General Information:
All projects requiring Planning and Environmental Commission review must receive approval prior to submitting a
building permit application. Please refer to the submittal requirements for the particular approval that is requested.
An application for Planning and Environmental Commission review cannot be accepted until all required information
is received by the Community Development Department. The project may also need to be reviewed by the Town

Submittal Requirements

GENERAL INFORMATION
This application is a petition for an amendment to the Town of Vail Municipal Code. Amendments to the
Town of Vail Municipal Code may be requested by the Town Council, by the Planning and Environmental
Commission, by petition of any resident or property owner in the Town, or by the Administrator. The Vail
Town Council is the final decision making body for code amendment requests.
SUBMITTAL REQUIREMENTS
^ Fee: $1300.00
^ A written summary of the proposed revision of the regulations.
^ Additional Material: The Administrator and/or PEC may require the submission of additional plans,
drawings, specifications, samples and other materials if deemed necessary to properly evaluate the
proposal.
PRE-APPLICATION CONFERENCE
A pre-application conference with a planning staff member is strongly encouraged. No application will be
accepted unless it is complete. It is the applicant's responsibility to make an appointment with the staff
to determine additional submittal requirements.
TIME REQUIREMENTS
The Planning and Environmental Commission meets on the 2nd and 4th Mondays of each month. A
complete application form and all accompanying material (as described above) must be accepted by the
Community Development Department by the appropriate submittal date, which is a minimum of four (4)
weeks prior to the date of the PEC public hearing.
ADDITIONAL REVIEW
A. If this application requires separate review by any local, State or Federal agency other than the Town
of Vail, the application fee shall be increased by $200.00. Examples of such review, may include, but
are not limited to: Colorado Department of Highway Access Permits, Army Corps of Engineers 404,
etc.
B. The applicant shall be responsible for paying any publishing fees which are in excess of 50% of the
application fee. If, at the applicant's request, any matter is postponed for hearing, causing the.
matter to be re=published, then, the entire fee for such re-publication shall be paid by the applicant.
C. Applications deemed by the Community Development Department to have design, land use or other
issues which may have a significant impact on the community may require review by consultants in
addition to Town staff. Should a determination be made by the Town staff that an outside consultant
is needed, the Community Development Department may hire the consultant. The Department shall
estimate the amount of money necessary to pay the consultant and this amount shall be forwarded
to the Town by the applicant at the time of filing an application. Expenses incurred by the Town in
excess of the amount forwarded by the applicant shall be paid to the Town by the applicant within 30
days of notification by the Town. Any excess funds will be returned to the applicant upon review
completion.

RESOLUTION NO. 23
Series of 2008
A RESOLUTION UPDATING THE VAIL VILLAGE MASTER PLAN, PURSUANT TO THE PROCESS
AND PROCEDURES OUTLINED IN SECTION VIII-B, ADOPTION, EXTENSIONS AND
AMENDMENTS OF THE VAIL VILLAGE MASTER PLAN; AND SETTING FORTH DETAILS IN
REGARD THERETO.
WHEREAS, on January 16, 1990, the Vail Town Council adopted the Vail Village Master Plan;
and
WHEREAS, Section VIII-B of the Vail Village Master Plan outlines a process and procedures
for updating the Master Plan; and
WHEREAS, the Town of Vail Community Development Department has submitted a
development application proposing certain updates to the Master Plan; and
WHEREAS, the Town of Vail Planning and Environmental Commission held a public hearing
on the proposed updates on July 28, 2008, and has forwarded a recommendation of approval, with
modifications, of the updates to the Town Council by a vote of 7-0-0; and
WHEREAS, the purpose of the updates is to reaffirm the goals, objectives, policies and action
steps of the Master Plan; to identify those projects and action steps that have been completed; and to
identify those next series of actions steps needed to implement the recommendations of the Master
Plan; and
WHEREAS, the Town Council finds that conditions have changed in Vail Village which
warrant the proposed updates and that said updates are in keeping with the goals, objectives, and
policies prescribed by the Master Plan in general.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF VAIL,
COLORADO:
The Town Council of the Town of Vail hereby updates the Vail Village Master Plan as follows:
(Additions are shown GREEN, Deletions are shown in RED, Completed actions are shown in LIGHT GRAY)
GOAL #1 ENCOURAGE HIGH QUALITY, REDEVELOPMENT WHILE PRESERVING UNIQUE
ARCHITECTURAL SCALE OF THE VILLAGE IN ORDER TO SUSTAIN ITS SENSE OF
COMMUNITY AND IDENTITY.
1.1 Objective:
Implement a consistent development review process to reinforce the character of the
Village.
1.1.1 Policy
Development and improvement projects approved in the Village shall be consistent with
the goals, objectives, policies and design considerations as outlined in the Vail Village
Master Plan and Urban Design Guide Plan.
1.2 Objective:
Encourage the upgrading and redevelopment of residential and commercial facilities.
1.2.1 Policy:
Additional development may be allowed as identified by the Action Plan and as is
consistent with the Vail Village Master Plan and Urban Design Guide Plan.
1.2.2 Policy:
Development and improvement projects shall be coordinated to minimize the unintended
negative consequences associated with construction activity in a pedestrianized,
commercial area. For instance, the noise abatement, project completion guarantees,
temporary parking, traffic control, etc.
1.3 Objective:
Enhance new development and redevelopment through public improvements done by private
developers working in cooperation with the town.
1.3.1 Policy:
Public improvements shall be developed with the participation of the private sector
working with the Town.
1.4 Objective:
Recognize the "historic" importance of the architecture, structures, landmarks, plazas and
features in preserving the character of Vail Village.
1.4.1 Policy:
The historical importance of structures, landmarks, plazas and other similar features shall
be taken into consideration in the development review process.
1.4.2 Policy:
The Town may grant flexibility in the interpretation and implementation of its regulations
and design guidelines to help protect and maintain the existing character of Vail Village.
1.4.3 Policy:
Identification of "historic" importance shall not be used as the sole means of preventing or
prohibiting development in Vail Village.
GOAL #1 Action Steps:
Develop and adopt an overlay zone districts implementing the Vail Village Master Plan
2. Study and implement an impact fee system to reduce the public burden of providing
infrastructure and public services to new development.
3. Reprioritize public improvement projects within the Village area.
4. Develop and adopt an annual construction activity schedule for development and
improvement projects in the Village with special attention given to the use of the Town's
right-of-way and the potential negative impacts on the resident and guest experience.

