enjoyed my ownership and visits to Lionshead
for the past twenty years. I congratulate you on the completion of the long awaited improvements in the town
of Lionshead.
?At this time, I am very concerned about the plans for the North Day Lot which is right outside my front door.
It was my understanding that the NDL was being considered for a new site for employee housing and, or, a
place for hotel shuttles and skier drop off, but now I? learn that the Town Council is discussing plans? for a
transportation center that allows large buses to come and go. Imagine what this would do to the Landmark
property. Please consider my situation before going any further. The noise, fumes, transient foot traffic would
present all sorts of new problems to the owners of the Landmark. The Landmark building has been in
Lionshead for many years, and has been a good neighbor to the town. A transportation center that allows large
buses of the public county and town buses would greatly degrade the quality of? the time I spend in my
condominium and the property values.
In the last five years I have seen Lionshead abandoned, demolished, and resurrected. Now that it is once again
becoming an exciting place to visit, please do not put a busy, noisy, dangerous public bus station in our
backyard.

RE: Transportation Center Expansion
Dear Sirs:
As the owner of Landmark Town Home 17 for over 20 years and the owner of Town Home 3 for about 1
year, I am writing to express my feelings regarding the Transportation Center Expansion being considered
for the North Daily Lot-"NDL".
THIS IS A TERRIBLE IDEA. DECIDE TO PASS ON THIS LOCATION.
My reasons for this opposition are as follows:
1- There are better locations to place a large bus transit center for Lionshead which would have
minimal impact on residents and renters. Our suggestion is use the existing Lionshead
Transportation Center, this existing location does not have a direct effect :residents and would
accommodate these types of large busses.
2- The loud noise and smelly exhaust emitted from these large busses will be outside our
windows and doorways creating a negative impact to us and the immediate environment.
3- The area would be impacted by a significant number of transient riders and traffic,
significantly altering the present security of our property and the immediate area.
We are comfortable with the present situation which allows skier and hotel shuttle; drop-off. We could
not tolerate the expansion of bus traffic to large smelly busses which have no need to be right outside our
homes.
It is my understanding that on Tuesday, May 20, you will be considering whether to continue to consider
the "NDL" as a site or abandon this from consideration. I feel our Landmark Board has properly
represented my sentiments, on numerous occasions- every opportunity they have ]lad to do so, for you to
abandon this area from consideration.

As I look around lionshead these days, i say to myself WOW what a
change. This change has been much needed and Lionshead looks great
with all of the new stores and hotels.
I understand that on the North day lot where Landmark is a transit
center is being considered. PLEASE DO NOT BUILD THIS AWFUL CENTER.
If this is built you will ruin the beauty of what you just built.
Buses DO NOT belong in a luxury ski resort as Vail. I truly oppose
to this. This mist not happen.

Dear Members of the Town Council, Vail, Colorado:
My husband and I have owned a condominium in the Landmark Tower for
the past 20 Years. Prior to purchasing our condominium, we lived in
Eagle Vail, when my husband served on the medical staff at the Vail
Valley Medical Center. We have raised our children skiing at Vail,
and have loved our experiences as a Vail family, since 1982.
We have been particularly excited by the renovations and new
developments that you have led in Lionshead. Your visionary
leadership has been so encouraging, that we decided to embark on
major improvements to our condo, and over the past 3
years we invested nearly $200,000 in upgrades to our property,
consonant with the quality of the redevelopment you have
nurtured in Lionshead.
Our property functions not only as our own beloved family getaway,
but also as hotel property throughout much of the year.
We have had wonderful feedback from our friends and guests who have
enjoyed their stays in in the Landmark over the years.
The Landmark Condominium Association Board of Directors has informed
us that you will be considering locating a bus
transit center on the North Day Lot, adjacent to our property during
your meeting Tuesday, May 20th, 2008. We are writing to
plead with you to limit this use to hotel shuttles and skier drop off
only, and to urge you to reject any proposal that would
allow large buses to use that location.
We would call your attention to several problems with this proposal:
1. It makes far more sense to encourage people to park in the
Lionshead Transportation Center, and then immediately take the bus,
to more precise locations throughout the Town of Vail. This approach
is more environmentally responsible, practical, and less expensive
for taxpayers .

2. The configuration of the North Day Lot and the South Frontage
road, at that location. Visibility is very poor, since the frontage road
curves at this point, and movement of buses on and off this site
would pose real traffic hazards in both directions.
3. This area has been a quiet hotel and residential area in
Lionshead, and the prospect of the constant noise and exhaust from large
buses is extremely distressing. We are convinced that this use will
have an adverse effect on our property value.
4. Please consider that every Landmark Owner is currently investing
in the multi-million rennovation of the Landmark Tower and the
expansion of the Landmark Townhome properties. This investment has
been long planned, to the benefit of the owners and Town of Vail
alike. The improvements that
Landmark Owners are creating will generate increased town revenues,
both in the form of property and lodging tax. Please imagine the
frustration
we will experience, if this considerable expense and effort is
undermined by the negative impact of a large bus transit center on
the North Day lot.
Finally we would ask you if this is a use that you would like to see
right outside the front door of your own homes?
If not, we are pleading with you to reject this proposal.

