South side The structural stability of several spruces have been compromised by residual tree straps embedded in the trunk. This deformation creates a significant weak point.With each year of vertical tree growth,the additional leverage increases the risk of tree failure exponentially. I recommend removal of all spruces exhibiting trunk girdling. East spruce These trees, as well as all spruces on the property,are heavily infected with pine needle scale (Chionaspis pinifoliae).Two spray applications are recommended. North island Bark scale:All aspens are infested with varying degrees of bark scale(Diaspidiotus gigas).The feeding of this virulent sucking insect has resulted in phloem necrosis.The worst affected aspens are flagged(Orange"Killer Tree")for recommended removal. The remaining aspens are recommended for two applications of spray. Weak root crowns:Several smaller aspen suckers are inherently structurally unstable due to the presence of only one or two buttress roots.These aspens are recommended for removal. Bark canker: Several aspens exhibit significant bark cankers (specific pathogen not definitively identified) in the lower trunk.These trees are also structurally compromised.The aspens are flagged and recommended for removal. Residual root loss:If plans to re-landscape this island are approved, I recommend a subsequent site visit to review specifications for root protection of residual trees. Landscape work behind the house, approved by DRB last year, has recently been completed, and the owner would now like to upgrade the front as well. I've had an arborist (Mark Stelle) take a look at all the trees in the front to ascertain their health. His notes are included along with a plan showing which trees we'd like to remove. With the exception of one large Aspen, which is diseased, all the others are small Aspen suckers that Mark thinks are not well rooted and are unstable. All are infested with scale. Trees to be removed have been flagged with orange tape for your review. The attached landscape plan works around all the healthy trees and shrubs, with a focus on removing weeds and introducing a mix of ground covers. We're also proposing to add two Spruce in the center median for better screening from the road and to compensate for the removal of Aspen. There really isn't room for any more new trees. In order to schedule the work in the front with the same landscape contractor who has done the work in the back, it would be immensely helpful to have a staff decision on this minor alteration and the removal of trees as quickly as possible. Please address the following comments in a revised submittal: 1. Per a recently adopted ordinance, trees must be planted a minimum of 10 feet from edge of asphalt. Shrubs must be a minimum of five (5)feet from edge of asphalt. This eliminates a number of proposed plants in the right of way. 2. Please provide details of the proposed boulders, including elevations at the bottom of the boulders, and at the top of the boulders. If the boulder walls are four feet or greater, you must have a detail stamped by a Colorado licensed Professional Engineer. 3. The proposed tree removal is ok, but any tree removal in the right-of way requires a revocable right of way permit. 4. Because of the changes to the edge of driveway, please provide a site plan showing snow storage at 10% of the total driveway area. I am asking for this because the proposed boulders will block access to an area that may be used for snow storage. 5. The 18"cobble strip at the edge of the road will not be allowed. 6. What material are the stepping stones to be used for giant steps? 7. Spraying the aspens is ok on the O'Meara property, but any spraying on adjacent properties requires permission from the property owners.