5. Explore the impacts of amending the definition of a "building story" as defined on the
Conceptual Building Height Plan to allow for an increase in the floor-to-floor height to
greater than 9 feet.
6. Compile a list and develop a map identifying the location of potential structures,
landmarks, plazas and other similar features that may be of historical importance.
7. Explore the option of requiring the execution of performance completion bonds to ensure
that projects which are started in Vail Village are fully completed.
GOAL #2 TO FOSTER A STRONG TOURIST INDUSTRY AND PROMOTE YEAR-AROUND ECONOMIC
HEALTH AND VIABILITY FOR THE VILLAGE AND FOR THE COMMUNITY AS A WHOLE.
2.1 Objective:
Recognize the variety of land uses found in the 11 sub-areas throughout the Village and allow for
development that is compatible with these established land use patterns.
2.1.1 Policy:
The zoning code and development review criteria shall be consistent with the overall goals
and objectives- of the Vail Village Master Plan.
2.2 Objective:

importance of Vail Village as a mixed use center of activities for our guests, visitors and
residents.
2.2.1 Policy:
The design criteria in the Vail Village Urban Design Guide Plan shall be the primary
guiding document to preserve the existing architectural scale and character of the core
area of Vail Village.
2.3 Objective:
Increase the number of residential units available for short term overnight
accommodations.
2.3.1 Policy:
The development of short term accommodation units is strongly encouraged.
Residential units that are developed above existing density levels are required to be
designed or managed in a manner that makes them available for short term overnight
rental.
2.4 Objective:
Encourage the development of a variety of new commercial activity where compatible with
existing land uses.

2.4.1 Policy:
Commercial infill development consistent with established horizontal zoning regulations
shall be encouraged to provide activity generators, accessible greenspaces, public
plazas, and streetscape improvements to the pedestrian network throughout the Village.
2.4.2 Policy:
Activity that provides night life and evening entertainment for both the guest and the
community shall be encouraged.
2.5 Objective:
Encourage the continued upgrading, renovation and maintenance of existing lodging and
commercial facilities to better serve the needs of our guests.
2.5.1 Policy:
Recreation amenities, common areas, meeting facilities and other amenities shall be
preserved and enhanced as a part of any redevelopment of lodging properties.
2.5.2 Policy:
The town will use the maximum flexibility possible in the interpretation of building and fire
codes in order to facilitate budding renovations without compromising life, health and safety
considerations.
2.6 Objective:
Encourage the development of ~e employee housing units in Vail Village through
the efforts of the private sector.
2.6.1 Policy:
Employee housing units may be required as part of any new or redevelopment project
requesting density over that allowed by existing zoning.
2.6.2 Policy:
Employee housing shall be developed with appropriate restrictions so as to insure their
availability and affordability to the local work force.
2.6.3 Policy:
The Town of Vail may facilitate in the development of affordable housing,
I+na+te~ appropriate assistance.
2.6.4 Policy:
Employee housing shall be developed in the Village when required by the Town's
adopted Zoning Regulations.
2.7 Objective:
Encourage the development of multi-use special events venues and infrastructure (ie, publicly
accessible restrooms, power and utilities, etc.) within Vail Village in cooperation with the private
sector.
2.7.1 Policy:
The development of new special event venues and improvements to existing venues shall
be strongly encouraged to reinforce the important role that special events play in tha
promoting ayear-round economy in Vail Village .