Dear Sirs:
I would like to express my displeasure and concern with the Town of Vail's
deliberations to site a transit center on the North Day parking lot (NDL) directly north of
the Landmark complex. Over the past several years considerable effort has been
expended by various parties to upgrade the esthetics and experience within Lionshead.
The concept of putting a transit center to accommodate large public buses of the county
and town transportation systems onto the NDL is an idea that runs counter to the new
vision we all want for Lionshead. As a second home owner in Vail, I believe it is
essential to preserve a tranquil and alpine ambiance for Lionshead. In this regard, it is
important that such bus traffic be restricted to the outskirts of Lionshead and away from
residential units. A transit center on this location is counter to the vision fox a new and
improved Lionshead. A transit center at the ND lot will create unreasonable noise
pollution, particulate pollution, security issues and is not compatible with residential
neighbors. The NDL is the wrong location for a transit center. There are better locations
in the area to place a large bus transit center for Lionshead and they should be pursued.
A bus stop and skier drop off like the one at the Concert Hall Plaza is one thing, but a
transit center is quite another issue. The potential reality of large buses right outside of
our doors and windows brings us those detrimental aspects of the city we a:re all trying to
escape from. This is one giant step backward for Lionshead! As Mark Kobelans stated in
the Vail Daily, "putting busses on the NDL is a dumb idea; put them on the Lionshead
Transportation where they can bother cars, and not bother people".

Dear Council Member,
We own unit 505 in the Landmark Tower. We have been owners since 1985. Based on the improvements happening in the
Lionshead area we spent $80,000 upgrading the interior of our unit and are about to spend another $105,000 as our share for the
improvements to our building.
Now you are considering putting a transportation centre right next to our building. Why would you subject us to the noise and
odours when there is a much more sensible location available? Put the busses on the Lionshead Transportation where they will not
bother anyone.
We strongly object to turning the North Day Lot into a transportation centre.

Dear Council Members,
I've owned townhouse 5 at the Landmark in Vail (Lionshead) since 1991. I am very concerned about the
proposed transit center on the North Day Lot for the following reasons:
1) Unreasonable noise/odor issues from large buses right outside our front doors and windows
2) Security issues with a significant increase in traffic in a residential area
3) Property devaluation due to these adverse conditions
The Landmark Condominium Association is currently planning a significant renovation project. Every owner is
making a substantial monetary investment to improve our property. Placing a transportation center
immediately adjacent to our property will likely have a significant negative impact on our property values and
may jeopardize our new condominium sales, which are subsidizing our renovation.
I strongly urge the council members to consider a more appropriate site for the accommodation of large town
& county buses. The current Lionshead transportation facility would be a logical choice.

My name is Hank Briggs. My wife Carla and I have owned Landmark Townhouse
T-19 since 1991. We are very excited about the renovations in the Lionshead
area. However we are adamantly opposed to putting a transportation center in
the North Day Lot. The noise, diesel pollution and traffic would be a
significant detriment to vacationers renting the units. The owners of Landmark
Towers and Townhomes are investing a significant amount of capital in upgrading
the structures both inside and out. Please reconsider the location of the
Transportation Center.

To All Members of the Vail Town Council:
This is a request that each of you vote against having large buses on the
North Day Lot at next Tuesday's Council Meeting.
My name is AI Harmann. My wife and I have owned a Landmark condo for almost
20 years. And I have been a member of Landmark's Board of Directors for almost
10 years. I apologize in advance if parts of this note sound emotional. If
it were not for the short notice, and the fact that my wife was only recently
released from the hospital after major surgery, I would attend Tuesday's
meeting, and deliver that emotion personally.
After participating in countless meetings with Town and VR executives on the
subject of the NDL, I admit I am very frustrated. And also irritated. For
several years everyone involved reassured us that the NDL was NOT a good
location for large buses, regardless of what the Lionshead Master Plan said. We
believed that. And our representatives reported after a recent work session a
majority of Town Council members indicated they were opposed to those options
of the current plan that put large buses on the NDL. Thus it seems almost
incomprehensible that the Town Staffs recommendation on this subject is to
include them. Apparently they weren't listening...to you or anyone else.
I gather Mr. Hall is the driving force behind this recommendation. Since he
has never been to a Landmark BOD meeting, and thus probably doesn't understand
the strength of our owners' feelings, or the magnitude of the negative
impact on them, I can only assume he must have a theoretical basis for this
recommendation. But this isn't a theoretical issue; it's a very practical issue.
Our unit owners will smell all that additional pollution...and hear all that
additional noise and traffic...especially in the Summer with no air
conditioning. The buses will be only 25 feet from many of our units. That's a dumb idea!
While the official Town Staff recommendation is to proceed with large buses,
I know from a recent Landmark BOD meeting that George Ruther doesn't think
it's a good idea. Ask him, in Tuesday's meeting or privately, beforehand. And
VR certainly doesn't think it's a good idea. They were pigeon-holed into
including large buses in their NDL employee housing plan by the Town Staffs

