Design Review Board Hearing March 5, 2008
Town of Vail Information Kiosk at Bridge Street
The following are sections of the Sign Regulations that are relevant to the proposed
kiosk. Staff believes the information kiosk meets the purpose and intent of the sign
regulations and that the kiosk is an exempt sign.
11-9-1: EXEMT SIGNS:
The following signs are exempt from the requirements of this code, but remain subject to
the design standards and guidelines listed in section 11-5-1 of this title and the
maintenance requirements listed in section 11-11-3 of this title:
C. Government signs, including directional signs, to control traffic or for other regulatory
purposes;
11-5-1: PURPOSE:
The design guidelines and standards exist to provide direction for signs within the town
of Vail that enhance local streetscapes and provide aesthetic consistency with both the
built and natural environment. The guidelines and standards are intended to encourage
expression and creativity. The design guidelines make use of the word "should", to allow
for subjectivity and creativity, whereas the design standards make use of the word
"shall", signifying strict interpretation and enforcement. (Ord. 19(2003) § 1)
11-11-3: SIGN MAINTENANCE AND REPAIR ENFORCEMENT:
A.AII signs in the town shall be properly maintained (as defined in section 11-2-1 of this
title) at all times to the satisfaction of the administrator or they will be repaired or
removed (as defined in section 11-2-1 of this title) by the administrator.
B.The administrator shall have the authority to order through written notice the repair or
removal of a sign and accompanying landscaping when the said sign:
1. Has been found to constitute a violation of this title;
2. Is a hazard to the safety, health, or public welfare by reason of inadequate
maintenance, dilapidation, obsolescence, or abandonment; or
3. Has been damaged beyond fifty percent (50%) of its total area and deemed poorly
maintained by the administrator. The procedure for removal of a sign in violation is
detailed in subsection 11-11-2C of this chapter. The administrator's decision shall be
subject to review by the planning and environmental commission in accordance with
the provisions of the zoning ordinance (subsection 12-3-313 of this code) and may be
appealed by any "aggrieved or adversely affected person" (as defined in subsection
12-3-3132 of this code). (Ord. 19(2003) § 1)

No problem. I'll put dimensions on one set of drawings and not on another so you can choose. Listen, I
spoke to Eric last night and in order to give you the best looking kiosk layout he suggested I photograph
a similar colored kiosk and he will photoshop in the two monitors. He is also repricing his units as
currently reconfigured and once I get his figures I will send you the combined pricing.
As far as the posters go: We can print them here and ship them to you or you can get them done
locally... its your call. Your first posters are free and after that the short posters go for $75. each and $125
for the long ones. You folks would provide the art and we would tweek it (with your approval) if needed.
We good also do the poster design after you provide us with the various elements
to be included.... like maps, store names, logos etc. we would charge a nominal hourly fee for the layout
work. It probably be best for us to print the posters after your agency does the artwork.
We have a standard kiosk that is being unloaded tomorrow morning that is Fairview Taupe (very similar
to the Alexandria Beige that you requested) so I plan to photograph that unit tomorrow. I'll keep you
posted.

Nicole,
I think we're going to be able to stick with the 36" kiosk. I will bring the line drawings of all the models
for discussion. Revisions are on the way. I can bring the business directories we did for the construction
mitigation kiosks (what's shown on the mock-ups) but we're not ready to spend money on art work at
this time.

Nicole Peterson 2/27/2008 11:41 AM
Todd,
Thank you for your work. Please see attached photos of our chosen location (Thank you for modeling Kaye and Todd!). Todd, the
minutes looked great! Here's a quick list of things I'd like by next Monday (March 3) for the March 5th DRB:
Color samples
Material sample
Rendering including screens and backlit design
Dimensions of the kiosk on the rendering (Is ok if we list 2 size options)
I will make the location map and bring to the meeting. If possible, it would be wonderful to have a proto-type of the seasonal
business directory to show to the group, however not necessary. Thanks again, Todd!

I should have a revised cost proposal (and updated images) for the structure and equipment portions of the kiosk today or
tomorrow. I talked with Ray Pynn yesterday and he's working on it. I will have him give a price for printing the vinyl panels. Does
anyone have an estimate of the cost for the art work as well as the cost of assembling the content package for the touch screen
system? I'll need to put together a complete project estimate pretty soon and that information should be included. Thanks