GOAL #2 Action Steps:
Initiate zoning code modifications to clarify the Urban Design Guide Plan's authority to
cover those areas outside of; Commercial Core 1 that are referenced by the Urban Design
Guide Plan. (Completed)
2. Develop and adopt an Economic Development Strategic Plan fore Town of Vail.
3. Create a special events venue map for Vail Village. The ma should include existing and
potential special event venue locations with an indicatio on how many participants the
venue can accommodate. Other logistical considerations such as event set up
configurations, vehicular access, pedestrian circulation, emergency vehicle
accommodations, compatibility with adjacent and surrounding uses, etc. should also be
noted on the map.
4. In cooperation with the Eagle River Water and Sanitation District, explore the creation of
stormwater management regulations aimed at preserving and protecting the water quality
of Gore Creek to ensure that the creek and its adjacent riparian corridors remains healthy
and vibrant.
5. Explore the adoption of land use policies regarding certain land uses (ie real estate offices,
professional offices and similar non-retail uses) addressing horizontal zoning of public
accommodation zone district properties within the area governed by the Vail Village Master
Plan.
6. Establish a clear policy related to the use of the public right-of-way and other similar public
property for the outdoor display of merchandise and goods and make any amendments to
the town's adopted codes as necessary to implement the desired policy.
GOAL #3: TO RECOGNIZE AS A TOP PRIOTITY THE ENHANCEMENT OF THE WALKING
EXPERIENCE THROUGHOUT THE VILLAGE
3.1 Objective:

The Town encourages a regulated program of outdoor street activity in predetermined
locations throughout the Village.
3.3.2 Policy:
Outdoor dining is an important streetscape feature and shall be encouraged in commercial
infill or redevelopment projects.
3.4 Objective:
Develop additional sidewalks, pedestrian-only walkways and accessible green space areas,
including pocket parks and stream access.
3.4.1 Policy:
Physical improvements to property adjacent to stream tracts shall not further restrict
public access.
3.4.2 Policv:
Private development projects shall be required to incorporate new sidewalks along
streets adjacent to the project as designated in the Vail Village Master Plan and/or
Recreation Trails Master Plan.

The "privatization" of the town-owned Gore Creek stream tract shall be strongly
discouraged.

1. Initiate a comprehensive lighting plan for all public spaces in Vail Village. (Completed)
2. Amend the Design Review Guidelines to recognize the concept of "winterscape" in the
evaluation of landscape plans.

3. Identify additional locations and funding strategies for the development of additional
public restrooms in the Village.
4. Study walking-only paths and stream access on public property. (Completed)
5. Initiate the Vail Village Streetscape Improvement Plan to serve as a concept plan for
subsequent improvements to public places in the Village. (Completed)
6. Designate an Arts in Public Places Board to produce and/or review proposals for public

GOAL #4: TO PRESERVE EXISTING OPEN SPACE AREAS AND EXPAND GREENSPACE
OPPORTUNITIES.
4.1 Objective:
Improve existing open space areas and create new plazas with greenspace and pocket parks.
Recognize the different roles of each type of open space in forming the overall fabric of the
Village.
4.1.1 Policy:
Active recreation facilities shall be preserved (or relocated to accessible locations
elsewhere in the Village) in any development or redevelopment of property in Vail
Village.
4.1.2 Policy:
The development of new public plazas, and improvements to existing plazas (public art,
landmarks, historic features, streetscape features, seating areas, etc.) shall be strongly
encouraged to reinforce their roles as attractive people places.
4.1.3 Policy
With the exception of ski base-related facilities, existing natural open space areas at
the base of Vail Mountain and throughout Vail Village and existing greenspaces shall
be preserved as open space.
4.1.4 Policy:
Open space improvements including the addition of accessible greenspace as
described or graphically shown in the Vail Village Master Plan and/or Urban
Design Guide Plan, will be required in conjunction with private infill or
redevelopment projects.

4.2 Objectives:
Improve and expand the opportunity for active and passive recreational activity throughout
the Village.
4.2.1 Policy:
Continue the implementation of the Ford Park Master Plan as this will provide
important recreational opportunities to residents and guests.
GOAL #4 Action Steps:
Develop pocket parks with passive recreational improvements including benches, paths,
children's play facilities and stream access in appropriate Town-owned parcels.
2. Evaluate additional opportunities for the purchase of additional parcels for open space and/or
public use.
3. Explore the "Mill Creek Retail /area" as part of the Village Streetscape e'roject.

4. Connect streamwalks to other walkways and pocket parks in order to integrate and enhance
the total pedestrian network.
5. Revegetate and restore disturbed areas along stream tracts.

7. Restore the Town snow dump, including stream tract, to its natural state.

Vail Village to mitigate the damage caused by the pine beetle and similar tree diseases and
infestations.

GOAL #5: INCREASE AND IMPROVE THE CAPACITY, EFFICIENCY, AND AESTHETICS OF THE
TRANSPORTATION AND CIRCULATION SYSTEMS THROUGHOUT THE VILLAGE.
5.1 Objective:
Meet parking demands with public and private parking facilities
5.1.1 Policy
For new development that is located outside of the Commercial Core I Zone District, on-
site parking shall be provided (rather than paying into the parking fund) to meet any
additional parking demand as required by the zoning code.

5.1.2 Policy:
The expansion of the Vail Village parking structure shall maximize the number of
additional parking spaces available for public parking.
5.1.3 Policy:
Seek locations for additional structured public and private parking.
5.1.4 Policy:
Continue to promote the lease parking program as a means for maximizing the
utilization of private parking spaces.
5.1.5 Policy:
Redevelopment projects shall be strongly encouraged to provide underground or visually
concealed parking.
5.1.6 Policy:
Development and redevelopment projects shall be strongly encouraged to provide ample
temporary parking for construction workers for the duration of a construction project to

5.2 Ob~ectrve:
Encourage the use of public transportation to minimize the use of private automobiles throughout
Vail.
5.2.1 Policy:
The Town and its regional partners shall continue to provide an efficient transit system
and increase service levels as needed to meet demand.
5.2.2 Policy:
The Town shall facilitate and encourage the operation of private shuttle vans outside of
the pedestrianized core area.
5.3 Objective:
Concentrate the majority of interconnecting transit activity at the periphery of the Village
to minimize vehicular traffic in pedestrianized areas.
5.3.1 Policy:
The Vail Transportation Center shall be the primary pick up and drop off point for public
transit and private shuttle vans and taxis.
5.4 Objective:
Improve the streetscape circulation corridors throughout the Village.
5.4.1 Policy:
The Town shall work with the Colorado Division of Highways toward the
implementation of a landscaped boulevard and parkway along the South Frontage
Road.
5.4.2 Policy:
Medians and right-of -ways shall be landscaped.