dictum to be consistent with the Lionshead Master Plan. Politics.Ugh.
In our view the major reason large buses should not be on the NDL is the
incredible negative environmental impact on the owners and guests of the
Westwind, and especially the Landmark...increased pollution, noise and traffic. But
there are also other reasons:
-It won't be very classy for the new Lionshead. Those options of the plans
seem to put 10 pounds of stuff in a 5 pound space. And that will make for a
negative experience for skiers dropped off by cars or shuttles.
-Lots of additional traffic congestion in the area of the NDL.
-A long way for skiers to walk to the slopes. Put the large buses at the LH
parking structure. Let them bother cars, not people.
-Last, but certainly not least, the Town can't afford to build a large bus
transit center on the NDL at this time.
The Landmark has always tried to be a good neighbor. We did not oppose the
final Arrabelle design. And we don't oppose employee housing or the need for
skier drop-off and small hotel shuttles on the NDL. BUT my fellow BOD members
and I feel a strong fiduciary responsibility to our owners, and will take all
remedies to oppose large buses on the NDL. We have extensive base level
measurements on pollution, noise and traffic...in both summer and winter.
We have tried to work within the Town's system. But if good sense and logic
do not prevail on Tuesday evening, and you vote to have large buses on the
NDL, we will take legal action to protect the rights of our owners. This isn't
a threat; it's simply a fact. I implore you to vote against having large
buses on the NDL.

• On 4-20-08 we (who own two units in the Westwind) sent a letter to you
requesting environmental information as to the effect of big buses and ECO
buses using a North Day Lot transportation center. See below for a copy of the
letter.
• We understand that at your May 20, 2008 meeting you voted 3 to 2 to build a
transportation center which will accommodate big buses and ECO buses on the
North Day Lot.
• As we have stated we are concerned about the environmental effect.
• We assume the town had enough work done to understand the state and federal
environmental requirements for locating the proposed transportation center on
the North Day lot. This information would be necessary and required before a
vote could be taken.
• In addition we assume the town has already or will make sure the proposed
transportation center meets those environmental requirements.
• The Town didn't provide or discuss the environmental requirements at your May
20, 2008 meeting.
• Since this information is critical and the town council members would have
reviewed and discussed it, please provide to Vail Management (our management
company) the environmental study and/or the other environmental information
the town received and used to make it decision. As part of this please provide us
a copy of the state and federal requirements concerning the environmental
requirements i.e. noise, fumes etc...
• We would expect that this is public information and thus the Town can provide
local tax payers the information without a legal request.
• In an effort to better understand the Town's environmental position, we have
asked Vail Management to set up a conference call to include: Jim Beedie, Bob
Wagner (Westwind Board president) and the appropriate Town person(s).

Diane and I own two condominium units in the Westwind. We have awned them for
over 15 years.
The Town of Vail and Vail Associates deserve a lot of credit for doing such a great job
of renovating Lionshead. The changes to date have been great. We look forward to the
coming changes.
North Day Lot
• The Westwind borders the east side of the North Day lot.
• We understand that it is appropriate and necessary to develop this property.
• The plans and information you have sent out have been very helpful i:n understanding
your plans.
• Our question goes to the environmental effect of having big buses anti ECO buses
(which we believe are and will be diesel) use the proposed transportation center planned
for the North- Day lot. By environmental effect we are referring to air quality and noise.
• The Westwind has no air conditioning and I believe the Landmark also has no air
conditioning. Thus windows and doors are often left open for air flow.
• I didn't find an environmental study in the information you have provided.
• The Westwind and the Landmark are very close to the North Day lot. The lights from
these vehicles could shine into the windows of some Westwind units during the evening
hours.
• If the big buses and ECO buses have a negative environmental effect (poor air quality
and excess noise), the Westwind and Landmark could/will be adversely affected.
• We ask that you have an environmental study done, so the effect on the air quality and
noise of the big buses and ECO buses will be known.
• Depending on the results of the study, we ask that if necessary, you consider moving the
big buses and ECO buses from the North Day lot transportation center.