Meeting Minutes
February 22, 2008
Attendees:
Kaye Ferry
Kelli McDonald
Suzanne Silverthome
Nicole Petersen
Warren Campbell
Ron Braden
Todd Oppenheimer
The following items were included in the discussion.
Design Considerations:
Images provided by Ray Pynn of Cornerstone Kiosk were reviewed and discussed.
Color: The red (Garrison HC-66) version and grey (Rockport HC-105) version are not
acceptable colors. Selected 3 Benjamin Moore color options to include in the March 5
DRB presentation.
1. Whitall Brown HC-69
2. Alexandria Beige HC-77
3. Fairview Taupe HC-85
Layout: Discussed showing DRB 2 options for cut-out panels in the larger Kiosk size.
The thought was it is easier to make the change to a smaller size than a lager size. The
panel arrangement discussed includes the following (working clockwise around the
square).
1. Directory
2. Directory
3. Computer screens (2)
4. Advertisement
Full length panel openings will be used on 2 sides and shorter panel openings with
manhole logo medallions will be on 2 sides (pending manufacturer approval for structural
characteristics).
Directory Maps: Directory map panels will be backlit for visibility. This may require
DRB approval or a variance. Kaye will be responsible to updating the directories twice a
year. Art work and printing responsibilities need to be determined.
Location considerations:
Kaye provided some background information on locations that had been previously
discussed. There were 4 locations in the Vail Village and 3 locations in LionsHead. The
current locations that are being considered include the following.
1. Landing on Village Structure steps
2. Slifer Square
3. Bridge and Gore
4. Checkpoint Charlie by Sitzmark
5. East Meadow Drive just east of Solaris
6. Lionshead by the General Store
7. Lionshead at the newsstand location
It was determined the Slifer Square location desirable for the prototype installation
because it had the best visibility. During a site visit following the meeting, a location east
of Starbucks and south of the bus stop was selected. Todd will investigate the electric
service availability. Ron felt the site will have good communication with the wireless
system. The storm sewer repair in the area has not yet been scheduled.
Technology:
Two computer monitors are desired. One as a touch screen accessing a variety of content
and one as a scrolling display of information similar to the monitor in the Municipal
Building. Ron will investigate the feasibility of running both monitors off one computer.
Monitor sizes will be approximately 19". Todd will investigate feasibility with
Cornerstone. Touch screen monitor must meet ADA requirements.
Schedule:
Prototype in place and operational by July 4, 2008.
Questions:
1. Life expectancy of the structural foam shell?
2. Should (can) we keep an extra shell on hand for replacement?
3. From Greg Hall, can the system be tied into CDOT's camera system as well as future
cameras around town?

Design Review Board Hearing April 16, 2008
Town of Vail Information Kiosks
1. DESCRIPTION OF REQUEST
The applicant, Town of Vail, represented by Todd Oppenheimer, is requesting
final approval of the information kiosk design.
II. BACKGROUND
On March 5, 2008, the DRB tabled the application and requested that the
applicant respond to the following general comments:
• Architecture of the kiosk needs to fit into Vail (i.e. more alpine, organic)
• Specify why the applicant chose the design company
III. APPLICABLE PLANNING DOCUMENTS
VAIL TOWN CODE
11-5-1: PURPOSE [SIGNS]: The design guidelines and standards exist to
provide direction for signs within the town of Vail that enhance local streetscapes
and provide aesthetic consistency with both the built and natural environment.
The guidelines and standards are intended to encourage expression and
creativity. The design guidelines make use of the word "should", to allow for
subjectivity and creativity, whereas the design standards make use of the word
"shall", signifying strict interpretation and enforcement. (Ord. 19(2003) § 1)
11-9-1: EXEMT SIGNS (in part): The following signs are exempt from the
requirements of this code, but remain subject to the design standards and
guidelines listed in section 11-5-1 of this title and the maintenance requirements
listed in section 11-11-3 of this title:
C. Government signs, including directional signs, to control traffic or for other
regulatory purposes;
Staff believes the information kiosk meets the purpose and intent of the sign
regulations and that the kiosk is an exempt sign and therefore, may be backlit for
readability.
THE VAIL VILLAGE URBAN DESIGN GUIDE PLAN
FACADE MATERIALS (In part, Page 16)
Stucco, brick, wood and glass are the primary building materials found in the
Village. Of the above materials, stucco is the most consistently used material.
Most of the buildings in the Village exhibit some stucco, and there are virtually no
areas where stucco is entirely absent. It is intended to preserve the dominance
of stucco by its use in portions, at least, of all new facades.
ROOF FORMS, PITCH (In part, Page 13)
Roofs within the Village are typically gable in form and of moderate-to-low pitch.
For visual consistency 3112 - 6112 [pitch] range should be preserved.
IV. STAFF RECOMMENDATION
Staff recommends approval, with conditions, of the information kiosk design. If
the DRB chooses to approve the request, Staff recommends the following
conditions:
1. The applicant shall work with Cornerstone Kiosk to finalize construction
and installation details for design # [1-4].
2. The primary color(s) of the kiosk shall be
3. The color(s) of the roof shall be
4. The first kiosk shall be installed north of the covered bridge, across
(Meadow Drive) from the transportation center, near the location of the
current 'happenings' display on the light post.
5. The first kiosk shall replace the 'happenings' display on the light post
located north of the covered bridge, across (Meadow Drive) from the
transportation center.
If the Board chooses to approve the request, Staff recommends that the Board
make the following finding:
That the kiosks shall be considered 'exempt' signs under Section 11-9-1
and therefore are allowed to be back-lit for the purpose of readability.