GOAL #5 Action Steps:
Construct vehicular circulation and signage improvements designed to reduce
unnecessary traffic into the Village core.
2. Continue to monitor traffic flow through the 4-wad-step roundabout areas and study
alternatives available to increase efficiency of this intersection and' meet future traffic
demands.
3. Continue to study the feasibility of a "people mover" or other public transportation alternatives
to augment or replace the existing shuttle system.
4. Village parking policies (both parking requirements and properties eligible for paying into the
parking fund) following the completion of the Town's Parking and Transportation Study.
5. Study the feasibility of an underground (recreation fields would remain), parking structure in
Ford Park.

I. DESCRIPTION OF THE REQUEST
The applicant, Town of Vail Community Development Department, represented
by George Ruther, is requesting a work session with the Vail Town Council to
discuss a proposed update to the Vail Village Master Plan. The proposed update
has been initiated by the Community Development Department pursuant to
Section VIII (B) of the Vail Village Master Plan.
The purpose of this work session is to:
• Provide an overview of the existing goals, objectives, policies and action steps of
the master plan;
• Share the comments and input the Community Development Department has
received on the master plan update process to date;
• Present the recommendation of the Town of Vail Planning & Environmental
Commission to the Town Council; and
• Outline the proposed next steps in the review process for updating the Vail
Village Master Plan.
As this is a work session, staff will not be providing a formal recommendation at
this time.
II. BACKGROUND
On January 22, 2008, the Vail Town Council instructed staff to prepare and
update to the Vail Village Master Plan. The purpose of the update is to address
the six major goals outlined in the master plan, acknowledge the actions steps
that have been completed in keeping with the master plan, and to identify the
next series of action steps needed to further implement the goals, objectives and
policies of the master plan.
On July 28, 2008, the Town of Vail Planning & Environmental Commission held a
public hearing on the proposed update. Upon review of the proposed update, the
Commission has forwarded its recommendation of approval, with modifications,
of the Vail Village Master Plan update.
III. DISCUSSION ITEMS
Overview of the Goals, Objectives, Policies and Action Steps
Goals for Vail Village are summarized in six major goal statements. While there
is a certain amount of overlap between these six goals, each focuses on a
particular aspect of the Village and the community as a whole. The goal
statements are designed to establish a framework, or direction, for the future
growth of the Village. A series of objectives outline specific steps that can be
taken toward achieving each stated goal. Policy statements have been
developed to guide the Town's decision-making in achieving each of the stated
objectives, whether it be through the review of private sector development
proposals or in implementing capital improvement projects. Finally, action
steps are suggested as immediate follow-up actions necessary to implement
the goals of this Plan.
The Vail Village Master Plan's objectives and policy statements address key
issues relative to growth and development. These statements establish much of
the context within which future development proposals are evaluated. In
implementing the Plan, the objectives and policies are used in conjunction with
a number of graphic planning elements that together comprise this Plan. While
the objectives and policies establish a general framework, the graphic plans
provide more specific direction regarding public improvements or development
potential on a particular piece of property.

Encourage the development of a variety of new commercial activity
where compatible with existing land uses.
2.4.1 Policy:
Commercial infill development consistent with established
horizontal zoning regulations shall be encouraged to provide
activity generators, accessible greenspaces, public plazas, and
streetscape improvements to the pedestrian network throughout
the Village.
2.4.2 Policy:
Activity that provides night life and evening entertainment for
both the guest and the community shall be encouraged.
2.5 Objective:
Encourage the continued upgrading, renovation and maintenance of
existing lodging and commercial facilities to better serve the needs of
our guests.
2.5.1 Policy:
Recreation amenities, common areas, meeting facilities and other
amenities shall be preserved and enhanced as a part of any
redevelopment of lodging properties.

The town will use the maximum flexibility possible in the
interpretation of building and fire codes in order to facilitate
budding renovations without compromising life, health and safety
considerations.
2.6 Objective:
Encourage the development of affordable housing units in Vail
Village through the efforts of the private sector.
2.6.1 Policy:
Employee housing units may be required as part of any new or
redevelopment project requesting density over that allowed by
existing zoning.

Employee housing shall be developed with appropriate restrictions
so as to insure their availability and affordability to the local work
force.

uses (ie reat estate offices, professional offices and similar non-
retail uses) addressing horizontal zoning of non-commercial core
zone district properties within the area governed by the Vail Village
Master Plan.
6. Establish a clear policy related to the use of the public right-of-way
and other similar public property for the outdoor display of
merchandise and goods and make any amendments to the town's
adopted codes as necessary to implement the desired policy.

development or redevelopment of property in Vail Village.

