West Vail Site Planning Concepts Narrative K .,~• The development of site planning concepts for the Chamonix site is premised on the stated goals and objectives of the Vail Community. A variety of opportunities and constraints that result from the physical characteristics of the site have been identified by the design team, and these parameters inform the planning process as well. The charge to "optimize the site" requires that a spectrum of planning concepts be explored and evaluated by all stakeholders. In the end, the best plan will be the one that balances the concepts of density, neighborhood impact, traffic & parking, aesthetics, sustainability and value. A menu of site planning concepts has been created for consideration by the community. These ideas are illustrated in three diagrams identified as Option 1 -Neighborhood Cluster, Option 2 - Street/Alley.c~ Caption 3- Villa~~/1~Teighborlibod Custer. I agree with him except that those of us along Chamonix In don't have a problem with option 3 as long as you keep the larger buildings to the west and south area of the parcel. Again, sight and sound mitigation of I-70 and commercial area is important as the views of the mountains are to the east and over the tops of a 4 story building. Adjournment (2:00 p.m.) Chamonix Site Master Plan Advisory Committee April 11, 2008, Meeting Notes The Advisory Committee held a public meeting on April 11, 2008, in the Community Development Large Conference Room to discuss the first site plan concepts ("options") for the Chamonix Site. The meeting convened at 12:00 noon and Staff presented a brief overview of the eleven project planning goals and design parameters approved by the Town Council on March 4, 2008. Stan Clauson and Gilbert Sanchez discussed how the goals and parameters factored into the three site plan and density options to be presented to the Committee. Three options were presented. Each option showed a mix of low density (duplex) residential on the northern portions of the site, combined with higher density (townhouse/condominium) structures generally located on the southern portion of the site. Each option showed a fire station and living quarters (separated) located on the "Wendy's" parcel. Option 1 was identified during the meeting as the lowest density option (18 DU/buildable acre); Option 2 was identified as a medium density option (22 DU/buildable acre), and; Option 3 was identified as the highest density option (32 DU/buildable acre). Options 2 showed an area of the fire station facility, dedicated or reserved for a future Ambulance District development. The committee discussed whether to design the project around the eventuality of the District building on the site, or whether to proceed with designing the fire station and housing around the Town's immediate needs. Option 3 showed a sub-grade parking structure under multi-family (condominium) development - as a "new urbanist" model to encourage pedestrian circulation through the site and to present more common open space/courtyard space. The committee discussed the disadvantages of constructing asub-grade parking structure and committee members agreed that Option 3 might be "too dense" and potentially cost prohibitive to construct. Each option showed additional (new) road/driveway cuts along Chamonix Lane to serve several duplex structures located on the northern portion of the site. One committee member reiterated concern by the residents of the Chamonix neighborhood regarding additional driveway entrances. He stated concern, but expressed a willingness on behalf of the neighborhood to consider a limited (4-5) number of new driveways. The committee members discussed the three options, pointing out advantages and disadvantages of differing densities. General comments or suggestions are as follows: In any fire station design scenario, the design must account for backing of equipment and the associated noise; Use positioning of the fire station building and associated fire department/Town employee housing to "wrap" or enclose equipment bays and to provide a better visual and noise barrier between the fire station, the adjacent Shell Station and the adjacent neighborhood; • Consider an access control gate to separate residential from emergency services uses and traffic circulation; • Reduce or eliminate new driveway access points on Chamonix Lane; • Must consider CDOT access standards and the potential need to request a variance from CDOT for access points less than 150' form the round- about; • Align. internal circulation access point on Chamonix Road, to be across from the existing driveway at First Bank; • Ensure that proper turning radii is provided within the fire station portion of the site for emergency services vehicles; • Explore locating fire department housing within a third story of the fire station, rather than in a separate building, to preserve more buildable space on the site for residential uses and open space/common areas; • Option 3 ("Parking Garage Option") may be too dense/urban and cost prohibitive; • Option 3, or a combination of Options 2 and 3, may be desirable if redesigned to accommodate better separation between lower density duplex structures and higher density town-home and condominium buildings; • Study revising plans to better integrate higher density, for-sale residential units with fire department/Town employee housing and to provide a better visual and noise barrier between the fire station, the adjacent Shell Station and the adjacent neighborhood; • Concepts should include more "New Urbanist" design concepts to minimize auto-oriented design solutions (such as solutions presented in Option 3). I am taking this opportunity to provide a brief update of our progress to date on the Chamonix Site Master Plan project. On Thursday, February 7th, Staff and the consultant team held three "focus group" meetings to discuss needs and opportunities to be considered in the design development for the site. We met with: Employee Housing Group (type, size and quality of units and on-site amenities) This group consisted of major employers in the valley, employees, residents of Vail Commons and/or other deed restricted housing in town. We interviewed employers and potential buyers about the number of bedrooms needed, price points and amenities to be