The development of new public plazas, and improvements to
existing plazas (public art, landmarks, historic features,
streetscape features, seating areas, etc.) shall be strongly
encouraged to reinforce their roles as attractive people places.
4.1.3 Policy
With the exception of ski base-related facilities, existing natural
open space areas at the base of Vail Mountain and throughout
Vail Village and existing greenspaces shall be preserved as
open space.

Open space improvements including the addition of
accessible greenspace as described or graphically shown
in the Vail Village Master Plan and/or Urban Design Guide
Plan, will be required in conjunction with private infill or
redevelopment projects.

I. DESCRIPTION OF THE REQUEST
The applicant, Town of Vail Community Development Department, represented
by George Ruther, is requesting a work session with the Town of Vail Planning &
Environmental Commission to discuss a proposed update to the Vail Village
Master Plan. The proposed update has been initiated by the Community
Development Department pursuant to Section VIII (B) of the Vail Village Master
Plan.
The purpose of this work session is to:
1. Share the comments and input the Community Development Department
has received on the master plan update process to date;
2. Review the existing goals, objectives, policies and action steps of the
master plan; and
3. Outline the next steps in the review process for updating the Vail Village
Master Plan.
As this is a work session, staff will not be providing a formal recommendation at
this time. Staff requests that the Planning and Environmental Commission tables
this application to the July 14, 2008 public hearing.
II. BACKGROUND
On January 22, 2008, the Vail Town Council instructed staff to prepare and
update to the Vail Village Master Plan. The purpose of the update is to address
the six major goals outlined in the master plan, acknowledge the actions steps
that have been completed in keeping with the master plan, and to identify the
next series of actions steps needed to further implement the goals, objectives
and policies of the master plan.
On April 28, 2008, the Town of Vail Planning & Environmental Commission held
a public hearing on the update. At that time, the Commission expressed their
collective support for the updating process outlined by the Community
Development Department and encouraged the staff to complete a public
participation process which was inclusive of the community, property owners,
and business owners in the areas affected by the master plan.
On April 16, May, 1, May 13, May 23, and June 10, the Community Development
Department met with members of the 1990 Town of Vail Planning &
Environmental Commission, Vail Chamber & Business Association Board, Vail
Economic Advisory Council, Meadow Drive Business Partnership and the Vail
Chamber & Business Association membership to share information with the
community about the master plan update and to gain input on the process.
III. DISCUSSION ITEMS
Overview of the Goals, Objectives, Policies and Action Steps
Goals for Vail Village are summarized in six major goal statements. While there
is a certain amount of overlap between these six goals, each focuses on a
particular aspect of the Village and the community as a whole. The goal
statements are designed to establish a framework, or direction, for the future
growth of the Village. A series of objectives outline specific steps that can be
taken toward achieving each stated goal. Policy statements have been
developed to guide the Town's decision-making in achieving each of the stated
objectives, whether it be through the review of private sector development
proposals or in implementing capital improvement projects. Finally, action
steps are suggested as immediate follow-up actions necessary to implement
the goals of this Plan.
The Vail Village Master Plan's objectives and policy statements address key
issues relative to growth and development. These statements establish much of
the context within which future development proposals are evaluated. In
implementing the Plan, the objectives and policies are used in conjunction with
a number of graphic planning elements that together comprise this Plan. While
the objectives and policies establish a general framework, the graphic plans
provide more specific direction regarding public improvements or development
potential on a particular piece of property.

GOAL #4: TO PRESERVE EXISTING OPEN SPACE AREAS AND EXPAND
GREENSPACE OPPORTUNITIES.
4.1 Objective:
Improve existing open space areas and create new plazas with
greenspace and pocket parks. Recognize the different roles of each
type of open space in forming the overall fabric of the Village.
4.1.1 Policy:
Active recreation facilities shall be preserved (or relocated to
accessible locations elsewhere in the Village) in any
development or redevelopment of property in Vail Village.
4.1.2 Policv:
The development of new public plazas, and improvements to
existing plazas (public art, streetscape features, seating areas,
etc.) shall be strongly encouraged to reinforce their roles as
attractive people places.
4.1.3 Policy
With the exception of ski base-related facilities, existing natural
open space areas at the base of Vail Mountain and throughout
Vail Village shall be preserved as open space.
4.1.4 Policv:
Open space improvements including the addition of
accessible greenspace as described or graphically shown
in the Vail Village Master Plan and/or Urban Design Guide
Plan, will be required in conjunction with private infill or
redevelopment projects.
4.2 Objectives:
Improve and expand the opportunity for active and passive
recreational activity throughout the Village.
4.2.1 Policy:
Continue the implementation of the Ford Park Master Plan
as this will provide important recreational opportunities to
residents and guests.

paying into the parking fund) to meet any additional parking
demand as required by the zoning code.

The expansion of the Vail Village parking structure shall maximize
the number of additional parking spaces available for public
parking.

Seek locations for additional structured public and private
parking.

Continue to promote the lease parking program as a means
for maximizing the utilization of private parking spaces.

Redevelopment projects shall be strongly encouraged to provide
underground or visually concealed parking.

Encourage the use of public transportation to minimize the use of private
automobiles throughout Vail.

and increase service levels as needed to meet demand.

I. Overview of Goal #2, Objectives, Policies and Action Steps
Goals for Vail Village are summarized in six major goal statements. While there
r ~ is a certain amount of overlap between these six goals, each focuses on a
~ particular aspect of the Village (ie, tourism and economic development) and the
community as a whole. The goal statements are designed to establish a
framework, or direction, for the future growth of the Village. A series of
~J objectives outline specific steps that can be taken toward achieving each stated
~ goal. Policy statements have been developed to guide the Town's decision-
_~ making in achieving each of the stated objectives, whether it be through the
review of private sector development proposals or in implementing capital
~' _, improvement projects. Finally, action steps are suggested as immediate follow-
up actions necessary to implement the goals of this Plan.
The Vail Village Master Plan's objectives and policy statements address key
issues relative to growth and development. These statements establish much of
the context within which future development proposals are evaluated. In
implementing the Plan, the objectives and policies are used in conjunction with
a number of graphic planning elements that together comprise this Plan. While
the objectives and policies establish a general framework, the graphic plans
provide more specific direction regarding public improvements or development
potential on a particular piece of property.

I. DESCRIPTION OF THE REQUEST
The applicant, Town of Vail Community Development Department, represented
by George Ruther, is requesting a final recommendation from the Town of Vail
Planning & Environmental Commission to the Vail Town Council of a proposed
update to the Vail Village Master Plan. The proposed update has been initiated
by the Community Development Department pursuant to Section VIII (B) of the
Vail Village Master Plan.
The purpose of this update is to:
1. reaffirm the six major goal statements outlined in the master plan,
2. acknowledge the actions steps that have been completed in keeping with
the master plan, and;
3. identify the next series of actions steps needed to further implement the
goals, objectives and policies of the master plan.
Based upon staff's review of the proposed update and the community input and
comment received to date, staff recommends that the Town of Vail Planning &
Environmental Commission forwards a recommendation of approval of the
proposed update to the Vail Town Council
II. BACKGROUND
On January 22, 2008, the Vail Town Council instructed staff to update to the Vail
Village Master Plan. The purpose of the update is to address the six major goals
outlined in the master plan, acknowledge the actions steps that have been
completed in keeping with the master plan, and to identify the next series of
actions steps needed to further implement the goals, objectives and policies of
the Master Plan.
On April 28, 2008, the Town of Vail Planning & Environmental Commission held
a public hearing on the update. At that time, the Commission expressed their
collective support for the updating process outlined by the Community
Development Department and encouraged the staff to complete a public
participation process which was inclusive of the community, property owners,
and business owners in the areas affected by the master plan.
On June 23, 2008, the Town of Vail Planning & Environmental Commission held
a worksession to discuss the Vail Village Master Plan update process.
Specifically, the Commission was informed by staff of the comments and input
the Community Development Department had received to date on the master
plan update, reviewed the existing goals, objectives, policies and action steps of
the master plan and expressed their continued support for the existing language
and was informed of the next steps in the review process for updating the Vail
Village Master Plan.
On April 16, May, 1, May 13, May 23, and June 10, the Community Development
Department met with members of the 1990 Town of Vail Planning &
Environmental Commission, Vail Chamber & Business Association Board, Vail
Economic Advisory Council, Meadow Drive Business Partnership and the Vail
Chamber & Business Association membership to share information with the
community about the master plan update and to gain input on the process.
On July 8, 2008, the Town to Vail Economic Advisory Council met to specifically
discuss the possible updates to Goal #2. As a result of the meeting, several
additional actions steps were added to Goal Statement #2.
III. PROPOSED UPDATES
GOAL #1 ENCOURAGE HIGH QUALITY, REDEVELOPMENT WHILE
PRESERVING UNIQUE ARCHITECTURAL SCALE OF THE VILLAGE
IN ORDER TO SUSTAIN ITS SENSE OF COMMUNITY AND IDENTITY.
1.1 Objective:
Implement a consistent development review process to
reinforce the character of the Village.
1.1.1 Policy
Development and improvement projects approved in the Village
shall be consistent with the goals, objectives, policies and
design considerations as outlined in the Vail Village Master
Plan and Urban Design Guide Plan.
1.2 Objective:
Encourage the upgrading and redevelopment of residential and
commercial facilities.

Additional development may be allowed as identified by the Action
Plan and as is consistent with the Vail Village Master Plan and
Urban Design Guide Plan.
1.2.2 Policy:
Development and improvement projects shall be coordinated to
minimize the unintended negative consequences associated with
construction activity in a pedestrianized, commercial area.
1.3 Objective:
Enhance new development and redevelopment through public
improvements done by private developers working in cooperation with
the town.

the private sector working with the Town.

retail uses) addressing horizontal zoning of non-commercial core I
zone district properties within the area governed by the Vail Village