considered in order to hit our target market. We gained further insight into who our target market should be and who our potential funding (equity) partners might be in developing, marketing and selling employee housing. Infrastructure Group (road, sewer, water, snow storage, vehicular access and pedestrian circulation improvements) This group consisted of Greg Hall, TOV Public Works Director, Tom Kassmel, TOV Engineer, and Jim Lamont, Vail Village Homeowners Association, who offered suggestions and ideas on how to tie the Chamonix Site project to future plans in the larger West Vail area. We discussed opportunities to improve drainage, snow storage, pedestrian safety/circulation and vehicular access. Emergency Services Group (fire station access, operations and space programming needs) This group consisted of mainly TOV Fire Department personnel, as well as a representative from the Ambulance District. We discussed space programming needs for the Fire Department, including the functional differences between "fire prevention" staff and "emergency responders" staff. Also, the Ambulance District weighed in on their interest in potentially sharing some space in the station. We received input from Fire Dept. personnel regarding potential co-uses and conflicts, and the need for separated housing (rental and for sale) for residents and students. Directors (Staff Group - (Town of Vail departmental needs and potential municipal co-uses) This group consisted of the Town of Vail Director staff who provided information regarding potential Town of Vail employee housing needs (rental and for-sale), and potential Town co-uses on the site. Neighborhood Meeting On Wednesday, February 13th, staff and the consultant team hosted a "neighborhood meeting" with residents of West Vail. At the suggestion of Bob Armour, this meeting was organized and advertised to the entire neighborhood, in lieu of holding a neighborhood "focus group" meeting during day time hours. The intent was to allow more people to participate (after work hours) and to be more transparent - a great suggestion as we did have a good turn-out and received positive feedback and some constructive ideas that reinforce the goals and parameters adopted by Council. file://C:\DOCUments and settings\Administrator\I_ocal Se... 02/19/2008 Page 2 of 2 In all, the focus group meetings/interviews when combined with feedback from the neighborhood gives us good direction moving forward. Our next steps include: 1. Presenting a brief update to Council tomorrow night (2/19) to inform them of the focus group meetings and neighborhood meeting; 2. Working with the consultant team to synthesize the input gathered. We will then be able to provide a full summary of all input gathered to the Advisory Committee, and then to Town Council. 3. Presenting a subsequent, more in depth update to Council in the coming weeks (possibly March 4th) to provide a,detailed summary of all input gathered from focus groups, town staff and the neighborhood and to recommend any changes or additions to the ten project goals adopted by the Council in January. We will provide these summaries and seek any additional discussion and feedback from the Committee and the Council prior to moving forward with any design development. Stan Clawson Associates facilitated the meeting around a Power Point presentation that reviewed the overall master plan process; the 2005 Master Plan for the Chamonix site; and changed conditions since the 2005 plan was adopted. The Advisory Committee was charged with its first task of updating the 2005 parameters for this Master Planning effort. The Advisory Committee agreed on the following goals for the Chamonix/Wendy's properties: Wendy's Property • For development of a fire station • The size of the station should relate to a possible remodel or relocation of the existing, main facility. If the existing facility is significantly updated, a station at the Wendy's site may be smaller. However, remodel or relocation of the existing facility is not officially scheduled or planned. • Afire station is needed for West Vail, no matter how significant a remodel or rebuild or the existing facility is. A West Vail fire station will provide better response time and services specifically to this area of town. • Housing for fire department employees should be considered in the design of the fire station. • An ambulance substation could be an ancillary use on this site • Energy-efficient and sustainable design and construction techniques are important. Certification by a particular program to be investigated, although not mandatory due to associated costs. • Connection to the Chamonix Site to be studied, but not a mandatory design element. Chamonix Site • 100% of the site should be used for affordable housing. • The site should be optimized to provide the greatest amount of affordable housing. • This site is appropriate for For-Sale affordable housing (there are other opportunities/properties for rentals). • The unit mix should be varied between one, two, and three bedroom units. • Rezoning from Primary/Secondary Residential (PS) to the Housing Zone District is preferred over a Medium Density Residential Zone district to allow greatest flexibility for future design rather than being restricted to a certain density. • No mixed-use development is appropriate for the site, except for consideration of municipal offices if necessary. The Wendy's property may be a better location for these offices, although they can be considered for this site. • Additional traffic onto Chamonix Lane should be limited; possible improvements to Chamonix Lane may need to be considered to better serve vehicular and pedestrian traffic. • One-story of development at grade with Chamonix Lane is acceptable as it would not impact the views of any existing neighbors. • Building height to be studied as a means to optimize the site although it is necessary to consider views from existing residences along Chamonix Lane. • Building-orientation important to create usable outdoor spaces. • Energy-efficient and sustainable design and construction techniques important. Certification by a particular program to be investigated, although not mandatory. • Financing and phasing options to be studied. • Connection to the Wendy's site not necessary, to be studied.