IV. FINDINGS/CRITERIA FOR REVIEW
Section VIII, Implementation and Amendment, Subsection B, Plan Review, of the
Vail Village Master Plan states,
"Within one year after is adoption, and not less Phan every three years, or
as deemed necessary, the Community Development Department of the
Town of Vail should undertake a review of the plan. Any changes
recommended by the staff will be submitted to the Planning and
Environmental Commission of the Town. If the plan is not updated or
reviewed within the timeframe suggested in this paragraph, it shall in no
way affect the validity of the plan."
A comprehensive update to the plan has never occurred, though several
amendments to the plan have been adopted since its inception. In reviewing the
proposed updates, staff focused mainly on identifying those projects which have
been completed in accordance with the recommendations of the plan and
attempted to identify additional or expanded action steps which could be taken to
further implement the plan. This update is not intended to alter the goals,
objectives or policies outlined in the plan. Therefore, staff relied upon the original
intent and purpose of the plan in making our recommendations on updates to the
plan.
V. STAFF RECOMMENDATION
The Town of Vail Community Development Department recommends that the
Planning & Environmental Commission forwards a recommendation of approval

of the proposed updates to the Vail Village Master Plan to the Vail Town Council.
As no specific criteria exists for consideration of a master plan update, staff's
recommendation is based upon our review of the purpose of plan and the six
major goal statements, as outlined within the master.
Should the Planning & Environmental Commission choose to forward a
recommendation of approval of the proposed plan updates to the Vail Town
Council, the Town of Vail Community Development Department recommends
that the Commission makes the following finding,
"That based upon the review of the Vail Village Master Plan purpose and
goals statements, the proposed updates to the plan further the purpose of
plan and aid in achieving the six major goal statements contained within
the document. More specifically, the proposed updates shall ensure that
the plan continues to serve as a guide to the staff, review boards, and
Town Council in analyzing and evaluating future proposals for
development in Vail Village and in legislating effective ordinances to deal
with such development. "

DESCRIPTION OF THE REQUEST
The applicant, Town of Vail Community Development Department, represented
by George Ruther, is requesting a work session with the Vail Town Council to
discuss a proposed update to the Vail Village Master Plan. The proposed update
has been initiated by the Community Development Department pursuant to
Section VIII (B) of the Vail Village Master Plan.
The purpose of this work session is to:
Present the latest revised version of the proposed master plan update based
upon the Town Council's feedback from the August 5~h worksession meetingl;
and
Outline the proposed next steps in the review process for updating the Vail
Village Master Plan.
As this is a work session, staff will not be providing a formal recommendation at
this time.
BACKGROUND
On January 22, 2008, the Vail Town Council instructed staff to prepare and
update to the Vail Village Master Plan. The purpose of the update is to address
the six major goals outlined in the master plan, acknowledge the actions steps
that have been completed in keeping with the master plan, and to identify the
next series of action steps needed to further implement the goals, objectives and
policies of the master plan.
On July 28, 2008, the Town of Vail Planning & Environmental Commission held a
public hearing on the proposed update. Upon review of the proposed update, the
Commission has forwarded its recommendation of approval, with modifications,
of the Vail Village Master Plan update.
On August 5, 2008, the Vaii Town Council held an afternoon worksession to
discuss the proposed update to the Vail Village Master Plan. The Town Council
provided a favorable response to the update as recommended by the Town of
Vail Planning & Environmental Commission.
III. PROPOSED UPDATES

GOAL #1 ENCOURAGE HIGH QUALITY, REDEVELOPMENT WHILE

amenities shall be preserved and enhanced as a part of any
redevelopment of lodging properties.

Minor improvements (landscaping, decorative paving, open dining
decks, etc.), may be permitted on Town of Vail land or right-of-way
(with review and approval by the Town Council and Planning and
Environmental Commission when applicable) provided that Town
operations such as snow removal, street maintenance and fire
department access and operation are able to be maintained at
current levels. Special design (i.e. heated pavement), maintenance
fees, or other considerations may be required to offset impacts on
Town services.
GOAL #6 Action Steps:
1. Study feasible alternatives for providing long range solutions for
loading and delivery functions in the Village.
2. Work closely on an ongoing basis with Upper Eagle Valley Water
and Sanitation District to ensure adequate water and sewer
facilities to accommodate future development.
3. Study feasible alternatives and implement a centralized
trash/recycling facilities in the Commercial Core I area.
4. Work closely with the Vail Village business owners, property
owners, lodge owners, residents and all other potentially
affected parties on an ongoing basis to optimize the use of the
Town's dispersed loading/delivery facilities and minimize the
use of the Town's right of way for loading/delivery activities.
5. Create and expand the use of management committees
comprised of all potentially affected parties to address parking,
traffic, special events, construction impact, etc. issues that
may arise.

BACKGROUND:
On January 22, 2008, the Vail Town Council instructed staff to prepare an update to the Vail Village
Master Plan. The purpose of the update is to address the six major goals outlined in the master
plan, acknowledge the actions steps that have been completed in keeping with the master plan, and
to identify the next series of action steps needed to further implement the goals, objectives and
policies of the master plan.

Planning Study for Rail Transit Stations and Alignment supports this overall effort.
Planning Cool and Healthy Communities

The planning profession has turned its attention to the effects the built environment has on
people's health, specifically regarding the relationship between planning, community design and
climate change. Although, protecting the climate is in its infancy. Despite encouraging trends in
increasing transit usage, transit oriented development, and downtown residential growth, the
majority of our development continues to be automobile dependent with a very high carbon
footprint. Urban planning in the Netherlands produces compact, mixed use urban regions with
true urbanity and a wide choice of mobility options. This also results in much lower fossil fuel
consumption and a significantly smaller carbon footprint.
Planning and health professionals have developed opportunities to collaborate on the built
environment, particularly in Colorado, to reduce incidence of obesity, overweight and improve
cardiovascular health. Presenters will describe this national movement to promote better
planning and design as a means of improving health and implementing more sustainable land use
practices.

Ski Area Base Development in Breckenridge

The Town of Breckenridge is experiencing large scale development associated with the
Breckenridge Ski Resort. The ski resort and the Town have worked cooperatively to develop a
plan for amenities and facilities that are of benefit to the broader community. In this session we
will review resort development occurring at either end of the new Breck Connect Gondola. The
development at the base of Peaks 7 and 8, currently under construction, will be reviewed. This
discussion will look at how the development fits into and enhances the skier experience, how the
gondola is intended to mitigate traffic impacts, and how the protection of the Cucumber Gulch
natural area has been addressed. The second development reviewed will be the plans for the
skier parking lots surrounding the gondola base. This project, in an early conceptual phase,
presents numerous challenges and opportunities to the Town, including: enhancing the pedestrian
connection from the gondola to Main Street, providing a successful transit center, providing an
extension of the Town's riverwalk, providing a location for the Town's historic locomotive,
determining appropriate levels of commercial use that complement and do not compete with
Main Street, and accommodating zoned density while keeping development in character with the
Town's design standards.

Conservation is a land use supporting public policy and increasingly demanded by constituents.
Integrating uses across sectors involves the understanding of the objectives of each sector, what
is fixed in space, and what is the envelope of options for accommodating tradeoffs. Integrating
conservation into land use and infrastructure planning is complex and requires the assistance of
multiple decision support systems. This session will describe the key concepts of integrating
conservation and provide case studies of how multiple tools can be integrated to achieve it.

Whether or not the scientists aze correct about the causes and impacts of global warming, one
thing is certain: development and land use are certain to be affected as federal, state, and local
governments scramble to promulgate regulations designed to address the issue. This session will
provide a brief overview of the current state of the science of global warming, a summazy of the
California's AB-32 and the California land use response to climate changes, and a discussion of
current efforts in Colorado. Although California and Colorado differ significantly in their
overall land use regulatory schemes, some of the specific techniques and practices already
adopted in California aze beginning to emerge across Colorado. Finally, we will conclude with a
discussion of the near-term impacts on land use planning, and some best practices with wide
applicability.

dealt with, including motorized vs. non-motorized use, expansion of Nordic skiing facilities,
protection of historic resources, and protection of the natural environment. The session will also
review projects currently underway that are intended to sustain the Golden Horseshoe's
environment and trails, even as the area experiences heavier visitation.

George, without studying the entire plan along with maps or site diagrams it
is hard to make educated comments, however, based on the information
presented my thoughts are as follows.
Without knowing the boundaries of each segment of the Master Plan, it is
impossible to make comments.
Under GOAL # 2, 2.1 the sub areas need to be defined to determine what
development or re-development is appropriate or compatible.
2.3.1: while short term accommodation units are "strongly encouraged" and
needed, the new 50% on site employee housing requirement could create a
barrier. Due not only to strategic concerns, the economic challenge of
putting a significant amount of employee housing on site could be counter
productive. We support employee housing requirements but the 50% on site
rule could prove to be an economic and social burden to some redevelopment
2.5.1: the requirements for common areas and meeting facilities need to fit
with the redevelopment and economics of each project. In some cases, if
hotel/short term lodging is being redeveloped, minimal meeting space is
required, depending on the nature of the new lodging. I.e., a boutique
hotel would not need much in the way of meeting space while a more
'corporate' hotel would require a greater percentage of meeting space.
Therefore, a hard and fast rule should not apply. Rather, a goal of
maintaining appropriate meeting space to the nature of the redevelopment is
important.
2.6.2: Does this imply that a redevelopment that does not exceed existing
zoning would not require any employee housing? And, if density is
increased, wouldn't part of that increase in density be available to meet
the employee housing requirement?
Don't know if this helps or not. On a somewhat separate point, I am a
supporter of employee housing but am not in favor of the 50% on site rule.
I believe the location of housing should be left to the developer as long as
they meet the requirement. In the case of a business that closes at 6 pm
and may have weekends off there is probably no problem with increased
on-site housing. In the case of lodging which operates 24/7, a conflict
exists with security (making sure employee residents aren't wondering around
the lodging or lodging common areas after a bad day at work or having a few
beers) and simply not creating an unpleasant dorm facility due to
financial/economic constraints is a bigger problem. Most managers generally
don't want to live on-site (I have done it and it is no picnic) as they are
always on-call and privacy is reduced.

First, To Foster a Strong Tourist Industry is only one way to promote
year-round economic health and it should become one of the objectives,
not the Goal.
Second, "viability" means the ability to survive, our goal is to thrive,
not just survive. "Vitality" is a better choice of words.
Objective 2.2 should be dropped. Few will interpret "historic" to
include the area that you described in our meeting. Beside, the area
that you described covers almost the entire Village so the objective
becomes irrelevant.
For Objective 2.3, is there any evidence to support the claim that Vail
Village needs more short term accomodations beyond what is already under
construction?
In Objective 2.6, replace "affordable" with "employee" and drop
"Village". The economic health of Vail Village is dependent on
employee, not affordable, housing in or near the Town of Vail, not
necessarily in the Village. Also, affordable housing is a social
objective, not an economic objective. Drop 2.6.3 as being irrelevant to
the revised objective 2.6
Finally, it's difficult to belive that the only action item that falls
out of this Goal is to update some Zoning Code.
